fog at the "salesforce tower." only the top shows. here's a look at the visibility map to show you what's going on with the fog. may want to check your flights and delays hayward visibility down to 2.5 oakland it's improved a little bit over the past 30 minutes or so. and then across the north bay, santa rosa, petaluma, down to two-mile visibility but they are used to seeing visibility down to a third at this hour. it will be tough to drive out there. we'll have fog to deal with. wet weather to deal with. in the morning hours the fog is the issue with some visibility down to a quarter mile or less from merced to bakersfield. we'll have the tile coming up. >> the fog creating problems for drivers through the north bay. this is an earlier crash that had all lanes blocked southbound 101 as you approach rodeo avenue. now two lanes remain closed. two lanes have been reopened. so our red sensors are now back in the yellow but we're still tracking speeds under 40 miles per hour through the stretch. just south of there 101 at spencer, you can see that fog that neda was telling us about. so this will be joining you on your morning commute. and be sure to plan ahead for your travel times and your routes. right now, things are quite along the eastshore freeway as well as the bay bridge toll plaza. it's getting a little severe. back to you guys. the clock is ticking with just hours until a federal government shutdown. it's unclear if republican leaders the support from their own party to pass a funding ibm. the gop has 238 republicans and 193 democrats. some conservative republicans may vote no unless the funding bill includes strict provisions on immigration and higher defense spending which would make it unlikely to pass the senate. senate democrats threaten to block bills that doesn't continue daca. the federal government is about to stage major immigration raids in the bay area. kpix 5's anne makovec is live in san francisco this morning with the latest. >> reporter: later on this morning, the state attorney general is set to hold an event to remind local governments, local law enforcement about their rights and responsibilities when it comes to sanctuary status. of course, sanctuary status means that local governments and local law enforcement will not cooperate with immigration enforcement. bay area politicians are digging in their heels as federal officials send a message that's causing fear within many immigrant communities that ice raids are imminent. here's acting immigration chief thomas homan on fox news. >> we are going to be all over the place and we are going to enforce the law without apology. >> reporter: san francisco police chief bill scott addressed the threat at the police commission meeting last night here in san francisco saying it's pretty clear i don't know how else to say it we will not assist basically that message is going to be communicated constantly as it has been to the community. and we are certainly getting the same message on the other side of the bay a little bit more about that in the next half-hour. right now, live in san francisco, anne makevoc, kpix 5. the southern california couple accused of holding their 13 children captive are scheduled to appear in court today. this old photograph was taken of the inside of david and louise turpin's home in texas. police say it was a similar setup in the riverside county home where the family moved in 2010. more than a dozen investigators spent yesterday processing the crime scene. relatives claim they had no idea anything was out of the ordinary. >> i really thought they had made -- these kids probably had a really good life. >> police say they were never called to the turpin home before one of the girls escaped and called 911. no complaints have been filed with child protective services either. bart will soon start carrying passengers on the first cars in its fleet of the future. jessica flores reports. . >> reporter: this is big news for bart burning it for some time. the new 10-car train just got approved by state regulators after a series of setbacks for the fleet of the future. initially, a 60-car fleet was supposed to start running by the end of 2016 and that got pushed back to the end of 2017 because of a series of delivery delays and it didn't pass some state testing. bart reduced the number of cars they expected to launch to 2017 from 60 then 20 then 10. in november the 10-car train failed testing. it had some hardware issues, train doors failed to open and the train was only registering three of the ten cars. now the california public utility commission says the 10- car train passed the teslas week and it can start carrying passengers but it's unclear when the other 50 cars will also be tested. bart says the entire project is set to cost about $2.5 billion. bart has indicated that as soon as it get approval it will start running the new trains. they haven't given us a signal but it could launch this week. live in san leandro, i'm jessica flores, kpix 5. electric car drivers will soon have more places to charge up across the bay area. kpix 5's jackie ward is live in the newsroom with details. >> reporter: this is all to encourage more drivers to convert from using cars that run on diesel or gasoline and switch over it electronic vehicles. pg&e says by the year 2020 an additional 7500 charging station will be spread out in its northern and central california territory. it's a three-year program that started last year and will cost about $130 million. their focus is to put them into places where cars naturally sit for long periods of time. so places like apartment buildings and workplaces. merced college is the first participating customer and on wednesday six chargers were installed on campus each station can charge two cars at one time. in the newsroom, jackie ward, kpix 5. a federal audit is raising questions about the accuracy of graduation rates reported by the state of california. a report from the