We spotted uniformed officers on can on patrol and a coast guard helicopter overhead. A modesto man is charged. Everett jamison allegedly told fbi agents who are posing as isis affiliates that he was targeting pier 39 because he knew it would be crowded at christmas time. He also talked of radical jihad during two months of correspondence. Our kpix5 security analysts that it is important to find out how the suspect allegedly veered into radical and violent thinking. Something happened somewhere along the line where he decided he wanted to go commit this horrendous act. What we need to be looking at is, where did he make that turn and life . What caused it and could we have predicted this . Jamison told undercover agents he did not need an escape plan because he was ready to die. He is now charged with attempting to provide Material Support to a designated foreign terrorist organization. The city of oakland has been ordered to pay millions of dollars in damages after an altercation between an oakland city councilwoman and a former black panther leader. Elaine brown filed a civil lawsuit against oakland and councilwoman delsey brooks last year. According to the lawsuit, brown and brooks got into a disagreement at a restaurant in 2015. Brown claims that brooks said to her i havent moved on you before because you are old but now im tired of your bs and delsey brooks apparently took both of her arms and struck elaine brown in the chest and knocking her over a stack of chairs. She had her head. Elaine brown claims elder abuse and battery and that the city was negligent for tolerating kpix5 sixs violent outbursts. A jury awarded her 3. 75 million in damages. The city of oakland will have to pay the entire amount. A judge tells a new blow to President Trumps most recent trouble ban. A federal judge in seattle is partially lifting the ban on refugees. The new order allows refugees to have a bona fide relationship to a person or entity within the United States. He says the government is wrong to block people from several mostly muslim countries from reuniting with relatives living legally in the u. S. The lawsuit was brought by two groups representing individuals from somalia, iraq and egypt now that President Trump has signed of the massive tax overhaul bill, he has plans to keep the momentum going. Exactly how will the new tax plan impact you in the next year and the years to come . Our cbs reporter Kenneth Craig breaks it down. The 1. 5 trillion tax cut makes major changes to current laws. First, most americans will pay a lower tax rate. The vast majority of americans will see a tax cut in the near term to make cbs News Business analysts say a big reason why is because the new law nearly doubles the standard deduction. As a result, there will be more people who will be able to claim the standard deduction. But returns can differ widely because of several factors like where you live and how many children you have. H r block says a married couple with two children in san diego making 150,000 a year will save almost 3600. That is because their tax bracket drops from 25 , down to 22 . They will also take the 24,000 Dollar Standard deduction since it is more than itemizing mortgage interest, charitable contributions and taxes. They will also take advantage of the Child Tax Credit doubling from 1000, up to 2000. A single parent with two kids renting in kansas city, missouri would save 1800 thanks to the higher standard deduction and child credit. But a single homeowner in queens, new york will only get 100 more. That is because the 15,000 in state, local and property taxes they used to deduct is now capped at 10,000 under the new plan. And while most americans will get money back, many of these tax breaks will expire. Many of the people that see benefits now they will actually be gone after 2025. Experts say of americans will end up paying more in taxes and they are right now. Kenneth craig, cbs news. While the personal tax breaks are supposed to expire, the cuts to Corporate Tax rates are permanent. Melissa, you know politics and i know politics. Personal tax cuts, when you get them, the chances of politicians saying, that is enough, they are going away. Come on. That is the idea. You put that the personal ones will expire believing and thinking that no matter who controls congress, will extend those and not want to commit political suicide. Because when you have a tax cut and it expires, if you reinstate it, it becomes a tax increase. And we saw that in california and it resulted in a governor being recalled among other issues. Because when people get a break, bringing it back it is a tax increase. We anticipate they will be extended or republicans anticipate it will be extended. Everybody will be going for that. We have a congress coming congressmen coming later to talk about how this will affect bay area residents. We are seeing economic good news. Jobless rates in the bay area are at historic lows. In november, the San Francisco san mateo area posted an Unemployment Rate of 2. 1 to , the lowest ever. The rate was 3. 1 in the east bay and 2. 