sworn in in quick fashion and will hold the office until june. >> to me, it's not about politics. it's about moving the city forward and the continuity of our government. all i can say is, that i will work to represent every single san francisco resident. no matter their race, ethnicity, their religion. it doesn't matter. my job for the next six months is to make sure our city government continues to function. >> reporter: the supervisor called for the vote for interim mayor because breed was acting as mayor and board president, following the death of ed lee in december. it raised concerns regarding separation of power. breed has already declared her candidacy for mayor in the upcoming election. tonight's vote shocked her supporters. >> what london represented as mayor is an opportunity for us to rise up and take an active role in our prosperity. >> reporter: breed addressed concerns about racial motivations for her unseating. >> at this point, i don't want to dwell on this particular element because it sadly has brought out the worst in some people. and so what i am trying to do as the leader of this city, is bring out the best in people. >> reporter: farrell did not file to run in the upcoming special mayoral election, so his term will end in june. it's likely now he will appoint a new supervisor to take over his district 2 seat. then that person will have to run allegations of sexual misconduct. his leave will happen as a third-party investigator reviews sexual misconduct claims made by the ceo of the davis street resource center. rose johnson claims that he pressured her to have a sexual relationship with him in exchange for public funding. a with wet and windy storm is heading our way. drew tuma has the details. >> you'll notice the rain and wind picking up tomorrow afternoon. live doppler 7 with satellite showing you our storm system that is approaching the coast right now, already bringing showers to medford, oregon, and this cold front will sink to the south and bring us some rain tomorrow. on the storm impact scale, a 2 coming our way on wednesday, with light to moderate rain, breezy conditions and significant snow coming to the sierras. the morning commute will feature dry skies, but take the rain gear with you, as the showers will be developing through the early afternoon. that means the evening commute will feature light to moderate showers, ponding on the roadways, as slick spots. prepare for the evening commute to be much slower than this previous evening commute today. we'll talk about how much rain to expect and alerts to get weather advisories right on your phone or tablet. new tonight, a pair of earthquakes shook the bay area and the central coast. 3.6 and 2.7 struck just before 10:00. the epicenter was near watsonville. people called in, saying they felt it from santa clara to san francisco and even in marin. these kinds of earthquakes can be terrifying if you live on a fault line, as so many of us do here. there is help to help keep your home safe. the state is now offering financial assistance to retro fit homes in certain communities. here's cornell barnard. >> reporter: an early warning system may help keep you safe but it won't protect your home in an earthquake. this home slid off its foundation in the '94 quake. so did this one. >> reporter: shawna worries about future quakes in the bay area. a program by the city of heyward, now offering grants to owners of single family homes, to help pay for seismic retro fits on their home's foundations. >> they can get the entire cost of the retrofit paid for if they qualify. >> reporter: a retro fit can cost 3 to $7,000. the state is now offering its own grant program to residents of 21 bay area cities, most at risk for quakes. >> this is the access to the crawl space, where we do all the retrofit work. >> reporter: howard cook shows us how this home was correctly bolted to its foundation. he's a former fema inspector who owns a country specializing in seismic retrofit. he said the heyward fault and overdue for an earthquake. >> if you don't bolt your home, you're going to lose it, and end up in a homeless shelter or living with relatives. >> reporter: the state is most concerned about older homes, build before 1979, wood-frame construction with the raised foundation. >> i think it's beneficial to someone who can't afford it but need it. >> reporter: the deadline to apply for the retrofit grants from the california earthquake authority is february 23rd. we've got a link on our website, abc7 news.com. cornell barnard, abc7 news. meantime, a major earthquake rattled alaska overnight, triggering tsunami watches and warnings for the entire west coast. that quake measured a magnitude 7.9 and hit at abo:00 and hit a a.m. sirens and alaska went off and people were told to head to higher ground. monster waves, thankfully, never happened. there are no reports of any damage or injuries from the earthquake. we've learned tonight that two students killed during a shooting at a kentucky high school were both 15 years old. witnesses say another 15-year-old opened fire this morning at marshall county high school and southwestern kentucky. 