The president of the United States is now threatening widespread military action to control protests over the alleged Police Murder of george floyd. Demonstrations continued peacefully in dozens of cities across the country yesterday. Some of them though did turn violent after dark. But our main focus this morning is on washington, where Peaceful Protesters we have to stress that Peaceful Protesters outside the white house were tear gassed and pushed away so, it appears, the president could have a photoop. Tony . About the photoop, the president stood outside a Landmark Church that was damaged during the protests. This was after he demanded a crackdown nationwide. He told governors to use the National Guard to dominate, his word, dominate demonstrators, saying if they dont, he will do it himself. Weijia jiang is outside that church. Good morning. This was just amazing to see unfolding on Live Television last evening. Reporter good morning, tony. Good morning to everybody. You know, u. S. President s since James Madison have used this church. It is just a few blocks from the white house. What President Trump did once he arrived as sparked a major controversy. Just before coming here, mr. Trump declared himself the president of law and order and doubled down on his threat to deploy the u. S. Military to control violence in the streets. Protesters in the Nations Capital defied a 7 00 p. M. City wide curfew and marched late into the night. One person captured the tensions with Law Enforcement as dozens of demonstrators rushed down a washington street, desperate to avoid being arrested. Many of those taking refuge inside homes as police waited outside. Let us breathe. Reporter elsewhere in the city, an Army Helicopter hovered over a crowd in what appeared to be an attempt to move the group by using wind and noise. Reporter just hours earlier, President Trump tried to convince the country the rule of law could calm and control tensions. If a city or state refuses to take the actions that are necessary to defend the life and property of their residents, then i will deploy the United States military and quickly solve the problem for them. Reporter his National Address followed a call with u. S. Berating them for what he called their weak response to sometimes violent riots and looting. Youre wasting your time. Reporter as the president spoke, military police and other Law Enforcement officials used tear gas and pepper spray to force out Peaceful Protesters in lafayette park. If this doesnt show people what they want to do to us, that they just want to install fear in people, then i dont know whats going to show people. But, you know, this scared me. Reporter once the area was clear, mr. Trump left the white house on foot, walking to the historic st. Johns church, where he held up a bible before cameras. Democrats and Church Leaders condemned the visit, accusing President Trump of acting like a dictator to stage a photoop on sacred ground. He used the church, and he used the bible, in some ways, as symbols to demonstrate or to symbolize American Military power. Reporter Bishop Marian Budde also said it would have been appropriate for President Trump to come here to st. Johns to pray or offer words of healing. Later this morning, the president and first lady are respected to visit another Religious Center in washington, the st. Paul ii national shrine. Weijia, thank you. First off, does the president have the authority to mobilize the military against protesters . He does in the district of pl columbia. No other states. If governors request assistance from the federal government because something has spun out of control, the president can invoke the insurrection act. It is a cooperative arrangement, in which governors say, my resources are exhausted. I need extra federal help. It happened after the rodney king riots. After hurricane hugo. Interestingly, this is on the law side, not is symbolism or language side, which i think we should get into, but on the legal side, the 1981 Reagan Justice department concluded that the insurrection act does not give the federal government or the president unlimited powers. It has to be done in concert with governors. Right now, governors are saying to the president , youre way out of line. So is this largely a symbolic gesture then, do you think, by the president . Do you think, major . What are the political implications here . No, no. I dont think the symbolism is small at all. I think it is enormous. The language is enormous. The defense secretary of the United States yesterday talked about battlespace in america. A battlespace. That helicopter hovering over people who, yes, were violating a curfew, but were doing so peacefully, almost seems like a conditioning of the military, in which it will orient itself toward peaceful americans in their own street, doing something that doesnt harm property or people. Those things are powerful, visual symbols, and the language of dominate, battlespace america, indicates and signals to the country exactly what this president is girding for. You have to ask yourself, what institutions are there to protect people in the streets . Does the president respect them . I think it is a conversation our country, if it hasnt already had, will begin having in very definite ways going forward. Major, we heard it in weijias report, that the president said to governors, if you dont confront the protesters, youre going to be seen as weak. Theyll dominate you. What has been the reaction to that by governors out there . The president looked at the video this weekend and said, video this weekend and said america is running amuck. Not looking at the protesters who said we have grievance and we want redress. And the looting is real, the violence is real. The boarded up businesses, thats real, thats not fiction. That is a problem and it has to be dealt with. And the president is saying to governors and mayors if you dont do it, im