Documents released by the ntsb says that he told air Traffic Controllers that he was climbing to get above the clouds but the chopper was plugging towards a hillside. He may have misperceived the angles, which can happen when a pilot is disoriented. The report does not offer a cause of the crash yet. The final report is expected later this year.
