they have had the last two years. >> reporter: commuters were warned months in advance doyle drive would be shut down. chp put out a warning it could take up to four hours traveling in and out of san francisco through this area during peak commutes. but -- >> coming back didn't see any traffic or seeing there's no traffic -- i think lots of people listened to you. >> i thought i was going to see heavy traffic lombard packed with cars but actually emptier than normal. >> reporter: that's not the case now. we are at the peak of rush hour. but right now construction workers are keeping an eye on the rapid-set concrete. it dries as fast as you lay it down. the hope is monday morning this area will be open for cars. of course, developers are certainly hoping that it will open earlier but right now, it's still too soon to say. live by the new presidio parkway, cate caugiran, kpix 5. >> no mistakes pouring that concrete. a big alternate route is 19th avenue. it's where mobile5 is right now. kind of stop and go but traffic is moving. it is heavy though and considering it can get backed up on a normal day especially the weekend, it's likely to stay congested over the next couple of days. our gianna franco is in the traffic center without the alternates are holding up. >> reporter: we are seeing a backup in the alternates especiallyalong the eastshore freeway. but here's a live look from chopper 5 right now. the golden gate bridge is where our heaviest traffic is out of marin county north of the tunnels really starting to bog down stays slow across the span as you head into san francisco. alexander to the golden gate bridge toll plaza, typically a three to five-minute commute looking upwards of 25 to 30 minutes. it stays slow through the detour. but once you get around that, it improves quit a bit. in fact, jumping to our maps right now if you want to get around this mess the bay bridge, richmond/san rafael bridge, ferries, those are your best bets. we are starting to see a bit of a backup though at the bay bridge so do plan for that heading into san francisco. eastshore freeway delays build right around berkeley. the richmond/san rafael bridge though is actually a very nice ride right now so you can cut across there with no troubles through that portion. but again our biggest delays out of marin county. >> thank you. you know, we also checked the ferry traffic out of san francisco this evening. and it really wasn't all that bad. you're looking at passengers who took the 5:00 ferries towards marin. we are told these boats weren't even at capacity. and one man even stopped to tell us the friday even lines are normally a lot worse. another doyle drive update a little later in the newscast. we'll have continuing coverage all weekend long as well and traffic updates for you on our website, cbssf.com. families are sharing encounters with burglars in the middle of the night. da lin reports on one close call in a bedroom. >> reporter: a home surveillance camera captured a serial burglar opening a gate and walking into a backyard. police say he has hit about 10 concord homes in recent months sneaking in overnight as families slept steps away. >> he doesn't have a sense of fear anymore. and, um, that's the scariest. >> reporter: teresa's husband scared him off. her neighbor wasn't so lucky. last monday night she said the same guy came face to face with her teenaged daughter. >> my daughter woke up and he was in her room and she had made eye contact with him and he fled out the back door. >> reporter: she says her daughter was terrified and screaming for help. >> it's been very hard to sleep at night. she has had nightmares and she is having a very hard time. >> reporter: concord police identified him as jason lee harris a convicted burglar who is out on probation. they have a warrant out for his arrest again. neighbors are also warning others about harris, posting flyers in this neighborhood right next to the concord bart station. >> we passed this around to everyone who was answering the door. we put them up on trees. >> reporter: ashley nelson believes harris is the same person who snuck into her bedroom two weeks ago while she was asleep. he ran off with her purse and two wallets. >> he could do harm to someone. he could hurt anyone. that's the thing is i felt so violated. i felt so victimized. >> reporter: neighbors hope the cops will catch the guy before he strikes again. >> he is going into houses where people are in there. i'm afraid something will escalate. >> reporter: remember to lock your gate and doors. concord police say the cat burglar is getting in through unlocked doors and windows. they believe he is hitting homes in other cities, as well. in concord, i'm da lin, kpix 5. this is what's left of a truck that hit a home in san jose. one person was killed. it gives you an idea how violent it was. len ramirez reports. >> reporter: police say at this time speeding appears to be the main cause for the crash. there's no evidence of alcohol or other factors involved. the white pickup with two men on board smashed through a concrete wall at high speed and into a house that backs up to ruby avenue. >> it was like bang, bang and then boom! my wife thought it was like large fireworks. >> reporter: the passenger was ejected and died at the scene. the driver was taken to regional medical center after being cut out of the cab by rescue teams and