virginia pharmaceutical company the goal is two fold, to build a strategic stockpile of critical needed to treat covid-19 and to reduce the dependence on foreign suppliers. meanwhile, president trump on monday threatened to permanently freeze u.s. funding for the world health organization in a letter to w.h.o.'s director general, the president also said the u.s. would reconsider its membership in that organization because it was, quote, so clearly not serving america's interest savannah as all parents know, this has been a school year unlike any other. as it winds down, officials are already looking ahead to the fall, of course. notre dame, one of the country's best known universities just announced an ambitious new plan to welcome back students to campus this fall in a moment we'll talk to the university's president live. first nbc's kristen dahlgren with a look at issues facing campuses coast-to-coast. hi, kristen, good morning. >> reporter: good morning, savannah just like there's no one plan to open businesses across the country, there's no one plan to open the more than 5,000 colleges and universities leaving it for schools to decide for themselves while virtual graduations are taking place across the country, students, parents, and professors are wondering what college campuses will look like this fall. >> i was planning on doing a research project my senior year, and that has to be, you know, in person so that could affect whether i get into grad school, my future research, my future career. >> reporter: just last week, california's state university system, the largest in the country, announced plans to move its fall semester online >> we miss the vibrancy of campus life but we need to make sure that it's safe. so the intention is to plan for virtual in the fall and plan to transition back to campus in the fall as soon as it's safe to do so. >> harvard medical school now telling its new students that classes will be held remotely but there are some schools going forward with plans t campus the university of arizona even developing its own coronavirus and antibody test. the university's president explained how it's going to work to savannah earlier this month. >> is it your intention to test every single person who sets foot on that campus? >> our intention is to test as many people as we can. it's going to be voluntary but we hope most of the 60,000 people who come to campus will be tested. >> reporter: and now, notre dame is weighing in with its own unique plan, opening campus two weeks earlier than scheduled in an effort to limit the potential spread of covid-19, students will go straight through with no breaks and end the semester before thanksgiving they are part of the 70% of u.s. colleges planning to resume in-person classes this fall. a new poll shows 65% of college students say they would attend if given the option. >> it is so important for me to be face-to-face with all my teachers and my peers. we're all learning off of each other. >> reporter: and we're all learning just how big a part of learning that connection really is between the students and the professors meantime all of this comes amid news that fewer high school seniors have applied for college and financial aid for the next school year, a big sign that coronavirus may disrupt enrollment in the fall, savannah. >> all right, kristen, thank you. that sets us up with a good confers with father jenkins, the president of notre dame. he joins us from south bend this morning. father jenkins, it's nice to have you with us. >> good morning, savannah. thanks for having me. >> many, many students and faculty and researchers will be so glad to hear this news that campus will be going this fall it's not without risk. what made you feel confident you could pull this off? >> well, what we needed was a target to move forward obviously there are circumstances we can't control if there's a dramatic outbreak of corona again, then we'll have to adapt and change. we wanted to set a goal. we have a lot of work to do in the next three months to make our campus a place that will be safe and vibrant and a great educational location so what we want to do is set that goal, work very hard in the next three months. we think we can achieve it >> let's get practical about it. how will school look it's not going to be the same. do you expect students to be tested before they come? will they be wearing masks will they be socially distant? >> i expect extensive testing. i think that's a critical component of making the campus safe, masks are going to be part of it, social distancing is going to be part of it quarantining, if that's necessary, if someone tests positive, is important to move them aside from the student body so all that will be part of it i don't have all the details yet but i believe with all those components, with a robust plan, we can have a safe campus where students learn and grow. >> one of the more interesting aspects of your plans here is the schedule a tightened up schedule. you start school earlier, you skip that fall break and send everybody home at thanksgiving what's the thinking behind that? >> the great danger is medical experts tell us, and we've talked to a lot of really expert people on this issue, is tha when you bring them together after they went all around the nation and the world, they are going to bring back pathogens. so if you can get them here, test them, and have a healthy community and don't send them away until the semester is over, you're much more likely to control the spread of any infections and have a healthy campus that's why we're doing that. it's a little unusual. but we think it will help us be a safe campus in the fall. >> does that mean weekend road trips or visits home to the folks are going to be banned during the semester? >> i don't think we've gone that far. but what we're going to do is talk to the students you know, i find