Fire. The crew is there to take a sick homeless person to the hospital. Its a common scene. In fact, in San Francisco only about 1. 5 of all fire calls are for house or building fires. About 29 of the calls are for other types of fire emergencies. The other 70 are for medical calls. The number of homeless calls have increased. Reporter when the bell rings the men and women of the department respond professionally not knowing who they will encounter but when get to the scene they often recognize the caller. Yeah. We we have our frequent flyers who we know by first name. You know . And yeah, its but again, you dont know who is on the other end of the phone when the call comes in. Often times we are responding to homeless. We are an integral part of that but just a piece. Reporter the fire chief says city agencies are working together to come up with creative ways to deal with the volume of 911 calls for Homeless People. The next door homeless shelter at polk street had a high volume of 911 calls this year about 80 per month. Many were not necessarily emergencies. So the City Department of Public Health put a nurse at the shelter and now the number of calls is cut in half. The end result is that you have a unit available that much more often as opposed to spending time that we needed on a call that wasnt really what we would typically be responding for. Reporter the chief says they are about to revive a program that identifies these frequent 911 callers and gets them services with the city before the Fire Department ends up having to go to the rescue. In San Francisco, joe vazquez, kpix 5. New at 6 00, two people suspected of sparking a strip mall fire in santa clara have now turned themselves in. Police say that one of them 47 yearold woman was behind the wheel and drove her car into a gas line yesterday. The fire erupted and she took off. A total of five businesses were destroyed. Kpix 5s devin fehely spoke to customers who came by to survey the damage. I was heartbroken that these people that had these Small Businesses are now left with nothing but a burned building. Reporter a burnt blackened ruin all thats left of the plaza after hitandrun driver plowed into a gas line sparking a fastmoving and stubborn fire wednesday afternoon. The building and businesses appear to be a complete loss. Investigators say a Security Camera captured video of a woman driving an older model White Honda Accord smashing into the gas line and then speeding away from the scene. I think they are cowards. I think that they have no sense of responsibility. I mean, they could have warned somebody. They could have gotten out and told somebody to call instead of running. Reporter much like a torch leaking gas in a column of flames high into the air, while on the ground firefighters struggled to control the blaze that spread from one business to the next destroying a Shopping Center that had been a fixture in the community for decades. I used the laundromat at one time before i bought a washer dryer. At one time i get my haircut at the barbershop. One time i wanted to watch a Football Game at the television and went to the sports bar. Reporter some of the business observers returned to survey the damage, too, distraught to talk on camera after their lifes work went up in smoke. In santa clara, devin fehely, kpix 5. The Santa Clara County d. A. s office will soon take over the investigation. A violent confrontation ends with another Fatal Police Shooting in oakland. It happened early this morning near macarthur boulevard and van buren avenue. Opd says thats where their officer was viciously attacked. Kpix 5s da lin is live for us in oakland, where he spoke with witnesses. Da, what did they say . Reporter yeah, well, police say this was a very dangerous attack and dangerous situation for the lone female officer. We actually obtained radio traffic audio from the female officer as she was describing the attack to the dispatcher and calling for backup. Take a listen. [ screaming ] i need i need [ indiscernible ] medical i have been shot in the head by the suspect need an ambulance. Okay, i copy 940b. Where are you . Macarthur and van buren. Please. A lot of people saw the attack. Police say a man kept swinging a metal chain at a woman Police Officer. The officer was hit in the head multiple lacerations. The first swing that he swung hit her on the side of the face. Reporter police say the 18 year veteran feared for her life and shot the man multiple times. She was shaking when she shot him like physically shaking. Its extremely stressful. No Police Officer ever wants to take somebodys life. Reporter witnesses say despite the attack the officer used excessive force. She might have could have shot him in the leg. Anything but shot him all in the chest area stomach area, i think it was a little uncalled for. The officers are trained to shoot to stop the threat. Ultimately if somebody is in very close proximity to you swinging a chain, it may be very difficult under the circumstances to get the kind of aim it would take to hit somebody in the leg. Reporter police say it all started around 6 45 this morning. Someone living at a complex at macarthur boulevard and van buren avenue called mine 101 saying a man with a bike chain was trespassing in the garage area. The person tells the dispatcher when he asked the trespasser to leave, the man beat him up. Police say when officers arrived, they couldnt find the trespasser. Two hours later, a female officer came back alone to take a victim statement. As the officer was getting ready to live detectives say the suspect came back to the area and immediately swung the chain at the officer. We dont believe there was dialogue before he charged at the officer. Reporter antipolice protestors are gathering at the spot of the killing. They are protesting the shooting. They are saying that this was excessive. Police havent released the name of the suspect. As for the officer, she is in stable condition. Live in oakland, im da lin, kpix 5. Some new scrutiny coming for pg e from top to bottom just weeks from the fifth anniversary of the san bruno pipeline explosion. State regulators approve a wide ranging probe of that utility. The cpucs safety and Enforcement Division will take a look at all aspects of pg e. In this socalled drought of the century, californians are earning good grades for water conservation. The state water board says we cut overall water use by 31 last month compared with july 2013. And that number far surpasses the amount we saved in june. As well as the governors 25 reduction. Take a look at some of the biggest offenders though. The city of livingston in Merced County missed its target by 28. 9 . San diego county the utility missed by 27. 4 . San Bernardino County another district missed its target by 26. 5 . Reporter fill stations like this one in dublin are seeing brisk business these days as people search for a way to keep their gardens growing, the demand for free recycled water has turned from a trickle into a flood. Last year, on a peak day, we would have 250 people come to get water. We thought we were being slammed. Already this year we have had over 1200 people come on one day. Its free water. Its just my time. Reporter thats the real magic in this. People will line up to get 300 gallons of free water. An amount that might normally cost about a quarter. Its an example of how crazy this drought has made us because if you use just one gallon of gas to do this, it means you just spent over 3 in order to put 25 cents worth of water on your plants. It is kind of crazy. But youre saving water. Thats what we need to do in california. Reporter maybe so. But this guy named wayne is crazy like a fox. He is parking outside the Water Treatment plant and selling tanks for a cut rate price. Until somebody making couple of dollars off it, thats what hurt . The city isnt going to go broke. I know that. We are learning the identity of the woman killed by a hitandrun driver this morning in san jose. The driver ditched the damaged car and is on the run tonight. Reporter well, ken, first of all, the Santa Clara CountyCoroners Office has identified the victim as 46yearold laura Yolanda Reyes of san jose. Now, by all accounts, miss reyes was simply walking down the sidewalk here when a car came southbound barreling down the road here crossing over the lanes and jumping the curb right here. You can see the paint that the Police Department investigators put down here. You can see the continuing trail of paint as marking the spot where the car ended up. It ended up hitting miss reyes and throwing her back into that intersection. At that point, this was a fatal accident. She died here at the scene. And then the car took off. We located the vehicle a short distance away. The vehicle was reported stolen. The driver was seen fleeing from the scene on surveillance. The driver is a male in his 20s with a shaved head wearing shorts and a black jacket. The name of the neighborhood, requesting for speed bumps, something to slow the traffic down, to no avail. Reporter neighbors have been telling us that they are not really surprised that this would happen here because of all the traffic, the traffic goes through at a high rate of speed sometimes not stopping at this stop sign here. And there are schools and theres a park here welch park. People are crossing all the time. Its a very dangerous situation. In the meantime, back to the police investigation, they are looking for that suspect who escaped on foot here this morning. A federal judge rejecting arguments that chow is being selectively prosecuted while others caught in a government probe were let go. The judge ruled there was no evidence to support that claim.
