As San Francisco struggles with one of the worst housing crises in the nation, developers are eyeing the western neighborhoods as the new frontier. Good evening, im veronica de la cruz. And im ken bastida. As Susie Steimle reports, some residents are putting up a fight. Reporter in the heart of San Franciscos sunset district, this old Apartment Building on irving street has become the latest flash point in the battle over housing. The new owner converted the first floor parking garage into five new units and is doubling the number of bedrooms on the other floors to make it 41. Were scared hell turn it into a motel. Reporter jim has lived on the block for 25 years. We feel like we have an absentee landlord running part of the neighborhood. Reporter larry and barbara are also long time residents. In those 40 bedrooms, there could be as many as 80 people. If even just 20 of them have cars, it would be a nightmare for the neighborhood. Reporter and they have growing suspicions about how the construction ever got started. It turns out the San Francisco Building Department signed off on the permit without sending it to planning first for final approval. And the signature made neighbors even more suspicious. Tom whey is the former Building Department chief. He resigned in march after being implicated in a federal corruption case. He was the one that approved the plans, even though he knew or should have known that he didnt have the right to do so without sending them to the Planning Department first. Its a red herring. It means nothing. Reporter this is the developer of the project. I had no interaction with him. Reporter he says hes just trying to do the right thing. Were trying to house people. Were trying to find a safe place for someone to put their head at night and close the door. Im just going to call a spade a spade here. This kind of privileged, rich, owner opposition is exactly what has prevented housing. Especially on the west side. Thats whats always presented difficulties to providing Affordable Housing. Reporter whats the affordable part of this . What does that look like . The rent is fixed. This building is 100 rent controlled. Reporter but it would start at market rate, so it wouldnt be Affordable Housing . No, but my point is that is a kind of Affordable Housing. Reporter while the new units will be rent controlled, theres no guarantee theyll be affordable. And theres a push to create more housing like this in the richmond and the sunset. A clear answer from a regional point of view is to try and put the housing within the existing metro area. Reporter randy is with the association of bay area governments that recently added the traditionally low density western neighborhoods to a list of Priority Development areas. He says the biggest obstacle to creating more housing anywhere in the bay area is resis tense from neighbors. I have heard every reason under the sun as to why we wish it would be built someplace else, and that has been the reason we have the crisis that we have. Reporter meanwhile, on irving street, the the battle has escalated. Now the developer wants another floor with more bedrooms that neighbors say will obstruct ocean views. Were allowed to go up to 40 feet, and were only at 30 feet. Yes, it is dense. But my question would be, when you want to tackle the housing crisis, how are we going to do that without being dense . Reporter but neighbors said the developer said hed abandon the plans for the extra floor if they stopped protesting the rest of the plans. Its totally manipulative. Were not against more housing. People need to commit Affordable Housing for people, but hes made no commitments to do that. Reporter the department of building inspection turned down our request for an interview for this story, but they sent us a statement confirming the plans for this building should have gone to the Planning Commission first. Aurora police approached the 23yearold last august after someone called 911 claims he was quote acting weird. The District Attorney says when the officers tried to pat him down, he refused. It got physical, they tackled him, put him in a chokehold. They gave him ketamine to sedate him. He was pronounced brain dead three days later. The coroner was unable to determine a cause of death. It was no normal training day. We could see a father and a boy down in the water in a rapid. Reporter the firefighters say their Training Instructor was the first to notice it before they followed to help. Myself and another one of the personnel in the class with us could see the young boy. He was at least three feet under water. Reporter all of them were rescued thanks to the groups swift actions. The blood gets pumping. Obviously its different when its a real scenario. We take classes to make ourselves better when it comes time to do our job. It feels good. Reporter no one was wearing a life jacket, and Firefighters Want others to remember how dangerous the river can be. That course gave us a broader view of how that water is moving pretty fast, and youre in the river and its a dangerous place to be. The one wrinkle is more activity blossoming this afternoon over the high sierra. Lets so many in for a closer look at the thunderstorms that really got going this afternoon. Theyre starting to fizzle out a bit, but thats something you have to watch out for when youre climbing this time of year. The thunderstorms bubbling up over the high terrain during the afternoon. Around the coast, just plenty of low cloud cover, and that fog is making its way back inland once again. Just above 7 70 in oakland, and the warmest hour by hour temperature was 64 downtown. Still 68 at sfo, but downtown is 62 and dropping more. A mix of 70s and 80s further inland. Still close to 80 in santa rosa. Upper 70s for san jose and, close to 90 for much of the trivalley and east in solano and alameda counties. Temperatures tonight dropping into the mid to upper 50s. Normal territory for late june. Tomorrow, San Francisco warms to the upper 60s by early afternoon, and then the onshore breeze strengthens and the fog tries to make it back inland once again as temperatures start to drop off. San jose could be a couple of degrees warmer than today, the upper half of the 80s for the santa clara valley. Concord stalls out just short of 90 degrees i believe. Other areas will give it a run. Mid80s for santa rosa, much like today. The wind turning more to the southwest. Other High Temperatures, cooler along the coast as youd expect. Upper 60s and low to mid70s around the bay with the hot spots farther inland. Temperatures back off boot weekend.