young people, if it's important and they believe in it, they step up and they challenge one another to step up. i believe that's what's going to happen they want to be back on campus that's what i hear overwhelmingly from our students online was fine but they want to be back. and to achieve that goal, i think they're going to work with us i believe they will. >> you know what everyone else wants and you know this question is coming for notre dame what about football? you have fans across the country. is there a chance that football could come back? >> well, our primary focus has been our educational mission that's what we've thought about to this point. obviously we're going to talk about athletics. it's not just our decision, it's a decision of all institutions in division one across the nation, so we're going to talk to them and we'll see safe and what is possible. i hope we'll have sports, i hope we'll have football. we'll just have to see. >> all right father jenkins, it's after the cruise ship industry was brought to a halt, an estimated 100,000 crew members, they are still stranded on ships worldwide. and for some, desperation is setting in nbc national correspondent miguel almaguer has that story hey, miguel, good morning. >> reporter: hey, guys, good morning. as this pandemic first hit home, many of us remember the images of cruise ship passengers waiting for days at dock after being stranded out at sea in for weeks. but in many of those cases, crew members never got off those ships and they're still waiting to come home this morning, the nightmare at sea turning into a protest on the open ocean >> send us home! >> reporter: the u.s. coast guard says at least 54,000 crew members mbers remain aboard 85 s in u.s. waters, but it's reported more than 100,000 crew members around the globe have been given no firm details on when they can disembark. >> i've been trying to get home for just over a month now. >> reporter: canadian chris richardson said some of his colleagues spent weeks in tiny windowless rooms no longer getting a paycheck, instead earning a fraction of their salary in so-called goodwill payments. >> it feels like they put money over our health and happiness. >> reporter: before crew members can disembark in u.s. waters, the cdc says cruise ship operators must arrange transportation on private flights and cars and have no interaction with the public on their way home, among other regulations. the long list of requirements could sink some cruise lines who face an uncertain future according to the "miami herald," at least 578 crew members have tested positive since the coronavirus outbreak and 7 have died at least two others have lost their lives in apparent suicides >> they are completely stuck against their will held on a cruise ship at sea. >> reporter: mckenna madden, a dancer aboard the royal caribbean freedom said freedom was the last thing she had she's finally now back home in arizona after two months at sea. >> definitely anxious, definitely scared of the unknown and not knowing what's going to happen or when you're going to get to go home or how much longer you're going to be stuck on the ship. you really don't know, so that's kind of scary. >> reporter: with some employees choosing to stay on board, major operators tell nbc news they are working to repatriate their could you members navigating different and changing international regulations. but for many still stranded at sea, the ship has sailed on being patient. royal caribbean tells us the majority of their american crew members are already back home. the rest will be home by the end of the month the other cruise liners tell us there's no firm dates but they are working to repatriate all of their crew members guys, >> i'm taking it, hydroxychloroquine right now, yeah. i've heard a lot of good stories. if it's not good, i'll tell you right. i'm not going to get hurt by it. >> reporter: the fda has warned against the drug's use for covid-19 outside of a hospital setting due to a risk of serious heart problems the white house doctor also said overnight the president receives regular covid-19 tests and all has been negative to date. also this morning there is some optimism about a coronavirus clinical trial, moderna, a massachusetts biotech company, says preliminary data indicates 8 out of 45 patients they tested developed antibodies that neutralized the virus potentially providing some level of immunity. health experts caution more data now at least partially reopened with connecticut stay-at-home order set to expire tomorrow hoda, back to you. >> kristen at the white house. kristen, thanks. the fear of the coronavirus is apparently behind an alarming trend. a growing number of people with serious health problems, even emergencies, they are staying away from hospitals. nbc's kerry sanders is taking a closer look at that. hey, kerry, good morning. >> reporter: good morning. first responders say the people who they would normally rush to the er are not calling 911 for help here at broward health and at hospitals across the country, it appears it's being driven by a misconception that when you go through the doors here in an emergency room, you're then exposed to a cloud of coronavirus and you could get sick but doctors say that's just not the case asking where are the patients? >> we're seeing real legitimate emergency patients delaying care, coming in because of fear, the fear of catching covid >> reporter: stacy simpson is one of those patients. she's battled heart disease for 15 years, but a recent scare in the emergency room has her afraid to go back. >> i'm thinking, i'm having a heart attack now i've been exposed to covid essentially by being in this room it really made me feel like i'm going to die. >> reporter: a survey from the american college of emergency physicians found that nearly a third of american adults say they've delayed or avoided medical