"today in the bay's" tracie set your thermostat to 78. potts with the latest from the campaign trail. and we'll remind people voting close those blinds and twice is illegal. can. and postpone >> reporter: it's illegal but the president keeps talking about it. we'll see what happens with that today. we are focused on the new jobs numbers that just came out 30 minutes ago. more jobs, lower unemployment, the growth rate is slowing down. and joe biden set to speak about that later today. this morning we'll learn the nation's new unemployment rate. joe biden is planning to react from delaware, nearby in battleground pennsylvania president trump again called for americans to vote twice, which is illegal. >> you sign it and send it in and then you have to follow it. and if upon election day or early voting that is not tabulated and counted, you go vote. you have to make sure your vote counts. >> reporter: the white house explained. >> every vote should count. every american should verify their vote is counted. >> reporter: north carolina's absentee ballots go in the mail today, the first state to start voting. election officials insist duplicates will be flagged at the polls. in wisconsin biden met with jacob blake's family and spoke by phone to the man whose police shooting touched off riots. >> he talked about how nothing was going to defeat him, how, whether he walked again orri no he wasn't going to give up. >> he was in the midst of committing a felony and he was armed. >> reporter: things have calmed down in kenosha, but the nation remains on edge with the presidential election in less than 60 days. and then there's facebook now announcing they will not accept political ads the week before the election. now analysts say that may have some impact but the old ads are still floating around out there and the post that is get circulate that hing on people's not the ads that contain a lot of misinformation. >> that lives on forever. thank you, tracie. 6:04. well, with the holiday weekend at hand and a sizzling summer warm-up on tap, what could be better than a trip to the beach? well, in these unprecedented times just about anything. we have a pandemic, of course, on our hands. bay by"today in the bay's" beap suratos joins us from pacifica. >> reporter: they wanted to stop the spread of the coronavirus and that's why they will close its beaches this labor day weekend. they're going to start doing it tomorrow, but they are not the only area in the bay area that's going to take these precautions. at least stop the spread of the coronavirus during this holiday weekend. santa cruz county will be closing its beaches. they're going to start tomorrow and that's going to last through monday. i do want to point out that on saturday and sunday those beaches will be open between 4:00 p.m. to 8:00 p.m. you have monterey county who will close their beaches starting tonight and that will last through monday. point reyes in marin, they will be closed but that is also due to the woodward fire. and then i mentioned pacifica will close beaches and beach parking lots. that will start tomorrow and that will last through tuesday. the number of beaches are still going to remain open around the bay area and while being outside is much safer, of course, than being inside it's always important to put safety first. >> we need people to do social distancing. we need to keep gatherings to small numbers. under ten is what people say. and to wear masks when possible. >> reporter: wear a mask and social distance. can't say that enough. i do want to point out santa clara and contra costa county reported quit a number of coronavirus cases during previous holiday weekends, so we're talking about memorial day and fourth of july, a lot spread through asymptomatic carriers. avoid the social gatherings altogether. keep it small and keep them outside. reporting live, pete suratos for "today in the bay." >> thank you, pete. the national guard health care workers are reportedly assisting the staff at santa rosa memorial hospital because there is an outbreak of workers there. at least 17 staff members were infected and the lnu fires are adding an extra layer of problems because, as "the press democrat" reports, the fire created a worker shortage. so many folks displaced there. hospital executives say they don't think the outbreak is connected to the use of the guard members nor how many are working there right now. from online to in-person, marin county has approved waivers to start in-person learning. 15 schools, some private and some public, got the green light to reopen. all are elementary schools. county health leaders say the schools can open as early as tuesday. the growing concern about having in-person classes, of course, potential lawsuits. "the press democrat" says they were trying to get a bill passed to protect schools if students contracted covid while in school. for now the debate is on hold because the legislative session just ended. when it comes to outdoor gambling in the bay area you might say hit me. approval to open outdoor tents which should be ready to roll within days. artichoke joe's in san bruno will open tonight. now current temperatures in the 50s and 60s in concord. expect temps in the 80s. by this weekend triple digit heat expected throughout the interior valleys. i'll go into more detail on that coming up in a few minutes. and we're looking at palo alto. a very smooth drive, an easy drive, as folks travel along 101 here. the other side of the bay 880 much more traffic and volume, still moving smoothly after overnight road work cleared just north of the coliseum. i'm going to talk about what chp is telling us for all areas around the bay coming up. good morning and a very happy friday to you as well. really interesting story coming out of "the washington post" this morning. facebook is apparently going to pay some people to delete their facebook and instagram accounts leading up to the election. it's part of a research project where sociologists want to