threatening to take over your places. Hes essentially saying something that i think he knows he cant do, and probably wont do. But he wants a strength to be associated with his presidency in order to motivate governors and city mayors to do something stronger than theyve done before. If it works, he will bait himself in this strength symbolism. If it doesnt, the president will have a problem that he cant solve and that mayors and governors will feel helpless when their orientation to the federal government dissolves on their own. There is a possibility it could backfire. Thank you very much. Lets go to oakland, california, where police fired tear gas at protesters who were out after curfew and in other cities, including new york, there was more looting overnight. Our lead National Correspondent is in manhattan outside one of the stores that was ransacked. Good morning. What happened there . Were in time square. There is a lot of damage here, not only here but around midtown manhattan. On 5th avenue, big brand stores, name brand stores got hit, but also momandpop shops like this. They broke off the torch that the statue of liberty holds. Listen, we were with the protesters marching, talking to them. Youll hear some of that in a moment. They marched for nearly 15 miles for close to nine miles. The day was entirely peaceful. The night was chaotic. There were sirens going in every direction around midtown manhattan. Were going to start north of here in the bronx with some video that is graphic and disturbing to watch. Thats a warning. Here we go. Social media video taken early this morning shows a black sedan hitting a new York City Police officer in the bronx and then taking off. The officer was responding to reports of a break in. He was rushed to the hospital in serious condition. In midtown manhattan the looters moved in mobs. They removed plywood and broke in. Eventually police swarmed the door, sending protesters squam boling. In brooklyn, Peaceful Demonstrations. Crowds marched in defiance of the curfew order. Mariah hargrove is 14 years old. If we just stop, theyll think its okay. But we have to keep fighting for our rights. Reporter back in manhattan just hours earlier, a similar calm scene that stretched for miles. We need to make sure Everybody Knows that this isnt just an issue for people of color or our black fellow americans. This is a human issue, a human rights issue. Reporter back in manhattan when things started to get tense, chief Terrence Monahan stepped in. Hes the highest ranking uniform officer in the nypd and he single handedly deescalated the situation. We all know minnesota was wrong. This is our city. Our city. Reporter protesters asked him to kneel with them. They did, and hugged some of them, too. Tensions were high around the country. In saint louis, four officers were hit by gunfire during down town demonstrations. Philadelphia protesters climbed an embankment and police filed rubber bullets. In louisville, kentucky, Community Members gathered to honor a man who was killed on monday who police opened fire. Police say they were responding to gunfire from a crowd. None of the officers had turned on their body cameras and monday louisvilles mayor fired the chief of police. We have to think about how we allow poor communities to be policed, how we train our officers to respond. Reporter there is another protest tonight here in new york city. It starts at 8 00. Before last nights protest the last time that new york city imposed an official curfew was 1943. And gayle, thats when there were protests up in harlem, and the reason that curfew was imposed was because protests broke out after a white Police Officer shot a black soldier. Its a familiar story that were hearing, david. There are layers and layers of pain on this story. I hope we all remain focused on what the real issue is. The medical examiner covering minneapolis is ruling that george employeds death was a homicide. This comes after an independent aups tee requested by employeds family and it showed he died from a lack of oxygen due to sustained pressure on his back and neck. Former Police Officer Derek Chauvin is currently charged with third three murder, which means that he is accused of killing employed unintentionally. Where does the investigation stand somehow . Reporter it is ongoing as far as the other three officers are concerned. The big story has been these autopsies, the floyd family requested their own because they werent satisfied with the county autopsy, which they didnt think was sufficient. Nor do they think the charges against officer chauvin are sufficient. They want him charged with first degree murder. But in the meantime, here at the scene there have been protesters here nearly around the clock. This was the scenes surrounding the growing memorial for george floyd where he died in police custody. Hundreds of protesters gathered for a moment of unity and reflection, for several minutes they kneeled in silence. I just want to hear this again. Reporter thats floyds brother calling for an end to violence and looting. It was the first time any of floyds family members visited the site where he died. Im not over here blowing up stuff, if im not over here messing up my community, then what are yall doing . Because thats not going to bring my brother back at all. Reporter yesterday, the family released the results of its independent autopsy report, which found floyd died of asphyxiation caused by three officers kneeling on his back and neck, cutting off the flow of blood to his brain and air to his lungs. Attorney Benjamin Crump represents the family. I implore you all to join his family in taking a breath, taking a breath for our country, but more importantly, taking a breath for george. Reporter also yesterday, the county medical examiner released its updated findings, ruling that floyds death was a homicide. The report states floyd died from cardiac arrest, while being