As you may have heard, cbs news recently had four cases of the coronavirus here at our new york broadcast center. Those employees are being treated, and they are quarantined. The building has been cleaned and disinfected. To lower the risk, we are working with a smaller staff, h. Just like so manypl being askedodo. Eaiful thing. This morning we will be dedicating our first hour to the coverage of the coronavirus pandemic. Later on, we promise more of the stories and segments that if you watch us you have come to know from our show. Its been so important having been somebody like you guys whos been watching and being a part of it, just to have that escape. Something different. We have those for you, we promise. Listen, this has affected everyone. And were adjusting. Were going to bring you the news about corona and a few other things, too. We will begin with the coronavirus. The new steps being taken to limit the spread of it across the country. On friday President Trump declared a national emergency. The move is expected to free up nearly 50 billion to combat the pandem pandemic. It stirred wall street to a lateday rally. Overnight, the 30day travel ban on foreign nationals flying from most of europe went into effect. In the u. S. , the virus has sickened more than 2,200, ll51. Early this morning, another bit of financial help was passed. After the administration reached a deal with the house on a Coronavirus Relief bill. Ben tracy is at the white house with the very latest on this. Ben, good morning. Reporter jeff, good morning. That bill cl for free testing for any american that needs one. The white house says it is going to unveil a new website as soon as tomorrow that will actually screen for who should be tested. At this point, the president still cant say when any american who needs a test can get one. I am officially declaring a national emergency. Two very big words. Reporter after weeks of downplaying the coronavirus, President Trump now says its an emergency, freeing up as much as 50 billion in funds to combat it. Cutting regulations on Health Care Providers and instructing every state to create Emergency Operations centers. The next eight weeks are critical. We can learn, and we will turn a corner on this virus. Some of the doctors say it will wash through. Reporter the president touted a plan for nationwide drivethru coronavirus testing held in the parking lots of major retailers such as walmart. When asked if he takes any responsibility for the federal governments slow roll out of testing kits, the president said this no, i dont take responsibility at all. Sick days, family medica leave, Unemployment Insurance for the children. Reporter late last night the house passed a sweeping Coronavirus Relief bill. The result of more than a dozen phone call negotiations between House Speaker nancy pelosi and treasury secretary Steven Mnuchin. It does not include the payroll tax cut the president wanted. We had to get this testing bill passed. Reporter coronavirus test kits will now be free. But the question remains whether President Trump will actually get one after being exposed last weekend at maralago to at least one person who has tested positive. Are you being selfish by not getting tested and potentially i didnt say i wasnt going to be tested. Reporter are you going to be . Most likely, yeah. Not for that reason but because i think i will do it anyway. Reporter now despite what the president just said about most likely getting tested, late last night the white house leased a memo from the president s doctor that said at this point he doesnt need a test and that his interactions with people who are now infected have been what theyre calling low risk. Michelle . All right, ben tracy at the white house. Thank you. While washington works on a solution, the outbreak continues to spread and disrupt daily life. Overnight, apple said it will close all of its Retail Stores in the United States and around the world outside of china until march 27th. The company had recently reopened stores in china that were shuttered because of the outbreak there. The nationwide closure is the first among major u. S. Retailers. Meanwhile, muchneeded coronavirus testing is under way in one of the hardest hit communities in the u. S. Michael george is in new rochelle, new york, with that and more of what people around the nation are dealing with. Michael, good morning. Reporter gd michelle. This weekend brings little relief to people directly impacted by the coronavirus pandemic in their everyday lives with schools closing, the stock market tanking, and anxiety about staying healthy as experts warn this will likely get worse before it gets better. Across the country shoppers emptied Grocery Store shelves, stocking up on everything from toilet paper to nonperishable goods. I knew there was going to be a line but didnt know it would go to the lot. Reporter social distancing has become the new normal. Millions are staying home as schools have closed in at least 14 states. Major sporting events are canceled or postponed. The 124th running of the Boston Marathon next week has been postponed until september. 