Out there in a car trying to stay safe. Trees are almost horizontal from the very strong winds and water whipping around the city of miami this morning. This is what it looked like last night before irma mainland fall. That winds was Strong Enough to up root some trees. This one was tossed in the air before falling on a car and smashing it. The eye is passing over the florida keys. After losing steam, irma has again ramped up its power and reached cat 4 strength. That means packing winds up to 130 miles an hour. Right now, 1 million homes and businesses across florida have lost power. We have Team Coverage on Hurricane Irma this morning. Lets begin with meg oliver, live in miami. Meg. Reporter the gusts of wind are so powerful right now. We just left the ground floor of this hotel and moved to the balcony because it was getting too dangerous with flying debris. There is a tree behind me thats fallen down. There is the threat of tornadoes and of course storm surge. Also, i want to point out that as these gusts of wind continue to pour in here, the conditions in miami have continued to deteriorate all day long. We have been live since about 5 00 am eastern standard time. I cant stress enough how much worse theyre getting. Hurricane irma made landfall this morning lashing the florida keys with torrential rain and powerful winds. Overnight, outer bands of the storm pummeled southern florida triggering tornado warnings and some flooding. Already, more than 1 million homes and businesses in the area have lost power including a high school in the keys used as a shelter. I have seen a lot of people that were borderline crying, wishing they had left. I asked why didnt you leave . They said i didnt think it would be that bad. Reporter irma is expected to rip through the keys as a category 4 storm today. Do not think the storm is over when the wind slows down. The storm surge will rush in and it can kill you. Reporter even though irma shifted west, in miami, forecasters say the threat of storm surge still exists up to six feet. Amid uncertainty, florida residents flocked to evacuation centers. We should have come to the shelters a day or two ago. Reporter this family and their pet are hunkered down in this st. Petersburg school. I hope it goes by pretty fast so we can get home fast. Reporter irmas new projected path is putting st. Petersburg on track for a direct hit. Meg oliver, cbs news, miami. That has not happened in nearly a history, that st. Petersburg has been the bulls eye for a major hurricane like this. Again as Hurricane Irma slams the the florida keys, it is going to continue pummeling them for hours. Its a slow moving storm. As you can see behind me, the palm trees are practically winding over. We are seeing fallen trees and other flying debris throughout the area. Conditions are only expected to get worse. Thanks. You say you have been out there for hours. Whats the biggest concern right now for your area . Reporter i think the biggest concern is the flying debris. Even though the trajectory of the hurricane is now moving toward the west and up the northern side of the peninsula, this is such a huge storm that when it comes on shore it is going to cover the entire peninsula. Youve got flying debris and these high winds. It was really blowing me around when we were on the ground floor. When you step outside, its dangerous. This is another major concern, tornado warnings throughout florida this morning because of the way the hurricane is just spiraling throughout. It looks like right now its that northwest corner of the hurricane. Lets go to the maps and show you whats going on and why we saw so much rain for the reporter in miami. Its that first northwest corridor of the storm thats going to get the brunt of it. You can see that here with all the rain bands. This is severe rain bringing down several inches throughout florida, extending into georgia. You see that eye way far down there on the southeast corner. It is certainly causing a lot of damage already. Here is a look at the rain futurecast. Look how far this will extend through tuesday, significant amounts of rain with this storm, as much as 25 inches for florida keys. The southern peninsula, 20 inches in some areas. Southeast georgia is also spend to get 8 to 12 inches of rain, up to 16 for some neighborhoods. In South Carolina you see it extending to the carolinas, even tennessee. The next days it will really show its damage and its force. I want to track this for you and show you where it is headed. Here are the warnings across the west and east coast of florida. Winds sustained at 130 Miles Per Hour, gusts as high as 160. As the reporter mentioned, it moves slow. We have been seeing this going 15 to 20 Miles Per Hour in the ocean about you now it is just moving 8 Miles Per Hour. It is staying category 4 as it goes along the coast of florida and then it will head into georgia and further into the United States. Well continue to track this for you throughout the morning. She says the latest storm was much worse than a previous hurricane that hit hard in 1995. President trump spoke about Hurricane Irma from camp david where he is with his cabinet members. Hurricane irma which looks like it is going to be a really bad one, but we are as prepared as you can be. We have never seen anything like this. Together we will restore, recover, and rebuild. The president says his cabinet is in close contact with state and local officials across florida who are monitoring storm conditions and evacuations. It would prevent local Law Enforcement from using resources for Immigration Enforcement purposes. Supporters say this sanctuary state bill is critical to pass especially after Trump Administration announced it would end protections for so called dreamers. That will leave me vulnerable to deportation. What sb54 will do is apply protections at least in california so i and the Sheriffs Department do not