care because they're concerned about contracting coronavirus. at the peak of the virus, ascension health system with 150 hospitals in 20 states said patient visits to the er were down 48% doctors say that can be deadly. >> we've seen heart attacks, stroke snign procedure, somethie could have acted on that are coming in too late for us to do much with it. >> reporter: one cardiac physician says some patients are coming in critically ill because they've delayed needed visits. >> there's a lot of patients who are basically dead on arrival by paramedics because they waited too long. >> what's the address of the emergency? >> reporter: but now with new safety protocols in place at hospitals around the country, doctors stress the danger of an untreated heart attack or stroke is much greater than the risk of catching covid-19 in the hospital. >> you are much more likely to die of a cardiac issue without appropriate medical care than you are to die of the coronavirus at this point. >> reporter: another reason folks say they don't want to go to the er, is they fear that if they're admitted they'll be cut off from their family. hospitals, at least most hospitals stress that those restricted from visiting with family members is those with coronavirus. not everybody is separated from visitation when they are admitted craig. >> troubling trend in deed kerry sanders for us in florida. kerry, thank you delta air lines will reportedly cap airline capacity at 60% as it ramps up for increased air travel that's according to reuters. passengers will also be required to wear face coverings throughout their flights, although summer schedules will remain sharply reduced, delta does plan to restore some major routes that were suspended because of the pandemic. savannah >> this morning we are remembering actor ken osmond, best known for his role as eddie haskel on "leave it to beaver" he passed away monday at 76 years old. harry smith joins us with a look back at his life harry, good morning. >> i know, it's one of those guys, ken osmond, if you were playing trivial pursuit or you were in a bar doing a trivia contest, would you know for sure who he was when you say the name eddie haskell, everybody knows eddie haskell. >> hello, mrs. cleaver, may i come in? nbc's tom costello looking into that for us. hey, tom, good morning. >> reporter: yeah, savannah you really hit the key point there, worldwide. the top universities, top hospitals around the world are really involved in this effort now, the trump administration is promising hundreds of millions of doses of a vaccine by the end of the year, but developing a vaccine takes time it takes testing it takes distributing. however, in this case, all of that is being fast tracked the fight for a coronavirus vaccine is a global effort dozens of pharmaceutical companies and biotech firms now working simultaneously on a cure. >> there are scientists around the world each working on their own way to create a vaccine. we may wind up having more than one. that would be wonderful. >> reporter: traditional vaccines introduce what's called an imitation infection into humans through an agent that in some way resembles the disease, triggering the body into producing certain blood cells and antibodies to fight off the infection. typically the vaccine is tested over the course of years first in animals to determine whether a vaccine prevents infection. just last week researchers at oxford university successfully prevented pneumonia due to the virus in monkeys due to emergency vaccine animal trials are skipped in many projects human trials under way carried out in three phases. first human trials will enter phase two following promising early results adding more healthy volunteers in an effort to see how it can affect a more diverse group. >> typically phase one is for safety, phase two is to figure out the dose, and phase three is a very large trial where you figure out the efficacy and the safety of a vaccine. that usually takes several years. >> reporter: but rather thanla virus, some companies, such as moderna, are looking at a new kind of vaccine, one that attempts to genetically modify the ryes are itself. specifically, reprogramming the if code, known as messenger rna, which strulinstructs the cells o make the proteins associated with coronavirus, but without making someone sick. the hope is that the immune system will then kick in to create the antibodies to fight off covid-19. >> one of the benefits of messenger rna is just how quickly these different candidates can be generated. >> reporter: so how long will a vaccine take to develop? last month savannah pressed dr. anthony fauci about whether a 12 to 18 month time line for a vaccine is realistic >> do you feel that's in the realm of possibility >> i do, savannah. we want to go quickly, but we want to make sure it's safe and it's effective i think that is doable. >> reporter: once a vaccine is proven effective and licensed by the fda, the cdc will determine how best to administer it. some companies are already looking ahead to what the next challenge might be ramping up manufacturing capabilities in the hopes of being able to more widely distribute a vaccine, which could take months to produce on a massive scale. a high-stakes gamble that could lead to a big public health payoff an important point here, and that is that experts believe we may see this virus mutating over the course of the coming years, over the coming decades, and so therefore we may need to have different variations of the vaccine. that's why a genetically modified version may be a better version because you just simply change the code for the new variation of the virus but guys, that really gave me pause. we may be dealing with this for decades. back to you. >> tom, you did mention that these vaccines are being fast tracked. that meant they are skipping the animal testing that seems risky is it?
