for four hours, offering a loan salute to each firetruck as it rumbled past. >> some of them, the first week of the fire did not go off the lines for 70 hours. now that they are starting to roll out, i want to tell them all thank you. thanks for coming. >> reporter: john ramos, kpix 5 more than 5400 firefighters were assigned to sonoma county. hellfire says 1000 of them have now been released -- cal fire says 1000 of them have now been released. one group of santa rosa neighbors took a stand together to save their homes. kpix 5's katie nielsen has their story. >> reporter: this type of damage is common around the subdivision of the fountain grove neighborhood. two weeks ago home of the flames swept through here and jumped fountain grove parkway. they threatened the homes that you can see just beyond the trees. that is when residents decided to take matters into their own hands. >> it was starting to burn into these trees on the left side of the road. >> reporter: this is the site bill herrero in his neighbors woke up to that fateful monday morning. a massive wall of flames, consuming homes on bella vista and heading straight for their neighborhood. >> it was getting crazy. >> reporter: bill says a santa rosa firetruck came through the neighborhood but the firefighters said they could not help. they were only there to tell everyone to get out. that is when bill saw a contractors water trucks driving by and flagged down the driver. >> i said we have some houses over in this area that can still be saved. they came down. >> reporter: bill and the two guys in the water trucks spent six hours dumping water on the hillside and remain. >> we just sprayed everything that could -- that we could. >> reporter: they only stopped for 15 minutes at a time to go to a nearby fire hydrant and refill the water tank.>> it was scary but i thought as long as the flames are behind us and we can keep them behind us, we have a chance. >> reporter: with one water truck and lots of blind determination, the winds shifted, the fire is passed and they were still standing. >> there is so much talk about the heroism of our responders -- paid responders. there is no doubt that they are heroic. when your neighbors take the same kind of danger into their own hands, it is a step beyond that. >> reporter: bill does not consider himself a hero. >> i don't feel like a hero. i just feel thankful that our whole subdivision and our whole neighborhood was able to survive this. >> reporter: everyone we spoke with said they feel lucky to have neighbors like bill because they know that without people like him, their neighborhood could have looked much like this. in fountain grove, katie nielsen, kpix 5 . firefighters in santa cruz county are making progress in battling the verifier. it is now 79% contained. that is up from 50% yesterday. the size of the burn area has not increased. it is still about 400 acres. the fire itself is calming down. firefighters expect to have it fully contained by tuesday. flames broke out last sunday night and destroyed for buildings. evacuation orders are still in effect along several roads. look right outside your window. we have clear that will be a popular spot tomorrow. i will have your full forecast coming up. a suspected car thief is recovering from a gunshot wound after police in livermore say she rammed a stolen vehicle right into their patrol car. it happened just before midnight on airway boulevard. the woman was -- received orders to get out of the vehicle and then drove directly at them. officers opened fire, striking the woman. she was taken to the hospital with nonlife threatening injuries. no one was hurt. fremont police got a report about a gunshot victim at a local hotel. the staff at the extended stay america spotted the wounded man outside the lobby. officers rendered first aid but the victim later died at a hospital. he is identified as a 48-year- old fremont resident who was shot inside a hotel room by somebody he knew. police in the san francisco are still looking for a pair of suspect in a shooting in pacific heights. the driver of this white car was shot and wounded just before 9 pm near ligament -- laguna and clay. the car had an uber sticker in the window but it is unclear if the driver was a driver for the company. the wounded driver was taken to the hospital but is expected to be okay. a it ended. >> reporter: it was quite a spectacle in north san jose earlier this morning. a sizable sideshow propped up on 87 southbound near the airport. the dashcam footage hints at the chaos. the traffic comes to a complete stop across all the lanes in both shoulders. a man jumped out and climbs onto the concrete divider for a stroll while another one tags it, all with the san jose skyline in the background. then it happened. a mazda miata spends a few donuts while onlookers shoot video with their cell phone cameras. look closely as the driver almost hits one of the participants. it ends just as quickly as it begins. police arrived in force and surround the area