honoring a fallen officer, the chp coming together to mourn of loss of one of their own. good afternoon, i'm anne makovec. thanks for joining us on this foggy afternoon. >> good afternoon, i'm kenny choi. officer andrew camilleri was killed just before midnight on christmas eve as he was patrolling for dangerous drivers on interstate 880 in hayward. he was 33 years old, a father of three. minutes ago hundreds of chp officers from all over the bay area and around the state gathered outside the chp academy in west sacramento to pay tribute to the officer. >> it's unfortunate that his life was taken. his passion was going out doing the job, arresting dui drivers. and he is taken from us by what appears to be a dui driver. > the suspect was drunk and stoned. kpix 5's katie nielsen reporting that that's leading to a new campaign to crack down on duis. katie. >> reporter: drive high, get a dui. that was the message this morning from the chp and office of traffic safety. this morning, at the state capital in sacramento, the agency held a press conference to talk about the dangers of driving while intoxicated, alcohol or marijuana. right now there are no set guidelines to determine marijuana intoxication and starting january 1st, recreational marijuana use is legal in california. officers say there is no excuse for driving while impaired. >> no matter who you are, no matter what you call it, weed, pot, or how you consume it, edibles, dabs, wax, and no matter why you consume it you should never drive high. the message today, dui doesn't just mean booze. >> reporter: recreational marijuana will be treated similarly to alcohol where it will be illegal for drivers or passengers to get high inside of a car. there is a growing memorial of flowers and candles here at nielsen on the dangers of driving under the influence, katie, thank you. and this new dui crackdown comes as cities around the state are getting ready for recreational pot becoming legal on january 1st. all marijuana businesses will need a local permit in order to apply for a state license. san francisco will not allow sales on new year's day but more than 40 city stores could start selling adult use pot on january 6th if they meet local and state requirements. new at noon, pittsburg police are looking for a mail thief. police have released surveillance images of suspect and a vehicle used in these crimes. they believe that this person has stolen mail and several packages from different neighborhoods. call police if you recognize him. a thief ransacked an electronics store sunday afternoon at pink java media on camino ramon. that thief spent about 20 minutes inside and it wasn't until yesterday evening that an employee noticed a door had been forced open. workers say about $30,000 of gear is missing including computers and video editing equipments. many bay area taxpayers will lose a benefit. under the new law signed by our president, many homeowners will no longer be able to claim their local property taxes as a deduction starting in 2018. in anticipation of that, many californians are rushing to take advantage of the tax break that's expiring. >> i know we're going to get it in this year and we can write it off but not sure about next year. >> if you are in a 25% tax category and you deduct $10,000 of real estate taxes, then that's going to save you $2,500 on taxes. >> but prepaying property taxes is not right for everyone especially if your itemized deductions are less than the new standard deduction of $24,000 for married couples. as president trump continues his working vacation in florida, he has been active on twitter and his presidential post versus a tendency to shape policy. mola lenghi reports. >> reporter: president trump made a wednesday morning trip to his golf club in west palm beach. this vacation he has been active on the links and twitter predicting the repeal of the individual mandate for obamacare will prompt republicans and democrats to come together to create a new healthcare plan. >> president trump's campaign on a promise to repeal the affordable care act, i think this is an attempt to signal to his voters that he has done so. >> reporter: the individual mandate imposed a fine on those who do not sign up for health insurance. without that penalty, the congressional budget office proj about 13 million more people will not buy insurance by 2027. cbs news and slate political analyst are skeptical about republicans and democrats coming together on a new healthcare plan in the new year. >> the republican party is not committed to universal insurance, not committed to expanding coverage the way the democrats are. the promises are going to ring hollow given that there isn't a republican coalition that exists that wants to expand health insurance. >> reporter: while the president did not get a full obamacare repeal, he did get to sign a tax overhaul bill before leaving the white house for the holiday. last night he tweeted, all signs is that business is looking really good for next year, only to be helped further by our tax cut bill. will be a great year for companies and jobs. stock market is poised for another year of success. [ bell ] >> reporter: investors have driven up the stock market to record levels in 2017. mola lenghi, cbs news, the white house. right now, the northern half of the country is in a deep freeze following record- breaking snowfall around the great lakes. in erie, pennsylvania, a snow emergency is in effect after 53 inches of snow fell in less than 36 hours, which is a record. snow is piling up on the roads and burying cars and bringing traffic to a halt. >> a lot of snow keeps coming. it won't stop. >> we have all our plowers doing a good job keeping up with the snow. >> forecasters warning that the subzero arctic air and cold, wind chills in much of the country could cause frostbite with as little as 30 minutes of exposure. coming up, more and more travelers are complaining about extra charges on their hotel bills. the new push to crack down on these hidden resort fees. >> prince harry has turned his hand to radio. i'm ben lewis in london where the royal has interviewed president obama and received some interesting answers. >> and it was foggy out there this morning. it is foggy throughout still. i'll tell you when it can all break up and what