legins. now to a developing story. police are trying to pinpoint a suspect and motive in a double homicide. a dog walker found two people inside the car suffering from gunshot wounds. the victims, one female and male appear to be adults and a gun was discovered. there was a car seat in the car but there is no signs of a child. we are notifying all of the different departments that can assist us in locating this potential child. police are working on getting witnesses and obtaining maker surveillance video. anybody with information on the killings can contact sfpd anonymous tip line. new video showing vallejo emergency crews dispatched to an sudden involving their own employees. this is the aftermath after an ambulance and fire unit collided into each other on florida and sonoma streets. you can see the impact it had on the ambulance. both vehicles were onroute to emergency calls. the employees involved have been treated and released from the hospital. people in san jose neighborhood not know or imagine that the rock springs neighborhood was the epicentre of some of the most serious flooding in the city in decades and while residents say the recovery is a patch work of progress in still not totally recovered from the flood disaster yet. >> the hundreds of volunteers descended on coyote creek to remove the debris clogging the waterway. >> if you get the debris out of the creek, it means that there will be less likelihood of flooding in future. there is a lot of logs right now that are falling across the creek. the water district that organized the clean-up acknowledges that a much more extensive removal of trees and vegetation is necessary to truly reduce the risk of future flooding. >> there is no way we can say that we can absolutely guarantee that this area will never flood again. it has been flooding for decades. what we can do is minimize the impacts. >> the water district has approval to build a small levy to protect the rock springs neighborhood from flooding. that extra protection can't come soon enough for this family that lost both cars and spent 3 months in a shelter with her daughter. >> she keep asking me when are we going home? i mean it is a tough sequoia national park was just found. the park's helicopter founded him near the franklin lake's trail head. at yosemite national park geologists say there is no increased danger after two huge rock falls this week. a climber took this video and shows the aftermath of the second rock fall that left one person hurt. the climber was just above the area that started sliding. geologists say that the rock fall was ten times bigger than the chunk of granite that fell on wednesday. now that slide killed a 32 year- old man from the uk. according to the guardian, andrew foster was celebrating his one year anniversary with his wife. she was injured and air lifted to a hospital. we haven't closed the area. we have put up signs that say elevated rock fall activity. clearly everybody knows what has happened. meanwhile another yosemite climber is recovering after falling at least 30 feet yesterday. she was climbing the rock formation known as the higher cathedral fire. now at six, a ceremony to san francisco. workers were removing one of those giant cranes when the jib unexpectedly fell. it was dangling over a bit but the construction company says that crane was secured the entire time. cal osha says the crane was not in danger of falling. no damage was done to the building. nobody was hurt. cal osha says they are working with the crane's operator to make sure that it gets taken down safely. >> a knew community is emerging at san francisco's closed down naval shipyard and developers are celebrating with a street fare. the street fare ran from 11:00 a.m. to three and featured all kinds of activities from games to art installations, the shipyard shut down back in 1970s but developers for the new water front housing wanted to stay part of san francisco's history. this is the san francisco shipyard and it always has been. we are creating a new part of the city, basically a city within a city to embrace what has been here before, the past and the present and the future. >> five maria hit puerto rico. many are short of gas, cash and clean drinking water. today president trump accused the mayor of puerto rico of poor leadership. >> we are dying here. >> reporter: in a desperate call for aid friday, the mayor of san juan says bureaucracy and inefficiency were costing lives in puerto rico. >> the president of the united states to make sure that somebody is in charge that is for saving lives. >> president trump responded saturday by tweeting images of supplies being delivered by the air force and coast guard and fema and criticizing mayor cruz writing such poor leadership ability by the mayor of san juan and others in puerto rico were not able to get their workers to help. the president accused the mayor of attacking his administration at the request of democrats. >> i was asking for help and not saying anything nasty about the president. >> we don't need money, we need help. >> help has been stalled by blocked roads. for every need now, there is a line. the line for water, the line for fuel. the line for a working atm and puerto rico's governor emphasized progress and cooperation on saturday. >> we still need to do more. we still need to do more for the people in puerto rico and we are working tirelessly and we need resources. president trump says the governor is a partner in the recovery effort despite the fake news in