Surprisingly the tenant says hes actually okay with the 2,000 rent increase. He just asked the owner to spread out that increase over three years, which the owner says no and now the city of alameda is stepping in. Its a modest three bedroom condo on Bay Farm Island in alameda. Nick pevar, his wife and son have lived in the condo for seven years. Its insane. Reporter nick doesnt want to show his face but said his family is devastated by the 2,000 rent increase. My plans are destroyed. The financial situation is destroyed. Reporter his previous rent was 1,500 a month. The landlord increased it to 3,500 in december. I had to cancel many things like sons after school programs, my gym membership, my cable. Reporter nick is a property manager and understands three bedrooms in alameda go for 3,000 to 3,500 a month. He asked the owner to spread out the 2,000 increase over three years. He says hes willing to pay an extra 1,000 in the first year, 500 in year two and another 500 in year three. The trustee who is acting on behalf of the Property Owner tells me its too stretched out. They need the entire increase now. I dont want to take my son out of the school. Reporter nick took his case to alamedas rent committee. The committee agrees with nick and is now asking the city council to review the case tuesday. The problem is condos and Single Family homes are exempt from rent control under the rental housing act. Alameda housing guy bloom said despite the pain for some renters, its important to keep costa hawkins. Repealing costa hawkins is dangerous because imposing strict rent control overall will hurt renters more than it helps. All we have to do is look at San Francisco and oakland. Reporter even if the city council sides with nick, on tuesday that decision has no legal power because of costa hawkins and the trustee for the owner already said that he will ignore the citys recommendation. The money comes he department of housing meanwhile the feds are giving San Francisco more than 40 million in grants to help fight homelessness. The money comes from the department of housing and urban developments continuum of care program. It will go toward permanent housing and rehousing efforts as well as the addition of 31 new Housing Units in the tenderloin, soma district and mission bay. Some awkward moments when an event on Human Trafficking in San Francisco turned into a political slam fest. The city of the Homeland Security office told local leaders to stop putting politics ahead of public safety. Kpix5 political reporter melissa caen joins us now with the story. Today is national Human Trafficking awareness day. There was an event at San Francisco city hall to honor people who fight it every day and the local head of the department of homeland investigations was there. He teed off on politicians who he says disrespect the dhi in order to score political points. We are all in this fight together. We are the San Francisco collaborative against Human Trafficking. Reporter Ryan Spradlin is the special agent in charge of the department of Homeland Security investigations in San Francisco otherwise known as dhi. His agency is the lead on all transnational federal investigations including trafficking cases, but he says his agency is commonnized now and that is hurting public is demonized right now and that is hurting public safety. Community and local leaders must remember they recommend those that are being victimized and encouraging local Law Enforcement communities or anyone else to shut hsi out for political purposes only enables the criminals to continue growing their fortunes. Reporter in august of last year dhi executed a search warrant in oakland on a Human Trafficking case and they requested support from the Oakland Police to control traffic and the police did, but dhi only arrested one person who still has not been charged with anything, but that person is undocumented and was referred to immigration authorities for removal. And im here to say if youre coming after my neighbor, youre coming after me. Reporter Community Leaders were livid and the Oakland City Council is now moving to prevent all cooperation between the police and dhi and spradlin said this is all bad for public safety. When Homeland Security investigations agents and the work they do gets disparaged, youre not helping the community be safer. Reporter San FranciscoDistrict AttorneyGeorge Gascon said its come indicated because the dhi and immigration authorities are complicated because the dhi and immigration authorities are under the same umbrella. I think theres an investigative arm under Homeland Security that does a lot of good work around Human Trafficking and in many areas. I think the problem comes when they mix Immigration Enforcement with their own work. Reporter we asked for an example of an investigation that has been impeded by uncooperative local Law Enforcement and spradlin couldnt name one. The issue it seems for dhi agents is more personal. Theyre out there risking their lives trying to do the right thing and were tired of hearing criticism over it. So thats basically what it boils down to. Spradlin said the dhi did not conduct immigration raids. Theyre the part that focuses on crime, but he said if they do come across a criminal in the country illegally, they will refer that person for deportation. He said for undocumented victims, the dhi can and does give them protected status to stay in the country. Melissa caen, kpix5. Russell says a recall will harm Judicial Independence and that judges will begin making rulings based on public pressure and intimidation, not evidence or rule of law. I think judges who worry that their own records and their own public decisions are going to be distorted are going to be very disturbed by this ruling. Will this recall harm Judicial Independence and they concluded it does not and the reason for that conclusion is that all judges are already elected. Long time congressman mike honda said he may run for mayor of san jose this year. We