live from the cbs bay area studios this is kpix5 news. a young woman murdered on the pier and tonight we learn san francisco sheriff's deputies have been making secret phone calls for years to help the feds get illegal immigrants like her suspected killer off other streets. good evening. i'm allen martin. >> i'm elizabeth cook. the san francisco sheriff let the suspected killer out of jail a few months ago without telling the feds even though immigration officials wanted to arrest him. andria borba with how the sheriff laid down the law with his deputies recently. >> reporter: san francisco law enforcement has been quietly helping the feds telling them when the city was about to release an illegal immigrant. we spoke with several former officers off camera who say it happens all the time because they resented the sanctuary city policy and then the sheriff got wind of it. kpix5 obtained the memo the sheriff sent to his deputies in march spelling out he and only he can turn over illegal immigrants to i.c.e. he sent it to all sworn personnel basically telling them stop going rogue. >> so to be able to say i'm going to call i.c.e. for this guy but not call i.c.e. for that guy or that woman or not that woman, that doesn't make sense. while that might feel uneasy and counterintuitive to a line deputy sheriff or officer, the federal courts and conditions have changed and absent a comprehensive immigration policy on the federal level, on the national level, that now we're trying to reconcile that. >> reporter: long before francisco sanchez opened fire and killed kate steinle on pier 14 san francisco's sanctuary city status has been a source of contention. sheriff mirkarimi says the policy is clear. he needs a court order or a warrant. in sanchez's case i.c.e. only asked for a detainer which the sheriff says under city law isn't good enough. >> local governments have the right to require a legal instrument such as a court order or a warrant. >> reporter: i.c.e. has no city by city breakdown, but statewide in the last 18 months more than 10,000 undocumented immigrants have been released from custody in california without immigration officials being notified and the sheriff tried to turn the table on i.c.e. saying they are the ones that need to make sure they get it right. >> if i.c.e. does not provide the proper legal instrument, they are jeopardizing also the city's ability to detain somebody against their will. >> reporter: now for their part i.c.e. says they issued nearly 200,000 detain single year and it would be impossible to get a court order or warrant for every one of them and, if so, it would cause the judicial system to collapse under the volume. andria borba, kpix5. tonight bay area politicians are trying to point the finger at sheriff mirkarimi, san francisco mayor ed lee, i promise to veto any legislation that let's the sheriff have a case by case determination on customs enforcement detainers. from congresswoman nancy pelosi and the man who is accused in the killing has given a couple tv interviews including one to telemundo where he said he came to san francisco because it's a sanctuary city. before. [ speaking spanish -- [ speaking spanish ] >> francisco sanchez admitted shooting kate signally. he's due in court tomorrow. the ceo of reddit admitted today we screwed up, but for many users that apology isn't enough. betty yu walks us to the #redditrevolt. >> the online message board based in san francisco is supposed to be a free speech platform, but the company led by ceo ellen powell fired a top executive who oversaw the popular q and a forum and that his critics likening ellen's leadership to online censorship. a petition to oust her is gaining fast. nearly 2,000 have signed it shortly after the reddit director was suddenly let go. popular discussion boards were shut down and users locked out. today powell responded to the criticism admitting over the years the company hasn't communicated well and the customers lost trust in her. the statement reads in part we are grateful for all you do for reddit and the buck stops with me. powells says she is committed to improving communication with the reddit community. she was ceo since last year and has been in the spotlight for her sex discrimination lawsuit against a silicon valley firm. we spoke with an analyst about the future of reddit. >> this could be the end of reddit. they don't handle this really well, they could lose the majority of their volunteers. it's not like these people are tied to the company. they don't get any salary or benefit. it's not hard for them to say we're doing this why? >> if this company wants to be saved, powell he says should be replaced. reddit had 164 million visits to its site last month. >> facebook executive sheryl sandberg is taking a seat on the board of her late husband's company. david goldberg had been ceo of survey plan can i in six years when he died in march -- monkey for six years when he died in march in a fall. she said she wants to them realize her husband's vision of a lasting company. a stunning confession for bill crosby. court documents that the comedian fought to keep secret have just been revealed. >> in the past two years one woman after another have come forward accusing bill cosby of sexual assault or misconduct. tonight there's proof cosby admitted under oath that he got drugs to give women for sex. during a