rampage, small town church in southerland springs, texas. meg oliver is there tonight. whack you tell us about it? >> reporter: a mistake by the air force may have let the suspect buy those guns he used during his killing spree here at the first baptist church. >> started shooting everybody. >> reporter: more than 24 hours after the massacre at the first baptist church of southerland springs, authorities say they gathered a trove of evidence in their investigation. >> hundreds of shell casings, more than 15 magazines have been recovered. >> reporter: part of their probably focused on the air force after it admitted its office of special investigations field to report devyn kelly's criminal history to the fbi. his name was not in their data base. >> we're working with them to try to figure out what happened. >> reporter: the 20-year-old received a bad misconduct discharge in 2012 and pled guilty to two counts of domestic abuse a year later. investigators say kelly fired both inside and outside the church with a rueger ar type rifle. they say the incident may have stemmed from a family dispute. >> it would be speculation on my part. >> reporter: officials say they're looking into threatening text messages the shooter sent his mother-in-law before the incident. she attended the church, but was not there at the time. kelly sustained three gunshot wounds sunday, including a self-inflicted shot to the head. the victims, who lost their lives, range from 18 months to 77 years old. there are multiple instances where kelly assaulted his first wife and his step son. the air force says they will launch an investigation into why his criminal background was not passed on to the fbi. live in southerland springs, texas, i'm meg oliver. back to you. >> we're hearing there were cameras, they may have been inside that church. the shooting may have been captured on video. whack you tell us about that? >> reporter: that's right. it wasn't uncommon for the pass for of the first baptist church to roll video capturing his sermons, then he would put them on youtube very often. we do know authorities are looking at that video. they did rule on sunday's not clear at this point how much it captured. >> meg oliver reporting live from southerland springs, texas, thank you. we're learning more about the victims. among the dead, the pastor's youngest daughter, 14-year-old anna bell pomeroy, three generations of the holcome family, including an unborn baby. the ward family lost some of its youngest: five-year-old brooke ward and seven-year-old emily garza along with their mother, joanna. >> joanna was a beautiful mom. she loved her children. she was a young girl, and she had four children, and she was going to church to start her day. she never made it out. i'm sorry. this is so heart-breaking. >> the gunman also killed his wife eels grandmother, 71-year-old lula white was a devoted member of the church, was attending sunday service with her husband. the 26 who died represent 4% of the population of that small town. tonight some in congress are once again calling for stronger gun control. but president trump says u.s. gun laws are in the problem. kpix 5's betty yu on the political blame game. >> reporter: america's mass shooting problem came up in tokyo today, where president trump blamed the gunman's psych ceo not his weapon. had he called the shooting a mental health problem at the highest level >> i think that mental health is your problem here. this was a very based on preliminary reports, very deranged individual. >> reporter: but there's no evidence yet that the suspect, devyn kelly, was ever diagnosed with a mental health disorder. that may explain why he was able to obtain a rueger 526 rifle within days of it named the nra's gun of the week. while u.s. levels of mental illness are comparable to those in other western condition tries, our rate of firearm homicides is six to sixteen times in 1984 in beirut in an act of terrorism. he was an american academic who specialized in middle eastern affairs. betty yu kpix 5. a high school student was shot and killed steps from campus. kpix 5 sharon chin is there with how friends and family are remembering him tonight. sharon? >> reporter: liz, tonight, about a hundred people gathered for a candle light vigil to remember this teenager. >> love you, baby. >> love you, loren. >> he was a kind friend. he was a cool friend. he would always be there when i need him to be there. >> reporter: friends and family released balloons outside the high school. the parents confirmed their son, lawrence jansen was killed. friends say he was a good kid who sometimes hung out with the wrong crowd, but just today they say he accepted the campus leadership position before he was shot. >> i just heard some -- some big bang. >> i heard four pop, pop, pops. >> reporter: neighbors heard gunfire this afternoon. olympian continuation high school had dismissed students 30 minutes earlier. a group of teenagers gathered a block