scene at international boulevard and 8th avenue. >> reporter: good morning. about 15 to 20 people are displaced this morning because of this fire. the red cross is here on the scene this morning to help these people find a place to stay. the fire broke out at 808 international at 2:30 this morning. it started in some apartments above commercial stores here on international. the fire spread across an alley to a duplex on 8th street. this is an olds building in a densely populated area which provided challenges for firefighters. they had a hard time getting through security gates to get to the fire. now, right now, firefighters are looking for hot spots and removing debris. investigators are on the scene trying to determine the cause of the fire. but as we said, about 15 to 20 people are displaced this morning because of this fire. the red cross is here to help them in any way they can. we're live in oakland. lisa chan, kpix 5. it is a historic morning in cuba. take a live look at havana where a ceremony will be held later this morning to officially mark the u.s. embassy's re-opening there. it will be led by john kerry the first u.s. secretary of state to visit cuba in 70 years. more on today's event from cbs news' hannah daniels. reporter: in just a few hours, the american flag will fly over the u.s. embassy in havana for the first time in 54 years. three u.s. service members took part in a rehearsal ceremony at the embassy thursday as members of the community looked on. the change in diplomatic relations is something this 31- year-old cuban woman is looking forward to. [ speaking spanish ] >> reporter: when it comes to politics, she says she doesn't care. not when positive things can happen for cubans, young and old. still others like american lois scheckter remain skeptical. her family's farm in havana was seized by fidel castro's regime during the communist revolution and her family fled the country. >> if we have relations with cuba, i don't think we should have them without the reparations. >> reporter: in a newspaper column published on his 89th birthday yesterday, fidel castro repeated claims that the u.s. owes cuba millions of dollars in damages caused by a long-standing trade embargo. now that both sides have taken steps to reestablish diplomatic ties, president obama has called on congress to lift the embargo. >> we don't have to be imprisoned by the past. when something isn't working, we can and will change. >> reporter: many republicans disagree and are calling on cuba to improve its human rights practices before a trade embargo is lifted. hannah daniels for cbs news. high temperatures are forecast for this weekend and that's a real concern for firefighters batting the "jerusalem fire." that's burning in lake and napa counties. cal fire crews have been making significant progress on that fire, but it has burned 24,000 acres. it is 50% contained. 50 structures are still threatened. and evacuations remain in effect. scientists now say el nino is forming that could be even stronger than the last big event 18 years ago. side by side comparisons showing how 1997's el nino formed on the left and on the right. the red and white areas show a more powerful el nino taking shape this year could bring lots of much-needed rain after four years of drought here in california. >> over the next three months, this should turn into what i call a godzilla event. >> the average of all of those models shows that we will be in the strong category. >> el nino is a band of warmer water in the tropical pacific that changes weather patterns. already, the warm currents have disrupted marine life. i know we need a lot of rain but i'm not sure we want it all at once. >> i don't think like to hear people say a godzilla event. last year it was suggested we would have an el nino and it didn't pan out. but this year everything has been consistent. i created this map for you to look at. and when you look at it, it looks like nothing. what does it mean when you see the red area? but those are sea surface temperatures that are well above average for this time of the year. and that is as of this month 2015. and, in fact, this is two celsius above average for this time of the year. now, meanwhile, as we take a look at some of the temperatures across the bay area right now we are in the 50s and 60s. it's mild inland with low overcast skies. temperatures will be soaring today. the outside number will be 93 degrees. we'll pinpoint that area plus the triple digits you can expect this weekend straight ahead. good morning. this friday morning we are going to start off with a closure on oakland city streets because of this morning's building fire burning in oakland. we heard from kpix 5's lisa chan just a few moments ago. we do have 8th and international shut down lots of fire units on scene. so expect to see some delays getting through there at this very early hour of the morning. also, delayed this morning would be the 580 commute. we have the same construction tying up that traffic both east- and westbound 580 through livermore. we have multiple lanes shut down and this closure is expected to last until at least 5 a.m. meantime, heading towards the dublin interchange, west 580 does pick up the closer you get to 680. that's "kcbs traffic." the chp says this is the woman who eluded authorities and escaped from the bay bridge. 