The death of another black man at the hands of a Police Officer in atlanta over the weekend. So far there have been two nights of largescale protests in response. Atlanta Police Released this body camera video which shows 27yearold Rayshard Brooks speaking with the officer who shot and killed him. They had been speaking for, they say, 45 minutes. Brooks had fallen asleep in a car at a wendys drivethrough. Anthony . A short time after that video, there was a struggle also caught on camera. Autopsy results show brooks was shot twice in the back. Now prosecutors are considering criminal charges in his death. The officer, Garrett Rolfe, was fired over the weekend. His partner, Devin Brosnan, has been placed on administrative duty. Mark strassmann is following all of this. The citys police chief, erika shields, has resigned. What else is happening . Well, good morning. This is the wendys where the shooting happened and where, of course, you can see protesters have burned it to the ground. I want to show you Something Else. In front of the restaurant is a street shrine to brooks life and death. We talked to his widow and she told us that she thinks his death was a murder. Right now, im still not processing the fact that my husband is not coming home ever. Reporter Tomika Miller and her husband, Rayshard Brooks, had four children. A knock on the door saturday morning shattered their world. They said, well, ms. Miller, sorry to tell you. I just dropped to my knees because once i heard, im sorry to tell you, i knew nothing it was nothing good. Im sorry. Reporter on friday night, two White AtlantaPolice Officers responded to a call at a wendys. In the drivethrough, they found brooks sleeping in his car. At first their talk, which lasted over 20 minutes, was cordial. At one point, brooks offered to walk to his sisters house. Thats less possible for me to park here, lock the car up and do everything that i need to do within the presence of you guys. I can just go home. I have my daughters there. My daughters birthday was yesterday. Will you take a breath test for me . Yes or no. I dont want to refuse anything. Yes or no. Yes, i will. But brooks failed a field sobriety test. And thats when a fight broke out. Stop fighting. Brooks wrestled away one of the officers tasers and ran. Officer Garrett Rolfe chased him. Brooks running, spun halfway around and fired the taser. Rolfe fired his handgun three times. Killing brooks. The medical examiner found brooks had two gunshot wounds to his back. His death was ruled a homicide. This video is too painful for miller to watch. But she wants the two Police Officers behind bars. There was murder. That was not justified. Why was it murder . Because he was shot and he wasnt armed. He wasnt dangerous. Reporter protesters started coming out in atlanta over the weekend. They blocked the interstate. Riot police blocked them. Some people torched the wendys where the shooting happened. Lawyer Chris Stewart represents brooks family. How does this keep happening even after the last three weeks. America has been talking about nothing but how to prevent these moments . Because the idea of policing and its relationship to africanamerican communities has never been formed. Its never been perfected. Its never been connected. Its more of an authoritarian system when it comes to minorities. Reporter miller told us she has cried for george floyd. Now she knows his familys pain. I never imagined it being at my front door. I never imagined it being me having to do this and go through this. And now i honestly feel i felt the pain but now i really feel the pain. Reporter the local District Attorney is looking into this case and the officers conduct. He has said hes trying to decide between different murder charges. And should have a decision by midweek. Among the factors hell consider, a taser is not considered a lethal weapon. Brooks was shot twice in the back. Tony . Yeah, another key question, if you have the mans car y do you have to go after the man with such force . Mark, thank you. Tens of thousands of people turned out for peaceful protests in cities and towns all across the country. He is calling for a Culture Shift in police and one that protects citizens first. Also shifting funding from police to the community. In fact, thats something that we heard across the country and in minneapolis. A city thats still dealing with the aftershocks of George Floyds death. Check his pulse. Check his pulse. Reporter former officer Derek Chauvin was charged with seconddegree murder in floyds death while three other officers were charged with aiding and abetting. The revolution is here right now. Reporter large protests over Police Brutality and Racial Injustice are continuing across the country. In seattle, demonstrators are holding up in several blocks near Downtown Police station in what they are calling an autonomous zone. Black lives matter reporter the protefrsters a demanding broad reforms in the wake of George Floyds death. The Police Shooting of Rayshard Brooks was also captured on cameras from multiple