Reporter well hotel rooms are filling up, people are showing up in San Francisco, they are ready for pride week to begin here, finally. With the clock racing toward the big San Francisco pride parade on sunday, tiny details like hand blowing glitter onto 35 floats, are coming together. For the glitter, we probably go through about 502,000 pounds of glitter, and then the floral sheeting, yet, hundreds of rolls of this stuff, so miles and miles. Spent mac beyond the glitter and the sparkle there is work involved to keep the community safe. A we want everyone in the parade to feel safe, we want to make sure no one is coming to harm them. A board member says putting on an event of this caliber means looking to the past, stonewall, while also keeping an eye to the future of that lgbtq community. You want to make sure you maintain the original intent of pride, which was a riot. And you want to make sure that the peoples voices are always heard, but also that its still also now a celebration of us being able to be here in the middle of one of the biggest cities in the world celebrating pride. For the grand marshal, this weekend is also about visibility for those not out yet. I just know how important it is for kids, especially young black boys and girls, and however one identifies, to be able to look up and see someone who represents them, letting them know they can get through life. For some residents watching someone accepted for the first time is always his favorite moment of pride. Sometimes i will see someone from out of town, all of a sudden they are in an environment where they can be , lesbian, whatever they are and feel comfortable. Watching that is really fun. You can expect a large presence from San Francisco police this weekend. They will have officers in uniform and plainclothes at all times during the festivities to make sure everyone stays safe. Tonight in an original report, we highlight californias lack of oversight in Addiction Treatment. Other states are cracking down, so why arent we . Parents shouldnt be bringing their kids home in body bags. People shouldnt be dying in detox. Has President Trump tried and impossible burger . Tonight we talked to the one man who might make that happen. Weve gone cloudy in the bay area. A beautiful view from treasure island, i will explain why this picture right here is part of a puzzle that will give us near perfect weekend weather. Thats next. I cant keep coming to this state with this list of dead boys. Its a booming business in california that is operating without any oversight whatsoever. Sober homes advertise they can help addicts after detox. But you might not realize that these programs are unregulated. The state has really no idea how many sober homes are operating here or how many people have died in Addiction Treatment. It blew my mind when i found out that he was using heroin. By the time we were done with this press conference for the past 15 years Wendy Mcintyre has been telling her son jareds story to lawmakers in sacramento. Gary died in a sober home called the safe house. Wendy cant shake the guilt that she helped find the place that promised help and instead sent her son home in a body bag. I will never forget printing out all of these resources, and myself calling the safe house and hearing oh yes, we are going to do this, and oh yes we are going to do that. And we are going to make sure. So as a mother to a highlighted place, its the most terrific feeling in the world to know i sent him to the safe house. As an advocate she hears from parents who lost children to addiction every single day. I cant keep coming to this state with this list of dead boys. Lawmakers are well aware of the problem, the state commissioned a team to study it back in 2012 area the study concluded that the state consistently failed to catch lifethreatening problems and showed reluctance to shut down programs that pose a danger to the public. It also found that other states require medical care to be provided insight detox facilities while california doesnt. I just think its time that we all stand up and say enough is enough is enough. Parents shouldnt be wringing their kids home in body bags. People shouldnt be dying in detox. And in tim russell sent their son to detox last year, he died seven hours after being admitted. Staff felt it check on teddy every 30 minutes, which is required by state law. Its so horrible, i feel like he basically just died alone, suffering, and pain. Public records show that 190 deaths have occurred at licensed rehabs in california since 2010, that does not include sober homes, where people often stay for 30 days after detox. Sober homes are not required to be licensed and do not have to report deaths. We dont even know how many facilities there are very senator jerry hill introduced a bill that would require the department of Healthcare Services to oversee sober homes for the very first time. Sunlight is always the best disinfectant, and sp 325 shines a light into the dark corner of the Substance Use treatment world. When you look at who is running these programs, its even worse. To be a counselor at a rehab or sober home you dont need any experience. State law only requires that you apply for a certification test, which you have up to five years to study for. In addition, california does not require background checks with 13 other large states do, Sexual Misconduct is the number one complaint in california. Still, rehabs regularly higher sex offenders, most are and pedophiles. Why has it been so hard for this day to take action when its so obvious there is a problem . A lot of times these facilities have a lot of resources, and they have good lobbying in sacramento, and that resents a problem sometimes. Are you disappointed that it is taking this long for sacramento to get serious about this topic . Oh, disappointed, i dont know if disappointed is the word. Its maddening. The hope is that this year there will be a change. Senator hill is part of a Bipartisan Working Group in sacramento that is trying to tackle Addiction Treatment in california and make some changes. There were 14 bills introduced at the beginning of the legislative session, five have survived, but even if all five of those past, lawmakers say that weve got a long way to go.
