boulevard in oakland, a massive sideshow digressed to chaos. it is been stressed the intersection and set fire to a semitruck, and an ac transit bus. >> characters coming from outside of oakland and truck. it all started with a call about a break-in at the genesis tower. devon fehely on the chaos that followed. >> reporter: sometimes go police got a 911 call around 1:00 in the morning but it wasn't until officers arrived here on the scene, that this situation quickly took a dangerous turn. >> security advising that we can see through the surveillance cameras there were three males in the patrol cars and struck an officer. two of the three suspects hopped out and tried to run. but were caught. us but we have an officer down, two suspects down. we're trying to get further. it >> tire made it impossible to go further. all three suspects have been charged with burglary, conspiracy, and attempted murder of a police officer. >> the police department says that all of the officers involved in the shooting have been put on paid ministry give leave, which is standard in a situation like this. devon fehely, kpix 5. the officer was treated for minor injuries and released, the suspect will be taken to jail once they are out of the hospital. at this point it is unclear if any of them were actually hit by gunfire. people across the bay area reacting with sadness tonight, and shock, to a series of deadly bomb blasts that ripped through churches and hotels in sri lanka. at least 207 people were killed, hundreds more hurt and the state department confirmed that several americans are among the dead. sri lankan authorities believe that most of the bombings were suicide attacks. the country's defense minister is blaming religious extremists. 13 suspects are under arrest, but so far, in these attacks, there is no claim of responsibility. here in the bay area, we observed a moment of silence -- worshipers attended a moment of silence, which is hoped to help california, churchgoers tackled a woman who carried a toddler and possibly a gun into an easter sunday service in san diego. witnesses told police, the woman began behaving radically -- erratically during the sermon, that is when they noticed what looked like a gun in her hand. despite aggregation members rushed the female before anything could happen, and took her into custody, took the gun and child away from her until police officers could arrive. >> reporter: the child is now in protective custody, it is unclear if the woman will face any charges. police in san jose are investigating a shooting on the east side of town which happened around 1:30 at alfred way and leeward drive near the capital expressway. officers found a man suffering from at least one gunshot wound. the victim was taken to a hospital. so far no arrests. teenagers have been detained after an attack and attempted robbery at a bart station. investigators say the group punched a passenger in the face they tried to take a cell phone at the macarthur station last night. the victim suffered cuts but was not seriously hurt. fire investigators are describing this house fire in east oakland as suspicious. these are photos of the aftermath. the fire started that a three- story home on crosby avenue near foothill boulevard late last night. in a tweet, the fire department said crews kept damage to a minimum despite hoarder house conditions. six people and three dogs were displaced by the fire, the causes under investigation. in san francisco, crews had a big task on hand, after yesterday's massive 420 celebration at hippie hill in golden gate park. what a difference a day made, the field was mostly empty this afternoon is crews picked up trash and cleared away barricades. this was the view of yesterday's party as thousands of people packed the park. security was beefed up at the event to get the crowd from getting out of control, and this year, food trucks lined up to take advantage of the underground parking structure next to the trees. an underground membrane has failed allowing water to seep through the walls. the cheapest way to fix it would be to take a 4 foot wide trench along the opposite side of the wall and replaced the membrane. however, that would sever the roots of the trees, weakening them, and making them prone to collapse which means the trees would have to be cut down. despite it is really easy to get a tree down. and, it is hard to imagine doing something that would protect the trees. we believe there are other ideas out there we just haven't looked at them. about how those sitters are screened. they are popular apps transforming the pet care industry. >> called wagon river, they offer on-demand walking and sitting services, but as chip reid reports, a growing number of complaints regarding questions about how well the app screams its -- screens at service providers. >> >> reporter: colleen noland says she built her life around her 12-year-old japanese chimp named mushu, when a workshop came up last year, no one says she was worried about leaving him. michelle was not just old, he was blind. >> i wanted to make sure that he was comfortable in his surroundings. that he stayed in his surroundings. >> reporter: rover and wag are popular apps that connect pet owners with walkers and sitters. they advertise rigorous screening and background checks. nolan says she chose a rover sitter with badges on her profile for working with senior and special needs dogs. >> my little munchkin. >> reporter: nolan says she gave the center specific instructions, mushu was to be taken out of the house only first to -- short walks. those instructions she later learned were ignored. >> you got a text from the dog sitter, what did it say? >> i fall? and, she said two stories. >> reporter: two stories, that's not a porch. >> reporter: nolan says rover off you took offered to cover half of the vet bills including cremation and the cost of a reporter: rover advertises fewer than 20% of sitters who apply are accepted. they say all must pass a background check and be approved by a team of specialists. >> reporter: what was your unta thought that with rover saying that they only select a small few, and have reviewed each one of these sitters, that clearly, those badges had to mean that they had vetted them. >> reporter: nolan's is not the only case. cbs news spoke to 14 families who say their dogs died while in the care of ruger or wag sitters. 12 of those incidents involved rover sitters, one said she discovered her rover sitter had a criminal record. many people were asked to sign nondisclosure agreements following incidents. in december, a wag walker was caught on surveillance video kicking and intimidating a dog. wag is currently being investigated by the better business bureau of the claims made in their advertisements, including that walkers are vetted through a rigorous screening process. in a statement to cbs news, wag told us that in addition to background checks they collect real-time information through the app to regularly assess walkers. river told us sitters must also provide photos, testimonials, and passive safety quiz. >> just pasting a badge on the website won't work anymore. they want to back that up with some kind of training. >> pet care industry experts such as carmen says the industry is beginning to adopt more regulations, but for now, pet owners should be looking for pet care providers with professional licenses. >> if you have a child, would you just accept the person on and after take care of your child? or, would you do more investigation. that is what i encourage all pet owners to do. >> reporter: rover and wag told us that incidents like nolan's are rare, but they declined to provide exact numbers. in a document obtained by cbs news, from a lawsuit against rover in california, rover says they don't keep track on their platform, of how many dogs have died. and, they told us the well- being of pets is their top priority, and they are continually working to improve safety. wag told us that they are committed to constantly improving our service, and care deeply