spoke to the 76yearold democrat earlier today. He said he is considering throwing his hat into the ring. Honda lost his seat in congress in 2016 after eight terms. If honda does jump in, that could put pressure on mayor sam liccardo who was looking at an easy reelection campaign. Liccardo has raised over half a Million Dollars in campaign funds. Reporter ennis gregory, a mural artist, began partnering with artists in the tenderloin six years ago. Many of them live on the street, so amos decided thats exactly where he should help them tell their story. Its a healing process because you have so many vets that have come out and established the foundation by telling their own stories. Reporter this has now turned into a back alley site. Amos admits he didnt ask the businesses for permission to paint here which he legally had to do and until now the businesses had looked a different way until a mural took on a different tone. I did a mural last year that depicted a police killing. Reporter the mural on his shirt used to be on these walls. Amos had to paint over it because businesses didnt like it. When we reminded him its the Business Owners calls what would go on their walls, he said i think so, but i would think they would do that five years ago when we started the project. Reporter amos hopes they can reach an agreement where he can paint and they arent offended. They put their lives on the line for freedom and speech and i think they should be able to express it. We did reach out to the Business Owners and neighbors who complained. They did not want to be interviewed on camera but said that they may consider legal action if they are not consulted for future projects. A sea lion bit a swimmer in San Francisco today. It is a fourth attack in one month. This morning a woman was bitten in the leg at aquatic park and taken to the hospital. It is the same area where the three other swimmers were attacked. Witnesses say the woman was very scared. Decline in the herri theres kind of like some meat hanging out on the side of her leg and stuff here. It was a pretty good bite. She appeared to be very weak, somewhat traumatized and, you know, good news is she had some great people helping her. This morning crews demolished the last remaining home on an eroding cliffside in pacifica. The little yellow house stood on esplanade avenue and the owner Melissa Mcconnell has been trying to save her home since january, 2016. Now two years later she had to watch as her home was torn down. My heart broke on january the 12th when we came back and looked down and saw the ocean under the house. That was the beginning event. In 1998 el nino storms eroded the cliff and caused homes to crash onto the beach below. Mcconnell took a chance and bought the home a decade ago. She tried to build in some reinforcements, but the city still deemed the home unsafe. The area will now become part of the esplanade beach overlook trail. Kpix5s emily turner joins us now to explain whats going on. It is wildly frustrating for these folks and this is the second situation now where debris removal crews have stopped working. The first time the army corps of engineers promised fire victims that the slowdown would be more than compensated for with the rampup of this new december contract, but this new contract is exactly whats to blame for the stoppage. The contract was awarded to two contractors, but a Third Company has filed a protest over that decision. So now homeowners ready to rebuild are stuck in limbo while the red tape is getting worked out. The co we feel almost helpless in this in that were being used as pawns in this chess game between the government and private entities trying to make some money. And that private company disputing the contract is floridabased ashbrit, the same company we first told you about a month ago. Many local leaders have concerns about the companys Safety Practices and environmental standards. They did not win the bid for the final phase of debris removal and now their complaint has stopped everyone elses work that was supposed to be completed by the end of next month. In just the last hour the number of missing people went up from eight to 43. Its a huge jump and the best we can tell the Sheriffs Department is still sorting out who is on the active missing persons list. Authorities are also trying to clear names of people who may just be out of touch. Crews are working around the clock to move mountains of mud from downtown montecito looking for any signs of life. Its not just a wealthy community. Its filled with a lot of different types of people from all backgrounds. There are people missing family members. Theyre finding people and bodies. A neighborhood this small, every single name that urge its up is someones dad, someone that comes up is someones dad, someones brother or cousin. The victims range in ages from 3 up to 89 years old. Much of highway 101 remains buried under several feet of mud and dirt. The earliest it could reopen is monday. Specialized dogs are now being brought in to help look for any possible survivors. The dogs were barking real hard and then within 10 minutes all these Emergency Personnel from many different associations, they all just started streaming in and then 15 minutes ago this big, big cat came in and its removing large, large debris, but its determined that there are some lost souls. Reporter although this house on olive mill was searched and no one was found inside, a dog alerted its handlers to this location. There was a large pileup of like a washing machine and trees, rocks and different personal items. The house, it was just like a big dam buildup and there were dogs there at the time that were sniffing. Reporter a nearby san leandro lane had searchers with their dogs going through knee deep mud going house to house looking for anyone who may be trapped inside or buried beneath the mud. The lead author of the study tells us rat poison is often used in conjunction with other pesticides at illegal grow sites.