conjunction with the dems, amazing job is being done in puerto rico. president trump will travel to the island on tuesday. a lot more rain this week may stop the efforts to deliver the supplies. a memorial to victims have spread in puerto rico. there is giant wreaths in a building that was destroyed to ash and there have been lunchpails and candles and flowers. a collapsed school killed 19 children and 300 adults. approaches the cash register and takes it out and demands cash. police believe that same man carried out robberies at four or five other locations in sonoma county. anyone with information is asked to contact petaluma police. >> there is a bunch of burglaries. crooks are hitting homes on the market. the neighbor says that this particular home has been broken into at least 3 times. the biggest problem this is it is hard to tell between who is stealing and who could just be a potential buyer. it was a woman and three men walking around the property. >> it felt very strange the way they were walking around. and i'm just thinking they were checking the neighborhood out. the thieves have been targeting these homes taking everything from furniture to $12,000 worth of construction equipment. officials say that stealing unoccupied homes on the market is becoming more common. well the city of san francisco is cracking down on parking permits all in an effort to provide more spaces. but this may not fix the problem. >> there is limitations on parking in san francisco. just ask any driver. >> it is hard to park. >> so how is parking in the city? >> terrible. >> one more limitation may be add owed tuesday. the board of directors will consider lowering the amount of parking permits doled out for household. currently up to 4 people can obtain a parking permit. they want to lower the number to two. >> there is a basic math problem. there's more cars than spaces. >> 95,000 parking permits are issued annually in san francisco despite the fact that there are 78,000 permitted parking spaces in the city. the pilot program would be rolled out in two neighborhoods. the dog patch and purple heights. it will be implemented citywide. they will charge visitors and exempting permit holders. >> it is free to park and so people have no consequences for leaving their cars for long period. >> no all residents think this will help because there is five percent of fsa residents have the state of utah over the issue of horses on ranch land. with repeated helicopters and stallions and foals are coralled into a trap to be sorted. from here taken to a holding facility and hopefully adopted. >> this agency says there should be shy of 200 horses on this stretch of land but there are closer to 700. they say they are at risk of starvation. matthew wood owns the ranch where this happens. >> i enjoy seeing a horse or two now and then. it falls in the same category as seeing a big elk or a nice big mule or a bear or something like that. but when there is so many of them, they are destroying their own habitat and a habitat for everything else and they are not pretty anymore. >> the roundup can be hard to watch as the terrified horses are driven out of the mountains by the sounds of the helicopter forced up hillsides and down gallies and coralled by a judas horse that leads the way. >> i will be frank, some may put their head down and go through the panel, i hope it doesn't happen. >> it may get tough to stomach. the president's proposed budget to allow for euthanasia. it comes down to money. there's 24 million more on gas, oil and coal management and ten million less to manage the wild horse program. that means less money for gathers and for holding facilities like this one that house the horses until they can be adopted. >> our facilities are full and when you don't have movement, there is no place to remove the horses. and there is no place to put them. >> compounding the problem. adoption numbers are way down. >> years ago they were adopting 6 to 8000 horse as year. >> and now closer to 2 or 3000. out on the roundup, the proposed budget change has changes. >> congress has to approve it. >> yes. >> but it is in your budget, the request for authorization to sell horses without restriction. >> we will treat the animals like any others. they will go to our facility and to adoptions. they are going to go and hopefully find good homes. that is what we are after. we have no other orders right now. >> the horses that came off of the range today, they lost their family and freedom but they might be slaughtered in the future. there's no telling the fate of these horses that you see rounded up today. this woman is with the wild horse campaign one of dozens of groups fighting to stop this. she says the wild horses on federal land, showing vallejo emergency crews dispatched to an sudden involving their own employees. this is the aftermath after an ambulance and fire unit collided into each other on florida and sonoma streets. still not totally recovered from the flood disaster yet. >> the hundreds of volunteers descended on coyote creek to remove the debris clogging the waterway. >> if you get the debris out of the creek, it means that there will be less likelihood of flooding in future. there is a lot of logs right now that are falling across the creek. the water district that organized the clean-up acknowledges that a much more extensive removal of trees and vegetation is necessary to truly reduce the risk of future flooding. >> there is no way we can say that we can absolutely guarantee that this area