17 states have opened up drivethru testing sites for coronavirus including here in new rochelle, new york, which has one of the largest clusters of coronavirus with more than 120 people affected. They can test 200 people a day. My husbands not feeling well. Hes got throat symptoms, you know, achy and tired. He works in the city. The testing is not where it needs to be. The main way to slow the spread we know from the other countries is to do the testing. Reporter Health Care Officials say testing delays have made it hard to contain the virus. Private sector labs including roche, cleveland clinic, and Quest Diagnostics have developed their own tests and have partnered with the trump administration. Matthew binnicker of the mayo clinic headed the team that worked around the clock to come up with a test kit in just three weeks. We realize that the Public Health infrastructure wasnt going to be able to accommodate all the testing that was going to be needed and clinicl laboratories would need to participate. Reporter hospitals across the country are bracing for a surge in patients, while Emergency Rooms are already overwhelmed with people worried they have the virus. We are probably at the tip of the iceberg at this point in terms of what we are going to be seeing in Emergency Rooms over the next few weeks. Reporter and medical experts also worry if we continue to see a dramatic rise in cases, it could lead to a shortage of hospital beds and equipment like ventilators. In the worstcase scenario, lead to rationed care. Dana . Thank you. Early this morning, the president s travel ban began preventing entry for those traveler from 26 european countries. That does not include americans returning home. Europe is now the epicenter of the coronavirus pandemic with cases across the continent. The entire country of italy remains under quarantine, and norway today urged its citizens against all foreign travel and those overseas to return hoe. Ian lee now from london with the latest. Reporter good morning. The number of new Coronavirus Infections and deaths across europe keep rising. The latest numbers come as the World Health Organization has a warning for the continent. In the age of pandemic, music is medicine for the heart and soul. Quarantined italians lifting spirits as the country reached another grim milestone. Its highest daily death toll. Across the continent, historical sites are empty, France Closed the louvre and eiffel tower. Europe has now become the epicenter of the pandemic with more reported cases and deaths than the rest of the worldcom bidened apart from worldcom bidened apart from china. Reporter countries are closing their borders to foreigners. Spain, most affected country after italy issued a state of alert. Outside europe, iran announced 85 deaths. But Health Officials fear the true figure may be much higher. Other countries declared restrictions on travel. In saudi arabia, authorities banned all international while new zealand declared that all arrivals need to selfisolate for two weeks, joining countries like israel. This decision will mean new zealand will have the widest ranging and toughest border restrictions of any country in the world. Reporter here in the uk, the queen is limiting official engagements. But its business as usual for her government. The prime ministers approach is radical build heard immunity. Essentially everyone gets the virus so it wont come back. That despite this warning from the w. H. O. You must take a comprehensive approach. Not testin alone, not Contact Tracing alone, not quarantine alone, not social distancing alone. Do it all. So vulnerable to the virus is a couple of things. First is the Free Movement and porous borders. Second, once the virus took hold, there has been a lack of coordination between the countries. Jeff . We saw you last week first of all, there are a lot of disagreements over how countries should handle this. And all countries are taking different approaches to whats happening now. Many disagreements. In your estimation, doctor, where are we right now, and what else should we be doing . You know, im proud im honestly proud how the country stepped up. Weve seen it, weve seen schools closing, businesses working from home. Weve seen all of us as a country gather together to really make an impact on the spread of this virus. Its going to work. We are going to slow the spread of this virus. Were not there yet. And it may go up before it goes down. Theres a change happening in our country. I think we all can feel if. At the same time, we have the drugs that look optimistic, and theyre coming down the pipeline. You couple that together with the medical infrastructure thats also expanding, and it is for the first time im seeing a light at the end of the tunnel. Doctor, theres a lot of people that theres a disconnect here. They dont understand the extremes were taking because this is not necessarily a death sentence. Is it the spike in the infection rate over a period of time, a short period of time, that is the chief concern . No question about it. Were going to see over the next several weeks, theres going to be a lot more infection first of all, were going to test for it. We never know the true number of people until we do the testing. Were going to start doing mass testing over the next couple of weeks. Were going to see that this virus is in many of us. Most of us it will have a mild to moderate course. A bad cold and beal get over it. Were worried about people 60 and above. Every decade older, the death rate can go up. Most of those people are going to get better and do