Its confusing and frustrating for a lot of people. 100 . Lets start with the numbers. More than half the bay area reported record breaking numbers today. Napa and solano counties both adding more than 300 cases. On the peninsula that number more than doubled. More than 1,400 new cases in Santa Clara County. For the first time one of our counties has topped the 1,000 mark. All right, so lets take a closer look how we got here. Lets head over to the big board. These numbers here represents cases each day in Santa Clara County over the past two weeks. Three days before thanksgiving right here 439 cases in a single day. A week later look at that big spike, 801 cases. This is Santa Clara County. We go down a bit and more than 1,400 cases, thats in a single day almost double than just a week ago. Contra costa county, it starts simple. 190 cases right around thanksgiving and then we shootup. December 5th, 587 cases. And then today 752. This trend could be deadly. These counties just bracing for what comes next. Now, all those new cases prompting strict new rules. Tonight restaurants reduced to only takeout and delivery in San Francisco, santa clara, alameda and contra costa. In marin county dine in spots were enjoyed one last night before new restrictions took place. Nine exhausting months has people just hoping to make it through this new shutdown. Nbc bay areas Terry Mcsweeney has more. Reporter this is the sad scene in San Franciscos north beach this evening. Empty parklettes where people recently dined, heat lamps warming no one, unoccupied tables and chairs. We had to let about half our staff go at first, so right now were running bare bones. Reporter hes barista, cook and server yesterday. Yesterday he wasnt even sure hed have one job today. About halfway through my shift my manager called me and said i got to cook for togoes and all of a sudden it was this relief. I felt i get to pay rent. Not everyones that lucky. Reporter just across the bay in sausalito it was one last supper as one diner called it before it goes back to takeout and delivery om. Weve got employees 40, 50 years here, long time employees, very loyal, like family. And youre laying off these people who have been with you so many years. Its tough. Its heart breaking. Reporter restaurants getting creative. One created a program called drive and dine. You come and get your food to go but then you park your car here. And while youre eating check out that Million Dollar view of San Francisco. These two dined in contra costa last night before its final night before shutdown and woke up wondering if they were out of dining options. And then we remembered marin was not shutdown. So as soon as we realized that our faces lit up like christmas trees, and of course here we are. Were going to Sonoma County because i believe theyre still open. Terry mcsweeney, nbc bay areas news. Dr. Fauci weighing in on californias new lock down. He said it was the right decision. Nows the time to call a time out, shutdown not indefinitely but just enough to add some flexibility to the Hospital System otherwise they could be in significant trouble. Dr. Fauci says california is right on the cusp of not having enough hospital beds and trained staff to care for patients especially in the icu. Heres the frustrating part. Why are some counties going into lock down even before they were erequired to while other counties are still open . San mateo and solano counties. Reporter even with reduced hours the owner says he feels lucky that he can even open at all. At this point were on the verge of closing down for good. You know, were bleeding money out of our own pockets and bank account at this point. Reporter feeling the pain of Small Business owners like christie. Outdoor dining, hair and nail salons are still open there while acknowledging people should be staying at home as much as possible during this surge. The Health Officer making it clear tonight he will allow those businesses to stay open as long as possible. In a statement tonight he questioned the Science Behind the shutdown saying, in fact, i think these greater restrictions are likely to drive more activity indoors, a much riskier endeavor. Solano countys Health Officer releasing a similar Statement Last week. He says there is no proof that outdoor dining, hair and nail salons are fueling the surge. Some believe its fueling a mini surge of people coming to the counties that are still open to do things they cant do elsewhere. Im like, wow, we have five counties under lockdown, but you all are not. It was nice to be able to take her somewhere i knew was safe. Reporter this owner is hoping people realize his restaurant is open. Closing us down early would accomplish nothing. Reporter and if theres one thing he has is hope that he will get through this. Anything below 15 icu bed availability, thats what triggers the states order. You can see Southern California and the San Joaquin Valley well below that 15 . Thats a trouble spot. The bay area 25 , and the sacramento area at 20 . Another number on a dangerous rise the states positivity rate. During the height of the summer surge in july it was 7. 6 . Now look over to the right of your screen. Tonight 8. 4 . The governor says the goal is to keep it below 5 . Well, the one glimmer of hope is that the fda could approve pfizers vaccine this week, and that means the first doses could be arriving in the bay area next week. Were lookingats a planning sumption of 1. 6 million doses of the vaccine within the calender month of december. Reporter governor gavin newsom says covid19 doses should begin arriving next week. But the first batch is expected to be just 327,000 doses. Santa clara Health Officials say they will get 17,000. Those doses well be getting in small numbers are going to be prioritized for the acute care health workers. Reporter the doctor with the medical university of South Carolina says it will likely be several months before people and the general public will have access to the vaccine. Second quarter of next year, and, you know, thats assuming that there are no logistical hold ups, there are no manufacturing holdups. Reporter experts say there will also be challenges getting everyone to rollup their sleeves twice. That second dose is very important. Reporter if people dont like the side effects and skip the second dose they may not be protected. Its what we call a prime boosted vaccine. So the first dose basically revs your immune system up, and then the second dose really helps mount that really important antibody response. Reporter while state and local leaders prepare to administer the first of millions of doses in the next couple of months we cannot let our guard down. Peter chin hong says 25 of the 50 to 75 patients involved in the moderna, pfizer trial experienced side effects. 15 of those more serious and took more than a day to recover.
