We can see that in the live camera over san jose behind us and a smaller view of that frame there, as our temperatures start out in the mid40s. It is in the upper 30s in dublin right now, and were also seeing mid40s in San Francisco, a few clouds moving by now. But we are headed for sunshine again today, and a look at our highs that will reach into the mid60s this afternoon. 66 in hayward and 68 in san jose. And some mid60s for much of the south bay into the east bay. But then tomorrow, slightly cooler. More clouds coming in. The north bay will have spotty showers. Mostly late morning into the early afternoon, so ill be tracking that and talk about whats ahead for the rest of the weekend. Mike, you have one crash now in the east bay. And we might be able to change it soon from present to past tense. Looks like they just cleared it and the speeds are already recovering. Chp did indicate that westbound 80 at willow avenue, they would be just about done with the incident. Mild slowing now coming off the carquinez bridge. No major issues through richmond down toward the berkeley curve. A little build at the bay bridge toll plaza. The metering lights are activated but the live look at the toll plaza shows very light traffic still flowing. Youll have to pause. The metering lights are probably cycling quickly. In the south bay we did have a build for north 101 from about 280 up to oakland road for just a few minutes, about 20 minutes, and then things lightened up. Theres a little build coming off of calveras. Today in the bays kris sanchez is joining us from the newsroom this morning on how much more pg e customers will have to pay up. Reporter so consumers are going to feel the pinch. And while the latest hike will be a small pinch, about 5 a month, a follows hikes that make them the most Utility Company in the country. The cpuc approved the latest hike. The cpuc just granted a different rate hike, youll remember, 13 back in january, which means bills went up by about 34 on average. And there is another rate increase in the works amounting to an average of 10 a month to pay for last years storm damage. A consumer advocate and even pg e customers who qualify for discounts say enough is enough. This month it was literally 500, and without the discount it was 700. The last bill that i got was 200 something, and theres really no explanation as to why it increased drastically. Why should pg e get another rate increase when they reported profits of over 2 billion for last year . Reporter we requested comment from pg e, we got a written statement reading in part, delaying the recovery of costs would negatively impact our ability to secure competitive finance rates and increase the costs for capital investments. Now, all but one of the cpuc regulators voted in favor of this rate increase, and thats the reason that consumer advocate says its time for consumers to take their complaints not to the cpuc, but beyond the cpuc and to their elected leaders so they can put the pressure on the regulators. I know a lot of people will be calling their representatives. Thank you. Well, a federal investigation now under way after a wheel on a united plane flew off during takeoff. Take a look at this right here. So the landing gear was retracting there, this is when the wheel just fell off onto the ground. It did cause major damage to two vehicles on the ground in the employee parking lot and the fencing there. We did speak with one man who parked next to one of those vehicles. Parked right here . Yes. Look at this one. Oh, lucky. This guy, hopefully this guy is insured. No one was hurt on the ground. The plane was diverted to lax, landing safely. Passengers were put on a different flight to japan last night. A united representative says that they will work with customers, as well as the owners of those damaged vehicles, to ensure their needs are addressed. Good morning, its not just friday, its jobs friday. Electric carmaker rivian introduced two new electric suvs yesterday, priced around 45,000. San franciscos gap trades as gps, says a lot more of its customers are shopping at old navy stores, which it owns, looking for low cost options. So the once a month jobs report showing 290,000 jobs added in february, once again more than expected, with the Unemployment Rate rising to 3. 9 . Unemployment can rise during good economic times. The numbers show there are more jobs, not fewer, when people express interest in joining the workforce. Wages continue to grow more quickly than inflation as well. Nobody examining the new numbers closer than the fed. Video of fed chairman jay powell talking to congress this week. The fed likes job growth, but not too much job growth, as it waits to lower interest rates. We spoke to economist dan altman about those rates. Chances of a cut in may are probably fairly slim, later this year looks more likely. I dont think the fed will hike rates because i dont think theyre that concerned about inflation at this point. They havent seen inflation accelerating, really. But we should probably be waiting for the second half of this year for the bulk of any cuts that might come. Now, the fed does not set Mortgage Rates, but Mortgage Rates do rise and fall with fed rates, which makes house payments more expensive, as you well know. The Biden Administration directing fannie mae to cut out Title Insurance, one of those things you have to pay with your Closing Costs to try to bring down house payments. It only adds about 1,500 to the Closing Costs. As you might imagine, Title Insurance companies do not favor this idea. Its been one year since the meltdown of Silicon Valley bank, technically it will be this weekend, but were pretty close. It was the Largest Bank Failure since the Global Financial crisis and the government stepped in to save all those startups and Venture Capital firms who would have otherwise lost everything. That, in turn, would have devastated Silicon Valley, because thats where so many of the Companies Park their money to make payroll. So there was a scary moment there. We are going to see a system dropping in, but it takes