restrained by Law Enforcement. But it also points to hypertension and fentanyl intoxication, along with recent methamphetamine use as contributing factors. Meanwhile, protests in saint paul reached the steps of the Governors Mansion yesterday. Roughly 2,000 people calling for the arrest of the other three officers involved in floyds death. More than a half hour, Governor Tim Walz stood and listened. Earlier we tagged along with moan and asked him about the nypds response to the protests so far. What happened in minnesota was an outrage. Completely and totally. But 800,000 Law Enforcement officers around this country are paying for the price for what that guy did in minnesota. Can you understand the anger . Yes i see the anger. Protest. Yell. Scream. Dont take your rage out on the commune, destroy the businesses that employ members of this community. This is mob mentality. This has nothing to do with peaceful protests. These people walking down the street is not mob mentality. People walking in the middle of streets deprive the rights of everybody else who want to drivein manhattan. Reporter but they believe this is a way to get attention as they press on for change. What role does racism play in these outcomes . I dont believe racism plays a role. What ive seen in new york city. You got these outcomes. Those protesters heard you say racism doesnt play a role. Thats why they are angry. They dont think you get it. I never said wreerp a racism Police Department. Maybe there was a racist incident that person has been removed from the agency. Absolutely. We all care about the community we work in. We care deeply in the minority communities, the cops that work there each and every day. Reporter you have a problem there thats obvious to some people but chief members of the nypd police force dont want to name it and if you dont name it, it can be hard to solve it. One of the things that complicates the situation here in new york is that the majority of officers in the nypd are minorities themselves. Its a majority Minority Department and chief Terence Monahan points out that officers in his department they do frequently face repercussions for inappropriate actions. If theres a bad cop he gets rid of them. He says 100 cops every year are fired. Chief Terence Monahan touched a lot of hearts yesterday when he was engage with protesters. On the other hand, when people say that racism isnt the issue, or they dont believe thats the issue, such a contradiction and so hard to understand. Thats exactly as you point out why people are in the streets. Yeah. You can bridge the gulf in part by taking a knee and joining hands but if you cant say it along with them its hard to move forward. We start here in this hour, protests over the killing of george floyd continued last night, while President Trump threatened to lead a military crackdown. Cities like new york, dallas, oakland and st. Paul saw large protests last night that carried on after curfews took effect. Dozens of protesters in washington had to shelter in peoples homes overnight, while police waited outside. For the First Time Since demonstrations began, President Trump addressed the nation and threatened to use military force. If a city or state refuses to take the actions that are necessary to defend the life and property of their residents, then i will deploy the United States military and quickly solve the problem for them. Following that speech, the president then held a photo op that youre looking at here at the historic st. Johns church, damaged by some protesters, police and military officers used tear gas and horses to clear a park across from the white house of peaceful demonstrators before the president appeared and walked out of the white house. A cbs news poll out this morning finds that nearly half of americans do not think the president is handling the unrest effectively. Gayle . The episcopal bishop of washington who oversees st. Johns church says she was outraged that the president would use st. Johns as a prop. Bishop Marion Edgar Budde joins us to discuss this story. Thank you for joining us this morning. I want to start with your comments yesterday. I heard you use a word outrage, normally a very strong word to use. Im curious about when did you first find out the president was coming . How did you find out, and what bothered you most about it . I had no prior warning and so i was sitting on my couch with my mother, watching the evening news, when my phone started ringing and people contacted me to let me know what was happening. What disturbed me most was the context which youre reporting described that after speaking so harshly and miliaristic overtones, we the park of Peaceful Protesters cleared with tear gas and officers in riot gear, to make a symbolic gesture, holding a bible, as if to spiritually condone a message and a posture that is antithetical to the teaching of jesus and everything that we as a church stand for. I want to say to the audience, theres a bit of a delay. The bishop and i can hear each other but there is a bit of a delay. Bishop, what would have made his trip to the church okay with you . If he had come to church to pray, if he had to come to acknowledge the grief and outrage people are feeling at yet another senseless, brutal killing of an africanamerican man at the hands of a white Police Officer. If he had come to speak a word of healing, to acknowledge that as your own reporting has suggested, the deep roots of racism that are at the heart of this agony, if he had spoken a word of hope to the thousands upon thousands of young people who are wondering how they can live into their future, any of those things would have been a welcome gesture on the part of our president , but not a symbolic misuse of the most sacred texts of our tradition and the backdrop of our church. You are not the only one we should say this morning using the word outrage, but a lot of the president s allies are saying it