Reporter kyle puckett will walk out of the jail any moment now. Hes been locked up the last 5 years on firstdegree murder charges. Tonight he will finally be reunited with his family and will be able to hug his son for the very first time. I feel blessed, you know . Everything is finally all over. Reporter after 3 trials in 4 years, Zipporah Chang cant believe her fiancie is finally coming him. It means everything. Because ever since i found out he was locked up, i felt like i had a broken family. And my son doesnt have to look at his father through the glass anymore. Reporter prosecutors accused puckett of murdering 2 men in october of 2011 in oakland. According to the Alameda County District Attorneys Office, puckett and his accomplice shot 2 men while trying to steal a suitcase of marijuana. But pucketts attorney said he never doubted his innocence. He refused to accept any type of resolution in this case. He wanted to go to trial and prove his innocence. Reporter today prosecutors made the move to dismiss the case due to the deadlocked trials. Its probably the sweetest victory ive had throughout my career. Reporter the Alameda County District Attorneys Office wouldnt comment, but castillo feels the jury bought their argument that puckett was home at the time of the shooting and the prosecutions case was full of holes. We had a lot in our favor, including discrediting every single witness the prosecutor put on the stand. They had very unreliable witnesses to try and prosecute him. Reporter his accomplice took a plea deal in the case. Hes serving 11 years in prison for voluntary manslaughter. New at 11 00, a federal judge tossed out the lawsuit filed by the parents of kate steinly. She was shot back in 2015. Her parents were suing the government for employing a ranger who left a gun unlocked in a car. That gun wound up in the hands of the shooter, an u ndocumented immigrant. He was acquitted of charges. California is suing a bay area billionaire to stop him from restricting Public Access to a popular San Mateo County beach. Kpix 5s maria medina with the case that could finally resolve this high stakes showdown. Reporter this gate with the no press passing sign has been mostly closed for years, but now the attorney general is stepping in to try and give the Public Access to one of californias gems for good. This is a particularly special and beautiful beach that had been open to the public for generation after generation for close to 100 years. Reporter and that is the evidence the California Coastal and state lands commissions plan to use to convince a judge the public has a right to access martins beach. The historical use of the property has given the public the right to continue to use it. Reporter the commission has collected evidence from more than 200 families who used the beach dating back to the early 1900s. The lawsuit comes after the First District court of appeals in San Francisco ruled in favor of the lands owner, that the public hadnt established right to the roads because they paid parking fees to the previous owner. Reporter the battle with the billionaire over the beach has gone on for over a decade after he bought nearly 100 acres of land that surrounds the beach. In 2018, he spoke to kpix 5 in a rare interview. We need a Coastal Commission that works with Property Owners to follow the law. Reporter it was a wild scene here on union and van ness when police say the vehicle full of suspected car burglars smashed into this Parking Enforcement vehicle, flipping it completely over. It all started at hyde and green streets when Police Officers from Central Station said they recognized this white suv as one that had been committing auto burglaries in the area. The vehicle peeled away from officers and sped down union street according to a statement from an sfpd spokesman who insists the police were not chasing the vehicle. Then the suspect vehicle smashed into a Parking Enforcement vehicle with the driver inside. When he got hit, it turned the cart upside down and over on its back like that and just skidded. All the sudden i saw 3 to 5 people just running north, west and then north. I saw them coming this way, so i told the cops they are here, and the cop threw them on top of this building here. Reporter how did they get on the top of the building here . I dont know, they climbed. They have a shed in the back and they climbed. Reporter Police Arrested all 4 burglars. Reporter rika spent her first night on the street in San Francisco at age 19, right around the time she came out as transgender. What initially kind of started my homelessness is my father. He didnt accept me for who i am and burned my clothes because i was presenting as female. Reporter so she moved from sacramento with no family and no connections to the big city. She says almost immediately strangers on the street started to chip away at her. I was raped on the streets at least twice. Times got desperate for me and i had to do sex work, so all the things took place because i didnt have a place to live. If a young woman is on the street for more than 48 hours she has nearly 100 percent chance of being trafficked for sex. Reporter while you might find rikas story shocking, its textbook. This professor at uc berkeley studies Youth Homelessness, a sub population thats disproportionally black and lgbtq. 49 percent of the total population are people of color. 80 percent of the Homeless Youth are people of color. 46 percent of the Homeless Youth identify as lgbtq. The doctor says intervention for people experiencing homelessness at this age is critical, especially as they begin to develop selfesteem. If you and i were passed out on the sidewalk and unresponsive, chances are people wouldnt just step over us and keep walking, and thats what we both do every day because weave been taught thats what we do. Young people will internalize the idea that its there fault and they are, you know, objects of animals to be ignored. Reporter if that doesnt convince you, the cost should. Every night more than 1100 young people are homeless on the street in San Francisco. Statewide that number is more than 12,000. Just for tonight, the public cost of paying for those young people on the street is 1 billion, and over the course of their lifetime, if they dont find housing, the number jumps to 15 million. The cost of letting young people stay on the street is astronomical and something we cant afford. Reporter she wants to see the state put in place a plan to end Youth Homelessness. Right now california doesnt have one. She also wants a plan in place to make it illegal to send someone on the street from a hospital or jail. Despite everything rika is optimistic. Shes now permanently housed thanks in large part to larkin youth organization. Shes also starting an internship and wants to work as an activist to help lgbtq youth like her. Thats one solution San Francisco is getting right. Communities where youth are given a voice and Decision Making authority have seen the greatest reductions in Youth Homelessness in the past 2 years. San franciscos count is down 10 percent. Seattle and austin, texas are also seeing major decreases. Thats why rika says she wants to work as an activist to work for people like her who have so much life ahead of them and desperately need a hand up off the street. I havent given up. I havent completely lost my soul. Thats amazing after all that she wants to give back. Thats great to see. Yes, she wants to be an advocate, and shes been through that so it will be a successful scenario.