angles in atlanta. The shooting drew condemnation from the georgia naacp and its president reverend james major woodall. We can sum it up in four words. Reporter hes calling for policing and state funding to be diverted to community programs. The problem is white supremacy. The deorganization of communities that we live in. This is about accountability and systematic change. Reporter the Southeast Regional director for the Union Representing the atlanta officers believes there is room for changes in policing but says city officials should have waited before firing the officer who shot and killed brooks. Should it have ended that way . No. We never want anyone to lose their life. All right. So clearly something went wrong. No, not clearly something went wrong. You cant say that the evidence takes us there because were not done with the evidence yet. Reporter if you look at the Rayshard Brooks tape, you may be wondering, especially if you know about police tactics, could the officers have deescalated the situation . And the union right now is saying because it happened so quickly, going from zero to 100, the officers did not have a chance to deescalate. And thats why they are cautioning the public to withhold judgment at this time and just wait for the investigation to play out. Gayle . Jeff, how many more of these stories do we have to report . Theres a coronavirus pandemic still going on, and the rising number of cases and hospitalizations in many areas are still mounting. At least nine states report record increases in cases over the past three days. Coronavirus hospitalizations hit new highs in texas. Thats for the third day in a row. As Omar Villafranca reports from texas, Governor Greg Abbott says theres no reason to scale back the reopenings. Reporter record high coronavirus tcases in texas wont stop it from phase three. Restaurants can operate at 75 capacity. And the state played host to the first pga tournament in three months without fans in attendance. Experts are concerned about a lack of urgency in some communities. The virus is on its own timeline. And, you know, we may wish it was over, but its not. Reporter dr. Catherine troisi is an epidemiologist at the school of Public Health. Shes worried not enough texans are practicing physical distancing or wearing masks. She warns without those precautions, the States Health system could be overwhelmed. We dont want to be in the position of italy where they had to make some very hard decisions about who got medical care. Reporter hospitalizations in texas have climbed more than 50 since memorial day. Its one of at least 14 states that have seen recent spikes in hospitalizations. And at least 19 states reported increases in their average new covid19 cases compared to about two weeks ago. Including florida where new infections in the state reached more than 2,000 on saturday and sunday. Weve seen cases go up. Weve seen the positivity increase which suggests there are outbreaks under way. Reporter Scott Gottlieb says some of these outbreaks shouldnt be surprising. States like texas, florida, georgia, north carolina, south carolina, where you see those outbreaks right now, never really reduced the number of cases substantially. They had spread. It was persistent and now its flaring up. Reporter in new york city, once the epicenter of the outbreak, thousands of demonstrators poured into brooklyn to denounce race employ and support black transgender people. But it was this partylike scene in manhattan over the weekend that has the governor warning of closing parts of the city again. There is a very real possibility that we would roll back the reopening in those areas. Reporter in houston, the numbers are not good. Hospitals are starting to fill up and the county judge there says she may have to recommend another stayathome order. And fellow republicans are downplaying concerns that this massive event may help spread covid as tulsa reports its highest daily increase in the number of virus cases and links that spike to large indoor gatherings. The director of the citys Health Department expressed concern saturday about the citys ability to protect attendees and even to protect the president. But the Trump Campaign appears to acknowledge the threat. It is requiring attendees to submit a waiver agreeing not to sue if they get covid. A cbs news has learned the rally is now expected to expand across two different venues after the campaign received more rsvps than the original location could even handle. As for what the president may talk about during this event, Senior Campaign official tells cbs news they believe that the defund the Police Movement and its support among some democrats has been a, quote, massive gift for them. And they cite polls showing the majority of voters do not support that movement. Late last week, the president said that he is finalizing an executive order on Police Reform. And while he says he rejects the defund the Police Movement, hes focusing on deescalation tactics and even the possibility of having social workers join officers. Tony .
