The rising rate of infections and hospitalizations is prompting some counties to pump the brakes on efforts to reopen more businesses. But there is one county that still plans to move forward. Nbc bay areas Sergio Quintana is in san jose with the story. Reporter Santa Clara CountyPublic Health officials have been among the most cautious in the bay area. Next week theyre planning on releasing a list of businesses that will be allowed to reopen just as other counties are pulling back on the reins. Santa clara county is the last in the bay area to allow hair salons and similar businesses to reopen under strict rules. That may soon be clhanging. I anticipate issuing a new order next week that will mark the end of our sectorspecific strategy and the beginning of a new phase where many activities will be allowed to resume with appropriate Risk Reduction measures in place. Reporter but the easing of Santa Clara County restrictions doesnt come without a serious warning. Infections continue to rise across the region. Today three counties San Francisco, contra costa, and marin all slammed the brakes or announced plans to reexamine efforts to move into their next phases of reopenings. What that sadly means is our plans for monday to reopen a number of businesses and places that we have committed to, those plans will be put on pause. Reporter close contact businesses like tattoo parlors and potentially crowded outdoor venues like the San Francisco zoo will remain closed. Its in response to an uptick of 103 new coronavirus cases in San Francisco yesterday. According to contact tracers, many of the regions new cases are younger people. Weve been seeing that theyre associated with a lot of large indoor activities, so behind closed doors. So graduation parties and in the south, weve been seeing frat parties and pledge parties being the source of a lot of outbreaks currently. Reporter Sergio Quintana, nbc bay area news. As Sergio Quintana mentioned, marin county now delaying the reopening of some businesses because of the spike in covid cases. These businesses which were set to open on monday now wont. They include hotels and shortterm rentals, gyms, skin care services, and tattoo parlors. But there are some businesses that can reopen next week. Indoor dining, hair salons, and barbershops. New at 11 00, a major ruling late tonight. I. C. E. Must release Migrant Children rom family detention who have been held for more than 20 days. The judge says the countrys three Family Detention Centers are, quote, on fire and there is no more time for half measures. The children will be released with their parents or to a sponsor. An update tonight from san quentin. Some prisoners will be transferred to try tow stop the surge of covid19 cases inside that prison. As of today, 545 inmates have tested positive of the 3,700 inmates there. Prison officials now say theyll move some of those inmates to north kern state prison near bakersfield. They also say that those inmates will be tested before the transfer and then theyll be quarantined at the new facility. San quentins outbreak started after dozens of inmates were transferred from a prison in chino had hadnt been tested for up to a month. Heres a closer look at the covid19 cases surging in the bay area. Alameda county reporting 110 new cases in the last 24 hours. Contra costa county reporting about 100 new cases. San francisco, 103. Santa clara county at 96. Governor newsom has put certain counties on his watch list and asking them to pause reopenings. These 15 counties across the state are considered highrisk and in need of closer monitoring. Two of those counties are in the bay area. Contra costa and santa clara counties are on the list because of a significant increase in hospitalizations. These trend lines over the last seven days, over the last 14 days are disturbing, and thats why i cannot impress upon people more to wear these masks when they cannot practice physical distancing, to continue to be vigilant. Imperial county along the mexico border is one of the hardest hit with covid19 cases. The governor said if leaders in those counties dont follow advise, he will step in. New at 11 00, san joses mayor is calling for an investigation into racist comments allegedly made by officers on social media. He says those comments were made in a closed Facebook Group by current and former San Jose Police officers. Mayor liccardo released a statement saying in part, quote, racist, antimuslim, or menacing comments expressed by any current sjpd officer will be met with termination. Police chief eddie garcia also weighing in tonight, telling nbc bay area, quote, while i have no control over what former employees post online, i can voice my outrage after hearing about these comments made online. Any current employee involved with bigoted activity online will promptly be investigated and held accountable to the fullest extent in my power. We have no place for this. An east bay family whos loved one was shot and killed by San Leandro Police is searching for officers. Tonight they are calling on the state attorney general to step in to try to get the answers they desperately want. Nbc bay areas cheryl hurd has more. Reporter its been a little over two months since Stephen Taylor was shot and killed at this walmart on hesperian boulevard in san leandro. Tonight his family is demanding answers. Its two months down the road. Two months. We still havent gotten his belongings. We still havent gotten a call from the department. Reporter they wanted that call on april 18th. Thats when this Police Body Cam video was taken of a confrontation between taylor and San Leandro Police inside the store. The video is graphic, and it shows taylor with a bat in his hand and an officer telling him to put it down. Get the bat down. Reporter within a short time, you see taylor hit with a stun gun and then a bullet. The family wants police reform. The way that our police should be reformed is to help people with illnesses, that when you call an officer on a black person, its not going to end well. They dont need new cars. They dont need more bullets and guns because