fine. Were trying to build the medical infrastructure to handle the elderly and the people with other medical conditions. And then buy some time until the drugs that look like theyre working can be ready so we can use them to lessen the effect of the disease. Those drugs youre talking about, that deals with the impacts once youre having breathing problems and issues like that. Theyre helping with those things, the symptoms. Is that correct . Some of them help with the symptoms, and some are a class of antivirals. You know, this is an rna virus. It gets inside the cell and uses our own machinery to divide. There are drugs now that can block that. Some were meant for hiv or ebola, but they exist. This virus uses the same mechanism. Were going to attack its achilles heel and work with the other viruses. I think were starting to see that its having benefit here. Theres a lot of optimism in that regard. I know as there becomes more testing available, one of the questions people have is you dont have symptoms but youve been around somebody perhaps that may have the disease. What do you do . Do you go ahead and get tested or not . I get that question, im sure you do also literally every few hours. Right now the the answer is no. Anybody who youve been exposed to somebody, we want you to selfquarantine. If you have mild symptoms, i still want you to selfquarantine right now and not go in for testing. Youre going to get better. If symptoms get worse, i want you to call your doctor and get in for testing. Right now testing is not commonplace enough for the masses to come in. And i dont want you sitting in an emergency room for a couple of hours to get a test either. If you werent positive going in, you may be coming out. I mean that somewhat facetiously. As you noted, there are people who have it and dont know it. That already. Is there a point in the future, if you had it youll know and it went away . And can you get this virus again . Those are great questions. Number one is, yes. Were going to have a test where from a drop of blood you can know, hey, i had this, and ive been exposed to it. In many countries, they have that on your cell phone, youre green if youve had it, red if you dont. And theres obviously a difference in how youre aware for the next time the virus comes around. Can you get the virus again . The true answer is we just dont know. Weve only been following this virus since the month of december in 2019. We dont yet have the longterm data to know if the virus will change, you can get it again, or in some people who dont have as potent immune response, they can get it again also. We dont know the answer. Were going to know over time. Were certainly following those really closely. And the questions continue. Dr. David agus, thank you so much. A worker at a popular Las Vegas Casino has tested positive for the coronavirus. Mgm resorts international confirmed an employee at the luxor on the Las Vegas Strip tested positive last night. The company says its working with Health Officials to determine who the worker may have come into contact with. A number of Las Vegas Casinos closed down nightclubs, spas, and buffet this week in hopes of limiting exposure to the disease. One bright spot yesterday was an intense rally on wall street during the president s declaration of a national emergency. Stocks finished up almost 2,000 points, the biggest oneday percentage gains since the 2008 financial crisis. It came a day after the biggest oneday loss since the 1987 black monday crash. Joining us to discuss the extreme volatility and what may lie ahead is andy serwer, editorinchief of yahoo finance. Good morning. Good morning. You know, i mentioned stocks finished up, but theres so much volatility. It seemed to be just what the stock market needed was that speech by the president. Were not out of the woods, are we . No, no way. I mean, and listen, im trying to get a little relief here on saturday because that was a crazy week for people who follow the markets. What a roller coaster. And i think that we have to expect more volatility in the days and weeks to come because of all this uncertainty. Its such an old saw, but its true. Wall street hates uncertainty, and this is uncertainty writ large. Andy, treasury secretary mnuchin said were in the second inning right now of stimulus efforts. Talk about what effect you think those stimulus efforts can have and how long it takes. Yeah. I mean, there are a lot of optithght no and think theyre going through them. Theyre trying to see how effective some of the things that theyve already done are, say Interest Rate cuts. Then also the measures that the president announced yesterday afternoon. But going forward, they can do things like cut payroll taxes, send checks directly to families, increase government spending, and backstop the private sector. And especially workers who get laid off. Thats a real concern for us and for the economy. Especially now that we have so many people working in the gig economy, theyre not protected at all. We really need to look at that very closely. Yeah. To that point, as people are in crisis mode, theyre wondering what do we do, do we look to our 401 k , take out loans. What should folks be doing as these businesses are closed, are shuttering, shutting down operations . What should folks do . Yeah, the thing about the 401 k , of course, is so scary. And