They should have all of this wrapped up by 6 00 this morning. We will keep you posted. Over at the bay bridge toll plaza, we see more cars joining the thursday morning commute. Traffic is backing up in some of the cash lanes. Fremont police and other Law Enforcement agencies say they broke up a major bay area wide car burglaries game. Nine people have been arrested as part of what investigators call an International Crime ring. It is sophisticated and organized. We estimate the loss to be around 2 million. Reporter they are described as a multimillion Dollar International burglary ring whose criminal activity spans every bay area county with a final destination of vietnam. We have streetlevel people breaking into vehicles. Reporter the groups demise began late last year after a dramatic spike in car break ins. An investigation led them to several suspects at a Storage Facility filled with an estimated 1 million worth of stolen electronics. Police uncovered what they now believe to be an international scheme. Streetlevel criminals, many of them gang members, would break into cars and steal Electronic Devices then sell them to what is known as a fence. That is a middleman between thieves. They sell the goods who would they would sell the goods to people who would ship or fly them to vietnam. Im very excited to be reunited with it. Reporter Valerie Presley is just one of millions of victims finding she will get back what was stolen. It sounds like we got the right people on our police force. More arrests are expected. Fremont police say anyone wondering if they have items among the stolen goods should call the department where the original report was filed. Sonoma county is blaming pg and d for the destructive wildfires. They are seeking tens of millions of dollars to repair all of the fire damage. They said pg and he should cover 9 million to 23 million for debris removal. State insurance claims have reached 11. 8 billion dollars already. That is the most damage in a single year in california history. More than 32,000 homes were damaged or destroyed. The totals do not include the Southern California mudslides in burn zones last month. We will likely see a repeat of this months water main break. The pipe snapped suddenly causing flooding along hylan blvd. Reporter the water main break on hylan blvd. Was so powerful, it forced the street to rise and buckle. It looked as if the earth was about to burst from the extreme pressure. Many things were washed away. Reporter it opened up a sinkhole that almost swallowed a car. Usgs says the break was called by what is called a creep, a constant or periodic movement on the hayward fault. It is scary, because this time, it was really close to the house. Some of our neighbors, the water went inside their houses. Reporter the water flooded the space underneath her home on sunday. Usgs says the fault is lifting about a fifth of an inch about every year. It is nerveracking. We are waiting for an earthquake, then is something we were totally not expecting happens. Reporter maureen shared this video of water rushing past her home. The city says the water pipe that failed was installed in 1976. Most of the pipes in the area are decades old and made of concrete. If other pipes were put in at the same time, they will go just like this one. I think everyone who loves the son and dry weather will love this forecast. It was so nice to sit outside yesterday. Look at the temperatures this morning. Oakland is at 50 degrees. Livermore has 46 degrees. Usually you are stuck in the 30s for a while in the morning hours, but it looks like a fairly warm morning, get ready for a warm afternoon as well. Half moon bay is dealing with some fog. That is about it. Northbay valley is not seeing the fog either this morning. It is a little bit different out there today. These high thin clouds will wrap up by the afternoon. Afternoon temperatures will warm up and you will see plenty of sunshine. Maintenance vehicles causing delays this morning. This takes place on the fremont and warm springs line. You can expect delays in both directions after the maintenance vehicle derailed in south hayward. We will let you know when regular service resumes, but in the meantime, please plan accordingly. We have some delays if you are heading over to highway 17 in both directions. Caltrans has one lane taken away between and glenwood drive. That you have everything wrapped up within the next 20 minutes the bay bridge toll plaza is starting to stack up again. The fasttrack is moving up the limit to the green. The fbi is warning President Trump against releasing a classified memo about the interference with the russian elections tampering. They said the chairman made secret changes to the memo before sharing it with the white house. In a rare statement, the fbi pushed back against the release saying we have raised concerns about material omissions of fact that fundamentally impact the memos accuracy. We will still complete the legal and National Security reviews that need to take place before putting something out publicly. Reporter Christopher Wray and Deputy Attorney general Rod Rosenstein met chief of staff john kelly at the white house to argue against the release of the fourpage document. Republican congressman devon nunez is the man behind the memo. It alleges abuses by the fbi and department of justice. That was when they sought a surveillance warrant of a campaign official. It is clear top officials used unverified information in a Court Document to fuel a counterintelligence investigation during an american political campaign. Democrats accused nunez and the white house of distorting the facts in the review in order to discredit Robert Muellers rush investigation. People are playing politics and weapon rising intelligence and classified intelligence. It is a big deal anytime the fbi says anything like greatly concerned. Where the navy tried to clean up warships, exposed concerns about contamination in San Francisco have prompted a setback for a major redevelopment project. Fallout from atomic weapons testing, soil samples are not reliable. It had inconsistencies. They could be indicative of falsification, they could be indicative of a difference in some of these compounds that are naturally occurring in the background soil. The navy says the test results were falsified by a private Arizona Company that was hired to do the work. [ music ] i once was born, but for the first time, tv cameras are inside the Sheriff Department program known as cover, short for community of veterans engaged in restoration. Some of these companies do hire felons. Reporter last week was a mini job fair and every tuesday is yoga night where inmates practice mindfulness. They have everything from Insurance Fraud to attempted murder. But the goal is the same, group them together and get them ready for life on the outside and work to make sure they never end up here again. Plus a shared respect for discipline and structure, many of them suffer from ptsd. Lance gardner served in the coast guard patrolling and conducting rescues in the bay area. It creates an instant bond. It is a good one. I believe that if you serve america, we owe you a debt of service back. Reporter back in 2010, San Francisco was the first in the nation to target veteran inmates. 