u.s. department of education says that the state process lacks quality control and wasn't calculated according to federal requirements. one example is california's inclusion of adult education diplomas counting as high school diplomas. time now 5:08. a major new operation is about to launch in response to an alarming spike in sideshows in and ice storm in several storm states is blamed for ten deaths. in louisiana a state of emergency has been declared. the storm is making travel dangerous in the south in atlanta there were long lines because of canceled flights and workers couldn't get to the airport. schools are closed for the second day. the biggest sideshow crackdown ever in alameda county, the sheriff's department has teamed up with oakland police and the california highway patrol to form a task force specifically targeting these sideshows. the illegal events are becoming more frequent and more crowded. this sideshow in oakland over thanksgiving weekend drew 500 people and more than 150 cars. when police tried to break it up, they were pelted with rocks and bottles. >> it's now broadened and the sideshow participants are taking over freeways and going into neighboring cities. it's now a problem countywide. >> the task force will need dozens of officers to go out with a zero tolerance policy on sideshows where they will impound cars and arrest drivers. task force leaders are also applying for state and federal grants to fund the extra manpower. let's check the traffic with jaclyn. >> no sideshows right now, good news there. but we are tracking an earlier accident. it looks like they are starting to clear lanes on southbound 101. we are tracking a rollover crash that had all lanes blocked. looks like one possibly two lanes remain closed. traffic is able to get by in the two other lanes. speeds drop around 35 miles per hour but our travel sensors just went back into the green for our travel times. athis is a semi blocking two lanes along westbound 580 just past 205 so your ride out of tracy into livermore is slow. 30 minutes from 205 to 680. we had an earlier car fire along 680 not causing delays near washington boulevard. if you are in the bay area this morning we are tracking fog advisories for drivers across the dumbarton bridge and san mateo bridge. and we are seeing the fog advisories coming on the bay bridge. so keep that in mind out the door. you will need to give yourself extra time for your morning commute. overty bay bridge toll plaza, no metering lights yet. we are still n tracking a 10-minute drive time across the span. hat's a check of your traffic; over to you. we have fog out there now but at least the rain is not out there to mess with your commute too much. right now on our hi-def doppler we see it well to the north of us and i want to show you that area of pink. it is just cold enough, seeing snow up top of the higher elevations up there but yes, that's way to the north by the california-oregon border and we are seeing light drizzle coming through just north of san francisco. you will see it in sausalito, tiburon, san francisco, as well. right now, all the snow and rain that's turning to snow is kind of impressive. we haven't seen this in a while. so we are getting a blast of colder air with this system that's coming through so get ready for temperatures to drop off. hopefully you enjoyed yesterday's warmer weather. fog in san jose. this is our visibility map. improving to 5 miles in san jose. mountain view at 3. sfo 2. just dropped in oakland to a third of mile visibility at the airport. so it's going to be a problem for flights in and out and also for drivers. futurecast now, i want to show you when that rain is going to arrive to san francisco area and beyond. by 9:00 this morning, santa rosa will start to see a little more of that rain. and then by lunchtime, that's when a lot of us may start to see those raindrops out there so have that umbrella before you get out the door to go to lunch and then by the afternoon commute, it will be a slick one for most of the bay area as we continue to see those showers throughout redwood city, hayward, concord, fairfield. you're all going to get it. by "friday light" showers so lingering rainfall will not be too impressive on friday. you may see the sun on friday afternoon. here's a view of coast tower. fog is not messing with the view. concord 52. san francisco 52. san jose 53. so these temperatures in the 50s this morning. but get ready, morning lows are about to drop a lot especially by saturday morning. i'll explain in a moment. but for now, wind speeds look like this. between 8 to 11-mile-per-hour winds. south-southeast wind in oakland and it's calm across santa rosa and napa with an east wind and south wind. here's a look at our afternoon highs today. in the mid-50s along the coastline and then low 60s for santa clara and san jose. so not the upper 60s like what we saw yesterday. so temperatures will feel cooler mid- to upper 50s for the east bay right now for the afternoon highs and 57 expected in sausalito. san rafael will reach 56 degrees. so again this storm has cold air associated with it. that's why lakeport and clearlake will be at 50 degrees. so you can see the beginning of it. the rain that's coming through right now. and then this colder air will come on down. we'll get a little more widespread rain, as well. and then we are also going to see the surf very impressive across the waters for professionals only but i can't expect that many people out on the waters today. breakers up to 40 feet. so with that storm, also means huge waves coming from the west. we'll see a lot of snow at the ski resorts. at lake tahoe level 4 to 7 inches of snow. wind gusts will be a problem. blizzard conditions are possible across there. >> sunday through monday chance of rain. that storm system not going to be like today. and then tuesday we get a break. wednesday would be a third chance of rain in your forecast. we have some breaking news