"today in the bay's" cierra johnson is live with more on the brand new apartment building in daly city to explain how one vision became reality. cierra? >> reporter: yes, good morning, marcus. some of those teachers begin to wake up and some of those students wake up, a lot of those teachers are waking up in new housing, as you mentioned, it is affordable housing here in daly city and it really right now has enough housing to staff 25% of the district staff. so this project has been in the works for a number of years. you can see the pictures there, according to "the chronicle" a bond measure passed in 2018 created funding for at least the first phase of this project. 705 seramonte is a quick ten-minute drive from one of the district's high schools and offers $1,500 for one bedroom in an area where comps are double that. the one-year lease is renewable for district employees up to five years and there is an income cap for housing at $143,000 a year for a couple, and the rent is really simple, deducted from an employee's paycheck. the idea is to provide safe and affordable housing for district employees at a time when housing costs continue to soar in the area, often becoming unaffordable for staff. the first building is really just the first step in a grand plan by district leaders. the district wants to have at least 22 acres, mixed retail, as well as some park space and they want to have at least 10% of that being affordable housing. the rest of that housing will be at market rates. so really a great start with a lot of the teachers waking up spending their first weekend inside of their new home. we're live in daly city, cierra johnson for "today in the bay." >> this can provide teachers or staff members that opportunity just to get ahead because it's hard to do with the gas prices and everything else here in the bay area cost wise. cierra, thank you. turns out this year's gilroy garlic festival may happen after all thanks to part in neighboring counties. ceo of the san joaquin asparagus festival posted this message on facebook saying they couldn't let the garlic festival not happen, such a tradition. the organization is pledging to host the festival this year and says they'll announce more details later this week. two weeks ago, festival organizers said they were canceling the event citing the pandemic and rising insurance costs. organizers say the 2019 mass shooting also played a part in that decision. >> good to see they have new life again >> absolutely, such a tradition and people from around the bay area enjoyed it. >> absolutely. 6:09 this morning. >> the picture of san jose looks peaceful. we know it will heat up later this week, kari. >> and joy today. temperatures will still be nice and cool. just windy as you head out the door. we have a wind advisory in effect for parts of the bay area. this is the marin and sonoma county coastline as well as some of our north bay hills where we could see gusts to 45 miles per hour but it's going to be windy in san francisco. look at 5:30 this evening, winds in san francisco up to about 38 miles per hour, still pretty gusty in the north bay, and it's going to be windy in the hills tonight, while many of the valley areas will be starting to see those winds calming down but it will be a cooler day thanks to that cold front as our highs today reach the upper 60s and low 70s. 68 in san jose, mike, you're also watching the south bay. >> that's right, kari. here san jose 65, give credit folks following the speed limit. traffic is lighter than ten minutes ago. that's the break, the first burst hit, the second one kicks in about half an hour. first burst kicks in early and then we get a break until about 6:30 for a lot of these builds. this is recovery as well looking at southbound 242, the disabled vehicle has been cleared at concord avenue so we have a good recovery, but this is as traffic is building off highway 4. highway 37 same thing north bay out of vallejo and the bay bridge metering lights are on, slow up the incline. back to you. >> thanks, mike. transitioning to electric vehicles. still ahead the changes happening to keep up with growing demand for charging stations and how one company is making things a lot easier for ev car owners. >> good time to do it. gas is going to go up again three cents. i'll tell you where, plus there's a fed rate hike coming. out to the futures this morning, we could get a break on the dow after, man, wait until you see friday's numbers, just terrible. >> i don't want to see it. what are we going to do? >> he also used his real name. >> okay. >> come on, twitter. you got to catch that. >> that was the idea. >> faster. >> thanks, scott. new for you this morning as gas prices soar, so does the push to switch from fossil fuel to electric vehicles and sales are booming across the country, this is purchases have nearly doubled. they make up 20% of total u.s. sales. a $5 billion plan is created to create a nationwide ev network to keep up with demand. solano transportation authority is the late toast use electric buses. soon it will add wireless chargers and routes between san francisco and sacramento. those chargers are made with momentum dynamics and one industry expert explains the batteries could also be used in regular cars allowing people to charge without getting out of their cars. >> being able to pull