Tonight in our original series, project home, we continue to investigate how taxpayer money is being spent to house the homeless. Berkeleys Navigation Center is unsafe they say, and the permanent Housing Options are not sustainable. The nonprofit ceo sat down with our Susie Steimle for the first time tonight. So i come down here. It was scary. Reporter that is how james woods described his first night at the stair center in berkeley. It is run by Bay Area Community services. The program is supposed to help people move from encampments into permanent housing. When i first got here, it was deplorable conditions. It seemed to be nothing but a glorified homeless encamp. There were so many drugs being used, doors slammed. Reporter he moved into the stair center in september. During his two months there, he said the building went a full week without hot waterings had sinks that didnt work. Flooded bathrooms. Broken washers and driers an fire extinguishers six months overdue for inspection. Does it feel safe . No. Is it clean in there . No. Thats why it was so deplorable. Reporter james says the only permanent Housing Options they offered him were also not sustainable. The first in concord. When he went to move in, he found out he was going to have a roommate. Someone he never met. This was rented to me as a single room. Reporter next place, he looked in oakland. He knew it would be a shared room. Most solutions backed offers are, but he was caught off guard again. They added a third bed to the room. No price reduction. We are paying 2,100 for a small master bedroom. Three people and i dont know who they are. Reporter we found back regularly places multiple adults in shared bedrooms with people they have never met. They cant access the kitchen to cook. One woman was placed in this garage with a rat infestation. When we asked the city of berkeley to respond to the multitude of complaints we are heard from backs clients in an email, a spokesperson accused us of willfully running inaccuracies and then refused to do an on camera interview. We are not the only people elevating these concerns to city officials. I personally called the Mayors Office many times. Reporter berkeley activist marsha poole has been corresponding with james since she met him living in the tent on the streets five years ago. She said when he checked into the stair center, she visited him multiple times. It was dirty. Reporter she said she heard even worse complaints. Like that there wasnt enough food. It was brought in by meals on wheels in the morning but by the time anyone got to it, it was gone, pretty much. So they were hungry there. Reporter she worries it is a potentially dangerous place. Here are all these people sleeping together in the big bathroom. This was a man that was afraid he was going to go to sleep and not wake up. Reporter jamie is executive director. After denying our request for an interview for two months, she finally agreed to sit down with us. We pointed out that Police Records show 79 calls in a year andahalf that the stair center has been open. One for an assault on james. He slept on the street that night out of fear for his life. Clients tell us they dont feel safe there. A lot of those calls were for assaults between clients who were staying there. Is this a safe place . Absolutely. Reporter jamie says she stands by their numbers. And 82 success rate of finding permanent housing for homeless clients at the stair center. So how many of the 82 over the past yearandahalf are still housed . I can most certainly get you data if you are interested on year to date or program to date for the stair center. I do not have that on my person. Reporter do you have those statistics of how many people it stuck for . I would reference you to the county specifics. Reporter but the county refers us to back saying we are not able to segment by jurisdiction or provider in any way that provides an accurate picture. But you would think the executive director does not know the success rate. Reporter in this email to investors that we obtained written shortly after our first report on back, she encouraged investors to be selective of their viewing of kpix5. James says they tried to exploit him in his interview with us. He started getting calls and visits from people within back the day of our interview. This morning, my coordinator comes to me and says we need to talk. And says lets go to breakfast. And he is concerned about what i might say in this interview. They wanted someone to sit here with me during the interview working for back. And, without you knowing, and, there goes my credibility. Reporter james says backs chief Strategy OfficerBenjamin Blake asked if he could sit in on the interview with kpix5 without telling kpix5 who he was. James said back said he wanted to talk positively. They said i want to be with you to support you in the interview if that would be acceptable to you. After the interview, no interview . His response, no, i was interviewed, it went well. Then, did you talk positively about back . Can i ask about james and why Benjamin Blake asked if he could sit in on james interview with us . So, been jaquindon i think it is a wonderful thing that a senior staff would offer support to any individual. Reporter james says he feels stuck. He is coming forward with this story because he believes back hasnt helped him find adequate housing and he is losing hope that they ever will. Im comfortable with doing this because i accepted the fact i will probably die in the street. And, if this doesnt change, they will not be able to get me a place. Reporter back asked us to clarify the 82 success rate of housing the homeless. Clients were placed in a home. It does not mean they were able to stay there. They said they measure returns to homelessness separately and say only 16 of its clients return to homelessness. We asked for the internal documents that back up that data and have not received them. But james says they have made improvements to the conditions of the stair center after we he brought them to backs attention. Good or bad, right or wrong, this organization and others like it get public funding. This is our money. Taxpayer money going to this. Yep. And a lot of it so we want to know how things are going and make sure people are safe and money is spent the right way. Good job.