as the cars speed off. someone throws a glass bottle at a photographer. police did not have to do much to arrest at least one of the suspects. that is because his buddies took off without him and left him out here on foot. it is unclear how many cars were involved with several dozen were captured on video fleeing the area. officers shut down multiple intersections and successfully cornered several drivers about 2 miles away. it was a group effort as the chp and santa clara county sheriff's deputies questioned, detained and cited several racers. san jose police themselves also issued seven citations and impounded for cars. kiet do, kpix 5 an angry crowd attacked one san jose police cruiser as it drove through the area. it was left with dents and a shattered rear window. in san ramon, a big rig driver died when a truck ran off 680 and slammed into a tree. it happened at 7 am tara costa boulevard. no one else was hurt. it is not clear what caused the big rig driver to lose control the traffic in the area was tied up as hazmat crews cleaned up spilled diesel fuel. a woman accused of driving drunk and running down a little girl in oakland is scheduled to visit judge tomorrow. 35-year-old annette kozlowski had a blood-alcohol content higher than .08. when she hit the franklin elementary fourth- grader near the school on friday, the girl suffered multiple broken bones. kozlowski fled the scene but only made a few blocks before she crashed into a parked car. she is now facing multiple charges including hit and run and dui. she was arrested on another dui charge takien august all driving -- back in august. opening statements begin in a san francisco murder case that has drawn national attention. was a garcia is accused of killing 32-year-old kate steinle on san francisco's pier 13 in july in july 2015. he was wanted for deportation by federal agents at the time. according to the mercury news, three immigrants are among the 12 jurors selected in the case. a picture of president donald trump is prompting some heated debate at a southern california elementary school because of each year, students at this elementary school compete in a scarecrow contest. class against class. on facebook, hundreds believe it shows no class to have president donald trump as a scarecrow. sharon wrote she, the teacher, should be fired. heather wrote she is a phenomenal teacher. the father of a student in this particular class spoke very highly of the teacher and said it was the kids who decided to depict the president as a scarecrow. the face is a mask one of the students had. >> reporter: this woman's grandchild went to the school and she does not want her identity known. >> i would like to see that the scarecrow is not used again now or in the future. >> reporter: lee morel with the school district told us they have not have a chance -- had a chance to look into this. they were firefighters were assigned to sonoma county at the peak of the fires. about 1000 of them have now been released as the fires approachable containment. >> a handful arrests in san jose after an organization because her sister and nephew both with mental illness. chariot users in san francisco may need to find another way to get to work tomorrow. california do you see shut down the shared shuttle service last week. it says the chariot failed three chp safety infections. chariots bands have become a common sight around san francisco. they shuttle thousands of commuters daily. in a statement, the company says even though chariot services are in full compliance with all regulations and we disagree with the order, we have complied with the order to suspend service. on friday, the company said they were working on a resolution and they also said that they had a petition out for users to sign. there has been no updates since. a group of bay area cities are going all out to try 50,000 jobs in the process. each city in the bay area coalition is offering up different sites that meets amazon system requirements including overall space, proximity to transit and access to a deep county. he says fema excels in the immediate wake of a disaster when the goal is to get money moving quickly. >> it does for the initial emergency. they will send in the fire trucks from idaho to help us. thankfully, that does happen.>> as time passes, fema checks can come more slowly. communities the front rebuilding expenses often end up waiting years for those dollars, leading critical holes and local budgets. -- leaving critical holes in local budgets. >> i was not aware that the federal government was not good for paying its debt. $4.1 billion owed to local government entities in the state of california now. uncle sam is not good for it. some of these date back 15 or 20 years. >> reporter: the problem is simply the result of how fema spending is managed by congress. it is called immediate needs funding, just another way of saying that long-term revolting projects are put on hold for immediate life-saving response efforts. this happens all across the country. hurricane matthew caused devastating floods across the carolinas last year but just last month, fema temporarily froze the rebuilding payments because of hurricanes harvey and irma. >> i don't really care about the road. i care about the people in texas and florida being taken care of.