coming out of pennsylvania right now where several police officers were shot this morning. you're taking a live look at the scene in the state capital of harrisburg. the suspect has apparently barricaded himself inside a home prompting a standoff that's still going on right now. no more information. we'll look at what's trending now. government shutdown before the big midnight deadline. some house conservatives oppose any temporary spending proposal unless gop leadership commits to a more conservative immigration bill and promises to boost defense spending. that puts republicans in a bind since democrats won't support any bill that does not protect thousands of illegal immigrants from being deported. >> these "dreamers," these people protected by daca, have shown us over and over again why they have earned our confidence and trust. they work so hard to be part of this country. >> at this point it's unclear when or if a threat from the feds is pretty effuse right now. we'll talk about that in the next half-hour. live in san francisco, anne makevoc, kpix 5. starting today, people from haiti will no longer be eligible for temporary visas to perform seasonal work in the united states. homeland security officials saying it was due to high levels of fraud and abuse. this comes shortly after the president ended temporary protected status for tens of thousands of haitians in the u.s. since the earthquake eight years ago. let's check weather now with neda. the rain is here. >> you will need an umbrella today or a hoodie or something to protect from you it. we'll have a quarter inch of rain for the bay area. we are seeing some rain across parts of the north bay now. petaluma just saw some pop-up showers coming through. same with lagunitas right along highway 1. so it's the coast and the north bay that will actually get the most amount of rain from this system. and it's all happening right now to the north of us. so mount shasta area will see snow. they have a winter storm warning. you can see the top of the "salesforce tower" and there's a layer of low clouds that are impacting a lot of people's drive out there this morning. it's impacting oakland airport. mountain view three-mile visibility there. concord improved. santa rosa bad at 1 1/2 miles of visibility. so the fog is going to be a problem today later on by noontime more going to be the rain that will be out there. dense fog advisory east of us. merced south to bakersfield. central california is getting it again as the valley fog comes in. wind speeds picking up in hayward at 8 miles per hour. south-southeast wind in oakland at 11. that's sustained winds around 11 miles per hour, i'm hoping will help blow the fog out. futurecast, it's going to be foggy and rainy throughout the morning so here's what we are going to be seeing. by about 8:00, 9:00, most of that rain will come through santa rosa san francisco may get that rain by 9 a.m. this morning. by noon more widespread showers, hayward, concord, fairfield, you will see it. san jose may not get the rain until later on this afternoon. it may be slick, not much ponding expected with the system because it's fairly light. about a quarter inch of rain for san francisco. maybe even less for san jose. santa cruz could get a half inch. santa rosa could see anywhere from a quarter to .75" of rain. so that satellite-radar showing we are going to see plenty of cloud cover today associated ahead of that rainstorm. sunshine on friday. the fog is showing up. north bay this morning patchy fog throughout the morning commute and widespread rain later on. we are going a little north of the golden gate bridge where we have been tracking this accident this morning. this is along southbound 101 right as you approach rodeo. now, at one point it had all lanes blocked all of our sensors have gone back to green and yellow so we are out of the red. it looks like chp may still have one possibly two lanes blocked along that stretch. we do see slowdowns building again. this is fluctuating at just under 30 miles per hour for folks making their way southbound. towards the golden gate bridge or the robin williams tunnel if i should say. you can always use surface street but you have to exit at donahue and bridgeway to alexander and then where you connect with 101. here's a look at your ride in that fog that neda was telling us about in the north bay. this is 101 near spencer. this is definitely going to be riding shotgun. we have also seen some fog at the san mateo bridge and dumbarton. definitely not the morning commute that you can see distracted driving. i'll send it back to you guys. a 4-year-old girl is dead after a crash involving a stolen pickup. a contra costa county sheriff's deputy saw the stolen pickup and started following it. investigators say the driver of the stolen pickup sped up, ran a red light on somersville road in antioch and hit another pickup. the girl was in the pickup with her mother and two-year-old sibling was injured. the subject is in custody facing murder charges. a fremont police detective is recovering from injuries after being hit by a stolen vehicle in hayward. two women were in the stolen car when it hit an unmarked police vehicle. investigators say that one of the suspect tried to run off and the officer ran after her. the other woman tried to drive away but slammed into her friend and also the pursuing officer. the suspect who tried to run off was also injured. a uc-berkeley student will soon head back to cal after spending time in an ice detention facility. luis mora was taken into custody in san diego county almost three weeks ago. he drove into an immigration checkpoint. he was taken into custody because he had overstayed his visa while in the country from colombia. >> this is going to help me. >> yesterday, an immigration judge released him on a $1,500 bond so he could return to school. mora will still be deported. the 20-year-old has no family in the u.s. his lawyer will try to