starting today new additional measures take effect that apply to all flights and passengers coming to the u.s. from overseas. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. the governor of puerto rico says he is reviewing a $300 million no-bid contract awarded to a small montana firm to restore the island's power grid. 75% of the island remains without power more than a month after hurricane maria hit, and members of congress are calling for an investigation into whitefish energy. which relies heavily on subcontractors. nikki battiste is here with more. good morning. >> good morning, anne-marie. they exchanged bitter words yesterday going back and forth on twitter. then late last night the small energy company stepped banir ana reflection of who they are and the important thing is restoring power. both sides had been involved in a twitter battle yesterday after car minkyu lynn cruz said the whitefish contract should be voided. whitefish is two years old, has two employees, and has a handful of ties to the trump administration. in a yahoo! interview, cruz described the company as inadequate and said they lacked due diligence. whitefish on twitter said her comments were displaced. cruz's response, if whitefish's fells that asking for information is misplaced, what are they afraid we will find? whitefish shot back with a threat to leave writing we've got 44 men working on your power lines in your city and more coming. do you want us to send them back or keep working. lawmakers want to know how whitefish got the job in the first place. >> my biggest concern is we don't have enough information as to the process that went through that. >> the other question, can whitefish fulfill its end of the deal. >> this appears to be a pretty small company. are they capable of doing the job i think they're being asked? >> politicians on both sides of the aisle are calling for an investigation into the whitefish contract. a federal control board that oversees puerto rico's fi nances, said a former military official will be responsible for speeding up the efforts and coordinating with puerto rico and the federal government. anne-marie? >> nikki battiste here in new york. thanks a lot, nikki. he called tuesday's visit to capitol hill a lovefest. seth lemon has the latest. >> reporter: president trump traveled to texas for a gop fund-raiser. before he left the white house, he brushed aside divisions within his own party. >> honestly the republicans are very, very well united. >> none of this is normal. >> reporter: the president's comments come just a day after arizona's senator jeff flake blasted president trump on the floor, citing him as the reason he won't seek releekz next year. >> his poll numbers are terrible. he's done terribly for the great people of arizona, a state that likes donald trump very much. >> reporter: in an op-ed published in the "washington post," flake called on other lawmakers to speak up, writing, we can no longer sit silently, wauting for this train wreck to pass be we do something. >> the longer this goes, the more the behavior becomes normalized and that's a problem. >> reporter: those on capitol hill have refused to open fire on president trump. >> i'm still on very good terms with the president. >> almighty god. >> reporter: but wednesday the senate chap lain barry black did hail flake's courage. >> lord, provide us with more patriots who will stand for right. >> reporter: the president says the party stands behind his agenda, particularly on issues like tax reform. >> we want tax cuts for the middle class. we want tax cuts for businesses to produce jobs. >> reporter: gop leaders are aiming to pass a tax bill through the house by thanksgiving break. seth lemon, cbs news, capitol hill. ahead on "cbs this morning" we'll talk with republican senator tim scott from south carolina about tax reform and disagreements within the republican party. president trump says it's a disgrace democrats helped pay for research into a investigation on his dossier. the document was put together by a former british spy alleging the kremlin had compromising on mr. trump. he continues to dismiss the document. >> it was made up, and i understand they paid a tremendous amount of money, and hillary clinton always denied it. >> the law firm that dem crated both the clinton committee paid a political research group for the services. the dossier is being investigated by robert mueller. we now know the pentagon deployed elite commandos to search for one of the american soldiers killed in the attack. investigators are trying to figure out how or why sergeant la david johnson got separated from other troops. the soldiers were at the end of a jointd mission with nigerian forces when they were attacked on october 4th. when it was realized johnson was missed a question was made to joint chiefs chairman joseph dunford for more u.s. personnel. >> at that point knowing we had a missing soldier, we made a decision to make sure that ought of the resources were made available for the recovery. >> it's still unclear, the plan, but they believe an isis offshoot was responsible. new stricter measures applying to all flights into the u.s. take effect today. the new procedures will cover about 2,100 flights a day. they apply to americans and foreigners. travelers can expect detailed inspections of their electronic devices and possible interviews by airline employees. passengers are asked to arrive to the airport three hours before their flight. the u.s. ambassador to the united nations, nikki haley, is in congo after she was evacuated from the u.n. camp in south sudan. they erupted in a violent demonstration yesterday. after haley left, they discussed it. earlier in the day she met to discuss the long civil war. the civil war occurred years ago. more than 2 million people have fled the country. and investigators to las vegas are looking for a hard drive missing from a computer belonging to gunman stephen paddock. the laptop was found in the hotel room from where paddock fired on a crowd of concertgoers, killing 58 people. there's still no motive for the massacre. the costs related to the shooting are estimated at about $4 million, and they are climbing. >> well, a federal judge ruled the trump administration does not have to resume the cautionary insurance payments for the affordable care act. president trump cut off the payments earlier this month. 18 states and the district of columbia had sued over the cautionary reduction payments. november 1st is the start of the signup season for obamacare. and one consulting firm says premiums for the most popular plans will go up on average 34%. the analysts say the market instability is driven in part by the president's decision to end the subsidy payments. well, coming up on the "morning news" now, accusations against a former president . george h.w. bush is issued an apology for alleged groping. and a wild night in the world series has teams making home run history. this is the "cbs morning news." ...and compare medicare health plans. why? >> within the last three years, we pretty much quit gathering. >> reporter: for decades the bureau of land management rounded up excess horses and placed them in private ranches and feed lots until they ran out of space. now the big fear is that the government will legalize the slaughter of these horses. under president trump's proposed budget the wild horse management program would lose $10 million in funding. the funding plan would also remove language from a 1971 act that would open the door for wholesale destruction. >> they're under attack by our own government. >> reporter: wild horse advocate simone netherlands has dedicated her live for protecting these wild mustangs. >> is there any problem? >> absolutely not. what we have is a discrimination problem. >> reporter: across ten states 26.9 million acres of public land are set aside for wild horses. meanwhile there are 155 million acres for livestock. deep in the desert mountains outside milford cattle rancher mark winch says the range is under attack with too many horses devouring the forage. >> we're trucking cattle 150 miles, whereas, in the past we were able to herd them ten miles. >> do you think that's the answer to slaughter the horses?