a little bit of time to get here. So we will have at least one more day of sunshine and mild temperatures before we start to see the clouds and the rain coming back to the bay area. When it gets here, were not expecting this to be a huge storm system. Its going to start out with showers tomorrow morning around 11 00 to 12 00, between ukiah, clear lake and santa rosa, but then notice that as it approaches San Francisco around 2 00 to 3 00, the rain is not as widespread, not as heavy, and it just falls apart as it moves through. So were not expecting all of the bay area to see rain, from San Francisco on northward will have the best chance. The next wave of rain comes in late sunday night and into early monday morning. Then another storm system that also looks pretty weak coming in on tuesday into wednesday. So were going to see three waves of rain passing by fairly quickly, and then once all of that clears out, High Pressure will begin to build and that will give us warmer temperatures and sunshine for the end of next week into the weekend. So lets take a look at ou hour temperatures will change. Were going from 60 this weekend in palo alto to a gradual warmup. By thursday, friday, its going to be so nice with some mid70s next weekend. And we wont even need a jacket for the afternoons, but we are going to have cool weather this weekend, and this is the beginning of Daylight Saving time. We spring our clocks forward one hour on sunday morning, and there will be some clouds throughout the day. Rain possible, spotty showers between sunday and monday, as well as tuesday, but then well see sunshine in our midweek forecast for next week. And, mike, it seems like its been pretty friday light. Developing this morning, investigators are trying to piece together the big scare that was captured on camera at sfo when a tire suddenly fell from a united airplane seconds after takeoff. Today in the bays Ginger Conejero saab joins us live at sfo this morning. Ginger, the good news is that no one was injured because this tire had to land somewhere. Reporter thats right. Good morning, laura. I was actually just moments ago speaking to a pilot who told me that the estimated weight of that tire is about 700 pounds, so you can really imagine the damage that it did create, actually, but what could have actually been worse had someone gotten hurt. The faa is looking into this this morning. It comes just days after they identified that there were noncompliance issues for boeing on another Ongoing Investigation that has to do with the door plug that blew out back in january. It will take weeks for the faa to identify who was responsible for this, whether its united or boeing. But you can see just what happened, a wheel comes off of a united plane, leaving sfo yesterday for osaka, japan. A closer look shows the landing gear was retracting when the wheel flies off. Now, this is the damage that i was talking about. This is what it did when it hit the ground. Our sky ranger got footage of the fallen wheel and how it wrecked two vehicles in the employee parking lot. It took down one part of a fence. Were told it bounced and damaged a tesla before it was caught finally stopped in a nearby parking lot with the footage. Fortunately, as you mentioned, no one was hurt. But who will be responsible, united or boeing . So this is where i think theyll be focused on uniteds maintenance procedures and look at their paperwork. Now, if they point to a structural problem, youre going to get boeing involved as far as the builder of the aircraft. Reporter and records show the aircraft was delivered from boeing to united 22 years ago, so it has been quite a while. The plane yesterday was diverted to lax. The passengers changed planes and left around 7 30 to head to their original destination in asia. As the pilot that we just spoke with moments ago said, this could really have been a much worse situation had someone gotten hurt, because that is one heavy tire, laura. Can you imagine, just falling out of the sky. Thanks for the latest, ginger. President biden delivered his state of the union speech last night. Scott mcgrew is here and you say it was far more political than you were expecting. It was. Ive heard a lot of adjectives about the speech, fiery is the one were hearing most often. President biden knew he had to come across as vibrant and in command. I was surprised by how often bidens speech either directly or indirectly referred to the upcoming president ial race. Now, all states of the union are in some way or another campaign speeches, the president gets to praise his own accomplishments. But rarely, if ever, do president s refer to their opponents in an upcoming election, which biden did many times. Though never by name, always as my opponent. And the president was very direct in addressing the justices of the Supreme Court, who had their Traditional Seats front and center in front of the president. Many of you in this chamber and my predecessor are promising to pass a national ban on reproductive freedom. My god, what else freedom would you take away . The decision to overturn roe v. Wade, the Supreme Court wrote the following, and with all due respect, women are not with electoral power, excuse me, electoral or political power. Youre about to realize just how much. Clearly those bragging about overturning roe v. Wade have no clue about the power of women, but they found out when reproductive freedom was on the ballot and we won in 2022 and well win again in 2024. Members of the Supreme Court tried to remain apolitical, which is why even those justices who support abortion rights are sitting stonefaced, and why president s rarely address them from the podium. What has become more common is heckling of the president , during whats supposed to be a formal and dignified american ceremony. It started in 2009 when congressman joe wilson shouted you lie to president obama. Even his own party was mortified and wilson apologized. Georgias Marjorie Taylor greene has been a regular heckler and did last night, demanding the president say the name of College Student laken