Look at that red there, the intense echo on our radar was where the hail fell around the lunch hour today in gilroy. What do we have for rainfall . We got about a 1 2 inch for vallejo and san ramon, nearly that for union city, san jose and windsor. California setting the pace for america, that was the overarching message from governor jerry brown today as he delivered his 16th and final state of the state address. Kpix5 political reporter melissa caen with what he did and did not say today. It is quite an honor to be part of Governor Browns 16th and final we think [ laughter ] state of the state address. Im assuming its the final one, but if theres anyone who could convince voters to extend term limits, its our governor. It was clear at todays state of the state address that Governor Brown will be sorely missed and the feeling was mutual. As my father used to say, i accept the nomination. In his speech the governor focused on his two big priorities, first the environment. The goal is to make our neighborhoods and farms healthier, our vehicles cleaner, zero emissions the sooner the better and all our technologies increasingly lowering their carbon output. Second, criminal justice reform. In 1965 the california penal code had about 234,000 words. I actually got some people to count them. Today that number has grown to 1. 2 million. By comparison the 10 commandments run just under 300 words. Assemblyman david chiu wanted to hear the governor talk about housing. I wish i heard a little bit about how he wants to continue tackling our housing crisis. Last year we passed a Historic Housing package, but we have so much more work to. Do reporter and Assemblyman Phil Ting noticed an absence of the me too movement. We are holding a number of hearings in the legislature. It will be interesting to see. I assume hell be very supportive of whatever policies we come up with. Immigration is another topic that several members of the legislature we spoke to said they wanted to hear more about. The governor mentioned dreamers and his support for them, but really that was it. Some more folks wanted more conversation about that as well. Interesting. There was another topic that the governor did not spend a whole lot of time on and that was President Trump. Thats right. Thats a big contrast to last year when the state of the state came very quickly after the president s inauguration. So the state of the state was very much about resistance and california leading the way in opposition to trump. Today Governor Brown didnt mention President Trump but just once or twice. The people we spoke to ranged from people who wished they heard more to people who say were on the front lines every day. We dont need to talk about it and some republicans who said lets focus on california and what we can do together here to deal with our problems in the state. His 16th and maybe final time. With jerry brown you never know. Reform. Thank you. Meanwhile President Trump is making a new offer on Immigration Reform for the first time. Hes proposing a path to citizenship for 1. 8 million young people. Thats triple the number of people covered by president obamas daca program, but mr. Trump also wants concessions from democrats including an end to familybased migration and 25 billion for a border wall. The new white house plan marks the opening round in negotiations over Immigration Reform. Youre looking live at the u. S. Immigration Services Building here in San Francisco where demonstrators are rallying against a threatened rampup of bay area i. C. E. Raids. The group calls itself block ice. Just yesterday the feds announced a new crackdown on sanctuary cities like San Francisco that did not comply with immigration officials. He will deliver a keynote address tomorrow and cbs reporter Gavin Ranjaun said the president ramjuan said the president will talk about his America First theme. Reporter the president met with theresa may and during a photo op he downplayed division with may and promised to Work Together with economic development. I think i can say the concessions most importantly that will be taking place are going to lead to tremendous increases in trade between our two countries. Reporter while meeting with netanyahu the president threatened to withhold Financial Aid to the palestinians until middle east peace talks resume. That money is on the table. That money is not going to them unless they sit down and negotiate peace. Reporter a palestinian spokeman said the president s remarks were unacceptable. Mr. Trump is here to push his America First agenda and persuade Foreign Investors that the u. S. Is open for business, but some critics consider the president s trade views to be protectionist and say protectionism could harm the global economy. Earlier this week the Trump Administration slammed tariffs on certain foreign made appliances and solar panels. The president , a businessman himself, is expected to meet with european ceos and urge them to invest in america in light of the recent tax cuts. Gavin ramjuan, cbs news, london. Oprah winfrey is knocking down speculation she could run for president in 2020.