see how people's opinions and voting behavior are affected by facebook, so they need a control group that's not on facebook. facebook is wholeheartedly participating in the project and paying as much as $20 a week not to use facebook. now honestly this sounds like one of those things that your great-aunt sends you on facebook. facebook will pay you to delete your account. in this case, this is actually real. other news we just got the jobs report for august showing 1.37 million jobs were added last month. that number is much bigger than bewe we were expecting. tracie potts said joe biden was standing by to comment on the new jobs report. i would not be surprised if his plans change. these are very, very good numbers. the stock market plunged yesterday as investors stopped investing in tech. there had been a huge run-up in tech stocks, we've been talking about it for weeks. most experts are unconcerned. they say it's a normal adjustment. but take a look at this. apple, its overall value fell $180 million as its stock fell yesterday. this is a market cap. this is the largest plunge of value in a company in the history of all companies. we knew juul labs of conducting big layoffs. they'll cut as many as half their workers and pull off from marketing to just the u.s. and canada. this is the first friday after the payroll tax holiday took effect. i would be surprised if you see any changes in your paycheck. companies are authorized to stop taking them out of your check, few will, say experts. there's too much confusion and uncertainty over the plan. >> president trump licks to think of it as a mandate you can opt in and out of. the way the irs regulations were released it's largely optional. we believe a lot of businesses won't even offer to their employees because the administrative headache plus the need to work around standard payroll systems is more than they can prepared and mo what's coming. unfortunately a lot of times it's because of the smoke. still dealing with that poor and unhealthy air quality and check out san francisco. this dry air mass by mid morning will mix that out. air quality, in through the weekend that was extended, today's forecast highs will be in the 70s and 80s but it's that excessive heat warning that takes effect beginning tomorrow at 11:00 a.m. not only that but also gusty conditions expected heading into monday, offshore winds. that's going to be a major concern. anytime you see hot temperatures, gusty winds and low humidity, it brings an increase in fire danger. this lasts three, four, five days. mike? the east shore freeway which is typically picking up the volume. bigger than it was a half hour ago. very light traffic. a bug on the screen. as i show the survey we have no more slowing on the decline into san francisco for west 80. the same thing for the altamont pass. as we continue to look at green sensors around the bay, the note reminds you that labor day is their maximum enforcement period. chp is watching out for you. >> it's going to be hot. next on "today in the bay" nbc bay area responds. >> reporter: a surprise in the mailbox. people tell us they are receiving dozens of letters from the state that aren't for them. i'm consumer investigator chris chmura, nbc bay area responds next. 6:24 now and new details about two more deaths being blamed on hurricane laura bringing the total number to at least 19 people killed in louisiana. five deaths in texas also blamed on the hurricane. the storm made landfall packing 150-mile-per-hour wind and some areas, as we know, will take years to recover. turning back to our pandemic coverage. tyson food is planning to open medical clinics inside its plant. the company says the goal is to improve the health of its workers and better protect them from coronavirus. this comes after several hundred workers tested positive. tyson processes about 20% of all beef, pork, and chicken in the u.s. san diego county is expending its reopenings as well. health leaders say theaters, museums and gyms can reopen down south. restaurants restarted indoor dining at reduced capacity with distancing guidelines. because we're not working many unemployed workers are desperate to hear anything from the unemployment office. others are being flooded with dozens if not hundreds of letters. >> what information is in there? chris chmura is looking at a growing statewide problem. >> reporter: this isn't just a few pieces of mishandled mail, stacks of envelopes addressed to numerous different people but all listed from the same residence. some contain unemployment payments in the form of debit cards. >> i'm worried for the people who are supposed to be getting these. some have, like, this is urgent, open immediately that has the debit card in it. >> reporter: we asked the of these unexpected and unexplained letters going to the same address. the agency said it's looking into potential fraud and its investigation team is aware people are receiving multiple pieces of edd mail asserting they have not filed an unemployment claim. tonight at richmond to san rafael bridge westbound, your commute direction shows the commute picks up a little bit as more traffic volume there, but no problems and that's the case for the maps. the arrow shows you the live camera we looked at is right there crossing to san rafael. down below the bay bridge with no backup and no problems there. there may be a new incident in mountain view. we'll check on that coming up. the heat isn't just going to be uncomfortable. the extreme heat is creating fire dangers and possible power problems for the weekend. roz plater is live in san jose. a potentially dangerous combination, roz. >> reporter: indeed, and it's a holiday we're all going to be home potentially using power so there is that plex alert in place for the holiday weekend. they were hoping not to have any rolling outages but of course this labor day weekend is supposed to be a scorcher with temperatures 10 to 20 degrees higher than normal. they're asking you to pitch in and