And melissa, that is where those marchers are going to be headed, the ones that we saw at oakland tech, they have been very clear about the fact that they want this to be a peaceful demonstration, that there would be no Violence Associated with this oakland tech protest. Reporter absolutely. This is a peaceful demonstration. You saw the images from our helicopter, thousands, were not talking about hundreds of people, demonstrators, thousands of demonstrators, seem to be gathering at Oakland Technical High School about a tenminute drive from opd headquarters and this is where were expected for the demonstrators to end up. Opd headquarters here in downtown oakland. Now, Oakland Police is getting help from nearby departments tonight, the question is, will people follow tonights 8 00 p. M. Curfew . Earlier this morning, more than 50 volunteers brought their own brooms, detergents and washcloth to help scrub off the graffitis from Historic Buildings like oaklands first skyscraper, and demonstrators packed cars and took part in a caravan protest, protesters shined a light for the lack of ppe for essential workers and later the caravan made its way to oakland neighborhoods where Peaceful Protesters demanded an end to police brutality. Take a lins. And overnight, vandals turned to Small Businesses, in oakland, ranging from Cell Phone Stores to jewelry shops this. Eye glass store was spared but the owner is not taking any chances tonight. And i can tell you, just what from what im seeing on the ground, multiple business, including a nearby chinatown neighborhood, have already boarded up the window, and doors, and clearly Small Business owners, bracing for what could be another tense night here in downtown oakland. But again, opd headquarters, were not really seeing a large police presence, we know that there are some officers, as well as some christmp officers at ne interstate 880 to make sure things dont get out of hand and protesters dont impact traffic in some kind of way but were waiting for the people, the demonstrators to make their way down broadway, from Oakland Technical High School, down here to opd headquarters. Back to you. Stay safe out there. Lets go to the peninsula now, where protesters were just arrested on 101 in palo alto. After walking on the freeway. This is just into our newsroom from sky ranger about, ten minutes ago. As you can see, Police Officers on foot, finally confronting them on the freeway, and this is at university avenue, two protesters, two walkers on the freeway, took off, but Police Arrested two other demonstrators, and they took them into custody peacefully. But the damage is already done. The freeway is back open but the backup for miles, at least five mile, all the way to mountain view. Also, today, in the east bay, peaceful protests and demonstrations, this one in walnut creek, sky ranger over the scene, this is around 2 45 this afternoon, and Police Stopped demonstrators at one point, this is at the corner of pacific and north main, it appears they were trying to prevent them from heading into the broadway shopping plaza. But then they let them continue a different way to civic park, where they held a peaceful rally and demonstration there. Other events also this afternoon, very peaceful, in castro valley, and in dublin. Some star power, hollywood star, jamie foxx among the thousands who gathered in that city, for a prayer vigil. Nbc was there, when the crowd was addressed. No weapons drawn against me actor jamie foxx and thousands of Peaceful Protesters took a knee. You cant sit back, you cant tweet, you cant text, you got to get out here. Protesting George Floyds death as well as other black lives lost, at the hands of police, like San Franciscos own mario wood. Marios mother speak to the crowd. You cant police me if you hate me and fear me. London breed told the crowd that her cousin was killed by sfpd. Yes, im the mayor, but im a black woman first. Today was capped by a call to action. From the naacps reverend amos brown. And black folks have that right, you better get with us and vote this man out of the white house. It is not enough to protest, he says, there must be productivity. In San Francisco, nbc bay area news. In many cities across the bay area, were going into a second night of curfews. Other cities called for curfews today and this is where they are. You can see in san leandro and walnut creek in blue. Their curfew starts at 6 00 p. M. Coming up in about an hour. Most of these folks starting their curfew at the 8 00 p. M. Hour, in green. That includes San Francisco, oakland, hayward, santa clara, and san jose. Also, late today, almeda county sheriffs announced they are going to enact a curfew for the unincorporated parts of the county. Starting tonight at 7 00 p. M. , Pleasant Hill thats when there is a curfew and when there is a curfew in place, that means youre encouraged to stay nur house, stay indoors. The oakland mayor and the interim police chief rap wrapped up a News Conference about an hour ago on the decision to order the curfew for 8 00 this evening. Between the hours of 11 00 p. M. , and 3 00 a. M. , we saw more than 15 arrests, some for shootings, some for looting, and our officers have taken an incredible amount of rocks and threats, our very own Police Administration bureau was shot at several times just last night. The decision to impose the curfew was not made lightly, she say, and she wants to engage the community, instead, on a path forward, to a more just society. Now, for the fourth day in a row, protesters angered by the death of george floyd are speaking out in san jose. Nbcs Marianne Favro is live downtown with a look at the demonstration today. And it has been a day of people trying to get back together and get back to the powerful words of the governor and the protest and what happens now . Reporter absolutely. What started as a very small protest here earlier this afternoon has grown exponentially. Now, there are well over 300 people who are out here in front of city hall. They have been marching through the streets of downtown san jose. Shouting, no justice, no peace. We have heard a lot of people in cars honking horns in support. Today, the governor says he understands why people have lost their patience. A small group of about 50 people gathered in san jose this afternoon, continuing the demand for change after the death of george floyd in minneapolis. As the protests grow, store owners in downtown are clearing glass and boarding buildings. The aftermath of a weekend of vandalism and looting. Actions governor good afternoon newsom condemns along with the people he says exploited the protests. The looting, the violence, the threats, against fellow human beings, it has no place in this state and in this nation. We as a society need to call that out. The governor also said we are all accountable, for whats happened. Youve lost patience, so have i. You are right to feel wronged. You are right to feel the way you are feeling. And we collectively, society, has a responsibility to you, to be better, and to do better. Leroy phillips is participating in all three recent protests in san jose, including the most violent demonstration friday night. He says thats when police shot him in the hip with rubber bullets. The police pointed