Sales at retail outlets nationwide plunged more than 16 last month. The biggest decline on record. Jcpenney became the latest retail casualty of the pandemic when it filed for bankruptcy last night, joining the ranks of other major chains. This comes as more and more states are beginning to reopen in hopes of reviving the economy. At the same time, the house has approved a 3 trillion relief package. David agus, joins us with the latest medical developments. David, good morning. Just a few days ago the cdc released new sets of guidance on reopening places like workplaces and schools. A lot of us are waiting with bated breath for this. Whats your takeaway . Good morning, michelle. You know, originally its reported the cdc put together a 63page report that had details of every step for opening schools for summer camps, for businesses, for restaurants. And then this week, out came a report with literally just headlines. And the headlines were accurate, there was just no details of what to do. And im worried that many states dont have the Public Health experts to give the real expertise, get down and dirty with the details. The details matter. With details were going to do things safely and efficiently and be able to open the country without significant numbers ofp. The details were lacking from the cdc report this week. They were revamped, as you pointed out earlier, as well. This week, the fda asked or has also cautioned the public about a popular rapid results test. What should folks at home know about the type and the quality of tests out there right now . They were warning about the abbott test. It the abbott test is a very quick we call isothermal. Its not pcr but a different way to amplify dna. Five minutes for positive results, ten minutes for negative results. A study from nyu said maybe theres false negatives, good. The company said that nyu did it wrong and theres methodology issues. Every test has false negatives. Not because the technologys bad, but there may not be virus in the nose and the mouth when you put a swab in. We do it there because thats where droplets come out. They may be elsewhere in the body at a very low level. So its in a sense not the technologys fault but the biology. And so were never going to get a test that will tell us 100 if theres virus if were only looking in those two areas at the present time. Wow. With more States Reopening for business, we seem to be shifted strategies from that containment to mitigating risk. How can we be successful with that strategy . Do prevention methods change . Yes is the answer. You know, were taking more risk. Were accepting the risk because weve delayed the virus in a significant fashion by what weve done across the country. We have two drug regimens that have been shown to work. Our medical infrastructure is ready. Were educated on social distancing and masks. Masks are the key. This virus is spread by droplets. If we wear a mask, we will not spread droplets to others. To me it is just so critical that we all step up. Its not just okay if you wear a mask, but your neighbor has to also when they go out of doors. If we all do it together, were going to have a safe period over the next several months with few numbers of cases. If we dont, i am worried about whats going to happen in terms of the number of c w t virus in the country. And were all hoping that we can keep those numbers down. Dr. David agus, thank you so much. He left the white house friday after unveiling more details about the administrations Coronavirus Vaccine strategy, pledging millions of doses by the end of the year. Meantime, last night the house approved another stimulus package totaling 3 trillion. And for the first time in the chambers 231year history, it changed the rules to let lawmakers vote remotely. That new aid bill faces an uphill battle in the senate and here at the white house where officials have dismissed it as a nonstarter and threatened a president ial veto. Several republican lawmakers are accompanying the president at camp david and will meet with him this weekend. President trump departed for camp david as a socially distant house of representatives voted in small groups on the largest relief package in u. S. History. The heroes bill is passed. Reporter the 3 trillion heroes act includes aid for local and state governments, the postal service, plus another round of stimulus payments and hazard pay for essential workers. Cbs news has confirmed the state Department Inspector general, steve linick, is being fired. The fourth ig to be let go in recent weeks. House Foreign Affairs Committee Chairman eliot engel says the watchdog opened an investigation into secretary of state mike pompeo and accused the president of an unlawful act of retaliation. Jeff . Thank you. When and how to reopen parts of the economy have become highly charged political issues. Now that some states have moved forward, are we seeing any Health Effects . Washington post National Correspondent philip bump wrote about it in the paper this week. He joins us with that and more. Good morning to you. The president wants to not only fast track a vaccine but also reopen the economy, but reemerging from this pandemic, as we know, does not have a onesizefitsall solution. Talk about why that is so complicated. Well, its complicated for a number of reasons. The first and foremost is the fact that each individual place, state, municipality, county, has to figure out when and if its actually ready to start letting businesses get back to work. At the same time, even when they say, hey, lets open our economies, lets have people start going back to restaurants and bars, its up to individuals themselves to determine wheth ny. One of the tngs wve seen in georgia, for example, is that people havent really been willing to reengage in the economy because theyre still worried about the risks that the virus poses. Philip, right now all eyes are on the states that have begun the process of reopening and lifting some of those restrictions, a lot of the restrictions. Is it too early to tell if those states will pay a price or not for reopening too soon . Its too early to tell broadly, i think its safe to say. It has been more than two weeks which is the window at which we look because thats generally seen as the broadest extent of the incubation period. So far when we look at the numbers, as i did this week, there hasnt been a huge uptick in the number of cases or in the number of new positive confirmations of the virus, of infections, in those states that reopened. It is still early, but cases there are growing faster than in cases where the economy has remained mostly shuttered. Philip, nikole outlined the 3 trillion Coronavirus Relief package that the house narrowly passed. Obviously republican opposition, the president has vowed to veto that. Included in that was help for state and local governments. So what does this mean right now for them . Well, both Republican Leadership in the senate and President Trump have expressed very vocal opposition to providing assistance to state and local governments. This is a huge problem. Its a huge problem in part because these are state and local governments which are providing funding for some of the First Responders which are critical to fighting the virus. I think theres tension that exists between an opposition providing more assistance to those governments and the urgency with which those governments actually need the funding right now. Im not sure how that gets resolved. Clearly the Republican Leadership and the president said this bill is a nogo, but it may be an opening gambit to try and resolve this sooner rather than later. 