Governor gavin newsom announced the closure of state beach parking lots in Southern California and the bay area ahead of the holiday. The state of california is not mandating the closure of beaches this weekend. But we are modifying our Parking Facility operations and closing them to traffic. The parking lot of pacifica state beach was packed. Even on a gray wednesday afternoon. The governors announcement got mixed reviews. I think its frustrating because were all ready limited in what we can do. As far as Recreational Activities go. Were all getting a little stir crazy. I think its a good move. I think it will open peoples eyes to how much this second wave is actually hitting us. And hopefully, hopefully people will not get in big groups on the 4th of july. And its one less place where they can go. In pacifica closures go a step farther. Stretching from the parking lot to the sand itself. The city is closing local beaches and at their request, state beaches will also be closed. The mayor says it was not a decision made lightly after record memorial day crowds. They had the parking lots closed. And the parking in their neighborhoods was putting them at risk. And thats what were trying to do here is to protect the health and welfare as the mayor its my job to make sure our community is protected. This was not an easy call but its the right call. The city is hammering out details about this beach closure here in the city of pacifica. We dont know at this point if surfers and swimmers will be allowed to cross the sand to get to the water. Thats one of the things theyre still working out right now. We do know that there will be no beach going, there will be no fire works, there will be flo barbecues, nothing happening on the sand or in the parking lots on the beach here in pacifica. In Solano County the governors order means no dine in service at restaurants. Many in vallejo just recently reopened and are now forced to close again. We just got new tables yesterday. It was the first day opening up. And now got the news that we got to shut it back down again. Back to doing take out. Contra costa county is covered by the governors orders. It was supposed to reopen bars and Indoor Dining this passed monday. Now those places will be on hold at least three more weeks. Heres why, the state saw more than 5800 new cases over night. And among those getting tested, the Positivity Rate is now at 6 . The hospitalization rate is up 51 over the last two weeks. This evening a firsthand account of what its like inside san quinton after a thousand inmates tested positive for covid19. Kpix 5 gullery goodrich spoke to a former inmate telling a chilling story, juliet . Reporter he told me he knew it was bad inside but he says once he was released he really got a sense just how bad it is in terms of the covid cases and whats happening behind prison walls. He said thats one of the reasons why he wanted to do this interview. You got out last wednesday from san quinton. Yeah. And sam says he made a promise once out he would expose the unsafe Living Conditions inside. Its so filthy, contaminated and ridden with germs. Theyre not sweeping the tears. Theyre not mopping the tiers. Taxpayer not cleaning handrails or wiping door handles. Theyre being lazy and giving us the bare minimum. He says its not a matter of if inmates get exposed its when. We were given a cloth mask and a quarter bottle of Hand Sanitizer in march. And we were told the mask would be laundered daily. Theyve not been laundered once. Is there a way for social distancing or are you packed in there . Its an old infrastructure . Theres not much social distancing. Youre packed in tiny cells. Were acting with deliberate speed. The conditions in there are horrible. Hes with the San FranciscoPublic Defenders Office and says theyre filing emergency petitions to get 60 inmates out. But he says before they do, a plan must be in place. They wiget released without housing. The sentencing judge will t release our clients without a plan in place. And thats part of our job to ensure that we match them with resources. Theres no answer on combating covid19 in prison. They should probably just close that place down. And weve learned 42 inmates from san quinton who have tested oz conservative for covid19 have been taken to bay area hospitals. Some of them are in the icu. At san quinton state prison, kpix 5. The chp is investigating a shooting that shut down a stretch of 580 and left four injured in east oakland. Chopper 5 flew over the eastbound lanes near 106th avenue where investigators placed evidence markers around a black sedan. The lanes are shut down and its unclear when the chp will clear the scene. Lets take a look at the traffic map now. 580 still shut down causing significant delays. Youve the red on the map. Nearby city streets in oakland and san leandro are clogged up with drivers using them as a detour. Tough times for a downtown san jose park once considered the show piece of the citys park system. Were at guatalupe river park where most residents are afraid to go. Over the years, budget cuts, neglect, and a sizeable Homeless Population led to the perception that the guatalupe river park is not a place coming. With this mean all within steps of downtown san jose, the guatalupe river park always had potential but for people coming to visit, this is what sticks in the memory. The trash, the homeless camps, and the unkept grounds, it all leads to the perception that the park is unsafe. I travel all over the country. This is pretty bad. Like the worst. I took a scooter ride along the river park that takes on a different vibe as soon as you dip below street level. Theres trash, tall weeds and a feeling of isolation. The guatalupe river park is a safe place to be. Jason sioux is the director of the guatalupe river park conservancy. Theres a fine line between an oasis in an urban environment to feeling unsafe because you female alone. Thats part of the problem according to a recent study its one of the least used parks in san jose. And many you see are unhoused folks camping in park bushes. The vast majority of the unhouse polypeptidulation are not looking for problems unhoused population are just looking for a place to be. Positive changes could be coming. Theyre giving a 7,000dollar grant to begin reimagining the park to live up to its potential. Whats great for the residents is that they have the opportunity right now to really shape what the future of the river park looks like. The city will have to solve the homeless issue first. Rent in San Francisco declined an additional 2. 4 last month while it dropped 2. 1 in oakland. In san jose, rent went down 5 . Your landlord given the widespread nature of the job loss does have an incentive to negotiate lower rent. That time is now. With the extra 2400 per month in federal Unemployment Benefits set to expire at the end of july. Analysts believe additional vacancies and broken leases could be on the rise. The numbers that will be interesting to see well know better by the end of august, just how much the impact on rental markets could be moving forward. Increased inventories allowing renters the opportunity to ask for 10 to 15 reduction in cities like San Francisco but not in others. The number of tenants who asked for deferral, had a higher percentage over all. But weve also had more success in renting units in the east bay, units seem to be renting faster. With a little more urgency in the east bay than San Francisco. No value coming upstream to pay their property taxes, their mortgage and that value going up. Analysts point to a couple factors for the steep drop in rent prices. One being high unemployment numbers and two, more Companies Embracing remote work. Driving down the demand for living in high priced cities like San Francisco. Interesting to note in the city of sacramento, rent prices didnt go down. They actually went up 5 last month.