was a show of strength. What is your response when you hear that . I think the kind of strength we need is the kind of strength you exhibited with the Houston Police chief, who walked alongside his people, and acknowledged their pain, and said that he would stand with those who are seeking justice and change, and when you enter into that kind of posture and relationship with people, you are immediately given credibility and a place to be heard. Thats the kind of message that we all need and the leadership that we are looking for. I know youve spent 18 years working as a rector in minneapolis. You know this city very well. When you see these pictures, what are your thoughts about whats going on in your former city . How is it personally affected you . Well, personally, it is one of the great heart aches of my life. I have family there. I have deep friends. I know something of the deep racial divides of that city that are historic, and embedded in the institutions of that, of the city and of the state, and so all of that, and yet the deep desire of so many to bring about change, and the violence that is erupting, it is devastating, but the fundamental cause of the pain is something that we all must look at, and all must address, or it will keep on repeating itself in city after city, and neighborhood after neighborhood, town after town in this country, until we look at that primal sin, address it and seek true reconciliation, and justice in our country. In contrast to the chaos and destruction, minneapolis protesters took part overnight in a peaceful sitin near the place police pinned down george floyd. Earlier speakers called for justice and more arrests. Floyds brother terrence implored for the looting to stop in minneapolis and across the country. What are yall doing . Yall are doing nothing. Because thats not going to bring my brother back at all. Reporter a newly released autopsy commissioned by the floyd family says the cause of death was asphyxiation from compression to the neck and back. It differs from the official autopsy which says floyd died from a heart attack while being restrained. Both label the death a homicide. Everything thats in the dark and now its coming to the light. Reporter nino sky attended the vigil with his young niece. He hopes the protests will give her a Better Future. Are you hoping theres change that comes from this . I pray theres change. Theres been so much hope. Hopefully this actually, you know, puts cops in a position where if you approach somebody now you have to hesitate before you approach, you dont just go in and think you can do whatever you want and youre going to get away with it. The protests over Police Brutality against black people across the country can trace their roots to this nations history of racism. Journalist Nikole Hannahjones won the 2020 Pulitzer Prize for commentary as the creator of the 1619 project for the New York Times. The series examined the many contributions of black americans and the ways the legacy of slavery continues to shape america. Hannah jones is a staff writer for the New York Times magazine and she joins us from new york city. Nikole, good morning. Youve talked about the policing of africanamericans in this country as having a very distinct history. Can you explain that history . Yes. Thank you for having me on. I think whats important when you say were talking about the legacy of slavery is to be clear. The policing we are talking about is the policing of the descendents of those who this country thought so little of that we enslaved them for 250 years and then followed that with 100 years of racial apartheid and terrorism. So none of this should be that shocking and the legacy is that the slave patrols which were brought into existence in order to maintain slavery, to police insurrections and to ensure that enslaved people were always where they were supposed to be morphed directly into police, particularly in the south and also into the northeast. During the time of slavery it was legal to use lethal force on enslaved people for any infraction, if slave people resisted capture, enslaved people were in a place where they werent supposed to be it was legal to use lethal force. We are seeing the ongoing legacy of that and the type of policing that black americans get is often a form of social control and often the belief that lethal force is justified no matter how petty the alleged crime. Nikole, i want to tell our viewers we were having a problem with your shot, it froze. We can still hear you, though, so we are going to continue. You wrote on twitter i want to say i feel like we keep telling this story over and over again, and you wrote on twitter the cycle of Police Killings and black grief and rage is so regular ive written the same story several times. How do we break this cycle . Thats a good question. I think were all grappling for answers to that. Certainly we dont break the cycle by pretend that go this doesnt happen or that these are just individual actions and not part of larger systemic systems. I think the biggest thing that we can do policywise is actually have accountability for officers who use this type of lethal force. Since 2005 only about 35 officers have been convicted of killing citizens. Officers know that theres almost nothing that they can do for to citizens for which they will face any type of legal prosecution. Of legal prosecution. The Trump Administration immediately upon coming into office entered consent decrees with apartments having found to abuse citizen, Supreme Court made it impossible to convict officers of crimes as long as officers say they feared for their life. So we have to hold police accountability. I think that was most devastating about the video of george floyd is how that officer saw that there were witnesses and he callously laid on that mans neck despite there being witnesses and filming. There was no concern whatsoever that there would be a