36 million job loss claims in the past couple of months. Obviously the economy is hurting. Where are we in the balance of tryingo get the econrnit doing the right thing for health . Yeah. I mean, its really uncertain too. Were in this awkward period where there are people if you look at polling, people really understand the need to wear masks. They understand the need to try and stay home as much as possible. They understand why were doing this right now. And because of that, because people have internalized the yoave thiment ens weing in infection, people are not willing to engage broadly. We do see certainly there are people engaging in the economy. There are people who are protesting in shelterathome orders. Those iran the minority in those are not the minority in the country. Until people feel comfortable in going out and behaving as they would have four months ago, people arent going to behave as they would have four months ago. Thats why things like the vaccine are so urgent. Philip, we were already recessionbound when we had to literally halt the economy here. If you can spin it forward and look in the crystal ball a little bit, what does this mean for our economy as we go forward . Yeah, i mean, obviously the economys going to take a huge hit. Were going to see unemployment hitting over 20 . The longterm ramifications are the question. President trump said we can probably see a quick rebound, a lot of economists disagree. Thats a question over t term. Thu. We apprehe pushing towa florida could become the first named storm of this hurricane season. The system is already bringing heavy rain and powerful winds in the southeast. In the northeast, more than 30,000 customers were without power friday night after a severe thunderstorm knocked down trees and power lines in massachusetts. So far there have been no confirmed reports of tornadoes. In texas, Severe Weather is threatening to bring more torrential rain. Some drivers were stuck for hours in floodwaters near houston on friday. Meteorologist Jeff Berardelli has more on the nations weather. Good morning. Good morning, dana, and good morning, everyone. Well, were 15 days out from the official start of hurricane season. And believe it or not, were going to have yet another tropical system. When i say that, i mean weve seen one before june 1st the last six consecutive seasons. Ghte i located just to the east of florida. And that system is going to be taking shape during the day today and moving northeastward. Heres whats going to happen the storm is going to move up the eastern seaboard, probably just off shore, but another big storm will emerge out of the midwest and try to capture it. If its able to capture it, our american model says its possible it may move up the eastern seaboard. The european model kicks it out to sea. Were not sure. One of the scenarios is that the middle atlantic could end up with wind gusts over 40 Miles Per Hour as we head into tuesday. And also really large waves. Possibly up to 15, 20foot waves offshore, meaning rough surf and minor coastal flooding. Watch out the next couple of days. The other big story is in texas and louisiana. We showed the video of louisiana with a lot of flooding there. Unfortunately, very heavy rain is likely during the day today along the texas gulf coast as humidity pours its way north. New evidence indicates the father and son accused of murdering an unarmed jogger offered to help deal with potential trespassers in their georgia neighborhood. Cbs news has obtained a copy of a text message a Police Officer sent to a homeowner telling him to call one of the suspects if he detected any more action on his security camera. Omar villafranca reports. Reporter cbs news has obtained new Surveillance Video related to the Ahmaud Arbery case. This video, taken on december 17th, appears to show a man leaving the house under construction. On february 11th, a man was seen in the same house, that prompted a 911 call from travis mcmichael. Mcmichael would eventually shoot arbery on february 23rd. He said he spotted a man on the property. When i turned around and saw him and backed up, he reached into his pocket and ran into the house. So i dont know if hes armed or not. But he looked like he was he was acting like he was. Reporter according to the propertys owner, larry english, nothing of taken. He says the man in the video may not have had bad intentions. In a statement, englishs attorney says, this young man may have been coming into the property for water. There is a water source at the dock behind the house, as well as a source near the front. There are dozens of Surveillance Videos showing people frequently coming in and out of the house, including children. A white couple entered on the day of the shooting. Today, Gregory Mcmichaels attorney said there is more to this case. Greg mcmichael did not commit murder. This is not some sort of hate crime fueled by racism. Reporter for cbs rnvira. Thousands of years ago some of our prehistoric ancestors walked across a field in the modern nation of tanzania and left footsteps that would last for millennia. Theyre part of the largest fossil footprint site found on the african continent. Footprints we make on a sandy beach can be washed away in mi these made of volcanic ash have survived for thousands of years. Dr. Kevin hatala is working the site near the village of ungari saro. We found it had more than 400 foot footprints preserved on it, we knew it was a big deal. Id say. What has to happen in order for these footprints to be preserved . Well, these footprints, they were made in wet volcanic ash. When it dried it turned into Something Like concrete. Reporter the site discovered in 2006 is roughly the size of a tennis court. It contains 408 prints estimated to have been made between 6,000 and 19,000 years ago. A big question who made the footprints . We think a group were made by 17 individuals who were traveling across the surface together. We estimate that within the group there were probably 14 adult females, two adult males, and maybe one ad lessent traveling together. Is there anything you can tell us about why they happened to take the stroll that day . You see the group structure, many adult females walking together, traveling together, in the absence of very many males or children is during foraging activities. When a group of adult women might go out to forage for food. And so thats been our guess. While its incredible that it survived at all, the concern now is that the discovery doesnt lead to its destruction. We want to develop a plan with the tanzanian government that we know can help to preserve the site for a very long time. Its been there for thousands of years. We would like for it to be there for thousands and thousands of more years if thats possible. Covid hampering that a bit.