>> reporter: it does leave the agency lurching from one event to the next and long- term rebuilding payments back up like highway traffic as the nation absorbs one disaster after another.>> we have fema they are. we have first responders there. >> fema is seemingly everywhere. this week, its chief administrator gave this accounting of the last two months. >> the last 50 days have been unprecedented. fema has registered almost 4,000,000 americans in the last 50 days. when you look at -- if you combined katrina, sandy, rita and wilma, we have exceeded that in the last 50 days. >> napa, sonoma, mendocino counties, they fall in line with disasters in florida, texas and puerto rico. >> communities across the country may be left to rebuild, largely on their own. >> when the fire is out, when the feds have gone home in fema is no longer here, the county, the city, the state and the local water district are left to rebuild the infrastructure, to put back in place the foundation so the community can once again put itself together. >> the feds don't pay the bills. >> reporter: wilson walker, kpix 5. >> the best up in your hour of need. it is not the same as calling a plumber. >> they are risking their lives for our lives. they are leaving their families to come here and help our families live. >> reporter: we use the war hero a lot, probably more than we should. ask someone who's house is still standing and they will not give you an argument. that is why veteran vince cabb on stood on the street corner for four hours, offering a loan salute to each firetruck as it rumbled past. >> some of them, the first week of the fire did not go off the lines for 70 hours. now that they are starting to roll out, i want to tell them all thank you. thanks for coming. >> reporter: john ramos, kpix 5 more than 5400 firefighters were assigned to sonoma county. hellfire says 1000 of them have now been released -- cal fire says 1000 of them have now been released. one group of santa rosa neighbors took a stand together to save their homes. kpix 5's katie nielsen has their story. >> reporter: this type of damage is common around the subdivision of the fountain grove neighborhood. two weeks ago home of the flames swept through here and jumped fountain grove parkway. they threatened the homes that you can see just beyond the trees. that is when residents decided to take matters into their own hands. >> it was starting to burn into these trees on the left side of the road. >> reporter: this is the site bill herrero in his neighbors woke up to that fateful monday morning. a massive wall of flames, consuming homes on bella vista and heading straight for their neighborhood. >> it was getting crazy. >> reporter: bill says a santa rosa firetruck came through the neighborhood but the firefighters said they could not help. they were only there to tell everyone to get out. that is when bill saw a contractors water trucks driving by and flagged down the driver. >> i said we have some houses over in this area that can still be saved. they came down. >> reporter: bill and the two guys in the water trucks spent six hours dumping water on the hillside and remain. >> we just sprayed everything that could -- that we could. >> reporter: they only stopped for 15 minutes at a time to go to a nearby fire hydrant and refill the water tank.>> it was scary but i thought as long as the flames are behind us and we can keep them behind us, we have a chance. >> reporter: with one water truck and lots of blind determination, the winds shifted, the fire is passed and they were still standing. >> there is so much talk about the heroism of our responders -- paid responders. there is no doubt that they are heroic. when your neighbors take the same kind of danger into their own hands, it is a step beyond that. >> reporter: bill does not consider himself a hero. >> i don't feel like a hero. i just feel thankful that our whole subdivision and our whole neighborhood was able to survive this. >> reporter: everyone we spoke with said they feel lucky to have neighbors like bill because they know that without people like him, their neighborhood could have looked much like this. in fountain grove, katie nielsen, kpix 5 . firefighters in santa cruz county are making progress in battling the verifier. it is now 79% contained. that is up from 50% yesterday. the size of the burn area has not increased. it is still about 400 acres. the fire itself is calming down. firefighters expect to have it fully contained by tuesday. flames broke out last sunday night and destroyed for buildings. evacuation orders are still in effect along several roads. look right outside your window. we have clear disabilities and a warming trend. the pressure is up over