All right, well, alameda county, that includes livermore, is expected to move to stage two of reopening next week. That means curbside retail and manufacturing. Contra costa county could allow both as early as tuesday. San francisco, san mateo and marin are planning to make the move on monday. The only bay area county staying put in stage one for now, santa clara. Santa clara, of course, was the first and hardest hit bay area county. Alameda is now a close second. The county averaged 48 new cases a day over the past week, far higher than the rest of the ten county region. Statewide the 107 deaths reported yesterday alone mark the second deadliest day for california since it all began. The death toll in california now just over 3,200 with nearly 77,000 confirmed cases. And scenes like this are not going to help much. Crowds packed dolores park in San Franciscos Mission district today. You can see there wasnt much social distancing going on there. In the past, mayor breed has warned that she will close the similarpark if crowds conshowi. Crowds and fewer people around lake merritt today. The city has banned Street Parking around the lake on weekends. And while some visitors got tickets, others got away with it. Kpix 5s da lin shows us how. Reporter some people are going around the lake to rip down these no parking signs and parking officers tell me, no signs, they cant give out tickets. That explained why none of these cars on this block got a ticket. Yeah, theyre all torn down. Reporter someone vandalized all the signs. By early afternoon, many no parking signs around the lake have been ripped away. So Oakland Police had to go up to every driver to tell them about the parking ban. Now that the signs are down, i think it was a protest for people to say no signs, you cant ticket me. Reporter earlier in the morning when the signs were still up, Parking Enforcement officers made the round and gave out a lot of tickets, including this cyclist. I took some pictures because theres no sign indicating that you cant park right here. So ill protest the ticket for sure. Reporter oakland city leaders decided to ban Street Parking adjacent to lake merritt because theyre fed up with large parties and lack of social distancing. Because if you cant park, you cant lay out. Reporter food trucks are also banned, but the owner of this taco truck tells me he is struggling for money and will stay put even though parking officers asked him to leave. They were going to give me a ticket. Reporter some neighbors support the ban. When the sun came out, it got kind of crazy the last couple of weeks. Felt like there was no corona going on in the neighborhood. Reporter others disagrae, saying theyre being punished over some individuals bad behavior. I still feel its unfair for the people that are abiding like myself. Were using our mask. We have our gloves. Reporter the tickets and the Police Presence seem to work. Much smaller crowds around the lake compared to previous weekends. Ive seen on a friday night theres so many people congregating here and half the people do not have masks on. But it will be enough that people might not maybe want to sit out on the grass. First, let me show you what it looks like now. Plenty of clouds for the north bay. An impres ifr surge of the marine ler coming into the golden gate. But if you get down south, not a cloud in sight. Look at the storm. Theres a lot to this. Were all going to get rain. Some of rus going to get noticeably more than others, particularly the north bay. Look at high def doppler and a closeup view, you see the showers approaching. Play this forward and i want to bring it to the start. That says 9 00 up there in the upper left hand corner. So its not until we get to about sunset tonight that we start to see the rain begin up here in the north bay with mendocino and Sonoma County. And then for the overnight hours, its pretty much going to be confined mainly to the north bay. Its not until tomorrow when we start to see the showers work their way down across the golden gate and we start seeing rain everywhere. In fact, look at the time there. That gets us into the late morning. Look at that bright band of yellow on there. Theres that organized line of rain coming right into the heart of the bay. So as we get into tomorrow late morning, thats when we all start to notice better rain. And that will then work its way south across the rest of the bay area throughout the day. Theres two days ear of rain sunday and monday. Mondays going to be very different. Im going to talk about how the days are going to be different, and we need to talk about snow in the sierra. Tonight in the sen the city of atwater near merced plans to allow all businesses to reopen defiantly announcing its plans at a packed Council Meeting yesterday. Heres the problem the protections are only at the city level, so businesses regulated by the state like bars and salons risk losing their licenses if they do reopen too soon. Mayor says the move comes in response to mounting frustrations in atwater. Then its america. You have the choice. Its time for the government to stopt dictating another month, another three months. Well, with memorial day weekend approaching, lake tahoe is beginning to loosen up its boating restrictions. Reporter kristen explains step one is all about protecting the health of the lake itself. Reporter these marina employees are happy to be back on the job after the Tahoe Regional Planning Agency announced a phased in approach to boating on lake tahoe. If you have an in tact inspection seal, youll be able to launch during the first phase of the program and later on well be able to invite boats from outside of the region who are traveling and visiting. Reporter part of the delay watercraft inspection stations around the lake remain closed due to covid and inspecting boats for aquatic Invasive Species that may hitch their way from other waters is something tahoe takes very seriously. Aquatic Invasive Species, if theyre introduced, they can knock off the ecosystem, the natural food web, they can attach themselves to boats and docks. Reporter now, this is the seal that boaters have to have if they want to get their boat on this lake. The way it works is this goes around the boat and the trailer and it locks. And as long as this lock is still in tact when they bring their boat out here, authorities know it hasnt been on any other body of water. Its so important for making sure we protect the lake. And the seal Inspection Program is such a large part of that. Reporter marina operators are on board with the program, knowing Invasive Species damage could cost them more than the loss of income theyre facing from fewer boaters. And environmental groups say its the right thin to do for the longterm health of this lake. Its going to be a slow release, and were going to make sure thats done well and everyone can get out there safely. We can enjoy the lake and protect it. Its about every year and the future generations and thats more important now than ever. Agree. That was kristen reporting. As for when the lake may reopen to all boats, theres really no set date yet. Mid60s in the north bay up to the mid70s in the south bay. 73. For san jose, as far as morning lows go were in the mid and upper 50s. Pretty much bay areawide. Replay of the last few mornings. The daytime highs tomorrow a little cooler, not as much cooler as youd expect with a decent bay areawide rainmaker coming our way. But this is not necessarily a terribly cold storm, just a late season rainmaker. You see it on high def doppler there. Lets time this out because for sunday and monday, both days have rain. But both days are going to experience different kind of rain. Let me explain what i mean by that. Well put it into the futurecast and play this forward. Theres a line here extending towards oregon and off the mendocino coast here. This gets us to 9 00 tonight. We see the showers in Sonoma County after sunset. Then that line gets hung up, maybe even falls apart a little bit. The rain will be focussed in the north bay. Now tomorrow morning, that same line. Its still there and reappears on the radar, and its coming into the central part of the bay. Its marching its way southward from tonight through tomorrow. And by late morning, its really centered over the heart of the bay and then even though its tough to spot it, by the Late Afternoon tomorrow, theres the line. And its coming into the south bay. So that covers the way the rain is going to come together on sunday. Everybody gets something, but youre doing to see a lot more in the north bay than south bay. Now, heres monday. Totally different. Spotty showers, hit and miss, isolated thunderstorms can pop up anywhere at a moments notice. And thats the way this systems going to play out. Two very different kinds of days. If we put the rainfall totals on here, tonight its fivehundredths of an inch of rain, but if we add up the totals for sunday, half ang inch in the north bay, far less in the south bay. Ere going to get rain shadowed down in santa clara county. But everybody gets something. We add in mondays isolated showers and you see the totals go up a bit. Meanwhile, its going to snow in sierra from this. We might even have cold enough air here to get close to half an inch at south lake. I think thats optimistic, but its enough theres a winter storm watch in the sierra. If anybodys traveling unthere, very difficult travel over the passes sunday night through monday evening. And just to impress you more, a winter storm warning in the central sierra. Not that much of a difference, but we could see snow on the higher peaks in yosemite and kings canyon from this. In the sevenday forecast weve pretty much covered it. By the time we get to tuesday, were done.