neighbors who also helped put out the fire with a garden hose. the family who lives in the house on spruce gate court was upstairs at the time. >> sitting in front of my computer and then i heard something really loud, really loud noise. and then i heard the glass broken. and then i went downstairs and i saw a car inside of my backyard and there was a fire. >> reporter: a paving crew working half a block away said the pickup came speeding through their caution zone just before the crash. one worker said it was on the wrong side of the road and took out one of their caution flags before striking the wall. he said there were no other cars involved. police are still investigating why the driver was speeding and what may have caused him to veer off the road. in san jose, len ramirez, kpix 5. >> new details are emerging about a grisly murder at the california state prison in vacaville. an inmate was brutally beaten and sawed nearly in half. in may the body of 24-year-old nicholas rodriguez was found several hours after a riot. his body had been stuffed into a garbage can. his cellmate 46-year-old jesus perez is considered a suspect. investigators have not talked about a motive. they are still trying to figure out how it happened. ballistics have confirmed a gun pulled from a san francisco bay is the weapon used in the deadly pier 14 shooting. 32-year-old kate steinle was killed july 1 while walking along the pier with her father. 45-year-old francisco sanchez was arrested a short time later. he was in the united states illegally. he had been deported five times. meanwhile, san francisco sheriff ross mirkarimi is defending his decision to let sanchez go. >> mr. sanchez was legally released from sf county jail. i.c.e., immigration customs and enforcement, did not provide the san francisco sheriff's department with a warrant or judicial order to hold him for proceedings. >> the feds asked the sheriff's department in march to pick sanchez up on a decades old drug warrant. but when a judge dismissed the case in april, mirkarimi said he had no legal basis to hold him. and that's because all of sanchez's prior convictions were for nonviolent offenses. and under the city's due process for all ordinance, the jail had to let him go. the feds fired right back saying they were never notified sanchez was being let go. in a statement, they said, had i.c.e. been notified as requested, the agency would have taken this individual into custody and removed him from the country. the mayor's office is also pinning the blame on the sheriff tonight saying, this is a tragic incident that never should have happened. communicating with federal law enforcement agencies in these cases is simply common sense. reddit ceo ellen pao resigned today amidst criticism a week after she fired a popular reddit employee. in what's being called the reddit revolt, many users stormed the online site protesting pao's decision. reddit cofounder and ceo steve huffman takes over. pao known for losing a gender discrimination lawsuit against the silicon valley firm kleiner perkins. still ahead homeowners suddenly hit with a new bill. why they will have to pay thousands to live in the same spot. >> a spacecraft with bay area ties about to make history. how its mission to pass pluto could teach us about life on earth. >> mother nature teaching us a lesson the past couple days. yes, it can rain in july but the rain is gone. clouds are kind of gone, too. here's a look at berkeley a time lapse throughout the day. it is a beautiful evening. a cloud-free evening for most of you. is that a sign of things continuing for the weekend? the area of course we can't buy a drop of rain these days but hundreds of homeowners in san mateo learned their houses will soon be in a flood zone. kpix 5's mark sayre explains the new designation could drain their wallets dry. >> reporter: hillsdale boulevard is one of san mateo's busiest thoroughfares and in less than a week every home along this road between highway 101 and el camino real will be in a flood zone. homes on nearby side streets are also impacted by a new flood zone analysis ordered by the federal emergency management agency. or fema. >> if i'm required to buy it, then i'll have to buy it. >> reporter: kerry alexander said she never had flood insurance before but she is pretty sure of one thing. >> expensive. >> i'm sure. just like anything else. >> reporter: the change is coming because fema ordered san mateo to conduct a study of several creeks including laurel creek which runs near hillsdale. >> theoretically it could flood based on information that we have, yes. >> reporter: san mateo public works director brad underwood says the flood zone maps were last updated two years ago and the changes are based on new information. >> with the new data that's out there as far as better elevation data that's out there, the consultant used that and did the study and so found these properties to be in that zone. >> reporter: the city did do the study and did send out notices to neighbors. but says it really can't do much because floodplain maps and flood insurance requirements are all directed by fema. >> it's not our process or procedure that's causing this to happen. it's a fema federal process. >> reporter: but no matter who is doing the study, residents say they are largely puzzled because they have never had any problems before. >> i haven't really