consequence even nor the use of he deadly force and that has to change. Yeah. He had a camera in front of him the whole time. At the same time just this week we heard the president S National Security adviser say he didnt believe there was systemic racism in Police Departments across the country. The top new york Police Department uniformed officer told tony earlier in this broadcast he didnt see systemic racism in the new york Police Department. If were not hearing officials consider that possibility, how do we correct it . I dont even under how he could utter those words. The fbi put out a report just a couple of years ago raising the alarm about the infiltration of Police Forces by white supremacist groups. We know theres race jim in Police Departments. Its been documented by the nations highest Law Enforcement office. This is up to citizens to hold Law Enforcement accountable and politicians accountable who want to downplay what is clearly happening. Its not saying every Police Officer is racist. Thats you. But theres a deeply embedded problem with racism in the Police Department. In fact, the role that Police Departments have played has been to enforce racial laws and racial policies against black americans and we still see that in how policing happens. All right. They were confronted brake protester who said stop, knock it off from vandalizing the property. Heres their exchange. This is not you said black lives matter. I just want you to know that right. Listen. Dont, dont spray. They are going blame black people and black people didnt do it. They are going say we did that. We didnt do that. Stuff like this aint right. Stuff like this aint right. Thats what the problem is. Were out here standing together peacefully protesting without any problems. You got people of all races spraying on buildings. You can see shes clearly upset. You can see they are not on the same team. What i think isnt itting about this is authorities have been saying all along that many of these, the vandalism and looting is coming from people coming from out of town who are just agitators. Also when you look at the video you can see some of them are insiders trying to make a buck and taking advantage of a situation. For the most part the protests are peaceful and i just dont want people to lose sight of what the message is and why people are marching in the streets. I worry about that. Im glad this woman confronted the home say knock it off youre not welcome here doing that. Tony . Yeah, gayle, its an important point and return to the clarity of the initial message that what happened in minneapolis is unacceptable and thats why people are in the streets. You know, i want to touch on something tied to how we know about whats going on in this country. We have cell phone video from people. We have reports from witnesses. We have journalists sifting through that material. You have journalists on the themselves. Some are covering the george floyd protest say police have attacked them. So now we have the committee to protect journalists calling on local officials to stop targeting of news people. A reporter from our San Francisco station was handcuffed and briefly detained. That was yesterday during a protest in oakland. Also yesterday an australian reporter and her video grover covering the protest in washington were pushed and clubbed by Law Enforcement. Fortunately both of these cases released to these folks being find and walked way. The committee to protect journalists said journalists have reported 125 press Freedom Violations since friday, 20 of them have been arrested, and, anthony, we often talk about elective officials as being representists of the people. I believe in a mission where journalism, where the eyes and ears of the people and when those eyes and ears are being shuttered, attacked, closed we all suffer and the body politics suffer. Thats my perspective, anyway. Thats right. Its also part of a function of the fact that things are getting theres a lot happening on the treats right now and i know because one of my kids went to join a protest yesterday and i said, look, be very careful. Stay away from things when you see developing and police i know in new york were concerned about looting yesterday coming from forces that they were following and we did see it happen. So, theres a lot happening on the streets and you have to be careful out there. Heres one good thing thats happening on the streets and thats zpreemgt artists all over the world who are paying tribute to george floyd. Muellers of floyd have popped up in recent days from los angeles to minneapolis. They were also painted in dublin, in ireland and berlin in germany. Even an artist in syria paint ad mueller of floyd with the words i cant breathe. He said it is our duty to stand with all the humanitarian causes around the world. We need to do both. One of the goals that emerged here between police and protesters, protesters say cops may not be racist individually but the system is producing racist results. When you talk to officers they dont want to use the r word. How do you bridge that divide . We need to have honest conversation. We need to draw from resources and data and get people to under what the world looks like from someone elses Vantage Point because, again, i think they are right. There are individual cops who are great people, who you may have great relationships with interpersonally but this is a systemic question. This is a structural question. The more resources we pull into the conversation the more we can get people town. Look last week how many people didnt understand Police Violence can understand it differently when they see george floyd in that awful video. Thats something that everyone can under is problematic. Im not saying we need more video but we do need more conversation about such videos so we can get to a place where everyone recognizings implicit by as and racism and their complicity in that system.