your afternoon temperatures look like coming up in just a moment. to save a 70-year- old woman who fell in the river. stop and look at this. new video of an icy dramatic river rescue. this brave man leapt into action to save a 70-year-old woman who fell into the river. it happened in china. the man was on his way to work when he saw it all happen. he jumped into the frigid water and pulled the woman back to the bank. a growing number of travelers complaining that resort of or facility fees can add up to $50 to your bill. >> i have had it happen to me. and one watchdog group says a number of hotels charging extra fees has grown 26% year-over- year. anna werner reports an effort to crack down is now hitting a roadblock in washington. >> it was the most expensive hotel room i had ever paid for in my life. >> reporter: when lauren wolf vacationed in key west last year she knew the $400 wasn't a bargain but she learned she would also be required to pay a $20 resort fee. >> doesn't seem to make sense. it's not fair. and it's just taking advantage of people. >> reporter: wolfe is an attorney, so she got busy starting a website called kill resort fees to educate others and she found she is not the only one who says they were blindsided by fees. this customer says, we got killed on undisclosed resort fees. another very disappointed, $25 a day urban facility fee. i was charged this with no explanation of the benefits. others say the service they are yeting for so-called resort -- they are getting for so-called resort fees don't add up, including beach chairs, and there was no beach or pool. another guest said, if you charge $29 for complements try recreation activities, then they aren't complementary. now district of columbia attorney general carl racine is leading an investigation along with attorneys general in 47 states into a dozen major hotel chains. >> what these lodgings companies do is they hook the would-be buyer with a lower rate and then spring the additional charge on them. >> reporter: we found this las vegas hotel charging a room rate of 26-dollars with a resort fee of $36. this san francisco hotel adds a $20 urban facility fee. and this hotel in arizona listed its resort fee of $50 underneath taxes. >> what's illegal about it is that it misleads consumers as to what the actual price of a hotel room is. >> reporter: even properties with a certain famous name make money off resort fees. we found three trump hotels in florida and las vegas charge resort fees of $35, $20 and $24 for a potential $66,000 in charges per day. the american hotel and lodging association told us the hotel industry provides guests full disclosure for mandatory resort fees charged up front and says the hotels want to provide consumers with the best value by grouping amenity fees into one cost following the ftc's guidance but in january this year, the ftc found charging resort fees separately without physical disclosing the total hotel price likely harms consumers. racine says the ftc was s thei investigation at least he said until the trump administration came in. >> the ftc in a way has gone dark. and i think that to be honest, that has given some confidence to the hospitality industry. perhaps they are going to be able to wait out or otherwise evade the efforts of the 47 states because the ftc is no longer our partner. >> reporter: you're saying the ftc has backed off? >> yes. >> reporter: backed off, he claims, during a crucial time in negotiations with the hotel chains. >> we were heading towards what i thought would be a pretty fair settlement, um -- >> really? >> yes. the election hit, and then all of a sudden, you know, the hospitality industry sort of dug in, um, against our position. >> reporter: we asked the ftc about racine's allegations. officials there responded with a statement saying the agency was never a co-plaintiff with the attorneys general but has worked with the industry and state ags to try to improve disclosures about resort fees. we asked the trump organization and the white house if they had any comment but got no response. anna werner, cbs news, new york. let's see how wall street is doing this afternoon. the dow right now is up about 13 points. amazon is revealing its top selling product. the echo dot. they didn't give numbers regarding sales for the do it. but according to the data company appeartopia, worldwide 1 1/2 million customers downloaded the alexa app on christmas day. now, during the holiday season, amazon says that shoppers ordered more than 1400 electronics per second on a mobile device. former president barack obama just sat down for a radio interview with britain's prince harry. ben lewis reports, he appears to take a thinly veiled swipe at our president's twitter habits. >> do i have to speak faster? >> reporter: perhaps it was royal charm. >> do i need a british accent? >> reporter: president obama opened up to prince harry in his first broadcast interview since leaving the white house. he discussed the responsible use of social media without mentioning president trump by name. >> one of the dangers of the internet is, is that people can have entirely different realities. >> reporter: the former president admitted one of the nicest things about being out of office is sleeping in. >> the fact that i can wake up and if i want to spend an extra 45 minutes talking to michelle, um, and take a long breakfast, i can do it. >> reporter: prince harry conducted the interview for bbc radio. >> it was quite fun especially interviewing president obama. >> reporter: some quick fire questions included a lighthearted reference to the tv show, starring the prince's american fiancee. [ indiscernible ] >> reporter: prince harry's wedding to meghan markle won't be an official state event, meaning president trump doesn't have to be invited. but harry considers president obama and michelle to be friends and they could make an appearance. >> we haven't put the invites all the guest list together yet. who knows whether he will be invited or not. >> reporter: with the wedding day fast approaching it shouldn't be much longer before that list is revealed. ben lewis, cbs news, london. former president obama also said he wants to focus on stopping climate change. that's a topic prince harry is interested in. we are going to call it a comeback.