up, charge and go again without getting out of a vehicle at a time, i think that's going to be a significant benefit the people will see. >> kind of cool how it's changing >> yes. >> momentum dynamics uses magnetic charging connecting to the receiver underneath that vehicle. the transmitter is built into the ground and drivers position their cars over it to charge it up. this is similar to charging pads for the smartphones. >> you know, that makes me more inclined, my husband says hey, what happens when you forget to plug in your car to go to work? >> inside out. >> all right, let's get you ready this morning. might want to drive on past that drive-through. we're starting out with our live look in dublin, a lot of people already up and out the door, but doesn't look as busy as it normally does on a monday morning. we have a beautiful start to our day, hands on the wheel, upper 40s and low 50s and windy. the high winds will continue through the delta especially as well as near the coastline today and some of our north bay hills. santa rosa reaching 71 degrees today. that's going to be cooler than yesterday afternoon, reaching 68 degrees in san jose, and 69 in livermore. tomorrow, those temperatures start to warm up, take a look at dublin, reaching 78 degrees and 83 in concord. napa tomorrow reaching 80 degrees, and we'll see those temperatures continue to heat up. san francisco on wednesday reaching 78 degrees. 84 in oakland, and 90 in dublin and livermore. fairfield reaching 91 degrees and upper 80s for the south county. now as we go into the next couple of weeks, climate predictions center putting out their outlook and showing not surprisingly that our temperatures are going to be warmer than normal, but we're also looking at drier than normal conditions, and the way that this season has gone, that's not surprising, so just something that we see as we look at at least the next two weeks and may is critical because we transition from those wetter months to the drier months, where we see barely anything, but it is typical for us to get a couple of storm systems coming through to bring us some rain, and now the storm track to the north of us, this rain that we're seeing right now just passes on by. we do get the cooler temperatures and a breezy wind but no rain today, and then by friday, there is a chance that it does get close to the north bay. we'll see if we can squeeze some rain drops out of that but our forecast is dry this week. at least we see some snow for the sierra. going into the next few days our temperatures heading back up to the mid 80s, peaking on wednesday. by the weekend we're cooling down, higs near 70 degrees. it's just going to be windy by the end of the weekend. mike, you've been watching the roads and keeping an eye on the south bay and east bay. >> san jose should show slowing over the next 20 minutes. the brakes tap around oakland road. the arrow shows you hayward. not a lot of build. the first burst from san leandro to union city we see another build coming, all the folks are feeding off of 580 in the altamont. the yellow highlights, gusty wind through the altamont pass. no problems for vasco but watch the higher profile vehicles, more slowing toward the last portion of that stretch there. we had a lot of slowing right here as you pass by golf links on westbound 580, just cleared up again so whatever was happening may be clear. we'll track those reports. meanwhile we have the bay bridge with the metering lights on. back to you. >> thank you, mike. next ahead on "today in the bay," "nbc bay area responds." >> a couple prepays for a service that they're now unable to ever use, yet no refund. i'm consumer investigator chris chmura. keeping an eye on the south bay. >> i've circled where san jose is starting to show that slowdown starting to build again. we should see speeds dipping down below 50 in ten minutes, right on schedule. the other arrow over to the right, that's south 680 into sunol out of pleasanton. the build happens for the tri-valley. also with more slowing here, highway 4 showed a lot of traffic starting to build out of pittsburg and the earlier issue. even though the arrows showed the similar pattern we see a burst of traffic toward walnut creek because 242 the disabled vehicle was cleared and the slowing now spread out down there from 242 into walnut creek. back to you. >> thanks, mike. a new spike in covid cases pushing up transmission levels for two bay area counties. this as another county rolls out a new initiative to try to halt future preventable covid deaths. >> "today in the bay's" bob redell is live in danville to explain the path to zero and no matter what county you live in, you want to hear this. >> reporter: correct. later this afternoon contra costa will design to prevent all covid related deaths. they urge people to go to a doctor, medical provider or pharmacy to get vaccinated to grab a take-home test so they can stop the spread of coronavirus and just be aware there are prescription medications that are free and effective if you become sick from covid-19. path to zero lets people know it is preventable. the cdc reclassified san mateo and marin counties as having medium levels of transmission of covid, an escalation from the low level of transmissions, which is where seven other bay area counties remain as you can see on the map on