collaborate to target communities like the one i live in. 15 states and the district of columbia have sued government to block the plan to end daca. University of california also filed a law suit friday. The state of california has not filed a law suit yet but the state attorney general says he is planning to sue. Joining us to talk more about sanctuary state bill and other bills up in sacramento that may pass or may just fall by the way side in the final days of the Assembly Session is our state assembly man from San Francisco. On the sanctuary bill, that is a test of politics verses practicality. The politics were emotional. Senate president wanted to declare the state a sanctuary state in response to the Trump Administration. Basically the question is who gets sanctuary . Thats what the assembly is having to grapple with. I understand that it is not necessarily a done deal. Theyre talking to the governor. I think the governor has strong feelings about it. We are trying to protect people from being able to drop their kids off from school. We heard about that incident. A gentleman got pulled over while dropping his kids off. People trying to exercise their civil rights. Theyre saying no, you cant go into court houses. Were trying to make sure that it isnt that there is cooperation but local Law Enforcement dont become ice agents. This bill takes it a step further. They dont want any cooperation. There are several lawmakers saying no, we want to work with ice, say with gang task forces, with drugs, with human trafficking. We dont want to be preventing that as part of a cover to protect this other. There is question about what constitutes crimes that would allow people to stay. Felony assault with a gun, felony assault with force to provide bodily injury, you could get a pass to stay in the state. We want local Law Enforcement to cooperate with federal, no question. The question is do we want people to be pulled over at a stop sign because they happen to not have documents and they get detained. But the problem is this bill takes it further. Who is going to be the arbitrator . Will it be the governor . I think the governor and legislature right now, the assembly, it is back in the rules committee right now still being worked out. Second, housing. We have been watching weekly as whether or not sacramento will be able to pass the bills that are supposed to aide in the housing. The big thing is about adding a fee on real estate transactions. Whats the dynamic . Housing affects coastal california. Once you get to inland california you can afford a home. You can buy a home for 100, 200, 300,000. We have a lot of inland, in in particular democrats, what happened with the gas tax. Not crazy about raising another tax. They are not crazy about raising another tax. On top of it we have republicans based on what happened in captain trade probably not interested in going up. Thats a wobbler as well. Everything else seems like it is just about there. One other question, you had a bill that would continue the Rebate Program for electric cars. We are trying to get more. How does that fit with the states environmental . We are hopeful about next year. We are going to approve cap and trade budget, more money for electric vehicles in that budget. Thats another bandaid for this year. This was about a 12 year program, not a one year program. The problem is selling cars, letting consumers know about rebates. You need to have some certainty. What you wanted to do was have a 12 year program. You want certainly but it sounds like a majority were uncertain about whether they wanted it. These cranes, there are several of them throughout the miami area. They are designed to spin during hurricane like this one. Theyre only able to withstand winds up to 145 Miles Per Hour. So that was one huge test that apparently one crane failed miserably and went down. I can tell you that the conditions in miami have only been getting worse. We have been live since 5 00 am. We had to come off the ground floor from down there and make our way up to a balcony where it is safer. There are trees down in the high winds. There are white caps in the retaining pond behind me. I dont know if you can see it. Its so miserable out here, a very dire situation, expected to get worse. Thanks. Be safe. Lets go to the latest on irmas path. It definitely is expected to get worse because it is moving slowly across florida. You can see the extent of the storm. You can see it extending all the way towards georgia, northern portions of florida and of course miami right now as we saw in megs live shot, getting severe rain and strong, strong winds. That intensity really is strong in this northwest corner of the storm. Thats always when they get the strongest when it comes to the hurricanes. Theyre going to see the most rain and the strongest winds. Here is futurecast for the next 24 hours into monday. When we see you back here tomorrow morning, georgia will feel the effects. It looks Like Northern portions of florida are certainly also not escaping this. A lot of people went that direction but theyre also going to feel the storm. Here is another look at the tracking. All the warnings have extended across the west and east coast, spaghetti plot going along that coast moving very slowly at 8 Miles Per Hour. Thats as slow as its moved. Its staying a category 4 at least through today, sustained winds of 130 Miles Per Hour. You can see the wind speeds and how far they extend. It is not just the coast that will feel the strong winds. Theyre feeling it as far as jacksonville and even atlanta. Tropical storm watches are in effect for atlanta, georgia. It is a wide reaching storm. Well continue to track this later on. Businesses across florida are shutting down including call centers that are supposed to aide with evacuations. Floridians looking for a way out are getting help right here in california. A many pas 211 call tampas 