The owner tells us to maintain six feet of social distance inside, he had to remove tables. Out back, every other table has been converted into a busing station, since those tables are fixed in place, you cant remove them. At buttercream bakery and diner, further in downtown, that restaurant is putting up plastic partitions between tables and the diner counter for when theyre able to resume inside dining. At graces table, chef pando also removed tables, from 22 down to 11. But hes not worried about customer capacity forcing him to shut down. He says he has flexibility with his staffing and hell make this work no matter what. Even though were ready, is our Community Ready to support us . Thats going to be a little bit of a learning curve. What is going to come out of all this . How long is it going to be able to be full for 25 capacity . Everyone is taking the general precautions of putting their mask on and it looks like theyre putting the partitions and social distancing. So i think its kind of important to find that balance. Some people are comfortable with it, some people are not. But its important to support our local businesses. Reporter the county reminds you that you still must wear a mask any time you go inside any business, any building or restaurant here in the county. And as you can see right here at downtown joes, this patio is open to napa residents. Thats a key distinction. The county says youre only supposed to go outside of your home for essential trips. In other words, just because the restaurants are reopening for dinein service, the county says this is not an invite for tourists, for people out of town to come up here and enjoy themselves. The city voted to move forward with the socalled alfresco plan. For now, Outdoor Dining areas like the one in san pedro square are still open only for pickup orders. The city wants to help restaurants get ready to serve as many customers as possible when they can. Once we are able to open to the public and allow people to come on property, whether its the alfresco or dinein outdoor areas, its going to be a slow start. Here is whats next. San Jose City Council voted to work with the bay area nonprofit to identify available public spaces. The county Health Department has to sign off on this. And the state has to agree to allow outdoor alcohol sales. The city will also explore how to help restaurants defray the cost of permits and putting up barriers. A steady extreme stream of peop been showing up here in san jose and they say this site can test up to 500 people if need be and that no one wilbe with a member Antioch Baptist Church in san jose. She told me she feels healthy but wanted peace of mind for herself and to be a good example to have her congregation. This testing site is a partnership between ruths Community Health center and Community Relief effort cofounded by actor sean penn. The goal is to bring more testing to underserved communities, which says why going walkup instead of drivein was critical. You notice that in the impoverished communities, people do not generally have access. Walkup allows access to all walks of life. And we believe this access helps us fulfill our mission of leaving no person behind. Everybody deserves the kindness and the services that we provide. It is important that you be tested. We want to let people know that in times like these that were living in, no one is exempt from this virus. It has no age limit. And our people need to know, just like when you go to the cemetery, theres baby graves as well as elderly graves. And this virus has no calling on what age limit. Reporter covid19 is hitting communities of color disproportionately hard. According to the latest data from the state Health Department, just yesterday, africanamericans accounted for about 10 of deaths but just 6 of the population. Latinos account for more than half of california cases but just 39 of the population. But the head of ruths Community Health center says that the state data paints an incomplete picture because theres just not enough testing in communities of color. This walkup testing site at san joses Antioch Baptist Church on east julian street will be open 10 00 to 3 00 only on wednesdays for testing. The walkut roots Community Health center is testing 10 00 to 4 00, mondays, wednesdays, and fridays. Anyone tested here will get their results within three to seven days, theyll get an immediate call if their test result is positive. Glide Memorial Church is helping underserved communities in San Francisco get tested for covid19. Starting at noon there will be a mobile testing site at the tenderloin recreational center. Theyve been providing food and hygiene kits throughout the stayathome order. President trump says he will take action against michigan and nevada, two states that want to move to mailin voting. Scott mcgrew, i know california announced the same thing earlier this month but no threats for us. Reporter no, and i think thats probably because the state of california is not important to the trump campaign. It generally goes blue. But michigan and nevada, particularly michigan, very important to trump. And he said out loud that mailin ballots favor democrats and that hes worried about it. This morning the president threatened to withhold federal funding for nevada and michigan over their move to vote by mail. Now, he says in the tweets, michigan sent ballots, thats inaccurate, ill get to that one in a second. He calls them absentee ballots. Thats not exactly right but you get his meaning. He says its illegal. Thats definitely wrong. We should point out the president himself votes by mail, and the Republican Party is largely behind the idea of voting by mail. Further, elections are controlled by states. The president cant step in to change it. Colorado, hawaii, oregon, utah, and washington already entirely vote by mail. Iowa, georgia, nebraska, and West Virginia have sent their voters applications to do so as they wish. Michigan is doing that, sending applications. Its not sending ballots. Thats what we do here in california and five other states. But michigan, the latest to jump on board, and we think texas is not far behind, marcus. Well be watching to see what happens there. With cases on the rise, the cdc held a worldwide call for doctors to address the dangers and what seems to be helping patients recover. Nbcs Kristen Dahlgren reports. Reporter the cdc outlined what theyve learned about the illness, now found in at least 24 states and ten countries around the world. According to the briefing, multisystem inflammatory syndrome in children, or misc, is thought to develop four weeks after exposure to covid19, many of those children never showing any symptoms caused directly by the virus. But weeks later, a majority of cases are presenting with a fever and gastrointestinal symptoms, believed to be caused by an abnormal immune response to the virus. 15yearold dariana developed stomach pain and a rash around mothers day. She tested positive for covid antibodies. A few days later, she was dead. Now one four children to die here in the u. S. People need to really understand that this kills people. Reporter in new york city alone, there are now 147 suspected cases. I think its going to get much worse before it gets better. I think thats the type of the iceberg. Reporter this morning there is also hope. The immunotherapy and steroids used to calm an overactive immune response. Its what doctors in louisiana used on 12yearold Juliette Daley who went into cardiac arrest before responding to treatment. Shes now out of the hospital. At her latest checkup, she showed no signs of permanent heart damage. How dramatic was juliettes turnaround . She came in, really neardeath. Within a matter of days we were able to get her off the ventilator, breathing on her own, get her out of the hospital in ten days. She says how long this economic downturn stays will really depend on how policymakers respond. About twothirds of people out of work because of the virus report that they expect to return back to their prior job. But that prior job is only going to be there if policymakers do the things that make sure theres enough confidence and demand in the economy. So policymakers need to get enough aid to people so that they have income even if theyre not working, so business can stay afloat. She also encourages anyone who has lost their job to file for unemployment immediately, not only to help themselves but also to help the economy at large.