you know, its probably a good idea not to do too much at all as far as that is concerned because youre going to be selling when the markets going down, which is just the wrong time. You need to understand also what your options are and how protected you are in terms of a layoff or in terms of sick leave or medical leave. You need to really go through that with your h. R. Department. If youre lucky enough to work at a big company. At a smaller company, talk to your boss, talk to your coworkers, try to understand how exposed you are. And then follow whats going on in terms of Government Action because you may actually need relief from the government, be it the federal or the state or the local level. And worth keeping it in perspective, too. So the last 11 years, the market was at just over 6,000, the dow, in 2009. Went almost 30,000 just a few weeks ago. Now back down to 23. Do you tell people look at your 401 k accounts right now . You just you cant look at them. We always say just dont look. And at some point, you know, things will bounce back. I dont know if its this year, next year, three years, five years, but its the American Economy which is a pretty good bet over the long haul. Andy serwer, thank you for the insight. We begin this half hour with concerns about how the coronavirus may affect our nations blood supply. As more people are choosing to avoid gatherings, blood drives are being canceled. As Chris Martinez reports, the red cross says they need halthy, eligible people to donate so we dont see shortages. Reporter Carlton Schroeder donates blood once every two months. Its not only to help others but also his own health. The doctor wanted me to drop a pint of blood because i have high hemoglobin. Reporter donations are vital now more than ever as coronavirus worries rise. Blood drives around the nation are being canceled especially in states with large outbreaks. Patients are counting on us across the country. Reporter red cross Vice President Paul Sullivan says blood banks are asking Healthy People to donate and maintain the blood supply. Whether its people in emergency situations, whether its car accidents, people giving birth, blood is a vital part of our health care system. And we need to make sure that we have it available for the patients. Going to go far back reporter to help keep donors safe, the red cross is taking everyones temperature when they walk in the door and undergo a private health screening. The centers and equipment are also regularly disinfected from top to bottom. The ross is also screening their own staff, taking every employees temperature when they arrive at work. As far as the blood supply, the Organization Says at this point theres no evidence coronavirus can be spread through blood. Carlton says donating now is a nobrainer. The scam started with a Google Search for masks. Reporter websites like this ensnare victims by offering hardtoget medical supplies for outrageous prices. You can see the total cost o reporter 5,000 . 5,000. They were requesting payment up front. Reporter cbs news got exclusive access to this Global Operations center where the secret service is tracking the spike in coronavirus cyber crime. Any time theres a heightened element of fear such as with the coronavirus, criminals are going to exploit that. Reporter if you get an email like this, what are the red flags . They request western union, money gram, or bitcoin as forms of payment. A legitimate business will offer payments through invoicing or through credit cards. Reporter hackers are also mimicking legitimate government agencies. This email claiming to be from the World Health Organization promises safety tips. Agents are urging the public to be on alert for misspellings, bad grammar, and not to open attachments if you dont know the sender. The actors are going to take advantage of the situation and milk it for all that its worth. Reporter adam meyers with crowdstrike says cyber criminals are working all of the angles. There are plenty of threat actors who will use phone scams, as well. Reporter how does that work . They will call up. They will know a lot about you and would build that trust. You follow the instruction. Call back and make sure its something legitimate. Reporter with more people working from home in the weeks ahead, the secret service says the risk will only increase because most Home Computers dont have the same security features as a company network. I mean, what do you suggest to people and how they handle this mentally and emotionally . First of all, i think people need to understand that what theyre feeling is normal. You know, pathologizing or making yourself feel weird about why am i freaked out is not h g helpful. It is true. There are some Dangerous Things going on, and we have an evolutionary, builtin system to react with anxiety, to alert us to things that we should avoid and be concerned about. Its normal. But there is for many people this feeling of lack of control. The scariness that has Health Concerns involved. So there are a number of things that one can do to feel that you have more control in a situation. And that will help with the anxiety. And those are following the directions that Expert Health advisers have suggested. You know, have your purell, have some be stocked occupy things. Do your social distancing. Do the things that feel like problem