7 include Santa Clara County. Both of those figures are the lowest in 18 years. State right, the jobless rate was nine for. 6 in november. That was the best since california started recording that statistic in 1976. In San Francisco, it has been a tumultuous couple of weeks. Memorial services for edward lee have passed and finding a replacement has begun. Melissa and i asked willie brown who has been involved in the city and local politics for a decade, how many people he thinks will run for the open seat by the time a deadline hits in San Francisco. There will be at least six. A minimum of six. Simply because it is the opportunity that everybody thought they would have in 2019. But suddenly, it is this year or next year. And believe me, you cannot pass up that opportunity. And everybody is happy to bring you a powerpoint and show you the very, look at it put you no matter who you are, into the mayors office. A lot of interested folks trying to get themselves hired by various people. And i think you are right. So angelos entrance was unexpected but who else do we think we will see. Jane kim has signed up or we had mark farrell, the supervisor say no. State senator mark leno is in. And london breed. Not yet in. She is going to run. There is no question. She will run. And the City Attorney has a free ride. The state assembly. He has to file in march for the seat he currently has you cannot file in january for one seat and then turn around in march and file for another. That is a no no. And that clearly is going to be a lot of pressure to get some person who is closer to ed lee and carmen hsu is the closest you would have. When you can rank the first three candidates, it kind of lends itself to multiple people running as kind of a slate. Where the top three are. So if it is just one, to one, that system lets get to the heart of the matter. Who are you going to work behind the scenes and finagle in their shepherds who will i work behind the scenes . One of the first things that happens when city call comes back city hall comes back after christmas break is to decide if london breed becomes interim mayor during the six months or if they opt to bring in a caretaker in order to have a level Playing Field for all the people running. I think people are a little gun shy about the caretaker role. Because that is how edley became the mayor. We have a different scenario. The deadline to file to run for mayor will actually expire the same day the board of supervisors meet next. So they could bring someone in who is a caretaker and no that they cannot file to run. So that actually may appear to be a better solution here. Whatever it is im not sure if it is a solution. We just see the next chapter in the ongoing drama. I have been working at this for 28 years. And that 28 years, what kind of changes have you seen and the people needing help . I would say the biggest single change is the gap in the cost of living. What it costs to live here and what people are earning. It is 110,000 barebones budget for a family of four in San Francisco. 75 or the whole state. At 110 and our two counties. In terms of elderly or families single, are you seeing a growth in any particular group . It is families where there are dependence. If people have elder dependence or children, it is much tougher to deal with this economy. Because obviously those family members are not contributing to the income. What do we see in the surrounding counties . At a similar. San francisco tends to bear the brunt of a greater number of low income folks. All over the bay area, you are seeing the same thing. One out of four people live near the poverty line. Is that because of rising cost or because people are finding themselves out of the job market . The one out of four number does not take into account the cost of living. That is the National Poverty line. That is the same everywhere. We have food stamps and other government programs. Why does this gap continue to grow . If you are a family of four, food stamps cut off at the income of 40,000. So you and 41,000 and you lose food stamps. That is a terrible thing about the way we do things. We dont stairstep people and reward them for doing better. We cut off their benefit. The mayor worse off. When we talk about the working poor, what economic bracket are we talking about . If it is 110,000 just to live here, then a family of four would need 110,000 plus. 90,000. You are essentially the working poor. If people can avail themselves to coming to a pantry and getting 30 pounds of fresh produce, it takes a little pressure off the budget. But the 90,000 income cost of living in oregon or somewhere like that, you would be high on the hill. Yes. So do people have to make up for the differences on and on every week . I think it feels that way to people. Most people in that income bracket have a job and it is steady. It is not up and down and up and down. It is hard for people to break out of it. In the bay area, we keep raising the minimum wage. We keep doing things to compensate for it. It is just not enough . It is not enough. Not with the cost of housing and other things. So this is a big season for you. What do you do the rest of the year when people are not paying attention. We raise the revenue in this quarter. People make donations in march and june and july. We raise the bulk of what we need in this threemonth period. So how will this new tax plan and the personal deductions affect you . We are really concerned. With the new standard deductions, people will lose an incentive to make donations. So they will look at the tax bill. There is no place to put a donation. Because they are taking a higher standard deduction. We are worried that some people will decide to donate less or not donate at all. Yes, it will be a big test to that. And added challenge for you guys. Although i think people give to give. I think they get from their heart. They will get 20 more. They will get a 20 deduction on their tax return. So we have this which will be devastating. Keep up the good work. I hope the Holiday Season gets the donations overflowing. And coming up, we will look at the weather. Getting a glimpse of how californians feel about the states recent gas tax increase. It took effect in november and added 12 cents to the cost of a gallon of gas. A u. C. Berkeley poll found that statewide, 52 of people said they would vote to repeal the tax. In the bay area, the numbers are a little surprising. 