By wednesday, there will be tens of thousands of National Guard troops here, already many of them on the ground working with police and federal agents to make sure this this is a peaceful transition of power. In washington, d. C. , this morning, businesses are boarded up, the National Mall and its landmarks offlimits to the public. The inauguration site, the u. S. Capitol and blocks around it behind concrete barricades, metal fencing, and an unprecedented display of americas military might. We dont want to see fences. They are charged with a number of felonies, some of them weapons charges, other charges, theft charges, and a couple of fbi sources tell us that theyre looking into a 500,000 bitcoin payment to determine if there were any foreign actors, governments or other groups that may have tried to help fund the violence that we saw on january 6th. Demonstrators broke windows, spray painted profane and threatening messages at the Police Station and on other parts of city hall. Investigators say this started out as a peaceful protest in andrews park. They say protesters broke out windows of two cars. People were inside them at the time. Nobody hurt. A vehicle associated with the demonstration was impounded but so far, no arrests. A surprise discovery made by bay area researchers, a new mutant covid strain is spreading. Researchers are confident what theyre finding here in the bay area is not what made headlines in the United Kingdom around december but they are confident that this mutant variation is that of the one that was found in that outbreak in san jose. Now researchers are saying this mutant strain is called l452r. Researchers do not have data to determine if the variant is more trance missible or deadly but researchers noted it was being spread quickly in communities where it was identified. In the case of the outbreak at Kaiser Permanente in san jose, at least 90 people were infected around christmastime. The question why did the virus spread so quickly . Was there, you know, some change in ventilation, or some change in how personal protective equipment was used, or some staff turnover or you know, some other condition present . Reporter in addition to Santa Clara County, this variant has been detected in several other counties around the state, including humboldt, lake, los angeles, monterey, orange and san diego, and although researchers were still looking into specifics about the variant and its conditions, they say that the current vaccine thats out now is still effective against this strain. State Health Leaders advising one batch of Modernas Covid vaccine be held for now as they investigate a string of allergic reactions. The advisory is limited to a batch recently given to people in san diego. Once those allergic reactions were reported last week, the vaccine was set aside. The vaccines were given at petco park, which was also closed for a time last week, and people required medical attention. Providers are told to wait to vaccines from that lot, and keep them frozen until the investigation is complete. So far, the state has received 3. 5 million covid19 vaccines. According to the cdc, more than 1 million have already been injected. Of those 865,000 received their first dose only and 204,000 people have received both shots. Most bay area counties are trying to eliminate confusion in the ongoing vaccine rollout. Yesterday Santa Clara County fairgrounds, some appointments had to be turned away. The county is only allowing people over 75 to get the shot, even though the state allows people over 65. So some people are signing up at the state website, even though they dont qualify at the fairgrounds. They said are you over 75, are you a Health Care Worker . No, but im registered and they said oh, well, that was a mistake. Yesterday i got the email reminder, you have an appointment today and i got here the line at the end and refused because im only 73. Adding to the confusion, Health Providers have their own supply of the vaccine, so some are accepting people younger than 75. Absolutely, and not only will it be very warm, but those winds will start to pick up even in the valleys later some people are feeling heading out the door, so look its 36 degrees, not much of a wind, but then in santa rosa, where those winds are rushing down a hill into the city, well, it is 70 degrees, and so were also seeing a big spread in temperatures across the bay area, as were starting out very warm this time of year. This is even above our normal high temperatures, and were looking at highs that will reach back into the mid70s again today, with these records that are falling across the bay area that were set back in 2014. I went hiking over the weekend but i was a little sad that it was just so brown out there, and Lake Del Valle is low so we are feeling warm weather but today, those winds are going to start to pick up and were talking about the potential of some Power Outages due to those high winds. We have two weather systems close by but as we go through the week well see that low moving away from us opening up the door for a potential of another chance of rain by the end of the week. A lot of that rain falls apart before it gets here. Next week we should have a better chance of rain, we really need it. As you were alluding to, youve got the low humidities, the dry fuels and Fire Department as a result are worried. We are having some winds out here, nothing at this elevation, causing concern but the upper elevations as we report mt. Diablo, a wind gust of 81 miles an hour. National Weather Service for the bay area just tweeted out that up in healdsburg on pine flat road, they just recorded a gust of 86 miles an hour. These are not sustained winds. These are gusts, but we are under a wind advisory until 6 00 tonight, a high wind advisory for elevations above 1,000 feet. That kicks in at 4 00 this afternoon, runs until 7 00 tomorrow morning. We spoke with the fremont Fire Department, they along with other Fire Departments are concerned about these winds starting wildfires weve been talking about, yes its january, but weve seen temperatures in the mid70s, fuels are dry as i mentioned, because weve had hardly any rain. The battalion chief tells us his men and women have yet to put away their wildland safety gear from last years fire season. Hes never seen conditions like this before in Northern California this late in the winter. Theres three factors that influence a wildfire, thats fuel, weather and topography. Unfortunately coming up experiencing weather with high winds and the fuel hasnt been moist, so everything is receptive to burn. And lasting for several hours. The chp also made multiple arrests. They were wheeling, popping hands, arms in the air looking behind them as they were moving at high speeds passing cars, and you know, it was unusual enough to have just a few of these but there were like i said, it was hundreds. The chp was able to make some arrests and unfortunately, some of those officers were injured as well. The weekend included the latest reminder for everyone in the bay area to be preparedearthquakes at a moments notice. Did you feel the one on saturday, 4. 