help him secure special protected status for immigrants without family in the country. world economic growth has powered a strong stock market rally but could there be risks under the surface? cbs news business analyst jill schlesinger reports. what could go wrong with the world economy in good shape? >> reporter: we're always worried will rising interest rates but i want to point out bigger risk of that. ahead of the annual economic and financial conclave in switzerland, next week, no, i'm not going, sorry, the world economic forum just released its annual global risk report! this is a survey of 1,000 experts and they found 59% think the world faces mounting risk, only 7% believes risks are diminishing. the top concerns are related to the environment. extreme weather events, hurricanes, extreme temperatures, mudslides, of course natural disasters. that's at the top, as well. floods, earthquakes, volcanic activity. >> we definitely saw evidence of that last year down in the south and in the east. >> plus cyber attacks including those on computers and networks are more common. some of the biggest costs last year were tied to ransomware schemes and, of course, the increasing evidence of those attempts to take down infrastructure and to disrupt critical industrial sectors of big risk. as we saw last year with the equifax incident, cyber attacks can lead to identity theft that can put the personal information of millions of people at risk. the group is also highlighting dangers tied to what they call geo-political volatility. that just means countries get into big fights with one another. 93% say they expect economic confrontations and frictions between major world powers to worsen this year. what's your best defense against all these risk? oh, come on, you know. they're out there. despite the predictions about but also the rain that's working its way from the north to the bay area. we'll track the timing let you know how much rain we are going to get and talk about that sierra snowfall coming up. a former cal basketball star says that she was sexually assaulted when she was a student and now is suing the university. kpix 5's jackie ward is live with more. >> reporter: layshia clarendon is filing a lawsuit against the regents of the university of california saying she was assaulted when she was trying to use the restroom when she was a student. she helped cal reach the final four in 2013. according to the civil lawsuit, mohammad muktar the cal assistant director of student services sexually assaulted her nearly 10 years ago when she was a freshman. clarendon tweeted: regarding the news today, i want the shame to not be my own anymore, because it's not my shame to carry but it's something that i have had to carry. it's a horrible thing to live in silence to carry that pain and that weight and the guilt. clarendon now plays for the atlanta dream of the wnba. in the newsroom, jackie ward, kpix 5. california sea lions have made a big comeback along the west coast with their population tripling since the 1970s. there are now about a quarter million of them. many give credit to the marine mammal protection act signed by president nixon in 1972 making it illegal to hunt, kill, injure or harass marine mammals. >> you can link it right back to these protections from the marine mammal protection act and the endangered species act that have really protected these species from human threats mostly. >> sea lions have caused problems over the years with fishermen and recently there have been incident of sea lions biting swimmers in bay waters off san francisco. swim at your own risk these days, right? neda, you love the ocean. did you ever go in there swimming? >> absolutely. we can swim with them. >> we are invading their space. >> true. >> they are definitely entertaining, though, just to watch. right now, we are tracking not so entertaining traffic. eh. that wasn't a good transition but okay. we are tracking an accident northbound 680 just past 580. we are starting to see the delays build blocking one lane so folks making their way through the dublin-pleasanton area. you will encounter slowdowns on 680 heading northbound. we'll keep an eye on that and let you know when all lanes clear. your ride through castro valley 238 near lewelling getting crowded over towards 880. 880 still in the green making your way through oakland at the coliseum traffic on the right side of the screen northbound up towards the maze. and we're still in the green again 15 minutes from 238. along the eastshore freeway, problems earlier have cleared. we are still seeing speeds in the green just a little over 15 minutes for drivers heading from highway 4 over towards the maze. traffic backed up to the foot of the maze and we are starting to see it extend on to the 580 approach as well as the eastshore freeway. it's been foggy out there. >> i know a lot of people are waiting for the rain excited about it maybe not. we are getting plenty to the north by california-oregon border and light showers just north of san francisco. obviously it's dried up a little bit. a lot of rain not hitting the ground. we are seeing decent amount of rain coming through just east of eureka past highway 101 and these higher elevations that's where the rain is turning into snow because we are seeing cold air. it's going to get very cold in the next couple of days so get ready for it. satellite-radar showing we have high clouds and low clouds out there. that's causing visibility to be low. hayward visibility dropping to 1 1/2 miles. we are going to ten to see that for the next couple of hours and you can see it here on our live camera "salesforce tower" only seeing the tops of it. usually we see the city skyline. when will the rain approve across san francisco or the south? at 1:00 this afternoon it will work south across the east bay, as well. again most likely very light drizzle at first. by the afternoon commute, that's when it will start to pick up.