211 calls are being rerouted. Trained volunteers helped on saturday. After an hour of training volunteers jumped into action. This does come with unique responsibility. We know that the folks really dont know theyre calling california. They expect that when we answer the phone, we know their area. We understand what theyre calling for and how we can be of assistance. That level of responsibility is not one that we take lightly. Right now, the immediate need is telling people whether or not theyre in an evacuation zone and where they can find shelter. Humans arent the only ones needing shelter from irmas wrath. Zookeepers in miami are scrambling to keep the animals safe. The smaller animals like this critically endangered vulture have been evacuated. But larger animals are staying put. Zookeepers say theyre worried. These animals go through tremendous stress. When you move them away from a familiar area, that stress can be very dangerous to them. To weather the storm the pink flamingos have been relocated to the bunkers. Katia swirled to cat 2 wind before slamming into mountainous regions. Two people died in a mud slide triggered by the rain. More than 4000 people were already evacuated in the area. First responders here and at home are getting people prepared in case a major earthquake strikes the bay area. Families came to alameda counts Disaster Preparedness fair yesterday for tips on how to be ready for a quake. They got to experience what it is like being in an 8. 0 earthquake. We are probably next in line for the next big earthquake. We need people to take this seriously. We need people to prepare. We need people to be able to sustain themselves. The message wasnt limited to earthquakes. Organizers wanted to help people prepare for every day emergencies like a house or apartment fire. They demonstrated how difficult it can be to find your way out of a burning building. Its like going into one of the better bars in San Francisco and finding a new friend, at least for one evening. So you think this is a one nightstand between trump and the democrats. The world is a one nightstand between trump and the democrats. In some places, its a quickie. This guy operates differently than anybody else. All of us who deal with him do not understand that. His sincerity is demonstrated by how long you are directly in front of him. I would ask you about the democrats side. The republican conservative pundits are talking about how this betrayed the conservative principles getting a debt ceiling done this way. What about democrats . They havent been in favor of working with trump. Exactly. We have seen resist being the mantra among democrats. Now weve got a decidedly more amiable conversation. We saw pictures of hugging and giggling in the oval office. I want to Say Something about going forward. What the president has done, what this situation has done, one of the things is give paul ryan a big hammer. He can go to the Freedom Caucus folks and say get in line so republicans can pass something or we see what will happen. We will have to go to the democrats to settle for what you can get. One more thing, at all times, trump has been of the opinion that in each step whether it is obamacare or whether it is any of the other things he has tried to do, even with the republican majority he has been unsuccessful. He is a deal maker. He goes wherever you can produce on what he desires. Believe me, he is not in love at all with nancy and his buddy chuck. He will deal with paul and mitch. Maybe not mitch but certainly paul if he gets the opportunity. You are right. If paul plays it right, he can suddenly become the favorite child for trump for the moment. Its interesting among trump supporters, they say he is a deal maker. He made a deal. This is why we elected him. They didnt seem that off put at all. I was watching over the weekend. Every day of the Trump Administration, californias Congressional Democrats have sent press releases slamming, criticizing, doing this, this one met with virtual silence when they sat down together. Normally, yes, we get one after every tweet. We get a slew of these press releases condemning everything for whatever just happened. I dont think people knew that was going to happen. For this uc davis grad any mention of pepper spray reminds her of had scene at a campus, an officer spraying peaceful protesters. I think there are better ways to control a crowd than that. The police chief argues it will protect peaceful demonstrators. He says tear gas for example hurts everyone in the crowd but they can use pepper spray to target individuals. Anyone committing violence on another human being should be taken out of the crowd. Said council will be talking about this on tuesday. Right now it is 80 miles south southeast of naples, sustained winds still at 130 Miles Per Hour. That is expected to stay that way throughout the day. The storm is moving north at 9 Miles Per Hour with wind gusts as high as 160. As it moves north, you see the area along the west and east of florida under the hurricane warnings, tornado warnings, Tropical Storm warnings, theyre getting all of it, especially flash flooding as well and high winds. It is staying category 4 into the afternoon hours. It will downgrade to a category 1 early tomorrow morning. Today and overnight is really when floridians will see that impact. By tomorrow morning well get an idea of how much damage this has caused. Then it is heading to georgia, alabama, even tennessee. It is extending farther into the United States making that westward movement. Here is a look at the extent of the rainfall, flash flooding expected. A lot of tornadoes also, we have been hearing reports. Waterspouts. This is because of the intensity of the hurricane. The storm surge is up to 15 feet in some places, as high as 20. When those hit especially in places like sars it will happen during high tide when water is already high.