away. >> a car came up. a passenger in the suspect vehicle got out, walked, and had an argument, a brief argument with him. >> reporter: the teens ran for their lives. one of the bullets tore through the sheet rock of this nearby real estate office. police say the wounded 17-year- old student managed to return to campus, and collapsed. he later died at a hospital. the school was briefly on lock down. >> there's no information to believe this was related to the school. we have no information to believe this was gang-related. but based upon the witness statements, we do believe the teenager was targeted. >> reporter: police describe the suspect's car as a late-model four-door sedan possibly black in a letter to the family, the principal expresses her sadness and grief counseling will be available tomorrow. she said: "the safety and security of our staff, students, visitors is a top priority for olympic high school. we encourage you to always be vigilant and report any concern." you can see the whole where a bullet ripped into this real estate office. the staff dropped to the floor, and took in some teenage girls who ran inside for cover. police are urging witnesses to help them identify the suspect, identify the gunman. kpix 5. also tonight, the search is on for two escaped inmates. the suspect hatched a plan to give law enforcement the slip at the palo alto courthouse. tonight joe shows us the key to the crime. >> reporter: the sheriff's department describes the escape from this courthouse as orchestrated. the two men had not one, but two getaway cars waiting for them. they also had a key to unlock their handcuffs. >> they were being escorted by a deputy at the time. >> reporter: authorities say john bivens and tramma mclieu were wearing restraints when the two men somehow ditched the deputy who was watching them, unlocked their cuffs, then ran out an emergency exit around 9:30 this morning. sheriff's officials say the men jumped into a waiting getaway car, drove a block and a half away, jumped into another vehicle, a u haul van like this one. investigators say they later found this hand cuff key and some discarded restraints. the two men made a clean getaway. >> to be clear, these two men are charged with two separate robberies. >> reporter: charles wong said mclieu and givens were in jail for holding up two stores. police say the robbers wore masks when they robbed this store on january 7th. the hold up in sunny vale a few weeks earlier was similar. >> they showed up at the end of the night. they locked him in the storage room with guns, and then they take the property. >> reporter: the property, dozens and dozens of brand-new cell phones. mclieu now has three strikes. he faces a hundred years to life in prison. givens faces more than 20 years in prison if convicted. of course other charges will likely be added on. >> the level of sophistication and brazenness it takes for these individuals to do that, that is why we are caught on the public and other allied agencies to help. >> reporter: the sheriff's department said these two men are considered dangerous. if you see them, do not approach them. instead call 911. i'm joe vazquez, kpix 5. a gunman in santa rosa is on the loose. police say several bullets struck inside this car around 3:00 this afternoon. you can see the gunfire shatter the passenger side window. the victim is in critical condition. detectives believe it's a targeted incident, but they're still trying to determine a motive. and police are releasing a sketch of a suspect in an armed robbery. they say the suspect looked like this guy. he held up two people at gunpoint saturday, october 14. now, the victims were walking on the 400 block of north san matteo drive. the suspect stepped in front of them with that gun, demanded their property, and took off. investigators are hoping that the sketch will jog someone's memory and lead to an arrest. san francisco police raid a noe valley home and find 70 pounds of meth inside. the stash was found at a home near 25th and sanchez. along with the meth, there were two pounds of heroin and $46,000 in cash. police arrested 44-year-old alejandro alvarez. he is charged with possession and intent to sell. catching heat for working with ice. tonight oakland's police chief is accused of not telling the truth about a recent immigration raid. kpix 5's chris ma health careers has the complaint that was just filed. >> he needs to be held accountable. >> reporter: brian hoper is the chair of oakland's privacy commission, and one of eight people who filed the complaint, accusing the chief of untruthfulness after an ice raid in oakland august 16th. federal agents detained a guatemalan national, who they say was in the country illegally. oakland police officers helped block traffic during the raid, and that is what sparked the controversy. oakland sanctuary city policy prohibits police from assisting ice officers where only objective is to discover whether an individual is in violation