This mornings eye opener is presented by toyota. As you wake up in the west, welcome to cbs this morning from our home to yours. Hey, anthony, does jimmy kimmel have a point there . Easy come, easy go, gayle, right . We all know how that works. Yep, hes got a point. I was thinking that, too. You see like many of you, were staying in and hope you are, too. Its so important, as you know. You also know this. You can continue to count on us to bring you the news that you need during this crisis. We are all very happy to do that. We begin with this. The coronavirus pandemic has had a staggering impact on working americans. The new numbers this morning really reinforce that, anthony. They sure do. 5. 25 million americans filed unemployment climbs last week, gayle. According to the Labor Department that brings the total number of people asking for jobless benefits in the past four weeks to roughly 22 million. Cbs News Business analyst Jill Schlesinger is with us. Whats significant about these latest numbers . Well, those 22 Million People, boy, that is staggering. It happens so quickly. As you said, over four weeks. The previous high level for four weeks of data was 2. 7 million americans back in 1982. So were talking eight times that. Were also now realizing that 1 in 8 americans in the labor force is actually sidelined. And thats just an awful thing to consider. This is clearly all pandemic related. We should also really be clear that this should taper off. But its widespread. Yesterday we had a retail sales report. And this doesnt even include services. But you could almost go down category by category and understand where these unemployed folks are coming from. Of course we know from the Restaurant Industry where theres been huge layoffs down by 27 . But check this out. For apparel, its down 50 from a month ago. Jill schlesinger for us, thank you very much. President trump is getting pushback on his potential timeline for reopening the country and getting people back to work. A lot of people waiting on that. The president could unveil his administrations strategy later today beginning with areas that have the smallest number of infections. Mr. Trump wants to reopen parts of the economy before the end of this month. Some Business Leaders are balking at that timeline and the president s own Health Officials say the country still needs more testing. Paula reid is at the white house for us. Good morning. Good morning, tony. So far theres been no reaction from the white house to those unemployment numbers. But yesterday the president insists that the u. S. Has passed the peak in this outbreak even though his own medical experts say they need more testing before we can begin to reopen parts of the country. Later today the president will have a call with 50 state governors, and he is expected to encourage a handful of those states to begin easing social distancing. Governors are looking forward, theyre chomping at the bit to get going. Reporter the day after the highest u. S. Death toll, President Trump said it will soon be time for parts of the country to reopen. Theyll be safe. Theyll be strong. But we want to get our country back. Reporter the white house hinted that it may start in nine states, each with under 1,000 cases of coronavirus. But on a call with the president s new Economic Advisory groups, Business Leaders stressed the need for more testing before they feel comfortable reopening. Many governors and Public Health experts agree, includiding dr. Anthony fauci in an interview with cbs news. The success or failure of that rolling Reentry Program as i call it would be the capability of being able to test, identify, isolate, get someone who is infected out of circulation. Reporter amidst the pandemic, the president waded into a new political fight, threatening to Adjourn Congress so he could push through nominees for vacant government positions. I will exercise my Constitutional Authority to adjourn both chambers of congress. Reporter that constitutional power has never been used, and democrats said it was yet another way to divert attention from what they called his failed response to this outbreak. Its a distraction. Hes doing this as a way to distract us from the topic at hand. Reporter the constitution does not grant the president absolute power to Adjourn Congress only the authority to step in if the house and senate cannot agree to do it themselves, which is not the case here. The president even admitted yesterday if he tried this it would likely face legal challenges. Gayle . Paula, thank you very much. As americans hope to get back to normal, experts say we need more widespread diagnostic testing for this coronavirus. First on cbs this morning, our medical correspondent dr. Tara narula spoke to a Government Advocate who thinks the government could be doing more. Were still not where we need to be in terms of testing for covid19. Reporter thats the warning from dr. David skorton, president of the association of american medical colleges. Its echoed in a letter he sent to the White House Coronavirus task force this week calling for more federal involvement in the testing process. We were not ready for such a big, big deal as this pandemic has become. Reporter according to the covid tracking project, more than 3. 2 million tests have been run in the united states. Thats enough for less than 1 of the country. And it falls short of what experts say is needed to reopen america. The American Enterprise institute estimates 750,000 tests per week are needed. Other groups put that number in the millions. As reported infections continue to rise, many testing sites across the country are being met with long lines. One site in miami closed after 90 minutes monday because it already reached capacity. I was very frustrated. In fact, after i got off the phone with them, i tried. Reporter and americans say theyre still having trouble with testing access. Searcy farrell was denied testing five times even after her doctor recommended one. She was concerned about her mother who is immunocompromised. If my mom wakes up and cant breathe and ive got to rush her to the emergency room, i need to be able to tell them, im covid positive. Reporter what has been the biggest mitigating factor in terms of simply scaling up testing. It hasnt been one thing, but because there are probably between 20 and 30 very specific things that are needed to report each individual test, there is a slightly different bottleneck in any of those Different Things that we need. Reporter lab corp can perform 55,000 to 65,000 tests per day. Chief medical dr. Brian cavanaugh says they want to increase that Testing Capacity if possible. We need to have every one of those supplies in the right amount so that