his gun at me. But leroy says he and others wont be deterred. And stressed that those who are here to demonstrate have been largely peaceful. I want them to know that standing up for something that needs to stop. Reporter now, we do want to point out, we have been out here for several hours, and even though the crowd is growing exponentially out here, it has been remained a peaceful protest this afternoon. Now, governor gavin newsom said he has no plans to issue a statewide curfew. But he says he has 7,000 chp officers and the National Guard on standby, in case any city in the state may need additional support. Well, as cities remain on edge, businesses big and small are worried and theyre taking action. For sure. Sky ranger was over this walmart in livermore today. It was evacuated and then boarded up. We saw police putting crates and actually employees putting crates in front of the front door, and officers were on hand, to oversee things. At least ten bay area cities that you see on this map have had businesses looted. Vandalism and the looting, part of the story, raj mathai joins us now with what is happening. One thing weve learned now in the last few year, we learned whatever we show you on air, the stories we report or some of the images that we see, a lot of people are empowered by it and encouraged by it but also there are a lot of people who are offended and discouraged by it. So many different ways to cover the story, regardless of the color of your skin, and as a community member, as a journalist, it is challengesing. But what we do know, for so many people, there is so much inequality here on a racial level around the country. Now, among the many stories of the city that we have been thrust into the spotlight in the bay area is walnut creek. Here is what is happening there today. Take a listen. I cant breathe. And thats a familiar chant, i cant breathe, is the chant, and protesters marching peacefully, through downtown, and standing there peacefully, just a short time ago, a lot of families weve been seeing for the last several days and different ethnicities but also you see there the Police Officers in riot gear. This is near civic park. The same area where we saw the protesters essentially overshadow last night, the widespread havently. A widespread vandalism and looting here. Today, Business Owners were busy. We have seen this around the bay area, around the country, cleaning up and boarding up window, in preparation for what could be more potential problems. I understand the anger that they have, i dont think that the solution is to come and do this. Its really not the solution. Reporter many downtown streets and businesses were closed today. The curfew in walnut creek, as we told you a few minutes ago, it begins in less than an hour from now, at 6 00 p. M. , and it is expected to stay that way, throughout the week. Now, president obama making his voice heard today in an essay, he writes this. The waves of protest represent a genuine and legitimate frustration over a decadeslong failure to Reform Police practices. The overwhelming majority of participants have been courageous, responsible, and inspiring. They deserve our respect and support, not condemnation. President obama also issuing a call to action. Today marks a week since the death of george floyd in minneapolis. Late this afternoon, his family released the results of a private autopsy that they had conducted. That autopsy said floyd died ofs a fixation. That means he died as a result of the pressure from the officers knee on his neck. This disputes the findings from the corners report which shows that floyd died from Underlying Health conditions. The results come as protesters demonstrated in more than a dozen cities last night. Youve seen the video. In some cases the protests were not peaceful. A group in washington, d. C. Set fire in a park across from the white house and in several city, extreme violence and looting broke out. Today, floyds brother spoke out in minneapolis, condemning that violence. What are you all doing . Youre doing nothing. That is not helping my brother at all. It appears even today, the protests have not slowed. Hundreds demonstrating in many cities including new york, philadelphia, washington, d. C. , as weve been showing you, and local leaders are hoping that curfews across the country will help cut down on that violence. The Minneapolis Police officer responsible, police say, for George Floyds death, kept his knee on floyds neck, for nearly nine minutes, it was more like eight minutes and 46 seconds. Is that a tactic used by all Police Departments . Raj mathai joins us with some answers. Raj . This is something weve been researching ever since we saw that video on memorial day. We know for certain San FranciscoPolice Department, sfpd, does not use this tactic and this is not part of their training. A lot of departments dont make their use of force record public, but minneapolis does, and heres what we discovered. What we saw in that video tape, from memorial day, it was graphic, we know that, in fact, were not going to stay on that video for too long, but the Police Officer with that knee restraining, with his knee restraining George Floyds neck, for almost nine minutes, floyd could be seen hearing i cant breathe. Until he lost consciousness. And even then, the officer maintained that knee restraint. Now, since 2015, minneapolis Police Officers held 237 people with neck restraints, and 44 of those people lost consciousness, and 44 people were black. We now know the officer was fired and charged with third degree murder. And manslaughter. Now, part of the frustration is that floyd was not the first man to die at the hands of a Minneapolis Police officer. In 2013, another man died, when an officer used that same kind of restraint. The Minneapolis Police department settled a related lawsuit for 3 million over that incident at that point, several years ago. And now minneapolis, city officials tell nbc news that knee restraints are not permitted. However, it does appear in the latest policeman ule, a, police and that appears online. And everyone wanting change, thats what were seeing, so many of the Peaceful Protesters, everyone wanting change, that is part of the process, is the protesting. We mentioned a few minutes ago about, president obama, we heard from the former president today, and he outlined his vision and guidance in an essay. Very interesting to read. First, he writes, through american history, protesting is vital, that it puts an unkrobl spotlight on elected officials, and it does indeed prompt change. At least historically, thats what weve said. Thats what weve seen, excuse me. Now the president suggests keep up the protests but also be a part of the politics. He encourages everyone to vote, on state and local levels. We focus so much, even this november, on whats going to happen with the president ial election, but president obama says we need to focus on state and local levels because those are the power positions in terms of who puts in Police Department guidelines, and guidances. And one final note, he says to log on to obama. Org, where you can actively participate and look at all of the documents that hes written. So some interesting takes there, from the former president.