will never flood again. it has been flooding for decades. what we can do is minimize the impacts. >> the water district has approval to build a small levy to protect the rock springs neighborhood from flooding. that extra protection can't come soon enough for this family that lost both cars and spent 3 months in a shelter with her daughter. >> she keep asking me when are we going home? i mean it is a tough sequoia national park was just found. the park's helicopter founded him near the franklin lake's trail head. at yosemite national park geologists say there is no increased danger after two huge rock falls this week. a climber took this video and shows the aftermath of the second rock fall that left one person hurt. the climber was just above the area that started sliding. geologists say that the rock fall was ten times bigger than the chunk of granite that fell on wednesday. now that slide killed a 32 year- old man from the uk. according to the guardian, andrew foster was celebrating his one osha says the crane was not in danger of falling. no damage was done to the building. nobody was hurt. cal osha says they are working with the crane's operator to make sure that it gets taken down safely. >> a knew community is emerging at san francisco's closed down naval shipyard and developers are celebrating with a street fare. the street fare ran from 11:00 a.m. to three and featured all kinds of activities from games to art installations, the shipyard shut down back in 1970s but developers for the new water front housing wanted to stay part of san francisco's history. this is the san francisco shipyard and it always has been. we are creating a new part of the city, basically a city within a city to embrace what has been here before, the past and the present and the future. >> five warnings that will be posted through sunday. futurecast shows not too terrible much, how things should look tomorrow from dawn to dust and clear. and so tomorrow looks like sunday will live up to its name. so to sum it up. it is dry and it will be that way right through next week. it is also breezy with winds gusting to 30 miles per hour and so the fire danger will be high this week. it will be maria hit puerto rico. many are short of gas, cash and clean drinking water. today president trump accused the mayor of puerto rico of poor leadership. >> we are dying here. >> reporter: in a desperate call for aid friday, the mayor of san juan says bureaucracy and inefficiency were costing lives in puerto rico. >> the president of the united states to make sure that somebody is in charge that is for saving lives. >> president trump responded saturday by tweeting images of supplies being delivered by the air force and coast guard and fema and criticizing mayor cruz writing such poor leadership ability by the mayor of san juan and others in puerto rico were not able to get their workers to help. the president accused the mayor of attacking his administration at the request of democrats. >> i was asking for help and not saying anything nasty about the president. >> we don't need money, we need help. >> help has been stalled by blocked roads. for every need now, there is a line. the line for water, the line for fuel. the line for a working atm and puerto rico's governor emphasized progress and cooperation on saturday. >> we still need to do more. we still need to do more for the people in puerto rico and we are working tirelessly and we need resources. president trump says the governor is a partner in the recovery effort despite the fake news in conjunction with the dems, amazing job is being done in puerto rico. president trump will travel to the island on tuesday. a lot more rain this week may stop the efforts to deliver the supplies. a memorial to victims have spread in puerto rico. there is giant wreaths in a building that was destroyed to ash and there have been lunchpails and candles and flowers. a collapsed school killed 19 children and 300 adults. the quake hit a week-and-a-half ago. the search for survivors is still under way. o j simpson is counting down the hours until he is a free man. he was granted parole in july after a 9 year prison approaches the cash register and takes it out and demands cash. police believe that same man carried out robberies at four or five other locations in sonoma county. anyone with information is asked to contact petaluma police. >> there is a bunch of burglaries. crooks are hitting homes on the market. the neighbor says that this particular home has been broken into at least 3 times. the biggest problem this is it is hard to tell between who is stealing and who could just be a potential buyer. it was a woman and three men walking around the property. >> it felt very strange the way they were walking around. and i'm just thinking they were checking the neighborhood out. the thieves have been targeting these homes taking everything from furniture to $12,000 worth of construction equipment. officials say that stealing unoccupied homes on the market is becoming more common. well the city of san francisco is cracking down on parking permits all in an effort to provide more spaces. but this may not fix the problem. >> there is limitations on parking in san francisco. just ask any driver. >> it is hard to park. >> so how is parking in the city? >> terrible. >> one more limitation may be add owed tuesday. the board of directors will consider lowering the amount of parking permits doled out for household. currently up to 4 people can obtain a parking permit. they want