we can go through our Lab Specimens and process them as efficiently as possible. What types of problems do we face if we do not ramp up testing quick enough . In order to understand the basic substrate that were dealing with, the basic number of people who have it, whether or not they have symptoms, we have to be ready for extensive testing. We cant just pretend were going to go back to business as usual. Dr. Tara narula reporting on why testing is so important. The National Death toll from the virus has risen sharply in part because of how victims are counted. That number is now up to around 31,000. That includes more than 4,000 new yorkers who were never tested but did show symptoms. Meanwhile, some americans, including these protesters in lansing, michigan, are losing patience with social distancing. In new york, the rules are actually getting stricter. Our lead National Correspondent David Begnaud is in new york city. What exactly is changing . Were going to have to start Wearing Masks now, anthony, especially when we walk into food markets. New yorks governors saying if you cant socially distance, then you are ordered to wear a mask. And other cities are already doing it like los angeles. Speaking of l. A. , the mayor there has said he intends to most likely cancel all largescale events through next year. That would include concerts and sporting events. Back here in new york, the governor says, look, the one tool i have right now to control the spread of the virus is a mask. But the one tool i really need even more than that, and youll hear it again, is widespread testing. We cannot do it without federal support. Reporter Governor Andrew Cuomo insists that largescale testing in a state the size of new york is not possible without the help of washington. Weve only done 500,000 tests. You are talking about a state with 19 Million People. Reporter but theres outrage bubbling elsewhere in the country over stayathome orders. This shutdown has become one of total insanity. Reporter thats the mayor of las vegas, carolyn goodman, pointing out that nevadas death toll has been less than half of 1 of the population. Shes demanding an end to the states lockdown. It makes no sense. For heavens sakes, for being closed is killing us already. Reporter protests in michigan over the governors strict isolation orders clogged streets on wednesday. The governor says she understands people are angry. I just urge you, dont put yourself at risk. And dont put others at risk either. Reporter meanwhile, Smithfield Foods in south dakota is reportedly the biggest covid19 hot spot in the country with 644 cases coming from a now closed pork processing plant. The u. S. Secretary of agriculture sonny perdue tweeted wednesday that hes doing everything he can to get the plant back open and minimize disruptions to the nations food supply. In colorado, 21yearold cody lister is the youngest person to die from coronavirus in the state. He got up one morning and he had to go to school. He had to go to grand junction. Grand junction is four hours from where we are. And that is when we actually called for the ambulance. Reporter he was on a ventilator and eight days later, he was gone. In florida, gerald and arli Arline Polinsky died the way they lived, together. They wound up at the same hospital. Their soninlaw david wrote in a facebook in a scene befitting a storytale ending as his body was being moved out of the room, the doctors told us that she noticed and she said, together, gerry, and then she was gone. Reporter the polinskys were married for 64 years. The story of cody reminds us of how haunting this story is. Codys father tested positive for coronavirus. His mother had all the symptoms and is a diabetic. Neither one of them needed hospitalization, yet cody dies at 21 years old. Tony . David, you can really understand peoples economic frustrations but this is a health crisis. Stick with that health crisis, the coronavirus has been especially deadly for one of americas most vulnerable populations. People in Nursing Homes. In a disturbing new development, were learning an overwhelmed facility in new jersey put 17 bodies in a morgue that was only big enough for four. Jonathan vigliotti reports on nationwide concerns. Reporter the Canterbury Rehabilitation Center in richmond, virginia, is one of the hardest hit facilities in the country. Medical director jim wright has lost 45 residents. We have been fighting a battle with covid19 for the past month now. And it is a battle that, at times, we feel were losing. Reporter its a grim scene repeated across the nation. Prompting governors in several states, including massachusetts, and florida to deploy the National Guard to run tests. Experts say the lack of mandatory testing for residents and employees, staffing issues and a shortage of personal protective equipment are the biggest problems. Nurse Sherry Martinez asked us not to identify the california nursing facility where she one of the things ive been doing is getting garbage bags and putting them over my arms. Reporter federal officials are also facing criticism for not publicly tracking infections and deaths in these facilities. We reached out to every state, but only got complete data from 19. We also included county data and information from facilities themselves. Officials confirmed more than 35,000 seniors and staff have tested positive. More than 5700 have died. It sounds like our most vulnerable, the elderly, are sitting ducks in these facilities. They are. People who work there are the most underpaid. I used to call the ugly stepsisters of the Health Care Industry because we dont pay enough attention. We dont pay the nurses aides enough. Reporter some employees presumably fearing for their own safety are refusing to come to work. Last week at the magnolia rehabilitation and nurse strategy in riverside, california, only one nursing assistant showed up forcing the county to evacuate 84 residents. Donna rennos husband was a patient there. Ambulances lined up ready to take everyone out and get them out of that facility. Reporter don renno tested positive and is now running a fever. Just have to hang in there and hopefully everything will be good for everybody. Reporter renno tells me after her husband was evacuated from this facility, it actually took more than a day to locate him. She had to call her local police department. The centers for medicare and medicaid which oversee these Nursing Homes now working with the cdc to increase their reporting. How that will happen, what numbers we can expect still unclear. Gayle, meanwhile, we are going to continue calling those states, state by state. Thank you for that, jonathan. Weve got to figure out a way to do this better. Thank you so much.