the next few days so our temperature and the fire danger will reach 90 degrees in the warmer spots. we have beaches peaking at 80 degrees. that will be a popular spot tomorrow. i will have your full forecast coming up. a suspected car thief is recovering from a gunshot wound after police in livermore say she rammed a stolen vehicle right into their patrol car. it happened just before midnight on airway boulevard. the woman was -- received orders to get out of the vehicle and then drove directly at them. officers opened fire, striking the woman. she was taken to the hospital with nonlife threatening injuries. no one was hurt. fremont police got a report about a gunshot victim at a local hotel. the staff at the extended stay america spotted the wounded man outside the lobby. officers rendered first aid but the victim later died at a hospital. he is identified as a 48-year- old fremont resident who was shot inside a hotel room by somebody he knew. police in the san francisco are still looking for a pair of suspect in a shooting in pacific heights. the driver of this white car was shot and wounded just before 9 pm near ligament -- laguna and clay. the car had an uber sticker in the window but it is unclear if the driver was a driver for the company. the wounded driver was taken to the hospital but is expected to be okay. a wild scene on the streets of san jose. an angry crowd goes on the attack after police slam the brakes on a sideshow. our path is to enable people to talk about it.>> after glenn close -- actress glenn it ended. >> reporter: it was quite a spectacle in north san jose earlier this morning. a sizable sideshow propped up on 87 southbound near the airport. the dashcam footage hints at the chaos. the traffic comes to a complete stop across all the lanes in both shoulders. a man jumped out and climbs onto the concrete divider for a stroll while another one tags it, all with the san jose skyline in the background. then it happened. a mazda miata spends a few donuts while onlookers shoot video with their cell phone cameras. look closely as the driver almost hits one of the participants. it ends just as quickly as it begins. police arrived in force and surround the area as the cars speed off. someone throws a glass bottle at a photographer. police did not have to do much to arrest at least one of the suspects. that is because his buddies took off without him and left him out here on foot. it is unclear how many cars were involved with several dozen were captured on video fleeing the area. officers shut down multiple intersections and successfully cornered several drivers about 2 miles away. it was a group effort as the chp and santa clara county sheriff's deputies questioned, detained and cited several racers. san jose police themselves also issued seven citations and impounded for cars. kiet do, kpix 5 an angry crowd attacked one san jose police cruiser as it drove through the area. it was left with dents and a shattered rear window. in san ramon, a big rig driver died when a truck ran off 680 and slammed into a tree. it happened at 7 am tara costa boulevard. no one else was hurt. it is not clear what caused the big rig driver to lose control the traffic in the area was tied up as hazmat crews cleaned up spilled diesel fuel. a woman accused of driving drunk and running down a little girl in oakland is scheduled to visit judge tomorrow. 35-year-old annette kozlowski had a blood-alcohol content higher than .08. when she hit the franklin elementary fourth- grader near the school on friday, the girl suffered multiple broken bones. kozlowski fled the scene but only made a few blocks before she crashed into a parked car. she is now facing multiple charges including hit and run and dui. she was arrested on another dui charge takien august all driving -- back in august. opening statements begin in a san francisco murder case that has drawn national attention. was a garcia is accused of killing 32-year-old kate steinle on san francisco's pier 13 in july in july 2015. he was wanted for deportation by federal agents at the time. according to the mercury news, three immigrants are among the 12 jurors selected in the case. a picture of president donald trump is prompting some heated debate at a southern california elementary school because of where the students put it. >> reporter: this scarecrow is scaring up a lot of controversy in this part of santa clarita. not happy about it. we need to have respect for our president. >> reporter: each year, students at this elementary school compete in a scarecrow contest. class against class. on facebook, hundreds believe it shows no class to have president donald trump as a scarecrow. sharon wrote she, the teacher, should be fired. heather wrote she is a phenomenal teacher. the father of a student in this particular class spoke very highly of the teacher and said it was the kids who decided to depict the president as a scarecrow. the face is a mask one of the students had. >> reporter: this woman's grandchild went to the