the tv screen. in san mateo county the positive rate now here 6% with nearly 800 new cases thursday and friday. in many cases they were higher than delta but the ba.2 variant isn't as lethal as delta which is why we are not seeing a surge in patients or hospitals. dr. monica gandhi says people should feel safer, 60% of the population has been exposed to the virus and 75% of kids under the age of 17 have built up natural antibodies. >> i have two children, they are vaccinated, i'm vaccinated and boosted and we have been living. i was on planes last week when they dropped the mask mandate and not very many people are masks on planes. >> reporter: with proms and big summer get-togethers around the corner, marin county's public health officer is still warning people to be wise about masking and get tested before those large gatherings. reporting live in danville, bob redell, "today in the bay." >> bob, thank you. there is new hope for better diagnosis and treatment of covid-19 in children. australian researchers say they have discovered which proteins become activated when covid triggers inflammation in children. they say the main triggers for severe covid in children will impact blood clotting in the heart, lungs and brain and they say it's all triggered by a condition known as acute respiratory distress syndrome, which can develop in children that become extremely ill with covid. authorities have not yet identified a bicyclist who was struck and killed by a driver last night in san jose. it happened about 9:00 on capitol expressway and mclaughlin avenue. the driver stayed at the scene and cooperated with police. this is the 29th traffic-related death this year in san jose. in all of last year, there were 60 people killed in crashes, matching a 20-year high. about a mile away from there police yesterday arrested a hit-and-run suspect accused in two separate crashes. that arrest happened at the scene of the second crash at capitol expressway and aborn road. the driver was speeding from the scene from the first crash moments before crashing for a second time. no one was hurt in either accident. scott mcgrew, title 42 is forces some immigrants to stay on the other side of the border as they wait for a request for asylum. >> exactly, put into place to protect public health, after all. we forced those immigrants to stay in mexico even if they weren't from mexico, so they wouldn't bring in coronavirus. that was supposed to be temporary. the biden administration wants to end that policy, go back to the old system we had, the one that's been in place for decades and many different administrations where you let them in. secretary of homeland security alejandro mayorkas did the sunday morning political circuit yesterday. here he is on "meet the press." he says america will always will turn away those who try to cross illegally. when it comes to asylum seekers he's asking for more officers and judges to speed the process up and reminded people it's congress that sets the rules on immigration, not homeland security, and reminded viewers on fox news sunday people who come across the border seeking asylum are playing by our rules. they're doing it legally the way congress set it up. >> and they do not make a claim, they are promptly removed. if they make a claim then they have a right under our law to seek to advance that claim before an immigration judge. if the judge denies their claim, they are removed. in other news, president biden will travel to alabama tomorrow, among other things he'll visit a factory that makes the javelin russian tank killers. video of the president's visit to the white house correspondents dinner over the weekend. first lady jill biden will go to slovakia for mother's day, just across the border from ukraine to visit with refugees. the speaker of the house met with the polish president a short time ago in poland. president duda told speaker pelosi that poland has taken in more than 3 million ukrainian refugees. pelosi was joined by half a dozen u.s. lawmakers, including the bay area's barbara lee. over the weekend, a smaller group including pelosi but not lee traveled by train to kyiv, where they met with president zelenskyy. a good reminder the weapons and money we promised ukraine still has to be approved by congress. pelosi says she'll shepherd that through. in georgia today jury selection begins for a grand jury to examine whether former president trump interfered in that state's election process when he called the georgia secretary of state pressuring him to find votes to reverse the loss in that state. georgia officials recorded that phone call. we're watching everything that's palisades tahoe ski resort getting a late season boost thanks to recent snowfall. yesterday was supposed to be the final day of the ski season, but thanks to the recent storms it will end now on memorial day, may 30th, which the slopes are only open on the weekends right now. despite some bare patches starting to show on parts of the mountain, skiers say there's just enough in those areas where it really matters. look at that. ahh, looks like a lot of fun. >> i see a lot of dirt, exposed land around there, rocks and dirt. >> but where it counts is where the snow is. >> right, they said they're making it work, taking some of the closed trails, scooping that snow up and putting it on the trails