of a civil immigration law. after the raid chief kirkpatrick said in a statement that it was a criminal investigation, not a civil immigration or deportation action. . in fact, public records show the man has not been charged with a crime. the chief also said this. >> there's not a deportation matter in this case. >> reporter: but the complaint alleges that is also false. homeland security records show the man was taken into custody for removal proceedings the day of the arrest. >> she knew that that that statement was untrue. >> reporter: oakland police would not comment on the internal affairs complaint today. the chief stated opd has fully complied with all city of oakland resolutions concerning the status of oakland as a sanctuary city. the complaint also accuses the chief of telling city council opd has suffered a partnership with ice without actually doing it for weeks. the chief is expected to address these allegations at next week's public safety committee meeting. in oakland, kristen ahers, kpix 5. we saw major flaring at the shell refinery in martinez. a viewer shared this video of a ball of fire coming from the plant. shell tells us it had an operational issue late this afternoon. as a precaution it initiated the flaring to burn off excess gas. the flames were out in less than an hour. the refinery describes it as a level 1 incident. that means there were no health warnings for people who live nearby. well another twist tonight in the alleged harvey weinstein scandal. a new report claims the hollywood mowing all used former israeli intelligence to keep stories about his alleged sex abuse from going public. reporter tom waite has the details. >> reporter: the scathing new details on harvey weenstein's alleged misconduct comes from ronin far row. according to far row, through his attorney, weinstein would hire corporate intelligence companies, like black cube. it's a firm that promotes itself as a group that employs a select staff of veterans for the israeli elite intelligence unit. far row reports black cube's agents would pose as journalists and would contact weinstate of the union's accusers and dig for information. two private investigators from black cube, using false identities, met with the actress rose mcgowan, who eventually publicly accused weinstein of rape to extract information from her. one of the investigators pretended to be a women's rights advocate and secretly recorded at least four meetings with mcgowan. mcbowan has been one of weinstein's most out spoken accusers. >> what happened to me behind the scenes happens to all of us in this society. >> reporter: wicsnstein's spokesperson has denied any wrongdoing. one of the movie mowing all's defense attorneys is quoted as saying: "any criminal defense lawyer worth her salt will investigate unproven allegations to determine if they are credible." in los angeles, i'm tom waite, kpix 5. president trump is in south korea tonight where he ate lunch with south korean troops. it's the second stop on his asian tour. earlier today he was in japan. he reassured prime minister shinzo abe the u.s. commitment to japan is ironclad. the president defended his tough talk on north korea. >> the era of strategic patience is over. some people said that my rhetoric is very strong, but look what's happened with very weak rhetoric over the last 25 years. >> the president then said japan can protect itself from north korea by buying billions of dollars worth of military equipment from the united states. with north korea threatening a nuclear strike all the way to the u.s., the home-grown industry has been exploding as people scramble to protect themselves. only on 5 tonight, sharon chin gives us a rare look inside modern-day bomb shelters. >> reporter: outside the small scenic railroad town of gala where historic route 66 winds through western new mexico, roberta griffin and her husband take us into their doomsday hideaway. a bomb shelter in case of a nuclear attack, 18 steps down, 21-foot understood ground. roberta bought the bunker when they moved from southern california this year. . rob all righta and her husband could live with two other relatives for weeks or months in this 26-foot-long shelter outfitted with an air filtration system outfitted with a converter. she stored two years worth of freeze dried food under the floor. >> now that i have it down here, i feel like so safe >> it's like a modern-day gold rush now. >> reporter: she's not the only one protecting her family. ron hub bard owned atlas survival shelters. he makes and sells bomb shelters inmontebello, and says sales are skyrocketing. >> years ago, doing close to a thousands this year is a dramatic increase. >> reporter: ron's waiting list, three months, a third of his customers come from north kia's neighbor japan, but many new orders are from california. >> we thought we were out of range of north korea's missiles, but now we know we're not. >> reporter: he says 20% of his customers are in