86 jails and prisons around the country are doing it as well, now. The concept is not to punish the veteran who is incarcerated, but to give them the tools they need to keep from reset abating reset abating reporter the recidivism rate is 43 . The key is wraparound services. Once they get out, the Sheriff Office among other things, a Charter School with classes and counseling. Veterans Justice Court helps them find housing and jobs and drug counseling. We need to look at how we can assist them in integrating back into society, especially if their criminality is somehow related to their military history. Reporter he is a retired sheriffs captain who spent 4 years in vietnam. He remembers how veterans were mistreated. Im glad people feel guilty. Society should feel that they screwed up, now they have a chance to make amends. Step up and make amends. Reporter Douglas Harper was a career military man and served as a special ops soldier in the first gulf war. After battling severe alcoholism, he has been sober for 2 years. Where would you be without this program . I would be serving 5 to 10 years and a california state prison. Reporter downward spiral . Oh, yeah. Reporter would you say that this Program Saved your life . Yes, i would. I dont feel like a victim of society, i feel like a victim of myself because i let myself down. Reporter to the pain and heartache and shame and disappointment, this is their final chance to stand strong and proud once more. A fossil hunter, ray stanford, found these tracks of a dinosaur and its basey baby. There are at least 70 clearly identify tracks, all of them made in a matter of hours, 110 million years ago. Visibility seems to be doing a okay across the area. It stays nice and sunny. Heres a look at some of the wins out there. It is nice and calm across the east bay. We get a northeast wind at 10 Miles Per Hour. Downtown is calm with three Miles Per Hour. And it is, pretty much everywhere else. We will continue to see an offshore wind the next few days and into the weekend. Get ready for dryer and warmer weather. Our highs will be in the low 70s. We reached the upper 60s yesterday and we will be warmer than that. 67 for the high and San Francisco. 72 in san jose. Where should we be normally at the start of february . We should be right here in the upper 50s. Instead, we see upper 60s and 70s. That puts us at 10 to 12 degrees above average. If you go anywhere in northern california, sacramento and fresno are dealing with morning fog. It will be mostly sunny skies. Lake tahoe has temperatures in the mid50s. They had freezing conditions overnight. It is warm during the day up there as well. High pressure is usually why we get warm conditions. It will cause near record breaking conditions by tomorrow. Friday, saturday, sunday, temperatures will be even warmer than what you will experience out there today. You can see how this ridge really does build across california. It is nudging any storms up to the north. Any place to get fresh snow and powder will be across western canada. That is pretty much the only area that is even allowed to get any kind of storm action because of this highpressure ridge dominating. It will dominate for days as we start february. Almost towards the middle of february, we are looking at valentines day, we may stay very sunny. Look at all of the 70s across the board for the inland areas. We are talking mid70s. Friday, saturday, sunday, that is when we could break some records across the bay area with warm conditions in place. If you are heading to the sacramento and stockton area, the fog is causing some accidents on 99 and i5. Lets take it to our super commuters through 80, the usual delays are building heading out of tracy into livermore. The travel time is in the yellow. Further west along 580, they are in the green all the way over to 880. Here is a live look at 238 just past 580, traffic is starting to build, but overall, it looks pretty good. Heading through oakland, 880 northbound on the right side, you will be in for some minor delays. Caltrans still has one lane closed. We see slowdowns dipping below 30 Miles Per Hour between 23rd and 29th. Once you get past that, everything opens up and you are in the green. Highway 13, we have a closure in place. That is right at broadway terrace. That should be all wrapped up by 5 00 this morning. A push to greatly expand rate control rent control in california appears to be heading to the voters. It would repeal a state law that prevents rent control after 1995. Built after 1995. Critics say that the measure could bring Housing Construction and would not help ease the overall housing crisis. San franciscos District Attorney is wiping thousands of minor marijuana convictions from the record. The city is in the process of removing roughly 3000 misdemeanor convictions and will review nearly 5000 felonies. We want to address the wrongs that were caused by the failures of the war on drugs for many years. Proposition 64 would legalize Recreational Marijuana and it would allow certain people to get their convictions toppled out. Few people knew about that part of the law. If someone is eligible, there is no application or fee. They wont have to appear in court. A man has been arrested in connection with a crime spree in palo alto. The man from redwood city groped an employee at a macys store monday night and punched a Loss Prevention officer. He also allegedly stole food from the takeout counter at eight pf chang restaurant and threatened to kill employees. After they did kind the man, he complained of a medical condition then he spat on the face of a paramedic who tried to examine him.