that are open, probably making a little bit of snow, doing everything they can, but it continues the fun and trying to make up for the lost money during the whole pandemic. we only have a little bit of light snow in the forecast over the next week, about another three to five inches so not a lot there but here we have the high winds that are kicking up today and wind advisories for the marin and sonoma county coastline as well as some of our north bay hills. these gusts may reach 45 but it's also going to be windy in san francisco. here we are at 6:00 look at the wind gusts and the bright reds and the purples indicating the highest winds, that will continue today and then gradually start to calm down tonight, although it may still be windy in the hills and in parts of the north bay through tomorrow morning. so it was kind of a windy but cooler day, we'll talk about when the winds calm down our temperatures go up, that's in the forecast in a few minutes. mike, how is it looking headed to work right now? >> kari, potential delays for folks riding cal train. we note we have reduced service levels because they're trying to speed up the electrification project going on running fewer trains giving more space to work, that may be the factor until may 20th. check the schedule, it may alter the trains that you, specific trains that you're taking. on the roadways a standard pattern, as we look in the westbound direction for your slowing for your morning commute. getting toward the evening commute there may be a factor here past the coliseum. the a's play at 6:40, and so there will be probably post-work traffic right by the coliseum and hopefully victory there for the a's. we'll track that. getting over to the east bay tonight we're looking at one lane closed for eastbound 92. here's a different schedule than when they had the opposite direction closed from 7:00 p.m. to 8:00 a.m. because that is counter commute, eastbound will remain open, two lanes out of three will remain open at all times. back to you. >> thanks, mike. a potential staffing shortages (music throughout) this morning on "california live" rhian michelle's new game. good monday morning. it is 6:45. let's head out in the east bay, checking out martinez and how the day will shape up for you. we're seeing a partly cloudy sky and we'll see some peeks of sunshine throughout today but really high winds. temperatures go from the mid-50s and stay windy into the afternoon with highs near 70, we are going to see those high winds rolling through the delta and along the coast today. i'll be tracking that and we'll talk about a warmup in the forecast coming up. >> kari, look for the science for signs of the wind. i'm looking ain the sign, where it talks about the wind, kind of obvious. san mateo bridge will get caught headed over the high wise rise. the commute builds, there's more slowing in the south bay coming up. >> thanks, mike and kari. tomorrow, president biden is expected to announce its first batch of presidential pardons. three pardons are expected and another 75 nonviolent drug offender also have their prison sentences shortened. it's part of the broader white house effort to make criminal justice system more fair, which the president touted as a key goal in his campaign. also expected to announce new job training measures and grants for felons reentering society. a strike involving stanford health care workers may be nearing an end, approximately 5,000 nurses went on strike last monday and then late friday union leaders reached a tentative deal for a new contract. nurses voted on ratifying the deal yesterday and results are expected to be revealed today. if approved, the nurses would get a 7% wage increase this year and a 5% increase next year. retirement benefits would also be increased. maybe you have a summer vacation planned but a lack of staffing at some popular destinations feeling the hot summer burn. kerry sanders explains what you may encounter on your next getaway. good morning, kerry. >> reporter: kris, we're here at the beach this morning in lauderdale by the sea in florida but beach towns across the country as they come alive especially this post covid sense that we can travel again there is one thing missing, those young people taking those jobs like at the ice cream parlor, in some cases offering up to $20 an hour and still not luring enough people into the resort towns that need the employees, those young employees. we'll have details coming up on "today." now back to you. >> thank you, kerry. what a start for the warriors in round two of the nba playoffs. right? >> my kids teachers, absolutely. >> definitely appreciate them. >> applause for all the people there. >> more than ever. >> absolutely. god bless you all. >> and the things they have to deal with. let's get you started with what's going on not only here in the bay area but across the country, there is several storms that have been moving through parts of the midwest. take a look at this video of these tornadoes that touch down near wichita, kansas. that video is unreal. you can see the houses being drawn up into that tornado just lifted into the air, skips across the street and hits more buildings. thankfully there were only minor injuries. we fatalities in this and you can see all the damage and destruction that was caused by that. this morning, coming