help conserve power. firefighters run the risk of fatigue and dehydration and worry all the work in the area might spark new fires. >> concerns about any of our activities that could potentially start a fire like rock strikes, heavy equipment, creating sparks, anything like that. we'll be really conscious of that. >> reporter: set your thermostat to 78 degrees, avoid using unnecessary lights and electric devices. close your blinds and drapes, use a fan when possible, and postpone using your major appliances until off peak hours, usually after 9:00 at night. the flex alert from 3:00 p.m. to coronavirus vaccinations until the middle of next year. experts say it shows at least 50% adding that phase three testing. the news comes in the wake of health leaders showing a vaccine could be ready for distribution as soon as late october. after six months finally reopening this morning. bay by's thom jensen joins us live in downtown pleasanton where staff at a salon there are going to start taking customers very early this morning. they had to make a point to keep everybody safe, thom. >> reporter: they do. they have a lot of different protocols in place. the first client just came in. back in may the owners hung plexiglas not just here at their salon in pleasanton but also at the fusion 3 salon in brentwood and contra costa county and in livermore and here in alameda county. the openers are joining us now. you must be so excited to be open again. you have 44 employees. how are they all coping with getting the protocol to the clients and making sure everybody is on the same page as far as safety goes? >> the clients are really excited, our team is excited. we've been emailing out all the protocols and instructions to our guest and we have a certification list before they come in, temperature checks, the whole bit. it's a really safe place and guests feel very comfortable. >> reporter: the economic impact, just had to be horrible. you were talking to me earlier about taking out loans and paying employees' benefits, et cetera, through all of this. you have clients coming in now, the interaction with their stylists and some of them have given you some feedback about being able to come back. >> yes. it's participate of their normal life. it's connection. we see people every five weeks. we've known many of our guests for over a decade. it's a special connection we have. to not have that is harder on us and also hard on them. they're thrilled and are really feeling very safe with what we've done here. >> reporter: what are some of those things? what can people expect as far as safety protocols that will be in place? >> theya fever, cough we have hand sanitizer everywhere. we have our team watching and between each station. there's always social distancing. >> reporter: not only salons opening back up today here in alameda county but other indoor malls and also some outdoor recreation activities like driving ranges, mini golf and others. a lot of anticipation for different businesses finally coming to realization here. live in pleasanton, thom jensen, "today in the bay." >> you can see it all spilled out in alameda county. indoor malls are opening. but they're at 25% capacity. also some of the outdoor activities thom mentioned, fun things for kids to do, get them out, mini golf, batting cages and go-cart racing can resume. a man shot and killed by a police officer according to the east bay times. officer ryan mcmahon shot and killed foster in 2018 as the two struggled in an alleyway. mcmahon tried to pull him over for not having a light on his bicycle and claimed he feared for his life. almost one year later mcmahon was one of the officers to shoot and kill willie mccoy in a drive-through. more than $13 million has been paid out to settle disputes and lawsuits against the police department. ahead of what could be an intensely hot weekend, doing all they can to knock down bay area fires. here are the containment levels. the lnu is 81% with full containment expected by next week. similar numbers for the scu fire spanning several counties. the czu fire in santa cruz mountains is at 51% containment. the marin fire is 71% contained. covering expenses like food and hotel costs when they're evacuated. a north bay nonprofit is trying to get the word out because some folks are already struggling from the pandemic and also because the north bay deadline to apply is tomorrow. the deadline is not connected to property damage reimbursement. that's separate. the smoke from the fires still lingering. a live look at walnut creek. today marks 18 straight days of spare the air alerts, the strongest stretch we've ever seen in the bay area. and it will be in effect at least until tomorrow. let's check in with vianey right now. the temperatures will be rising as well. it's going to be a rough mix this weekend. it will get hot. it will be dry. and we worry about the winds kicking up. take a look at today's microclimate highs. i want you to get an idea what we'll be seeing today versus what we'll seeing into the weekend. 70s and 80s, which is pretty seasonable for this time of year. san francisco 70. local monitoring heading into sunday potentially new record breaking temperatures of 108 in concord. it's going to be a hot one. i'll break it all down for you in a few minutes. mike? vianey, what we saw pop up on the map for the south bay, northbound 101 in matilda. a car went off the roadway into the bushes. no major injuries and no slowing on the sensors. that's the same for all over the south a note for chp or from chp coming up. it's 6:45. president trump continues to push voters to vote twice, once by mail and then he's saying show up and ask for a ballot at the polling place. >> scott mcgrew, you're repeating your advice, three bits of it, very important. yes, here they are, the three bits. don't do it, don't do it, and don't do it. while the white house and the president have slightly adjusted their message, they are still suggesting something that is not legal according