The achievement gap for African American students is something that San Francisco city leaders have been working to close for decades now and new test results, particularly in the subject of math are showing little or no improvement. So i think the number is staggering, but, you know, honestly its not a surprise. Reporter when we brought the numbers to politicians and local leaders today, we pretty much heard the same answer across the board. The fact of the matter is these statistics are not new and we shouldnt be surprised. Reporter according to sfusd, 88 of African American students failed to test proficient or better in math this past year. San franciscos naacp president amos brown sounded off on this achievement gap in the l. A. Times calling this a state of emergency demanding answers from the district. That state of emergency has always been there in my opinion. Reporter the president of the San Francisco unified School District, the district promising to decrease the gap by 2021. The gap has decreased, but we have a lot more work to do in terms of achievement. Reporter thats true in Graduation Rate up to 71 this past year for rates up to 71 this past year for African American students compared to 56 in 2009, but the math results tell a different story. In 2012 36 of African American students were proficient in math. Thats down to 12 today. Often kids of color dont always get the direct attention they need. Reporter after School Coordinator trey russell sees this struggle daily and says the District Needs to dedicate more resources if it ever hopes to make a dent in this decades old issue. Resources are kind of low. So its kind of hard if its a struggle between having the resources and then making sure that the kids have that direct one on one time. Generally this new law means that Law Enforcement in california is just banned from holding prisoners until i. C. E. Can come get them. So when i. C. E. Sends those detainer requests, they have to be ignored, but before we get into what the law does, lets take a minute to talk about what it does not do. First it does not change the power of arrest. Warrants signed by a judge warrants signed by a judge still have to be ordered. Second, i. C. E. Still sees who is arrested. During the booking process people are fingerprinted which go to the fbi which sends them to i. C. E. , so i. C. E. Knows who is taken into custody and where and that has not changed. When can local Law Enforcement still talk to i. C. E. , then . Right. Thats the big question and when were talking about this, what matters most is a persons criminal record. So if theyre arrested and a background check shows a conviction for any one of like hundreds of offenses listed in this law, many serious felonies like rape, murder, robbery, theres a conviction already for any of those offenses, Law Enforcement can notify i. C. E. About the persons release date and then when that date comes, they can transfer that person into i. C. E. Custody. Rs, the more i do want to point out not all crimes are created equal here. Some convictions have to be within the past five or 15 years, the more serious ones do not have a time limit. Depending on what crime it is, the Law Enforcement may be able to communicate with i. C. Reporter as you know, allen, vta has struggled with ridership for years and about 18 months ago they started formulating a plan to try to boost ridership. That plan includes raising some fares, cutting others and shaking up almost the entire route system. Vta buses head out in every direction, but the fares just made a sharp turn north, adult rides up a quarter from 2 to 2. 25. A small increase over time does add up. Last year vtas average weekday ridership dropped by over 2,000 riders from 2015 and its down 50,000 riders from its high point in 1999. We knew that ridership was going down and we knew population was increasing. We just needed to figure out a way to address that. Reporter vtas plan also includes trying to grow ridership with young people. The youth fare is dropping from 1. 75 to 1 per ride and transfers from bus to bus or vta train are free within a two hour window for riders using clipper or the ez fare app. Vta is increasing the frequency of buses on the most popular routes and cutting back or eliminating buses on less used ones. Ridership has been down for a myriad of reasons and we are, in fact, trying to promote usage of Public Transit and increase ridership. The very big problems vta faces is that its fare box recovery ratio is very low, only about 10 . That means it gets 10 of the operating budget from the fare box and that is one of the lowest ratios in the entire country. In san jose, len ramirez, kpix5. Investigators are trying to figure out what sparked the latest fire at a manufacturing plant in santa clara. The blaze broke out early this morning at the california paper Board Corporation on matthews street in santa clara. Thats near the san jose airport. The flames were huge when fire crews arrived. The fire started in a storage yard where new and recycled card bore cardboard was stacked in 15foot high bales. So there was plenty of fuel to burn. Fire Officials Say its not the first time crews have been called there. There have been some significant dollar loss fires here in the past just because once the product in the yard yet going, a lot of times its very hard to stop it. Fire crews spent the afternoon looking for hotspots. The cause of the fire is under investigation. All the employees working at the site got out safely.
