chopper 5 over the chevron refinery in richmond that is sending out a plume of smoke. hours after a flaring incident. force evacuations. neighbors tell us it is becoming a pretty common sight. >> reporter: the site you see behind me you will see some white smoke in the distance. that is normal operation. what happened this morning was anything but normal. it was a flareup and they had an alert go out to some people in the area and employees on the refinery grounds. other residents say they want to get every warning that is there. they are seeing more of these flareups day by day. the refinery is right they are. you can see how huge it is.>> reporter: penny lives six miles east of the refinery. this is what she saw around 9:45 am from her background backyard. she took video from her phone. there is black smoke coming out of the stack. there is also black smoke that is dissipating to the south. flaring releases toxins. >> reporter: it is what she smelled that worried her more. my nostril started to i can feel it in my throat. it was an acidic smell and taste. >> reporter: the flaring was first reported internally at 4:26 am. forcing the evacuation of less than 100 workers who were inside the refinery at the time. according to the office of emergency services the plume of smoke drifting through the air was identified as hydrogen sulfide. chevron said flaring is an important part of keeping the refinery running safely. flares are highly regulated safety devices designed to relieve pressure during the refining processes. and help keep equipment and plans operating safely. raw works near the refinery and said everyone state the city does a practice drill. you can hear the alarm system. it is a city alarm system. the cility big pole outside of there is no escaping just how loud it is. >> reporter: even small incidents like today's are important to know about. we pay close attention to it. work at a chemical manufacturing facility downwind from that area. we have had it happened before they had major events we had to keep everyone inside.>> reporter: according to bay area air quality management there has been a reported rise in flareups connected to the startup of the hydrogen plants that started operating last year. as for today's flareup chevron will have 60 days from the end of the month to report on this flare causal investigation. we hope to find out more and we will report back. a man died in a house fire in oakland today. it broke out before 4:15 am and spread to at least one other home. neighbors woke up to flames on top of a roof. firefighters got the fire under control. then found the man inside. another person was taken to the hospital for smoke inhalation. investigators are working to figure out the cause. san francisco's public works director is out under a cloud of corruption allegations. mohammad nuru resigned this afternoon. the fbi arrested him two weeks ago. he is accused of engaging in an attempted bribery scheme. and faces a charge of honest services wire fraud. investigators believe he was involved in several other instances of corruption. mayor london breed that he was already in the process of being terminated at the time he resigned. santa clara county supervisors pass an emergency declaration to deal with the coronavirus. not because of any new or increased threat. but because it gives the county broader powers to access resources. right now there are two confirmed cases in santa clara county. a center in san jose is making changes to help those addicted to meth. devon feeley gives us an inside look at the new pilot program.>> reporter: it is a sign of the widening methamphetamine epidemic. santa clara county is dedicating fully half of its sobering sensors once reserved for people with alcohol addiction issues. to meth users. this what we used to call it a drug tank. renamed a sobering center. the new name reflecting our evolving understanding of addiction. any desire to treat it as a medical issue rather than criminal justice one. somebody here who is using meth and wants to go to a program would get not just a referral but actually get drip into the program. starting march 4 police officers who pick up someone on meth is violent or aggressive can drop them off here. they will have a chance to sober up and be encouraged to seek treatment. if someone were to say this sounds like an exercise in compassionate foolishness you would say what? i would say what we are doing doesn't work we have already demonstrated simply incarcerating people is not going to drop them from using drugs. >> reporter: the focus from alcohol abuse to meth users was pragmatic. driven by the death. as your nearly 40% of the people dropped off at the sobering center said meth was their drug of choice. we have to get out of this false choice of we either have them in jail or we have them on the street. >> reporter: the staff at the sobering center includes nurses and social workers. they don't have the legal authority to order someone into treatment programs. hope to steer them to help in a way from a deepening addiction. i believe this is a health issue. i believe that they need the opportunity. >> reporter: this is a pilot program that will last a year. at the end of the year they will decide if they want to continue it scrap it or make changes to make sure it county took care of what was their responsibility. the homeowner trimmed back to trees. any windstorm the acts of god are going to have them. the trees came down. >> reporter: the largest came down a 92-year-old bruce thompson's house. his home sustained a somewhat minor damage. crews cleared the trees and pg&e carefully lifted cables and neighbors help to clear the way for bruce. are you in the is in danger of falling. workers are busy trying to take it down. piece by piece pg&e said power will be restored sometime this evening. a new request from pg&e. it is asking state regulators to approve temporary rate hikes. average monthly bills would go up by about $11 a month for at least a year. that adds up to one $24 billion. the utility said it needs the money to cover expenses it already incurred such as from enhanced tree trimming. and repairs to the various weather events in 2019. pg&e's request is separate from its bankruptcy process. san francisco cycling advocates want to change a stretch of bike lane along the embarcadero. they want to add concrete barriers around the bike lane from south beach park near oracle part to pier 39. that is to .5 miles. tomorrow sf mta