deposition in 2005 a lawyer asked cosby, "when you got the quaaludes, was it in your mind that you were going to use these quaaludes for young women you wanted to have sex with? cosby answered yes. the documents recently unsealed were from a settled lawsuit in 2006. almost 40 women have come forward in the past two years. cosby repeatedly denied allegations dating back more than four decades. an associated press reporter questioned him last december. >> reporter: i just wanted to ask if you wanted to respond at all about whether any of that was true. >> there's no response. >> cosby has never been criminally charged and the statute of limitations has run out for many of the accusations. cosby's attorneys fought to keep the documents sealed saying they could embarrass the comedian. the judge disagreed. serial stow-away marilyn hartman has been arrested again. she was caught trying to sneak onto a plane without a ticket saturday at o'hare airport. she was just released from jail thursday. after she got out she had this to say. >> wonderful. i feel free as a bird. i wouldn't want to encourage that behavior because i'm as concerned about security as everyone else. so that's why i don't want to encourage it. >> so much for promises. marilyn was arrested again for trying to stow away. tense night for homeowners near vacaville as a 150-acre brushfire closed roads and prompted voluntary evacuations. the sky fire broke out before 11:00 this morning northwest of vacaville near mix canyon road. aircraft have fought the fire with water and retardant drops. the fire grew quickly from 30 acres to 90, now 150 acres. firefighters say they have two things working against them, strong winds and the location. the terrain here is really steep and it's what we have call a box canyon, so it's one of the worst setups. >> firefighters have hiked for miles to battle those flames. containment tonight, 25%. the wildfire was started by a burning car. half a million gallons of water dumped into the bay every day. the water flows down stevens creek in mountain view and tonight christian hartnett on the plan to put that water to good use. >> reporter: behind me they're treating contaminated once. once the water is cleaned it's basically thrown away, but one mountain view city council member says that the city is not doing enough with it. a thriving ecosystem with lush plant life and plentiful wildlife in the unlikeliest of locations, stevens creek snakes through mountain view tucked away from hustle and bustle of the tech office spaces before dumping into the bay. it's about half a million gallons of water a day. >> all or most of the water that we see in the creek right now the water coming out of treatment systems for toxic sites. >> reporter: the water comes from an aquifer, but it's contaminated with the chemical tce, so it's treated here before it's dumped into the creek. only the nasa research center has tapped into the resource so far, but several people think the city can benefit from using it, too. >> mountain view uses maybe over 10 million gallons of water a day. we could eventually be using maybe 3 million gallons a day of recycled water. >> reporter: the water would be used for landscaping, but there's potential to be used for drinking water. the city needs to find a way to make it happen. >> one of the benefits of the water, it's free water. while it may cost money to pump it or pipe it the water itself shouldn't cost anything. tonight proof that where there's a will there really is a way, christin ayers with a story of a determined neighborhood and a speed bump. >> reporter: tonight it was one antioch neighborhood against the city. these are the people who live on this block north of antioch high. it's where 42-year-old timothy hudson was killed by a hit and run driver in may. his mother has been fighting the city ever since. >> all i want is it a lousy speed bump in front of my house and now either put one in or i'll put another one in and we'll keep playing that game until hell freezes over. >> reporter: first the community banded together and installed makeshift speed bumps themselves, but when the city tore them out, they came together again. >> there's only one way to stop people and that's speed bumps. i'm sorry, but that's it. you have to put something physical in front of these people to make them slow down and stop. >> reporter: there's a petition now with hundreds of signatures. tonight it seemed like the city was listening. >> speed bumps are on the table. traffic circles are on the table. >> reporter: assistant city engineer saying the studies shows the hudson block does not meet city standards for a speed bump but suggested perhaps those standards need to change. >> my job is to be the advocate for you and figure out what i could do to get that done. >> reporter: the change could come before the end of summer, proof linda says of the power of these people. >> you take a small group of people and they band together, you never know. things happen. >> the city council would have to approve any changes to the speed bump policy. coming up a rare mountain lion sighting near a bay area mall. >> caught on camera, an ice cave collapses trapping hikers inside. >> plus you think the real estate market here is crazy? just wait. tonight we take you behind the scenes of the new reality h caught on home video. one person was killed, three