experienced any, um, problem with water. i mean, we have had heavy rain. but unfortunately, nothing is happening. >> reporter: city officials say lenders will also be provided with this new flood zone information and will likely be in touch with their customers in the area very soon to make sure they have all purchased flood insurance. reporting in san mateo, i'm mark sayre, kpix 5. >> we should note some properties were also removed from the new flood maps and those maps take effect next thursday. it turns out the water actor tom selleck is accused of stealing from a fire hydrant was actually paid for. a water district sued him saying a tanker truck filled up at the hydrant and took the water to selleck's ranch more than a dozen times. records show a meter was put on the hydrant two years ago. the district has now reached a tentative settlement with selleck. a first-of-its-kind water [ indiscernible ] is taking place in sacramento. businesses are showing off ways new technology can save water. reporter ron jones shows us the ideas business owners are sharing with the state. >> clean water and then we monitor and test it. >> reporter: why contestants on a television reality show all these business owners are pitching water conservation ideas to each other. >> integration is very important. we do that in the water utility community. >> reporter: and us media types. >> today we'll be web streamed live. >> reporter: they are outlining the current state of water technology and highlighting where it's successfully deployed across agricultural, residential and commercial spectrums. other innovations include how to take recycled water at home and make it drinkable again. or how to improve our ecosystem with even less water. >> the reality is california is in the middle of a very severe drought. >> reporter: state energy officials are hoping to tap into the creative water conservation talent in this room. >> we need to bring that creativity and imagination into finding new solutions. we live in a special spot. the bay area is getting a new national monument to prove that. president obama set aside more than 330,000 acres for the berryessa snow mountain national monument. it covers parts of selanne negotiation napa and three other counties. very popular spot for hike, camping, fishing, hunting. the white house says the area was selected for its biodiversity and native american cultural site. >> good news. >> very pretty. checking in with paul for the forecast. >> thumbs up this weekend. >> two thumbs up? >> if you flew into sfo this afternoon, and you just saw sunshine, quiet weather week. ha! >> ha! >> francisco across the bay area area. nothing but sunshine and that 50-degree temperature spread that sometimes happens in the summertime today was nine degrees. everybody in the 70s today including san rafael, hayward, san jose and concord. a beautiful day throughout the bay area. cloudy drizzly start but a nice sunny finish. we'll all be in the upper 50s and low 60s tonight. livermore 60. santa rosa 55. san francisco 59. baseball tonight. the phillies are in town. it's not a rematch of the nlcs of 2010. low pressure hanging out for several days off to the west on monday and tuesday giving us thunderstorms wednesday and thursday even some rain right here in san francisco. it is now leaving. but leaving slowly. there's still plenty of rainfall over nevada even the north sierra. and far northern california getting a few showers. but the overall theme is low pressure high tailing it out of here for the weekend. different low helps us out for the weekend. the onshore flow prevents any heat from building inland. but because the ocean is now running warmer currently 63.1 degrees it will keep the coast above normal so once again a tight temperature spread very pleasant weather for saturday and sunday. next week the change will be that low moving out. high pressure inching toward us minimizing the onshore flow. we'll get a little warmer and sunnier but all in all the pleasant factor of our weather on 1 to 10 will be 10. concord tomorrow back to 80. still 7 degrees below average but nice. napa 80 degrees for the thousands of folks tasting chardonnay over the weekend. fremont 74. redwood city 79. if you want to cool off pacifica, 63 degrees. ditto on sunday. another nice day. sunnier and warmer monday, tuesday, wednesday. and as we head towards thursday likely the hottest day we'll see low 90s inland. i just love this forecast because we have had the pendulum go hot, cold and now we are in the just right part. we even got some rain. the santa barbara beach sullied by massive oil spill with soon be back open to the public. back in may an underground pipeline operated by plains all american pipeline ruptured spewing more than 100,000 gallons of oil along refugio state beach. tar balls from that spill surfaced as far south as los angeles county. after a $92 million clean-up effort, officials say the beach will re-open one week from today. a bay area lawmaker has withdrawn a bill that would legalize and regulate motorcycle lane splitting. it would have applied specific speed limits to riders traveling between cars. the bill cleared the assembly last week. but assemblyman bill quirk of hair ward pulled it before it could reach the senate saying more time is needed to work out the details on how to implement it. still ahead, the problem getting so