14 were shot, 5 remain in critical condition. police arrested the shooter after he ran out of ammunition. they did not release details about a motive. gunfire in san francisco's bernl heights neighborhood killed one person and wounded another at 5:00 at ridgeland avenue and lease street. police are looking for a suspect who ran from the scene. the fate of superior court judge aaron persky will be up to voters this june. the effort to recall the judge who sentenced stanford swimmer brock turner to six months in jail for sexual assault, gathered enough signatures. the recall is now on the primary ballot. abc7 reporter katie marzullo has the story. >> reporter: it's a victory for the committee to recall judge aaron persky. committee chair and law professor michelle dobber said it's part of a national turning point for women. >> we need to make sure that we have a legal system that takes these crimes seriously upon. and judge per ssky has a long pattern of not doing that, and that's why he'll be on the ballot in june. >> reporter: she sentenced a swimmer to six months in jail for sexually assaulting an unconscious women on campus. the santa clara county registrar of voter now says the petition's signatures are valid. >> the recall petition had 113% sufficiency, we certified today the recall petition. >> reporter: persky's attorney said the recall effort does not comply with the california constitution. saying, it's unlawful and in defending the constitution and in the independence of judges, we are protecting the rights of all citizens. the matter now goes to the bord of supervisors on february 6, they'll vote to put it on the primary ballot. >> just ahead, a would-be thief had high hopes of being a high-seas hijackers. >> found him on the tug boat monday morning after they were called to see why it was a drift in the middle of richardson bay. authorities say krandal cut the boat loose, hopped on board and drifted off. approaching the region. for most of us that rain will arrive in the afternoon tomorrow. the active sweep by live doppler 7. right now, it's quiet. a live look from our camera, showing you calm and clear conditions across san francisco. the clouds are building overhead, and in about 12 hours, the rain will be here. we bring back the storm impact scale to rank our storms from 1 to 5, light to severe. gives you a good idea what to expect. the system that arrived tomorrow, it's a 2, a moderate storm system, we're tracking light to moderate rain. there will be some pockets of heavier rain within this cold front. it will bring breezy conditions as well. 20 to 35-mile-per-hour winds, especially in the afternoon. and in the sierra, we're looking at significant snow, a winter storm warning in effect there. we'll get to the details of that in one second. temperature wise out there now, ahead of the storm system, we have cooled off into the 40s. in a lot of spots right now. 41 in napa. same in half moon bay. 48 in heyward. san santa rosa, 41 degrees. over the next 12 hours, the clouds will continue to thicken. we'll have some areas of fog, especially in the north bay. tomorrow morning, temperatures in the upper 30s to mid 40s. storm impact scale, this is a 2, a moderate system that we're tracking. a little bit more rainfall than what we saw yesterday morning. and those winds will have an impact in the afternoon. so let's time this entire system out for you. wednesday morning, watch the time stamp. 5:00 in the morning, the morning commute is a-okay. dry conditions. but take the rain gear with you, because the showers will be developing through the morning and into the afternoon. by 11:00, rain north of santa rosa, but pops of yellow and orange, that's the heavy rain along with that cold front. by 1:00, that's when we expect the drops through san francisco, over into oakland, into concord, approaching san mateo as well. later in the afternoon and into the early evening, by 5:00, that's when the rain is in the south bay and san jose, into liver mo livermore as well. by the day's end on wednesday, it's already out of here. but it will bring us a pretty decent soaking in the next 24 hours. future tracker rainfall showing the highest amounts in the north bay. but area wide, likely a good estimate is a half inch of rain, maybe less in the south bay and inland as well. but still a decent soaking for this time of year. the winter storm warning is in effect wednesday at noon through friday morning in the sierra. look at the snowfall totals expected. likely widespread one to two feet. higher spots could see up to three feet of snow. so winter weather lovers going to love that. the seven-day forecast, rainy and window wednesday, especially in the afternoon and evening. a scattered shower on thursday. then we'll dry out, brighten up for the weekend, bring in warmer area. mike nicco will continue to track the storm tomorrow morning at 4:30. >>