they use them on people. Reporter on june 5th, the city Council Voted unanimously to ask the attorney general to investigate the officerinvolved shooting. Councilmember karina lopez would like to see more city money used to help people in crisis. It is not a crime to be homeless. It is not a crime to be homeless with Mental Health issues. It is the 50th anniversary of pride in the city. With the pandemic, it is not the Party Everyone hoped for. Most events have been canceled. And tonight much smaller groups than normal stood together to honor trans lives, black lives, and the late supervisor harry britt. Use this moment to do something, to organize. Reporter an emotional tribute to the late San Francisco supervisor harry britt, a gay man who was appointed to fill harvey milks seat after his assassination. He just really genuinely cared about, you know, making gay people at the time know that theyre worth something and trans people and people of color. He loved coalitionbuilding. Reporter a small group gathered in the castro and marched to city hall in his honor. In the midst of a pandemic, during the black lives matter movement, and on a subdued pride weekend, organizers say it felt right to honor britt and bring people together. Although it is really sad that we cant celebrate the way that we want to, right now is a really special moment in our history where we are fighting for civil rights of all. Reporter longtime britt friend brad chappen says he would be proud to see people fighting for equality and marching in his honor. He would be really annoyed if we just had a memorial. New at 11 00, President Trump is getting tough on vandals. He signed an executive order today that protects federal monuments and statues. Anyone caught defacing or destroying statues could face jail time. The order also threatens to withhold federal funding from states that fail to protect monuments and statues. The move comes after a rash of incidents involving the vandalism of statues. Just last week several in San Franciscos Golden Gate Park were damaged including one of saint junipero serra. The friendly skies are now filled with anxiety for a lot of people. Some airlines are filling planes again, meaning no more mandatory empty seats. But as nbc bay areas scott budman found out, theyre offering a compromise for people who think its too soon. Reporter American Airlines says its going to full flights starting next month. Most passengers we spoke to at sfo say theyre not ready just yet. I think at this point id definitely try to stay on the less crowded flights. Reporter and theyll have that option. American and united both say theyll offer passengers a chance to switch free of charge from a full flight to a flight with fewer people if they want. Less than full. And how come . One, so that we can still maintain some level of social distancing and still be safe while we get where were going. I dont think personally aviation is going to get back to the normal normal or anything reasonable until theres a vaccine. Reporter while the battered airlines try to gradually boost their bottom lines. The big question, though, is how packed the aircraft gets and the recycled air in the cabins. Thats why they want you to wear masks. Reporter meanwhile the allied pilots union is asking the federal government to buy up a third of all Airline Seats to keep them empty. It would be paid for by we, the taxpayers, but it would also keep us more socially distant. In San Francisco, scott budman, nbc bay area news. Well, a change of plans for the San Francisco zoo. It will not be reopening next week. Mayor london breed held a News Conference at the zoo just yesterday announcing the facility could reopen along with other businesses. But as weve been telling you in this newscast, Public Health officials with San Francisco reversed course and brought those plans to a halt. The zoo obviously not happy. In a statement, it questions why its not considered an outdoor museum, which are allowed to reopen on monday, saying, quote, unfortunately the zoo appears to be categorized with indoor establishments despite being a primarily outdoor space adjacent to a coastline. In marin county, muir woods is poised to reopen on monday. Youll need a reservation to get in. Theyve actually been required for a couple of years but now it will be harder to get a reservation because theyre only allowing 50 of the number they let in before covid. Other changes, no ranger tours or informational talks will be offered. Also hiking trails will be marked one way only and shuttles will not be running. Check out santa cruz beaches a few hours ago. You can see no closures here. People back on the beaches after a lot of public pressure. Santa cruz county reopened its most beautiful assets. For the past two months, theyve been closed during the day from 11 00 to 5 00 but Law Enforcement says just so many people broke the rules that it was virtually impossible to enforce it. This of course is good news to beach lovers and local businesses, which have taken a big hit. It just means there will be more people coming here to enjoy the beach and actually bring us more business. The countys current shelter at home order ends july 6. Wearing face coverings in public, though, will still be required. And it is mandated by the governor across the state still. Let get a check of our forecast. I am seeing a change in some of that wind forecast. Were going to get you al ready to go for that weekend. I know a lot of you are trying to get out and about so i wanted to start off with the fog. Weve had fog in the morning and sun in the afternoon. You can see again in San Francisco over on the left side of this weather board, we are fogged in on my live camera here in San Francisco. Meanwhile, its mostly clear in walnut creek and holding on to 69. Now, on the right side here, youll see how that fog has infiltrated most of the north bay. Of course San Francisco near berkeley, oakland, and then down towards the south bay we remain mostly clear. I think the fog picture as we move through tomorrow morning is really going to look very similar to this.