to lower the number to two. >> there is a basic math problem. there's more cars than spaces. >> 95,000 parking permits are issued annually in san francisco despite the fact that there are 78,000 permitted parking spaces in the city. the pilot program would be rolled out in two neighborhoods. the dog patch and purple heights. it will be implemented citywide. they will charge visitors and exempting permit holders. >> it is free to park and so people have no consequences for leaving their cars for long period. >> no all residents think this will help because there is five percent of fsa residents have more than three permits. >> not ever household is two or three people. >> it is a small step in its effort to make city parking less of an uphill battle. in san francisco, kpix. coming up, the old bay on public land. we traveled to the front line of this debate. >> dawn has not broken on the desert here and we are headed 50 miles northwest of cedar city to an unending landscape of brush and jackrabbits for this. a federally mandated roundup of an icon of the american west, wild horses. using a helicopter that looks like it was stolen from the set of mash, the goal of this is to get 50 wild horses off of broken ridge. >> when they come to a site they are fresh and have energy and when you are gathering wild horses they are wild animals. >> it is all thresult of a lawsuit settled by the state of utah over the issue of horses on ranch land. with repeated helicopters and stallions and foals are coralled into a trap to be sorted. from here taken to a holding facility and hopefully adopted. >> this agency says there should be shy of 200 horses on this stretch of land but there are closer to 700. they say they are at risk of starvation. matthew wood owns the ranch where this happens. >> i enjoy seeing a horse or two now and then. it falls in the same category as seeing a big elk or a nice big mule or a bear or something like that. but when there is so many of them, they are destroying their own habitat and a habitat for everything else and they are not pretty anymore. >> the roundup can be hard to watch as the terrified horses are driven out of the mountains by the sounds of the helicopter forced up hillsides and down gallies and coralled by a judas horse that leads the way. >> i will be frank, some may put their head down and go through the panel, i hope it doesn't happen. >> it may get tough to stomach. the president's proposed budget to allow for euthanasia. it comes down to money. there's 24 million more on gas, oil and coal management and ten million less to manage the wild horse program. that means less money for gathers and for holding facilities like this one that house the horses until they can be adopted. >> our facilities are full and when you don't have movement, there is no place to remove the horses. and there is no place to put them. >> compounding the problem. adoption numbers are way down. >> years ago they were adopting 6 to 8000 horse as year. >> and now closer to 2 or 3000. out on the roundup, the proposed budget change has changes. >> congress has to approve it. >> yes. >> but it is in your budget, the request for authorization to sell horses without restriction. >> we will treat the animals like any others. they will go to our facility and to adoptions. they are going to go and hopefully find good homes. that is what we are after. we have no other orders right now. >> the horses that came off of the range today, they lost their family and freedom but they might be slaughtered in the future. there's no telling the fate of these horses that you see rounded up today. this woman is with the wild horse campaign one of dozens of groups fighting to stop this. she says the wild horses on federal land, 27,000 on 22 million acres is absurdly low and reports of starving horses are fake news. spread to convince the public that euthanasia is necessary. >> what has been proposed in the budget, in this year's budget of this administration is preposterous to the american public. we don't believe that the american public will stand for it. >> blm employees on the front lines are hoping for the best to happen in washington but bracing for the worse. >> do you worry about the sources ending up in slaughterhouses? >> i worry about that every year. that's the last thing we would like to see happen. >> who live here tell me that they feel like they have been left in the dark and don't know what their housing options are. >> mike jones is living on treasure alexander for a year and the rent is affordable and he has his own private space and being close to other parts of san francisco. >> everybody knows each other and they get along. that's why i like living out here and it is peaceful from the big city. >> and with views like this it is no wonder the treasure island authority has grandiose plans that includes parks and high races race -- rises and retail and office space. >> i feel that is not right for somebody to come out and kick them out of their homes. >> the board of supervisors approved a $1.5 million contract with a private company to oversee evictions and the relocation of the people that live in 675 household on the island. according to the contract, those that moved in to market rate homes before the development plan was approved in 2011 and are entitled to cash payments or a choice of a transition housing unit to be rented in a new building. >> have you gotten anything from the city about relocating? >> no. >> we'll continue to follow that. that was jackie