25-year-old woman they said she crashed a stolen car on the bridge wednesday morning and then jumped off the bridge. she apparently survived the 70- foot fall to the water below. a dump truck driver gave her a drive. they are trying to find her. her last known address was in richmond. 4:36 now. a sunnyvale woman is accuse of beating her own mother to death with a hammer. it happened at a mobile home park on vienna drive. the suspect herself called police to the scene yesterday afternoon. now, police found 50-year-old linde smith unarmed and cooperative. her mother 81-year-old frances smith was dead from blunt-force trauma and there was a hammer at the scene. the younger woman was later arrested and charged with her murder. detectives say it appears some sort of argument led up to the attack. today the "right to die" debate is going to play out in a san francisco courtroom. lawyers for several terminally ill patients want to block enforcement of state laws more than a century old that bar doctor-assisted suicide. they say the laws are outdated and vague. but state lawyers disagree. the issue gained prominence when 29-year-old brittany maynard moved to oregon to kill herself. pg&e said it paid $300 million in penalties to the state of california's general fund for the 2010 pipeline explosion in san bruno. most of the money will go towards gas transmission safety improvements. it destroyed 3 dozen homes in 2010. the united states wants know whether "islamic state" militants have used chemical weapons. they say they may have used it against them in northern iraq. the u.s. says officials are closely monitoring the reports. that would violate international standards. today is 70 years since the u.s. celebrated v.j. day to end world war ii in 1945. japan agreed to surrender. celebrations breaking out all across the u.s. the next day the world was officially notified of the surrender. then on september 2, general douglas macarthur accepted it on a u.s. ship in tokyo bay. time is 4:39. more than just your average craigslist ad. a bay area certainly wants to know what you will -- seller wants to know what you will trade for steve jobs' car. >> what's cool about your school? [ screaming ] >> stop it, it's your mother and father! >> reporter: it's tough and it's scary and it's getting people's attention. >> 21 million views in two days. >> reporter: person, a professional prankster from clifton, new jersey, says he found the parents with a craigslist ad. >> we approached him in a very professional manner. >> reporter: the parents including this man who is about to surprise his 12-year-old daughter letting a stranger in the house said not my kid. so imagine the shock. >> you're 12 years old! [ crying ] >> that guy is 20 years old! you could have been raped and murdered! [ crying ] >> we already lost your mother. what would i do if anything happened to you! >> daddy! >> reporter: some say these parents went too far. >> a little drastic. >> reporter: but person says the parents did everyone a favor. >> i think they are heroes. >> reporter: parents who love their kids enough to scare them. >> don't you ever do this again! >> reporter: and save them. >> that was dave carlin reporting. a child psychologist says they are not surprised by the results. they say parents should emphasize to kids they should never go anywhere alone with a stranger. state wildlife officials are warning people about an uptick in bear encounters after a black bear brutally attacked a man on his front porch. they say the man stepped outside of his home in mariposa county before dawn yesterday and startled the bear while it was digging through his trash. the bear knocked him to the ground and bit his face before he got inside his home. >> food in the remote countries and water in the remote countries is becoming more scarce. >> never feed pets outdoors or leave trash outside during the drought. south lake tahoe trying to finds a man whose rented paddle board was found in the lake. as steve large reports, investigators don't know who this man is but there are plenty of photos. >> reporter: tahoe's mystery man. this gopro video shows him taking a selfie high atop a tahoe mountain. there are photos with another unidentified man on a heavenly gondola. and these are pictures that show his last known whereabouts in the middle of lake tahoe on a rented paddle board. within an hour from the time he took these photos a