Garcia says many of them live in multigenerational homes, which quickly become coronavirus clusters. One of the reasons people cant isolate, even when theyre sick, is they dont have any money. Reporter Alameda County is now going to pay people regardless of their immigration status to quarantine 1,250 to be exact. Heres you the Stipend Program works. You have to prove you have been diagnosed with covid19 and not eligible for unemployment and paid sick leave. And you have to get a refrlt fr referral from several clinics. I think it helps us all, because it will allow those families to stay at home and quarantine and get better. And that helps, of course, all of us. As the virus continues to spread, you may be wondering what your chances are of coming into contact with someone who has the virus. Well, researchers from georgia tech broke it down for us. Take a look at this map. This shows the odds of someone having coronavirus at a gathering of 100 people. The dark red area here shows the chances, 99 , that someone at that party will have the virus. Now, most of the bay area is in orange. That represents a chance of 75 or higher. Contra costa county is the highest. 86 chance that if you are hanging out at a party with 100 people or more, someone there will have the virus. In San Francisco, its second with 81 . What if the gathering was smaller, say 25 people. You can see the bay area is in a much lighter shade of orange. The chances of coming into contact is now around 30 to 40 . Still, a little risky. Pretty risky i would say. Thats why experts are recommending that people avoid all large gatherings outside of their immediate household. We want to take a look at the latest numbers around the bay area. Santa clara county reporting 101 new cases today. They are now topping over 11,000 total cases. And 145 new cases today in Contra Costa County. Theyre now sitting around 8300. Alameda county remains the hot spot with over 12,000 cases. Two of the countrys most respected covid doctors are offering their answers to some of the most important questions about the virus and that possible vaccine. Reporter some call him the god father of contact tracing. And today, dr. George rutherford offered one bit of good news about covid19. Interestingly, cases appear to be plateauing, and its falling in a number of the incidents in a number of states. Reporter but the epidemiologist warns we have not out of the woods, especially because so many people continue to gather in large groups without masks. During a zoom conference today, dr. Rutherford noted cases are dropping in california overall, but Southern California and the Central Valley remain hot spots. He stressed that one group in particular is getting hit hardest. The epidemic is moving from urban latino populations to rural latino populations. Reporter both doctors say we wont really get control of the virus without a vaccine. I dont believe that this is a pathogen thats going to be difficult to make a vaccine against. Reporter how long will it take . Moderna estimates its vaccine could be ready by october 2022. And oxford predicts august 2021. Both are well behind the estimates from the nations leading Infectious Disease doctor, anthony fauci, who predicted a vaccine by the end of this year. Its easy to say split the difference between dr. Faucis optimism and the vaccine trials conservative estimate. This time its santa clara university. In may, santa clara announced campuses would be open, but now classes will be primarily online and oncampus house willing be shut down. That includes the dorms. The university will provide emergency housing for homeless students or those with unsafe living conditions. We talk a lot about the digital divide. How so many students dont have proper Internet Connection or access at home. Today, two Major Companies stepped up to help california students. The state superintendent announced that apple and tmobile are providing computers and Internet Service to up to a ipadsn students. Equipped with high speed internet. They will be paid for by more than 5 billion that the governor earmarked for schools. We know when a Million Students dont have access to a computer or connectivity, that is a huge disadvantage to their success. It doesnt mean they cant be successful, but it means there are many barriers in their way. So today represents an opportunity to remove some of those barriers. Opportunity is the key word here. The California Department of education will let School Districts know how to apply for the new technology. With the majority of bay area schools set to begin the new school year with Distance Learning, there is more focus on the kids and families who need help with that. Jessica aguirre joins us now. As more families are turning to education pods, those are the families that can afford them, but theres an oakland nonprofit that is doing something different. Theyre doing family hubs. The oakland reach is the one behind this effort. Theyve raised a ton of money and theyre helping underserved families navigate through the era of Distance Learning. They raised more than 350,000 to spread among a thousand oakland families. Helping them do Something Like pay for the lights, pay for things they need. It also pays parents separately to separate in online teaching. 250 is given for each child in grades 3 to 8. 500 given to parts in kindergarten through second grade, because the parents are required to be online during the instruction. We really wanted to create a onestop shop where you were able to that kids were able to learn and that parents were able to give access to socioeconomic workshops. The hub is like at the center. Its at the center, its sort of the activity. But it combines the two. We didnt want our parents to be having to like choose between caring about their kids education and paying the light bill. Moving forward now for the fall, youremong forward . Our hope for the hub is that our families and our kids do not have to miss quality instruction, do not have to miss learning, right . So just like their pods being created to support families who have a little bit more privilege and do not want their children to miss instruction, thats the same way that the hub was designed. The hub is designed to make sure that families who are lower income are not negatively impacted. I mean, they pivoted so fast. They were always supporting families, but the day that schools shut down in march, they started form thing plan. They had phase one over the summer, so kids got instruction. Now theyre preparing for phase two, which kicks off in september. They say they plan to keep giving families the support that they need, so that they can level the playing field. But many Elementary Schools will be applying for a waiver. If approved, students will be allowed back on campuses at those schools. But Contra Costa County is just saying no. Contra Costa Christian School is gearing up to reopen. Teachers were set up to 15 kids a class with ventilation systems in place. But the school is now adjusting because county leaders say having students in the classroom is too risky right now. We feel that were ready and were going to provide a safer environment than what our students are going to end up in. The county has said it will not begin considering those waivers until covid cases have stabilize or start dropping for two consecutive weeks. Faced with taking courses online, many College Students are opting to sit out the semester or the entire school year. The as claim a metal shredding company is polluting the ground near Howard Terminal where the as want to build. The team is suing Californias Department of toxic substances control, saying it has failed to regulate the pollution. The as say 200,000 tons of metal residue contaminates the soil, water and air each year. The company, as well as other shipping and trucking groups, oppose the as new ballpark plans. A lawyer for the shipping Merchant Association says the as lawsuit proves the team is trying to shut down current businesses that are along the water front.