to any number of election officials that i have spoken with. the president suggested this idea to voters in north carolina, and then he did it again to voters in pennsylvania. >> but what you have to do is send in your early ballot and then go and make sure that ballot is tabulated or counted. and if it's not counted, vote. >> now what the president is suggesting, and you'll see in a minute the white house as well, the press secretary, is they're saying somehow your vote has not been counted, you haven't voted, but that's simply not the case. some states don't count votes, mail-in votes, until election day. you voted. you get to vote once. you can't vote by mail and then vote in person as well. here is the white house press secretary saying you can. >> every single state in the country can you cast a provisional ballot, and that is a ballot that is there, your vote that you have not mailed in is not counted, they will then count the provisional ballot. that is what the president is referring to. >> now what she is ignoring, say election officials, is the provisional ballot requires to you sign your name assuring that you have not otherwise voted, which you have. it doesn't matter the vote has not yet been counted. again, some states don't count them yet. you would be committing fraud. here is california law. every person is guilty of a crime who being entitled to vote at an election votes more than once or attempts to vote more than once. now this idea that the white house is deliberately sowing confusion and outright fraud into the voting process has alarmed some top political pundits. some states don't start counting until election day. david brooks and "the new york times" points out that includes the pivotal states of wisconsin, michigan and pennsylvania where president trump was just visiting. what if, they're asking, president trump is ahead at the end of election night in these states that have only just now started to count mail-in ballots on election day? what if he declares victory that night before the mail-in ballots are counted? we're debating that on twitter. we're also talking about that spectacular jobs number. president trump would be smart to come out and have a press conference. a very, very good number. that's all on outbreak. more than 2,000 inmates there were infected, at least 26 have died. "today in the bay's" pete suratos joins us live this morning. he's in pacifica with a holiday message from health leaders we all need to listen to, pete. >> reporter: yeah, good morning to you, laura. the message in pacifica and other parts of the bay area is not to come to the beaches. they're going to close them down for labor day weekend and the beach parking lots. that will begin tomorrow. that will last throughout all of labor day weekend. here are some of the other areas making that similar decision. we know santa cruz county will also close its boechs for labor day weekend. that will start tomorrow and will last through monday. i do want to point out saturday and sunday the beaches will be open between 4:00 p.m. to 8:00 p.m. monterey county is closing beaches that will start tonight and will last through monday. point reyes and marin county will be closed due to the woodward fire and, of course, pacifica beaches and parking lots will be closed starting tomorrow. that will last through tuesday. as you can see a number of beaches will still remain open during the holiday weekend. and while it's probably safer to be outside compared to inside it's important to put safety first this weekend. >> if people are not wearing masks and it's crowded and everybody is close to each other, it's not a safe place. >> people congregate inside in the kitchen with food preparation and drinks and we would really ask that only the host be in the kitchen that guests do not help out with any sort of food preparation. >> reporter: remember, santa clara and contra costa county reported quite a number of cases during previous holiday weekends. we're talking memorial day and fourth of july. of lot of that spread through asymptomatic carriers. wear a mask, socially distance, keep those gatherings small. the safest bet is to avoid social gatherings altogether this labor day weekend or keep them outside. reporting live, pete suratos for "today in the bay." we have to remember we are in that pandemic. temperatures will get hot, too. it's going to be hot. yeah, even in san francisco we're talking about 80s in the forecast and, you know, you know for san francisco that's definitely hot. right now we have that marine layer. you can see the fog over san francisco. so much fog that you can't even see the buildings behind it. that is a live camera. it just gives you an idea. however, this dry air mass sitting over the bay area will be dominating heading into today and this weekend. a live look over san jose, a much clearer view through there. the microclimate highs, enjoy them. they'll be the coolest we will see for the next five days even though we're going to see 80s in concord. it will feel much cooler compared to this weekend. let's get right into it. excessive heat warning at 11:00 a.m. tomorrow, near record temperatures. valleys well into the 100s. potentially setting new records for sunday. bay side temps 80s and 90s. there is that smoke advisory and the spare the air alert in effect through tomorrow so what does this mean? not only will it mean a hotter weekend we're monitoring the northerly gusts with the potential for a wind event heading into monday and tuesday, gusts up to 20 and 30 miles per hour. that means an increase in fire danger, the potential for fire outages, something you want to prepare for. now right now it's looking like the hottest day of the week might end up beg on sunday into labor day which is monday. the stretch of triple digit temperatures will stretch for the next four days in the interior valleys and then upper 80s, 86 degrees with the forecasted high for san francisco on sunday. mike, how is it looking on the roads?
