That confusion has not been cleared up. We are told at this hour that county and state are talking. Businessowners are still waiting for directions on what they can and cannot do. This is new Surveillance Video from a restaurant in morgan hill on friday night when agents told the owner that Santa Clara County did not have approval to reopen Outdoor Dining despite the public order on june 2nd. He said they were armed but polite and direct in what they said. No Outdoor Dining allowed. They were coming under the direction of the governor that we had to close all and any dining at all. Reporter the county was responding to the states rejection of the proposal to reopen hair and Nail Services as well as gyms on july 13th because of the Percentage Rate of new cases and hospitalizations. The county disputes the rejection saying the percentages are actually higher because the county numbers are lower. This man believes restaurants are allowed to conduct Outdoor Dining because the state did not prohibit it. We will continue to say that unless and until the state informs us directly that that is not the case. You hear different messages. It becomes very difficult for a businessowner to make decisions. Reporter we took a look at state guidance issued on july 2nd. It states that restaurants can expand their outdoor seating if they follow local laws and regulations. That is a point thats being discussed at these talks. For now, Restaurant Owners have been told when it comes to decide whether to conduct Outdoor Dining, they are on their own. Robert handa, nbc bay area news. Indoor dining in marin county gets an unexpected closure one week after restaurants got the green light to serve indoors. It comes after the county was added to the watch list amid a spoke of covid19 cases. We will have more on how the orders are causing a rough ride for Restaurant Owners. Marin county is one of three on the watch list. Santa clara was taken off the list. There are now a total of 23 counties on the watch list that are considered high risk and in need of closer monitoring. This comes as hospitalizations for covid have gone up 50 in the past two weeks. Neighbors, residents working with firefighters who just arrived on scene to put out this fire burning dangerously close to their area. This is in the Mountain Meadow drive area, right off the 680 80 interchange. We got word in the past hour. You can see how quickly it has spread. You can see this home right there in this area, the fire right there in the backyard of these homes. Firefighters just arriving on the scene. Its been a very active day, even though temperatures have dropped today. We have seen lots of fires break out in different parts of the bay area. Skyranger will stay on the scene as we watch this active fire burn close to the homes. We havent seen any structures on fire. Fire crews arriving on scenes and neighbors helping to get those hoses out there and trying to douse the flames before it gets closer to their backyards. We want to take you to contra costa in rodeo. This is east of highway 80, just off the interstate. Its been burning for a few hours. As you can see, the flames are getting so dangerously close to the phillips 66 refinery. It threatened one neighborhood at one point but now its close to the refinery. It shut down one eastbound lane of 80. Traffic extremely slow. Cal fire helping out with air drops and air support. It is mostly dry grass burning close to the refinery. No homes are threatened. Theres also another fire burning just near there. This started near the benicia bridge. Earlier today, the fire shut down all southbound lanes of 680 for an hour. The fire is knocked down. Mopup is still underway. Lets go to the south bay. 2,000 acres have been burned. Reporter crews on the road dug fire lines. 70 people were evacuated. Trying to get the upper hand on a fire that spread so quickly this weekend, crews from around the bay were called in to help. To be able to call crews from outside of Santa Clara County and throughout the state is critical when we talk about fires of this size and getting control of them. I heard people are evacuating. I havent seen too much close to us. A 6yearold boy was shot and killed in Bayview District on july 4th as he was watching fireworks with his friends and family at a birthday party. Police say they believe the shooting was intentional, but the little boy was not the target. Reporter the 6yearold was in the Bayview District celebrating the fourth and wiring fireworks when he was shot and killed. Today, police say the shooting was targeted and he was an innocent bystander. During todays press conference, the supervisor put up a photo of young jace. He was vibrant. Everyone in the Community Just showed nothing but outpouring of love. Reporter after spending the afternoon with his family, the supervisor says those closest to him want the public to say his name and remember his life. The supervisor also wonders why the shooting hasnt received more attention. We are all feeling that if this was not a young black boy, his name, his picture would be bl plastered all over the media. We didnt get Media Inquiries until we started publicizing information about the death of this 6yearold. Reporter this morning,scene. Police are trying to collect any information from anyone who may have something to help them find the shooter. They couldnt release any more details because this is an ongoing investigation. On saturday this started whether this white couple tried to paint over part of the city sanctioned mural. Witnesses recorded it and eventually chased the couple off. On sunday, the next day, Police Arrested a man moments after he allegedly point aid ged a gun a someone trying to protect it. Today, our cameras caught on confrontation between a driver and those keeping watch over that mural. All lives matter. Black lives matter go back home we are home. We are home. Black lives matter. What i just wanted to put a focus on is the fire off to the east of the downtown cordelia area. Right now, winds out of the east at four miles per hour. Gusts up to about 18. Of course, if you are familiar with that area, you know that this is a real popular kind of rest stop off interstate 80 where you have mcdonalds, starbucks, a travel lodge and wen wendys. Any smoke would blow here off to the north towards crockett. Then we had the fire down here in gilroy. Most of the smoke is blowing away from downtown gilroy.