critically hurt. warning signs have been posted for months, but apparently people just ignored them. one witness says entire families were posing for pictures under the ice just before it gave away. a little girl was killed in a similar collapse five years ago. we're used to hearing about mountain lions in many parts of the bay area, but tonight mark kelly is hearing about a mountain lion in a rather unusual place. >> reporter: here's the unsettling part, that mountain lion spotted up the hill from the mall. it was spotted crossing collin boulevard last week. fish and wildlife came out, but it had already escaped. tonight we found at least one guy saying he's not afraid of any mountain lion. >> if we love -- leave them alone, they'll leave us alone. >> reporter: wildlife experts say they're getting closer to the city for one thing and that's food. at ocean beach a dead elephant seal washed up. we're told several other dead animals beached themselves there today, water temperatures along the coast about 5 degrees above average. life imitates art literally in one bay area property up for sale. the woodside estate is on the market for an 11.5 million -- for $11.5 million, nearly 10,000 square feet on 23 acres with ocean views. what makes it really special, it's resemblance to this famous painting house with the red roof. the anonymous homeowner described as a captain of industry was unaware of the resemblance. the bay area real estate market now the star of its tone tv show. bet -- its own tv show. betty yu has more. >> this spanish mediterranean style, gorgeous. >> reporter: these days the bay area's up with% is dropping some serious cash. -- 1% is dropping some serious cash. this $4.5 million duplex in the marina is one of several pricey pads featured to bravo's million dollar listings san francisco. >> let's go. wow, this is great. >> these blinds are amazing. >> reporter: three young bay area brokers go at it to outsell each other in a market that -- >> hot would be an understatement. it's sizzling. it's fire. >> reporter: that's because there's aim new generation of young mill why -- a new generation of young millionaires and billionaires. >> you have 22-year-olds wearing hoodies and t-shirts and shorts living in the mission district and they're starting companies like instagram or twitter. >> i see a lot of it coming from technology. that new money that has been created, most of it if not all of it has been created from technology. >> for the first time things are driven by tech shuttle routes. >> reporter: san francisco prices have slot up 30% in the last two years -- shot up 30% in the last two years. low inventory and high demand for luxury space make competition steep and the drama? >> will you take this offer? >> no. no one will come in and say hey, i'll pay you full price. >> i'm disappointed. >> what were you thinking? >> that's it. you just lost the deal. >> all i can say is i'm doing it a lot longer than them. so hopefully they can keep up. >> reporter: how do you good monday evening. we had a little drizzle along the shoreline. we'll have it tomorrow. inland will start out partly cloudy, most of the readings near 60 degrees as we begin tuesday morning. we start with fairly typical day, low pressure off central california, lang out there much of tuesday. the coast -- hang out there much of tuesday, the coastline remaining cool. inland remains fairly warm. depending on where this comes onshore, we'll figure into our chances of getting a midweek chance of showers, maybe thundershowers late wednesday, early thursday, depends on the position of this and how much subtropical moisture comes over the top. tomorrow looks pretty good. by the weekend we'll be back to normal with the usual warm temperatures inland and things remaining foggy and cool along the shore line. futurecast shows we've got fairly clear skies to start. tonight low clouds come in and then we'll look for things to clear back to the shore later in the day with plenty of sun in the offering for the bay area. to sum it up we'll be looking for fog and drizzle near the shoreline tomorrow, thunderstorm chance wednesday and thursday and things warm up by the weekend. if you're heading out of the bay area, 95 at redding, 93 at fresno. in the extended forecast we've got a nice tuesday, and friday, saturday and sunday back to normal. looks like a pretty good week ahead. enjoy hours of sleep? >> no. i found out about it last week. it's not something you think about every day because we're going out trying to win games. sonny gray was selected to his first all-star game. gray has the second homest e.r.a. in the american league. may not see action tuesday in cincinnati because he is scheduled to pitch sunday. gray will be joined by stephen vogt, his catcher who will also be an all-star. vogt leads the american league in average and r.b.i. serena and venus williams in women's match this morning, serena for court in command, won in straight sets 4-3. serena is 15-11 all time against venus, her sister. serena advances to the quarterfinals. that is the one match where they play against each other where whoever wins they don't even celebrate because they spend all of their time when they aren't playing rooting for the sibling. it's like torture when they have to play each other. they do not enjoy it flip-flop the times earlier. bluebloods is next followed