2 quake centered in aromas in monterey county. One store owner in gilroy says he ran outside when he realized what was going on. Suddenl bang, you know, the noise came up like a bang, and then i thought some truck, accident happened and then suddenly the bottles moving and makes a sound, ting, ting, and i thought there was an earthquake. I ran away. I thought it would fall down from the roof so i just ran out. I tweeted about it saturday night. I was surprised how far away it was felt. It wasnt really Strong Enough to cause any damage, which is the best way to remind us of all these pential dangers out there. Always remember were in earthquake country. As for whether the wkendee akequhould be taken as a sign of a larger one coming, heres dr. Angela chung with berkeleys seismology project. We really have no idea when that next big earthquake will occur, and just because there are earthquakes happening doesnt necessarily mean there will be a bigger one. According to a senior official with the biden transition, things arent going to change overnight, from the Trump Administration to the Biden Administration on immigration policy, so they are urging migrants not to flood the border and push their way into the United States right away. Take a look at this video, there was a chaotic melee over the weekend in central america, when thousands of these migrants were trying to move forward. Security forces used tear gas, they used sticks, they used a stun grenade to try to disperse this crowd. There were a number of people injured. Authorities couldnt say how many, about 3,000 had spent the night in a village t honduras a salvador, the border there since friday. 7,000 or 8,000 trying to make their way from guatemala fleeing poverty, violence, backtoback hurricanes, not to mention the covid pandemic and the impact of that there. Guatemala sent about a thousand back to honduras but the caravan is trying to move into mexico and not just immigration policy. Now back in 2014, we had a warm spell like this, but we were also in the middle of a prolonged drought, and now were looking at our high temperatures today heading back into the mid70s, so its going to be even warmer than we were in 2014, and today, were also dealing with these high winds. Were already feeling some of those gusts. If you live in the hills, it is a scary morning, those gusts have really been kicking up. In the healdsburg hills a gust of 83 Miles Per Hour, 81 in clayton hills so parts of the east bay as well as other parts of the north bay. Mt. St. Helena had a wind gust of 76. Even in livermore, 50mileperhour gust, and its going to get Even Stronger as we go into today, and we do have this elevated fire risk, and were still talking about the potential of wildfires in january. This is just really unreal for us, because we are dealing with the very low humidity, the dry vegetation and these high winds, along with the warm temperatures, and so thats a concern we have for today. Lets go through the wind speed forecast. We are going to see these winds, here we are at 2 00 this afternoon. Winds coming in from the northeast, which tends to dry out. The air as it descends the hills and its going to be mostly at about 35, 40 Miles Per Hour for the afternoon. Here we are late this evening, even in some of our valleys its going to be gusty. So if youre out today, if youre able to spend some time outside, secure the garbage cans, anything that may get blown around in the high winds. Well see it through tomorrow morning, and this will be what we call a prolonged wind event, where it happens for not only one day but possibly about 48 hours of some high winds. Finally its starting to calm down as we head into wednesday morning, but we have these two pressure systems close by each other, it causes the wind to rush across the bay area. By the end of the week, things start to warm down but temperatures will go down as well and well have a slight chance of rain between thursday night and friday but maybe a better chance of rain early next week. Its been so dry, but i wanted to show you these temperatures. Were going from the low 70s in the inland areas today to some 70s tomorrow but a cooldown by the end of the week, and we start out the week in the 70s, but we will not end the week this way. By sunday, were only reaching 56 degrees with a chance of showers. As you get ready to head out on the roads on this holiday, overall i havent seen any major problems there. Its been a few minor incidents but you can see that it is green. No major traffic as you head out, so hopefully we are going to have those traffic conditions staying this wout today. Cierra johnson has a new strain of covid spreading fast in the bay area. Reporter it was not the one making headlines last month in the uk. This is a separate strain and they believe its the same strain that was the root of that outbreak in san jose. Now researchers have a name for this strain, its l452r. Researchers dont have enough data to determine if the variant is more transmissible or deadly. In the case of the outbreak at Kaiser Permanente in san jose, at least 90 people were infected around christmastime. In addition to Santa Clara County, the variant has been detected in several counties including humboldt, lake, los angeles, monterey, orange and san diego. There is some positive news in this new variant, though. They believe that the vaccine thats being administered around the state will still protect those against this new strain. New overnight, Vacaville Police on the hunt for vandals after a group of protesters left this damage behind. It broke a numbe painted profan threatening messages at the Police Station and other parts of city hall. Investigators say it started as a peaceful protest in andrews park but the protesters broke out windows of two cars that had people in them at the time. Nobody was hurt.