boater found his board along with his cam and life jacket floating in the lake. so where is he? >> he would don't have a name. we have an approximate height and weight. it's kind of limited. >> reporter: south lake tahoe police don't know if he had trouble on the water with gusty winds or simply swam to shore. >> it's interesting, yeah. we have been looking at small snippets like so there's a lot of pictures on this gopro. we have been looking at little corners of the photo for clues, you know, locations in the far- off background. >> reporter: the camera shows the man is likely a tourist. video clips show him speaking a foreign language. other photos in his camera show he is also recently visited italy and the united arab emirates. tom gant was out on the lake the day the man went missing. he said the winds could have been strong enough to knock the man from his board. >> if he fell for some reason hit his head, got knocked out, incapacitated, you know, who knows what happened. >> reporter: the man rented his board in cash and because of the language barriers did not leave his name. police are asking lake tahoe resorts to scour surveillance footage to match the man's face with possible guests. no trace of a lake tahoe tourist. only a trail of photos. search-and-rescue will be back on the water tomorrow looking for this man. the south lake tahoe police have also asked the fbi to help identify him. in lake tahoe, steve large, kpix 5. a small tornado damaged several homes in the southern mexican state of oaxaca. witnesses said they heard the rain and wind and ran in their homes. no reports of deaths or injuries from yesterday's twister. all right. time for weather now. >> it took me 50 minutes to get on the freeway. it feels like monday but it's friday. out the door we have low clouds some fog, as well. good morning, everyone. heading out, this is the scene looking out towards the bay bridge where we have overcast skies, temperatures very mild into the 60s. it is 54 degrees in santa rosa. we have some condensation in the form of drizzle inland 40 miles so that means the marine layer is back. warming trend begins today and it's going to be warm to hot this weekend. area of low pressure banking up against the northwestern quadrant of the state of california finally ejecting to the east. it's does so it's going to allow high pressure from the disdose build in and when that -- from the desert southwest build in and when that happens we'll see less of an onshore flow all weekend. we'll have triple digits inland going up to 93 state capital today. low 80s around the high sierra where currently it's 43 degrees in truckee. no marine layer tomorrow morning but this morning we do. once it burns off, 70s across the beaches today. mid-70s across the bay to mid- and high 80s in the inland areas. triple digits over the weekend. then high pressure the ridge begins to flatten 90s inland. guess what! it's preseason football. we have the raiders playing host to the rams tonight at 7 p.m. clear skies great night for football. 72 degrees. liza, when is it not a great night for football? >> so much for that. another transbay tube shutdown is scheduled for the labor day weekend. scary moments for people living south of downtown san jose. a grass fire came within a few feet of their homes. it broke out yesterday afternoon along i-280 near 87. a sound wall kept it away from houses on the other side. but you can see how close those flames got. no word on how the fire started that teen suspected in a string of home break-ins and sexual assaults in alameda will not be charged as an adult. district attorney's office hasn't said why it decided to charge this 17-year-old boy as a juvenile. he broke into at least five occupied homes sexual assaulted a girl in her bedroom. he turned himself in on actuals the day after we aired that surveillance video. san francisco police are asking for the public's help in identifying two suspects who robbed a news photographer. investigators say two men you can see here in the picture pushed the photographer and stole his camera near the hall of justice last month. they were caught on surveillance video taking off in a grand prix. the video also shows another truck that appears to be chasing them. the camera and lenses worth more than $9,000. it's :-- 4:56. firefighters gaining ground on the "jerusalem fire." look at the damage, coming up. >> reporter: and i'm lisa chan live in oakland where 15 to 20 people are homeless this morning after a fire broke out. coming up, we'll tell you why firefighters sa,,,,,,,,,,,,,, good morning. thank you for joining us. it is friday, august 14. i'm anne makovec. >> hi, everyone. i'm frank mallicoat. we begin with breaking news in oakland. a fire forced more than a dozen people on to the streets. kpix 5's lisa chan joins us from international boulevard and 8th avenue. lisa, what can you tell us?