60 of respondents want to keep the tax. They say the state definitely needs the 5 billion tax expected to be raised each year mostly for road repairs. It will be an interesting year. Without that money, a lot of the projects in the bay area will come to a halt. On the flipside of that even though there is support in the bay area, it is not as strong as it will be if the rest of the state votes no. And you have to look at the context. We have huge bond measures next year. 8 billion in bonds we will be voting on and a toll increase. Yes. So people might not be feeling that generous after being asked for money over and over again. And then saying, this is just one more thing. And then the license fee increase as well. So that is it. He wont in california. Overcast skies. It will stay that way for the rest of the day. Numbers in the mid40s. Climbing into the mid50s by the time all is said and done. It will look like a mattress exploded in the eastern pacific. Plenty of clouds. Not producing much in the way of rain. Temperatures today top out in the mid to upper 50s. 57, santa rosa. 55, San Francisco. 58, san jose. Tomorrow, sunshine. Numbers warm into the low 60s. Rain does just the chance of a few drops this afternoon. We are high and dry all the way into 2018. A few more details on this. Lets get the latest. Drought conditions are likely to return to california soon. That is according to the climate prediction center. The agency just released this map showing the drought outlook for december through march. It shows dry conditions in san diego and extending to the bay. They have recorded less than a half inch and many spots since september 1st. The Trump Administration is being urged to hold off on renewing the 50 year license for the oroville dam. The spillway problems became evident during last years heavy rain. Elected officials and those that live below the dam say the federal government needs to figure it out now and how the spillway broke last winter. What we really want is a change and how this dam has operated. It has operated in such a way that puts the communities at risk. Last winters problems forced the evacuation of nearly 200,000 people and caused damage to property as well. Bay area voters may soon be asked to vote on another toll ban. A ballot measure would raise tolls by up to 3 on staterun bridges. That would raise the toll to 9 on the bay bridge during the commute and 8 everywhere else. Pull commissions found that a majority of voters support the hike. 54 say they would vote yes. But some opponents are crying foul. Drivers in alameda, contra costa and solano counties cross bay area bridges the most. But bridges and all nine counties will get to wait in. Santa clara county has the largest population in the bay area. So they will have a big stay on the proposal. But an empty seat study shows that only 3 of the Santa Clara County voters are frequent toll payers. It is unfair. If you dont use it, why vote for it . That is not right. I dont think people in san jose should be voting if they wont be using the bridge at all. Regional leaders say that people may not like it now but it will lead to less congestion on the bay area bridges and freeways and six chokepoints on some highways. Is that the money would improve Public Transportation like b. A. R. T. , buses and the ferry system. It will be an interesting dynamic. Because if the package gets pointed out santa clara voters for example, will benefit tremendously from this. But they dont use the bridges. The people paying the tolls will not be paying the tolls to fix the bridges and maintain the bridges. That money will go to the fairies and b. A. R. T. One of the reasons is that the lawmakers have discovered years ago that if you actually take a look at the number of voters, is a pretty big group. And they can decide. s of the people that use the bridges are a small group. So in other words, somebody else will pay for my guts. It will probably pass and everybody will get to have a benefit from it. Meanwhile, we will have to take a look at some other polls out there. The gubernatorial poll just came out as well. The latest one has the former Los Angeles Mayor at 17 and his opponent at 66 . It is an interesting dynamic appear. That is one of the reasons why we asked former San Francisco mayor willie brown. If you take a look at these numbers, is it still gavins to lose and could he . It is his race to lose. He has clearly the most attractive candidate. He has been on the road longer than anybody else. He has all the hollywood good looks. He has four kids. I dont think either one of them is eight years of age. He has a glamorous life with a lot of resources. He really is ahead of everybody. Kenny his day ahead . I dont know. It seems to indicate there are people that are aware of him and know who he is who are still not convinced. The biggest winner at this point is we have not made up our mines. It seems there are a lot of people that know who he is but are not convinced of him. That is the real danger. That is why you dont want to be the front runner. You always want to be the person people anticipate will make a move. It is hard. It is difficult