riley, who prosecutors say was murdered by an immigrant here illegally. She passed out pins. The president had one of those pins, held it up, said rileys name, and pushed for new stronger law to say control the border, a law that greene opposes. Democrats, too, have tarnished the solemnity of the state of the union, most famously Speaker Nancy Pelosi tearing up the president s speech as she sat behind him in 2020. What we saw was the performance of a permanent politician who has actually been in office for longer than ive been alive. One thing was quite clear, though, President Biden just doesnt get it. You brought as your guest the superintendent of Contra Costa County schools because you wanted to hear about education. I counted the words, 242 words on education. It turned out to be about 3 of the speech. Yeah, well, im a Senior Member of the Education Committee in the house and education is one of the most important things we can do for this country to deal with a number of issues. So we want to make sure were taking care of future generations based on research and what we know is the best way to help kids thrive. Here at home, were watching congress and the progress theyre making towards funding the government, finally some progress in the house. Do you feel optimistic about that . I am. I had a short conversation with the speaker a couple of days ago, and he said that they were going to get it done and thats what im hearing. So thats good news. And the overall grade for joe biden, his speech last night . I would say a . He was forceful, as you said, vigorous, and he was brutally honest. I wish we didnt have to have to have these kind of speeches, but this is the aftermath of four years of president trump. California congressman mark desaul nier joining us. The union square outlet is located on post street, one block from the north face outlet, now slated to close next week. It came to a head last week when macys announced it plans to close its Flagship Store next year. But you can come out to the sonoma raceway on monday to test out their new track. Its their first time theyve put out new asphalt here in 23 years. Last time was 2001. Things got old, crunched up a little bit, so they had to redo it. You can take a look at some of the video of them repaving it while i get my seatbelt buckled. Its a 2 1 2 mile road course at the sonoma raceway, and were in the car right now with professional race car driver. Jeff, lets start gunning it, first. Good morning to you. Thanks for having us. First of all, before we talk about the benefits of a new track, what were the benefits of the old track . The old track, repaved in 2001, and as the track wore in, we found there was benefit to having cracks in the road and some of the resurfacing helped provide some reference points for drivers to utilize on the racetrack. Already with the new surface, feeling its a lot smoother, a lot of the bumps that were kind of making challenges for people as far as how they set their car up, are smoothed out. Were going to head down the nascar configuration here into turn number 4. Were going to take some of this curve like they like this. This is your second time on the track . Thats right. I havent been on the new surface until this morning. What are your impressions . A step in the right direction, for sure. The grip level feels good. The blank canvas that we have, nice new asphalt is great. All positives so far. What about the speeds . So far, so good. Im not feeling a real lack of grip. The traction feels good, and i think the speeds are going to do nothing but build. You said one thing that was a benefit of the old track was the rubberization, where the rubber from the tires gets into the lines. How long does it take for the new track to get that and tell me about the benefit. Traction will definitely increase as the track gets kind of worn in, if you will, and the line that were driving on will kind of get rubbered in. That just takes a little bit of time. And different tires tend to put more rubber on, softer compound tire is going to lay more down than a harder compound tire will. But i say definitely by the time the nascar race is here in the beginning of june, this place is going to be in prime shape. Whats the fastest speed weve hit . I havent been looking at the speedometer. Thats a good thing. I would rather you pay attention. Reporter its a great ride. It is gorgeous and nice to see the sun today, as it continues with some mild temperatures. And by the next 24 hours we could start to see rain chances increasing for parts of the north bay, and then late next week were getting ready for a taste of spring. Now, were going to see the system thats making a big dip and then a rise into the pacific northwest. Its being right now blocked by High Pressure, but that high is going to move out of the way and this is going to be coming in starting tomorrow. When we see the rain arrive, its not going to be a very strong system. Its going to continue into tomorrow morning at 10 00 lake and mendocino counties, northward, seeing rain. Notice that as it moves into San Francisco and marin, it may fall apart a little bit. Once we get a couple more waves of rain early next week, High Pressure will start to build and thats going to clear things out and warm up our temperatures and give us nice weather next weekend. This weekend were going to have still some Cool Temperatures, more clouds and some spotty showers, but then the trend heads upward and we are on track for a nice little break and a taste of spring for the middle of next week. A federal investigation under way after a wheel on a United Airlines flight flew off during takeoff. The landing gear was retracting when the wheel fell off and onto the ground. Pg e customers can expect to see an increase in their monthly bill, this after the Public UtilitiesCommission Approved yet another rate hike. The new rate hike will add about 5 to your monthly bill. The utility says the hike is also to recoup money spent over the wildfire mitigation. Pg e just got a 13 rate hike in january, raising the average bill by about 34.