serious, state and federal fire officials are taking a stand. >> what they're calling on people not to do ♪ ♪ ♪ it took serena williams years to master the two handed backhand. but only one shot to master the chase mobile app. technology designed for you. so you can easily master the way you bank. ♪ how's it progressing with the prisoner? [ applause and cheers ] >> reporter: crowds cheered and chanted as the confederate battle flag was lowered at the south carolina state capital. [ screaming ] >> it is a relief. >> reporter: 57-year-old columbia native frances parker a descendent of slaves was among the thousands who watched the powerful moment in person. >> the flag is just a symbol that others used and it perpetuates hate. >> reporter: it ends years of controversy in the state over the divisive flag. >> hey, hey, hey, good-bye ♪ >> reporter: many in south carolina hope friday flag removal will be a unifying moment for the state that will bring people of all races closer together. don champion, cbs news, columbia, south carolina. >> debate over the flag kicked into high gear last month when a gunman seen posing with a confederate flag killed nine black parishioners at a church this charleston. and the fbi is now saying the gunman 21-year-old dylann roof should have never been able to purchase the gun he used in the shooting. it turns out that just weeks before, he was arrested and admitted to having illegal drugs. that would have been enough to ban the sale of a firearm. that massive federal data breach has cost a top official her job. katherine archuleta resigned as director of the federal personnel office. it comes after news the breach was five times larger than originally reported. hackers stole personal information from government computers. exposing social security numbers, health and financial records, of more than 21 million americans. stocks had their best day in two months on word that greece is moving closer to a bailout deal. the dow added nearly 212 points. the nasdaq was up 75. the s&p 500 gained 25. meanwhile, fed chair janet yellen says the u.s. is still on track for an interest rate hike this year the first one in nine years. janet yellen said there are signs of an improving economy but concerns remain about the labor market and problems overseas. today, california and federal fire agencies teamed up to deliver a strong message to the public. don't fly drones over wildfires. they talked about how dangerous it can be to fly hobby drones if the airspace above a wildfire and in just the last week, the u.s. forest service says that there have been four different incidents in california where drones have grounded aerial firefighting efforts. >> it takes just one small thing to happen to have an accident with an aircraft that's in the air. there's a reason we have towers, faa towers and there's a reason we put restrictions on lots of air traffic flying for the safety of the firefighters in the air and on the ground. >> some california lawmakers are pushing legislation that would create stiffer penalties for flying a drone over a fire zone. early next week a spacecraft with bay area ties will make a historic pass over pluto of the science on board the probe will not only tell us a lot about the dwarf planet but also about life on earth. new at 6:00 mark sayre shows us what's in store. >> reporter: pluto is far away from earth and used to be a planet. but while it's now only considered a dwarf planet, scientists say it could hold many clues to life here on earth. and a probe called new horizons which is only the size of a grand piano hopes to get some of those answers. will woods is a stanford researcher. >> there's information to be learned about the origins of life. there's also information to be learned about the formation of the earth. >> reporter: the stanford project on board the new horizon is to collect data about pluto's atmosphere and surface. >> if you can go look at what it's doing now and that's something the earth is doing many years ago, then you get a chance to in some sense look into the past. >> reporter: and that he says could help with earth-bound science. >> then if you understand better how the earth was formed then that goes into tectonics, volcanos and earthquakes. >> reporter: the spacecraft was launched in january 2006 and will pass within 8,000 miles of pluto in the early-morning hours of tuesday. but in this era of instant gratification, it will be hours before radio signals indicating a successful mission reach earth and then more than a year before all of the data from the fly-by can be sent back. what's it like having to wait for all this? >> well, i think delayed gratification is more sweet than instant gratification. what's it like? not so bad. it's fun. it's part of the experience. >> reporter: the new horizons probe is also carrying some souvenirs from earth including a cd with 400,000 names of people who responded to a, send your name to pluto, request. at stanford, mark sayre, kpix 5. >> cool. well pluto was downgraded from full planet status just seven months after the new horizon spacecraft was launched from early in 2006. climbers who reached the summit of mt. fuji can shout it from the top on social media. a japanese mobile network just launched free wi-fi service at the summit to attract more international tourists to the region. so you can go ahead and tweet from there. why not?