to run at the head of the line for three years which is what he has been attempting to do. If you are the front runner, the only news is if you stumble. If you look at the debates, he doesnt look that fired up. Maybe it is because he is not david versus goliath. But the other candidates seem more hungry. Melissa, he has a hold in place. He cannot afford to lose any of what he already has. He wishes to add on. But with adding on, sometimes it is a misstep. And if you try to add on, that subtracts. His people have to be managing him as a front runner. It will be interesting because this is an open primary. And if the republicans are doing what they have done so far which have two are three candidates in the race, they split 25 of the natural they would have that would put them in the runoff. Then it becomes democrat versus democrat. And that is a different dynamic. That is what happens when you have a weak republican party. They cannot discipline their people enough to keep them off of the ballot. So they can rally around a certain individual. Or you have a Democratic Party where everybody wants to be number one. The democrats cannot talk. There like 15 democrats in the race. If you look at these poll, at the bay area, when we know People Better than other parts of the state, there is upwards of a third of voters undecided. Even though we certainly know who he is. Maybe that is why. Meanwhile, we have other local news to take a look at. We will talk about the Recovery Efforts following the wine country wildfires. The state insurance commissioner is urging companies to provide victims up to 100 of personal property coverage limits. In january 8th deadline has been set for companies to reply to the request. Policyholders have filed nearly 15,000 Residential Property claims in Sonoma County resulting in 7 billion in damages. Of that total, there were nearly 5000 residences completely destroyed in the fires. Insurance companies have paid out about 2. 4 billion dollars so far. And pg e is close to restoring temporary overhead power lines to coffey park in santa rosa. The west side of the park has power but the eastside is expected have power by today trim at the victims that lost everything in the october fires are at least able to put some Christmas Trees under the table thanks to a community effort. Volunteers passed out more than 7500 toys and bikes yesterday. This is the second year the Sonoma County Sheriffs Office has partnered with local charities for the drive. This year, the wildfires gave the community another reason to give back. It was not just people that lost their homes that we wanted to reach out to. It was people that lost their jobs. People that lost their livelihood because of businesses that are no longer operating. So we thought, lets reach out to those people as well as those that physically lost everything. Organizers say donations for yesterdays event were overwhelming and started coming in the first day of the fire. Most evacuation orders have been lifted around the thomas wildfire in Santa Barbara and ventura counties. The long burning fire is still on track to become the largest in california history. More than 1000 structures have been destroyed so far. It has burned more than 272,000 acres and is just 65 contained. From historic wildfires to catastrophic flooding, here in california, natural disasters took a toll this year. Hellfire said they responded to 7000 wildfires in 2017. The wildfires alone cost the state about 4 billion. Floods and februarys hit as well. That ended up to be about 1. 4 billion in damages. Governor brown has requested a president ial major disaster declaration for the Southern California wildfires. Still to come, a new twist on moneyball. [ laughter ] the tax bill. You voted no. Why . It is a horrible bill. It is a horrible piece of legislation. They did make it incrementally better the medical deduction goes on for two years. That is good for people. The student Tax Deduction continues. The locals tax and the mortgage tax gets better. Although for californians and the coast, it is still horrible. You will lose about 8000. It added probably another trillion, trillion and a half dollars to the deficit. When the democrats all of a sudden become concerned about that . I think a lot of us always work. I was. We are over 100 of gdp. We are not where japan and greece is, but most economists was that you have to put the brakes on at some point. And it aims us quite clearly at the republicans going after Social Security and medicare. Meanwhile, the economy is bustling along. It is doing great if you have investments. But for average people, is marginal because wages are still stuck. If you are one of the 20 of americans who have investments in the stock market, you are doing well there. But the people who pay their bills by wages, they are not doing so well. That is a dichotomy we have. Trump was supposed to help those people and he is not. He clearly doesnt care about him. They seem to support him. His numbers have gone down. They will stick with them because they get their information from somebody other than phil matier. Government shut down. Your vote on that . I voted against the continued resolution. I voted for Disaster Relief. There were two. They get complicated because of the maneuvering, the political maneuvering. A lot of these people in the republican caucus, the freedom caucus, people take a walk when they have to go on record and that is bad for democracy. Lets take a look at that. How can you vote against the Disaster Relief . I voted for it. Other