They have more classes and afterschool activities. They are getting less sleep. Reporter the sound that starts the school day. And for some too early. Are you guys tired when you come to school . Yes reporter students weighing in on a later start time. Im probably for the later start time. I like to sleep in. Keep it the way it is. There is a lot of research that supports the later start. Reporter the law mandates the School Start Time no later than 8 30 am for high schoolers. No early for 8 am for middle schoolers. If they are getting that extra hour of sleep they will be better able to focus in the classrooms. A little more emotionally regulated. Not so quick to get upset or angry about different things. Just a little more ready to learn. They should be starting sooner. They should be starting at 7 30 am or 8 am. They can get home early at 2 30 pm possibly. Reporter Tessie Gonzalez is a teacher and intervention specialist. If they have rigorous classes later in the afternoon and they still have to be on point. They are probably not going to do as well. Reporter the students about even if they have a later start time that doesnt mean more screen time for them at night. The schedule is not going to start until july 2022. A man accused of hitting and killing a homeless woman is sitting in the Sonoma County jail tonight. 21yearold Ivan Martinez was speeding down hoan avenue in santa rosa when he barreled into an suv killing a woman and dog inside. The impact sheared off a power pole knocking out power. It appears the woman might have been living out of the car and might have been asleep during the crash. We found a woman inside. She was unconscious at the time. We try to open the door as she started moving a little bit. The suspect is facing multiple felony charges. Pg e said the power might be restored by this evening. Get back. At first it was boulders but now wooden planks. A pedestrian pathway of San Francisco is at the center of a new fight over pushing out the homeless. Andrea shows us. Reporter the pathway behind me does not have a wooden wall of tonight. Neighbors would like to see a more permanent solution here. It seems like this on tiny ingleside pathway that prompted neighbors to go to the San Francisco department of public works and ask the four foot wide stretch of concrete in steps be closed off. I was surprised to see it. Reporter letters begging to get the drug dealing homeless encampments and excrement of the pathway between ocean avenue and urbano. The document it said calls to 911 and 311 over safety concerns has the pathway abuts backyards. We really feel for them. Reporter for a few days the path look like this. What it off to all foot traffic with the blessing of dpw. Shown in these photos from the examiner. Then different complaints came in. Once again the pathway was open to daylight and traffic again. We had this problem before. People close off the walkways like that. The people have to pay the neighbors. Reporter the intersection is in a new one in San Francisco. Just last month neighbors in clinton part put boulders down to get the homeless up the sidewalks. Like the wooden fencing and ingleside the boulders were removed leaving space for frustration to continue to grow. I feel like it is a public property. How can you close it . I dont really know the answer. This is the dilemma. At the same time you feel for them. Reporter neighbors would like to see some kind of permanent lochtegate on ingleside pathway. We reached out to the supervisor for the district. We have not heard back tonight. We reached out to the department of public works. We were told no comment. Investigators say it wildfire burning in la county started under a highvoltage transmission tower. They are still working to pinpoint the cause. The subtle ridge fire scorched 8000 acres and destroyed 20 homes. Some schools in the fire zone open today. Parents are still concerned over whether it is safe for their kids to go back to class. I saw on facebook that the school was not cleaned as much as they said it was. According to other parents who have been in the classrooms and shared pictures it is not. There is black slit everywhere. The state wants the whole pg e accountable for the epic power outage. The governor said pg e customers should get credits or rebates. He wants the utility to pay 120 a peach to each residential customer. 250 to each small business. The ceo said he appreciates the governors intent. He did not directly address the rebate question. The Public Utilities commission is sanctioning pg e. He must have a goal of restoring power within 12 hours instead of the current 48. It must work to minimize the scale of any outages and improve acacia. Pg e is acknowledging it needs to do better. The next time you decide to carry out a Public Safety power shutdown the recent outage is not only cause confusion. They hit low risk areas. Wilson walker explains why the necessary upgrades wont come quickly. Reporter everyone agrees last weeks power shutdown with was a mess. Literally a hole in the ground. As the giants and 49ers have moved on to greener pastures. One of the most disturbing images was the collapse of the upper deck of the bay bridge. She had just arrived from mexico remembers the haunting pictures. The bridge was laid down like this side. All the cars under the bridge. For me it was very scary. Reporter one person died and the bridge was repaired. It took another 24 years to replace the old erector eastern span todays elegant single support structure. The embarcadero Ferry Building used to sit in the shadow of an ugly doubledecker highway. But after the earthquake that was torn down. Today the bustling embarcadero with his streetcars in palm trees has become a mecca for tourists and locals alike. It wasnt busy like it is now. The Ferry Building was they are. It was then use the way it is now. It wasnt an attraction. Reporter it was at the old cypress street viaduct in oakland the quake held its greatest tragedy. 63 people died on the upper deck pancake onto the lower. Today this is what it looks like. The street now called mandela parkway is separated by lawns flower gardens benches and a walking path. It has become a community area. It is beautiful. There is a wonderful breeze. That comes off the bay. The sunlight. It is just like another world. Reporter a lot has changed but it is following a familiar pattern. One person told me today we live in paradise until something horrible happens. Then the city rebuilds bigger and better than ever. Some of them are Floating Homes anchored for years even decades. There is a new plan to give those boat owners a safe place to keep their boats while preserving the unique lifestyle.
