recession, lots of people lost their jobs. but on the worst month, about 1 million americans. on the worst month of the pandemic so far, 20 million americans. and those numbers don't include the latest layoffs to hit the bay area. uber says it will cut about 15% of its staff or about 3,700 people, which is just an amazing number. this according to paperwork the company filed with the sec. to that you can add almost 2,000 jobs at san francisco's airbnb. very few people are traveling, of course, and that's left the staff with very little to do. airbnb cutting a quarter of its employees. the stock market not reacting to the numbers. it pushes those people who want to reopen the economy, that much harder, to reopen the economy. here's the thing we don't know, marcus. we're going to risk lives to reopen the economy. is it going to bring us back to normal or will it add fuel to the virus, creating another round of this pandemic which will simply make things worse? we seem to be very much between a rock and a hard place. >> certainly a tough situation. thank you so much, scott. we are a day away from new guidance from the state regarding the reopening of businesses. but it's a delicate balance between opening the economy and opening up the public to the possibility of another covid-19 spike. nbc bay area's kris sanchez joining us now live from san jose with what we can expect. >> reporter: hi there, marcus. we're expecting more retail businesses to open but perhaps not in counties where cases are on the rise or where some of those criteria for reopening have not been met. still a lot of small business owners are scrambling to make sure that they are ready in case they are able to reopen. we're talking about owners like this flower shop owner in walnut creek. retail can open with restrictions like social distancing and mask requirements. and other low risk businesses like manufacturing and jlogistis can start to reopen on friday with restrictions in place. the managing director of the san francisco war memorial and arts center is talking about what the new normal will look like for them there. >> i need to make sure that all of the patrons coming into the building are spaced out by six feet, right? so we have this line of folks that we want to see socially distanced like you're seeing at a grocery store. >> reporter: santa clara county's public health officer says some restrictions will remain in place here in santa clara county because some of those restrictions have not been met. contra costa county taking things as slow, easy as they go, watch and see approach. also sonoma and marin counties considering opening retail for curbside pickup. governor newsom has made it clear that county public health officers can require more stringent guidelines if that's what they see fit in their community. in san jose, kris sanchez, nbc bay area news. >> speaking of those guidelines, kris, palo alto councilmembers will vote next monday on requiring people to wear face coverings. this is anyone visiting an essential business or going outside. palo alto online saying it comes amid concerns santa clara county is not going fard enough with its face covering rules. cupertino and milpitas are issuing similar requirements. california is seeing a drop in deaths according to the numbers from "the l.a. times." coronavirus deaths last week fell nearly 10% statewide from 542 to 495. one way to prevent the loss of life as we slowly reopen is testing, testing, and more testing. two more covid-19 testing sites just opened in the south bay. and we also want to talk about what's going on in san mateo county where deputies are revealing details about the shooting of a woman they say had a rifle. we want to get to that in just a moment. the next story we want to tell you about, this just in for us right now, this is over a missing santa rosa man, 82-year-old leonard manwaring who goes by jim. he is alive and being treated at a local hospital. glad that he was found. let's get back to the story i was just telling you about. san mateo county deputies are revealing details of a shooting. a woman shot at them with a rifle in half moon bay. she later died from her injuries. this happened at 7:30 last night, south of the downtown area. they say the woman was impaired and refused orders to drop her gun. the identity of the woman has not been revealed. chp is investigating a deadly crash in san leandro. this happened at about 1:00 this morning on northbound 880 south of davis. a vehicle crashed into rocks that were under an overpass. one person died. another taken to the hospital. no word on that second victim's condition. the cause of that crash is under investigation. firefighters put out a brush fire that briefly threatened homes in eastern contra costa 0. this is near the regional preserve. you see in the video firefighters putting out those flames, making sure they get out those hotspots. it burned five acres before firefighters got the upper hand. no word yet on a cause. today is the day we recognize the hardest-working people in the hospital right now, nurses. here is laura garcia. >> reporter: now to something good. notice anything different about this cafeteria? el camino health is serving up toilet paper, paper towels and kitchen staples alongside breakfast, lunch, and dinner. sales were up 13% as the hospital used its supply chain connections to help save their workers a trip to the store. >> they can find toilet paper, paper towels, the cup of noodles, which is important to people in their households right now. we're doing produce, a variety of produce items. eggs, milk, butter. pretty much anything that people ask us if we can