democrats im just asking, theoretically, is it because people are loaded up with so many other things . Is that a reason . I think it was because there wasnt enough in there for california. There was not enough in there does particularly for puerto rico and the virgin islands. It is loaded up for republican areas. It is backloaded for democratic areas. So when you come to the Disaster Relief, that should not be a partisan issue. That should be United States congress responding to the disaster for everybody. How do you, as a politician in the vulnerability as a public servant, how do you go back to the constituents and say, i voted against Disaster Relief for californians because it wasnt enough . That is an argument that if i had voted no which i voted yes i think you could make a compelling argument that so many people dont trust republicans. And they shouldnt. Why did you vote yes . Because i really did think that my district is very close to where the fires were. We could have easily been impacted by them. So i voted yes. So now the government shut down. How much of that is real and how much of that is posturing . Because we always have this. They are posturing. It is bad public policy. You should do budgeting for the full fiscal year. All departments no you are sitting there running a department or division somewhere in San Francisco around the country and you are trying to anticipate what the budget will be for the next year. You would never do that in the private sector. You anticipate but you have a projection. In this case, you dont know. Because congress is dysfunctional. Given the dysfunctional nature of congress and the ongoing dysfunctional nature of congress it gives dysfunctional a bad name. How do we survive and how do we keep rolling . Every day, the lights go on and the government shows up for their jobs. It keeps rolling along. It doesnt work. I have served at the city council level, the county level, the regional, state and federal level. Congress is the most dysfunctional the most lacking in analytical tools and the most driven by partisan politics. Lets take a look at that on the local level. You have proposed along with senator dan Dianne Feinstein for another rail another possible car and rail bridge. It is getting resistance from local lawmakers who say, thanks but not now. How functional is that . I served almost 10 years on the metropolitan transportation commission. I have looked at regional transportation commissions across the world in the legislature here and there. This is not a good one. It is driven by political relationships. Almost predominantly. Other areas have moved to more engineering and how you move the most people as efficiently as possible. So it is the worst corridor in the bay area for congestion. We should be managing that to say what do you do about that congested because it is impacting the economy and the quality of life. Here is how it looks from high atop the west coast. High pressure has been part of the area for the last month and a half. In this case, it is sending any moisture in the pacific up into the Pacific Northwest leaving us with this. A rack of high clouds over the bay area for much of the day today. Just like yesterday. And while there is a chance of a few sprinkles later in the day, it wont amount to much more than a trace. After that, it is on. By christmas morning, sunny skies. And we could use some rain. We only had Single Digits the percentage for average rainfall in santa rosa. San jose, 4 of average rain in december. The wettest month of the year in San Francisco. It did not shave up that way this year. Today, mostly cloudy. Christmas day, sunshine and sunny and dry. And through 2018, just not anything coming in. And we will be back after the break. Welcome back. Do you remember when Elementary School started eliminating music programs . At least one bay area woman decided to do something. And this award winner took her love of music and teaching and started a nonprofit that has been inspiring children for almost three decades. We have her story. [ singing ]. When carol billy comes to niles school, the halls are alive with the sound of music should you start a song. They are smiling and having fun. Carol knows a lot about music and children. I started begging my dad to buy me a piano when i was seven. By eight and a half, her dad gave in. You have to give them young. 30 years ago, carol was a volunteer and teaching music to her sons 1st grade class. She realized many children were missing out. In order to cut budgets, she thought schools were becoming tone deaf and eliminating music programs. So in 1988, carol created music for minors two, modeled after a Similar Program on the peninsula. She personally trained volunteers who teach music one time a week in 30 schools and the east bay. This year, they taught 5000 children a week. You get the spirit and the joy. You dont have to be musically unkind musically inclined. I dont think the woman sleeps. She is just so passionate and driven. Nestled among these caroling kindergartners as her granddaughter. What do you like about music . I get to sing. Carol would probably tell you she is living her dream. We change lives in adults. I know we have changed lives in children. People tell us the impact we have. s over bringing the love of music and to childrens lives for nearly 30 years, this weeks jefferson award in the bay area goes to carol billy. And i start to the day with some clouds around. Mostly upper 40s. In the afternoon, temperatures, mid to upper 50s. Warmer for saturn cause santa claus.