school and she does not want her identity known. >> i would like to see that the scarecrow is not used again now or in the future. >> reporter: lee morel with the school district told us they have not have a chance -- had a chance to look into this. they were not even aware of it until today. he gave us this. firefighters were assigned to sonoma county at the peak of the fires. about 1000 of them have now been released as the fires approachable containment. >> a handful arrests in san jose after an organization because her sister and nephew both with mental illness. chariot users in san francisco may need to find another way to get to work tomorrow. california do you see shut down the shared shuttle service last week. it says the chariot failed three chp safety infections. chariots bands have become a common sight around san francisco. they shuttle thousands of commuters daily. in a statement, the company says even though chariot services are in full compliance with all regulations and we disagree with the order, we have complied with the order to suspend service. on friday, the company said they were working on a resolution and they also said that they had a petition out for users to sign. there has been no updates since. a group of bay area cities are going all out to try be 12 degrees above average. an unusually warm october day for us on monday and even warmer on tuesday. just baby steps at a time, not a big temperature spike. temperatures will be around 90 degrees in the spots. pittsburgh will hit 85 degrees. in brentwood, it will be 85 degrees. up in the north bay, it will be a good beach day. 83 at mill valley. in san francisco, 77 degrees. santa rosa does get warm again. in petaluma, 87. finally, it will be warm in ukiah. 92 at cloverdale. 92 at windsor. we will be looking for numbers to skirt almost 90 tomorrow. on tuesday we achieve it. the numbers but we have learned it could be a long time before it gets here. >> the last 50 days have been unprecedented. i think we are working disasters across 20 states. >> from the fires to the hurricanes, fema is drowning in disaster. kpix 5's wilson walker found out many communities in california and across the west a disaster funds they were promised years ago. >> we just got done putting in brand-new windows. >> reporter: lake county's devastating valley fire in 2015 , the south napa earthquake in 2014, floods in tennessee in 2010, all disasters that have one thing in common, the communities affected are still waiting on rebuilding funds promised by the federal government.>> a disaster area, the federal government. >> reporter: congressman john garamendi represents lake county. he says fema excels in the immediate wake of a disaster when the goal is to get money moving quickly. >> it does for the initial emergency. they will send in the fire trucks from idaho to help us. thankfully, that does happen.>> as time passes, fema checks can come more slowly. communities the front rebuilding expenses often end up waiting years for those dollars, leading critical holes and local budgets. -- leaving critical holes in local budgets. >> i was not aware that the federal government was not good for paying its debt. $4.1 billion owed to local government entities in the state of california now. uncle sam is not good for it. some of these date back 15 or 20 years. >> reporter: the problem is simply the result of how fema spending is managed by congress. it is called immediate needs funding, just another way of saying that long-term revolting projects are put on hold for immediate life-saving response efforts. this happens all across the country. hurricane matthew caused devastating floods across the carolinas last year but just last month, fema temporarily froze the rebuilding payments because of hurricanes harvey and irma. >> i don't really care about the road. i care about the people in texas and florida being taken care of.>> reporter: it does leave the agency lurching from one event to the next and long- term rebuilding payments back up like highway traffic as the nation absorbs one disaster after another.>> we have fema they are. we have first responders there. >> fema is seemingly everywhere. this week, its chief administrator gave this accounting of the last two months. >> the last 50 days have been unprecedented. fema has registered almost 4,000,000 americans in the last 50 days. when you look at -- if you combined katrina, sandy, rita and wilma, we have exceeded that in the last 50 days. >> napa, sonoma, mendocino counties, they fall in line with disasters in florida, texas and puerto rico. >> communities across the country may be left to rebuild, largely on their own. >> when the fire is out, when the feds have gone home in fema is no longer here, the county, the city, the state and the local water district are left to rebuild the infrastructure, to put back in place the foundation so the community can once again put itself together. >> the feds don't pay the bills. >> reporter: wilson walker, kpix 5. >> the best