solving. Beyond that, you really want to do some things to reduce anxiety in general. And things that really help with anxiety, for example, are daily aerobic exercise of some sort. You can do that in your thatn u apartment. Do it outside when you arent around other people. And and doing aerobic exercise reduces reduces anxiety level. I would suggest most people take their news alerts off their phone. Take things that are going to zing you on an hourly basis with some sort of information, much of which you dont need, some of come is incorrect, and pick one source, for example cdc. Gov, that you get the information that you do need on a onceamaybe twiceaday basis, but repeatedly having the news actually stokes many people. And thats really not helpful in terms of your anxiety. Pay attention to have regular sleep. If you are staying home which many people are doing now, set up a structure for yourself. Get up at a regular time. Dont stay in your p. J. S all day. Put on your clothes. Do your do your work, set up a work space that feels comfortable to you, that feels more structured to you, create a schedule. Dr. Saltz all good advice. Im sorry, didnt want to interrupt but thats where i want to go. A lot of people are home more than they expected to be with people theyre not usually home with at all times, their families. This is a very changing routine. How can people try to adjust to some of that . Because that alone produces anxiety in those close borders. Yes. It does. I mean, were social creatures, and bonding is actually a way that we reduce our anxiety. So first i want to say to people that, yes, you may need to be home to social distance. But stay in touch with people that you normally stay in touch with. So this is the case where social media and other methods of using the internet and your phone are helpful. You want to have conversations with family, with friends, with coworkers. So continue that conversation to stay bonded and talk about how youre feeling, if that makes you feel better. But as i was saying earlier, create a structure in your day. So set up your your desk somewhere, not at the kitchen table, preferably. Somewhere that feels reasonable that you can get work done. And have a time that you get up, have a time that you have laid out that you do your various things. Take a break to do some exercise. Take a break to consider doing a relaxation technique. This is very useful for people that dont do it already, nows a good time to start. There are many apps that allow you to practice mindfulness or other sorts of relaxation techniques. You can do this with the people in the home now with you. Thats great all thereof is great advice, apologies for interrupting. I want to ask quickly, we dont have much time. Yes. When youre talking to kids about this, how much should you do that, how do you handle that . Kids take their cue from you. So if you can establish the structure, the calm, the routines, they will take their cue from you. And answer their questions, of course as they have them. Dont volunteer more information than, frankly, thats developmentally appropriate or that theyre asking for. And if you can stay not im barely calm but, you know, i really we got this. Were going to get through this. And this is the way were going to do it. Were going to follow these rules so to speak. Early this morning, more help was on the way with the president s approval, the house passed a bipartisan agreement testing and paid family leave to the victims. Reporter instead of relying on satellites, thompson and her team unleash dozens of remote vehicles across hundreds of square miles of ocean for six full weeks. Most of the heat in the Global Climate system is at the equator, where the sun beats down, is the most strong on the oeans surface. The heat has to get dissipated somewhere. Clouds are like air conditioning systems. Clouds are trying to redistribute energy. The global models that are tasked with predicting Sea Level Rise in florida, how hurricane strength will change in 100 years, all of that is kind of determined on how well we can predict weather in the tropics. Reporter the tropics affects everything else. Yeah. The rate at which the earth warms is really dependent on how these clouds work. And thats why were here. My team has instruments for measuring temperature, humidity, wind. Reporter but thompson is not alone here. The project is multinational, involving british, french, and german scientists. Its our most sophisticated instrument reporter including bjorn stevens, who has been studying clouds from the barbados observatory for more than a decade. These clouds are interesting because they regulate Earths Energy budget a lot. If you change the clouds a little bit it influences the climate. As the climate warms, the question is what happens to these sorts of clouds. Reporter stevens hopes the data will help scientists narrow down the wide range of predictions about how much the planet will warm and how fast. Go go launch it now. Okay. Reporter some have forecast a worst case scenario, where these clouds and the protection from sunlight they provide disappear completely. As we pump more co2 into the atmosphere. That will lead to more sunlight at the surface which will enhance or increase the pace of warming. But the models treat these things crudely. Were here to see if we can figure out whats right.