up in about ten minutes, al roker will be following these severe storms that will be coming up on the "today" show, because this may not be the only day that we have to deal with severe weather and tornadoes. here's the way it looks as you're heading out this morning across the san mateo bridge. notice the sign says high winds on bridge, reduce speed. we've had some gusty winds this morning and that continues today. we actually have a cold front that's sweeping through and that's creating high winds and cooler temperatures for you today. tomorrow we're going to be warming up and wednesday will be the hottest day of the week, you can see at the bottom of the screen with our seven-day forecast for your microclimate. our high temperatures today nice and comfortable with some mid to upper 60s. this is a look at tomorrow's high, dublin reaching 78, and 80 in santa rosa, but then look at how warm it gets for wednesday in concord and fairfield up to 91 degrees. 89 in morgan hill and 79 in san mateo. we do have some warmer weather headed our way and it's really not surprising that for our outlook for the next 14 days shows that the bay area will have slightly above average temperatures. at the same time, we'll have slightly below normal rainfall. that also not surprising, that's the pattern we've been in and looks like that does continue but we're going into this very critical month of may, where we transition from our wetter months to the dry season, and this is our last opportunity to see some of these storms that could dip a little bit farther into the bay area as they start to lift back to the north and that's what we're seeing right now. as we look at the overall pattern of what we could see over the next couple of weeks, there's a slight chance on friday some of that rain may make it into the north bay. we'll be watching that before the end of the week but overall our temperatures fluctuating, going from the low 70s today and low 80s tomorrow, mid 80s on wednesday, and then notice the cooler weather that we'll see going into the weekend, as those winds pick up, we'll only see highs near 70 degrees. mike, what's going on for the commute? >> a predictable pattern. 87 and 101 starting to build, 87 from capitol expressway and same thing 101, a little slowing that's building. brake tapping going on typical spots for san jose. southbound 680 through pleasanton more traffic and more brake tapping and 880 showing the build from 238 toward highway 84 so basically san leandro in toward fremont. a slower drive down the east shore freeway, westbound is your commute build there for most of your spots including walnut creek, and also at the richmond to san rafael bridge. back to you. >> thank you, mike. happening now, the palo alto courthouse reopens for the first time today since the pandemic took hold. the past two years santa clara county court cases have been heard all of them in san jose. so in addition to the pandemic, the courthouse was also dealing with staffing issues and budget issues but the county now says reopening that one will help clear case backlogs, increase access in that community and minute size crowding at san jose's main courthouse. next a quick look at top stories including house speaker nancy pelosi conditioning her whirlwind trip overseas, her latest stop this morning following her surprise visit to ukraine. plus helping teachers make it in the bay, the new housing option for some peninsula teachers and how voters help bring it to reality. welcome back. here's a look at the top stories for you this morning on "today in the bay." >> we'll start with some of the latest developments in war-torn ukraine. more than 5.5 million ukrainians now have fled the war according to the latest numbers from the united nations and more than two-thirds of them are seeking refuge in poland. all of this comes ahead of this week's planned overseas trip for first lady jill biden. she'll stop first in romania and mother's day she'll meet with refugees and children taking refuge in slovakia. nancy pelosi met with poland's president after her surprise visit to ukraine over the weekend when she met for three hours with president zelenskyy in kyiv. oakland congresswoman barbara lee is among the lawmakers joining pelosi in poland. authorities is not identified a bicyclist struck and killed a by driver last night in san jose. it happened about 9:00 at night, so in the dark are at capitol expressway and mclaughlin avenue, the driver remained at the scene and cooperated with police. this is the 29th traffic-related death in san jose this year. in all of last year, there were 60 people who were killed, matching a 20-year high. new help oarrives for peninsula teachers struggling to make it in the bay. jefferson union high school district teachers moved into affordable housing made possible by local voters. the project will eventually house about 25% of staff. voters in 2018 passed a bond measure creating funding for the first phase of that project, located on sigh reia monte boulevard. rent prices start around $1 240urks 500 for a one-bedroom. a live look at santa rosa, there was a windy, breezy weekend all weekend long, but kari, my cousins are visiting from colorado, i don't think they're going to want to leave with this forecast. >> it's pretty nice. by wednesday they'll be like where is my suitcase?
