Reporter napa county supervisors asked the state for permission to move into expanded stage two of reopening yesterday. And tonight got that permission. That means restaurants and retailers who follow state safety guidelines can open immediately. Should provide a boost to our economy. It helps our businesses be back in business. It gives employees an opportunity to work again. Reporter terry says he is set up and ready to serve dinner inside tomorrow night. Weve taken on additional sanitizing and cleanliness, and were in an industry that is a handwashing industry anyway. Reporter shopping can resume as well. Supervisor diane dylan says you wont have as much Company Inside and face coverings are required. Youll be able to, for instance, go into a large store the same way youve been able to go into a Grocery Store already. Its a little part of normalcy back. You see that in yellow. Then on friday, the final holdout, Santa Clara County, will begin phase two. So what was the biggest change in Contra Costa County today . Most Retail Stores are allowed to reopen for curbside pickup. The coowner of this walnut creek book shop tells us shes excited about this next step but doesnt know if it will be enough to keep her store afloat. A nearby toy store already looking forward to the next step after this when customers will be able to come inside. So that there can be proper social distancing, were, you know, taking steps with Hand Sanitizer and making sure theyre Wearing Masks and that sort of thing. So were preparing for that next step of being able to open up. We get it. There are a lot of layers here, and it can get confusing. Contra costa county has not yet set a date for opening shopping inside the stores. New at 11 00, if you want to go to a hair salon, heres your chance, but you got to drive a little, to the sacramento area. The Health Officer who oversees yuba city is allowing salons to reopen but with major modifications. All of this is going against the governors orders. Reporter according to kristi goalby, one of the owners of headlines salon and spa in yuba city, the past two weeks have been exhausting. Ive probably never worked this hard in my life. Reporter clients have been flooding the salon with calls for an appointment. We have pages and pages and pages of people waiting to get in. Reporter the spa, which has been in business for 35 years, got the goahead from the county health department, not the state, to open up on may 4th. One of the recommendations is limited contact time. So were not spending two and three hours with a client at a time. So the waiting area is off limits to guests. Reporter the mandatory modifications have been put in place. The salon looks a lot different now. Masks are mandatory, and clients have to wait outside until they can be seen. But its good to be back in business. For the first eight weeks, we went from having a robust, healthy business, to literally no income at all. Its an understatement to say its been an emotional roller coaster. Reporter and its been scary because the state licensing board called goldby with a stern warning, saying there will be consequences if they open up for business. No one from the state has come by. Shes going with county rules, hoping all of her workers will feel comfortable coming back to work. We feel comfortable in our practices and the things that were going to be doing, but im not forcing anybody to come back to work. Reporter not all salons are opened up. Some Business Owners are afraid that the state will come in and revoke their license. Folks in this industry are hoping that both sides could come to some type of agreement. In yuba city, cheryl hurd, nbc bay area news. Its tough with all the different rules and different interpretations of the rules. So cheryl was near sacramento. So when can most people in the bay area get a haircut . That wont come until the county you live in moves into phase three. Phase three includes salons, gyms, movie theaters, and churches. Thats expected to reopen next month. Heres a look at the latest cases reported today. 48 new cases now in San Francisco. 15 in Santa Clara County. There are more than 11,000 cases and 404 deaths across the bay area. Alameda county, by the way, has overtaken Santa Clara County as the bay areas hot spot. Our twoday streak has come to an end. As we reported yesterday, seven counties in the bay area went 48 hours without any new deaths from covid19. However, today San Mateo County reported nine new deaths from the virus. There is some encouraging news. Overall the number of hospitalizations is down. Look at this graph. 54 people hospitalized with covid19 in San Francisco. 55 in san mateo. Contra costa county with only 16. And these are all lows for these counties. Thats also a new low since march 24th, we should say, for Contra Costa County. Alameda and santa clara counties both have more than 80 patients hospitalized. Tomorrow a protest is scheduled at a Solano CountySkilled Nursing facility. 11 residents of the Windsor Vallejo care center have died from the virus. More than 130 people have tested positive. That includes 99 people who live there and 33 staff members. 93 Police Officers and employees within the Oakland Police department may have been exposed to the virus. This after an officer tested positive. Its believed he was exposed during a traffic stop last week. Now, officers are given personal protective equipment, ppe, but a Department Spokesperson confirming to us that officer did not have his mask on. At points during this incident, yes, and at points, no. When officers are and its mandatory when officers are making a detention or anrrtrans they have to utilize this personal protective equipment. Oakland Police Headquarters underwent a deep cleaning today. Free testing in the bay areas biggest city beginning tomorrow. San jose mayor sam liccardo is expected to announce the details. Heres what we know tonight. You can take the test whether you have symptoms or not. Two sites will open, one at the pal stadium in east san jose, and the other at the Santa Clara County fairgrounds. You must be at least 18 years old. A new effort this evening to increase access to testing. The mobile Outreach Team from glide Memorial Church is helping underserved communities in San Francisco. Beginning tomorrow there will be a mobile testing site at the tenderloin rec center. Glide has been providing homeless encampments with food, water, and hygiene kits throughout the stayathome order. April numbers reflect the first full month of the virus, of the impact here. Sales of singlefamily homes dropped 37 . Statewide, sales were down nearly a third from april of last year. Scientists say with hardly any cars on the road, daily Carbon Dioxide emissions dropped by nearly 20 worldwide. Carbon emissions are considered the primary cause of global warming. The research was done by the Global Carbon project and chaired by Stanford UniversitysEnvironmental Science professor rob jackson. We estimate that global Carbon Dioxide emissions dropped onesixth, 17 in early april. For the united states, our decrease was almost a third, 32 decrease in emissions.