get, we will try and get it. >> so almost everything. the one item even the hospital can't nail down are those sanitizing wipes, like so many of us. it is national nurses day and we're celebrating all week. many companies want to say thank you. now through may 10, subway will donate a six-inch sandwich to health care workers for every order placed through post mates. nike is offering a 20% discount on shoes through its store. chipotle is offering up a free burrito to health care workers who sign up first. you can grab free coffee from dunkin' donuts and starbucks. dunkin' is also throwing in a doughnut on the house. ♪ we continue to celebrate bay area graduates who are going out an official ceremony this spring. this is actually our last week for our "great grads" segment. we want to say special congratulations to these high >> all right, thanks, laura. you remember i was talking about more testing needs to be done before the state can reopen, and two more covid-19 testing sites opening in the south bay? nbc bay area's bob redell joins us live now. bob, the governor is saying we need more testing before the state can reopen. how close are we to have he wants us? >> reporter: unfortunately we're not there yet, we're only halfway to the number of tests needed per day before governor gavin newsom will consider a reopening of the state, marcus. there are two new test sites that opened in the south bay this morning that are helping us with one step forward in that direction. both are operated by a company called optum serve. one is located nat high school in san jose, another at christopher high in gilroy. you need to fill out a form online to make sure you meet certain criteria and to schedule an appointment. an appointment is necessary. now, this woman you're about to hear from, she doesn't have symptoms but wants to make sure she's not carrying the virus for the following reason. >> i baby-sit my great-grandchildren. i don't want to get them sick if i'm sick and don't know it. i'm not sure about this stuff. it's scary. to get tested as a good thing. >> reporter: governor newsom has said california needs to be testing between 60 and 80,000 people per day before the state can consider a full reopening. as i mentioned, we're about halfway there. you look at the latest numbers on your tv screen, this is from the university of washington institute for health metrics and evaluation. according to their covid-19 website, california reported just over 32,000 new tests yesterday. that's at least 50% short of the governor's goal. but it is a 4.3% increase from the day before. reporting live, give. and there's some positive news about that potential coronavirus vaccine. we talk with some of the first people to test it. and we're going to have some hot weather moving into the bay area. slightly warmer today as we check out our san jose temperature trend. upper 70s to low 80s in the next couple of hours. i'll show you how hot it gets in the forecast, coming up. and kristen bell is on not in use... or just letting the sun light your home. stay well and keep it golden. new at 11:00, as the race to find a cure for the coronavirus intensifies, there is more promising news today. clinical trials are under way on a revolutionary new vaccine that could be ready by the end of this year. nbc's tom costello has the details. >> reporter: at nyu hospital in new york, shoulders out for a grou groundbreaking vaccine trial. this one is different. rather than building a vaccine from the virus itself, researchers from phase and her a german pattern are instead trying to alter the virus' genetic code. nyu's chief of infectious disease is leading the trial. >> here we are, less than four months later, and we are launching a trial here in the u.s. >> reporter: among the first 12 healthy americans to get the injection, this yoga instructor. melissa learned of the need for volunteers from her husband. >> i could be helpful to humanity at this time. >> reporter: researchers think this trial could lead to an emergency fda vaccine approval by september. it will take longer to ramp up productions and roll out. here's what's interesting. the vaccine carries a genetic code known as emergency rna that instructs cells to make the proteins associated with the coronavirus but without making someone sick. the hope is that the immune system will kick in to create the antibodies to fight off covid-19. and pfizer is now testing for genetic vaccine variations. >> there's always risks with every new vaccine and treatment. i do think the urgency here, there is tremendous medical need and the suffering, that seems to o outweigh these risks. >> reporter: experts believe the risk is low. >> the big question trials have to answer is, will the vaccine be effective, will it produce a good protective response against infection and will it be safe to use. >> reporter: pfizer hopes to have 8,000 volunteers signed up for the vaccine trial in the next few weeks and months. this is critically important. doctors believe they could be dealing with variations of this virus for decades to come. so if they can reprogram the genetic code every time there's a variation and then come up with a new vaccine, that could go a long way towards allowing all of us to resume our lives. i'm tom costello in washington. back to you. the dmv announced plans to reopen its offices as soon as this month. but under new restrictions. the opening will roll out in phases phases. "the sacramento bee" reports workers will be required to wear protection. dmv is rolling out new online services including title transfers and registration renewals. a federal judge is upholding california's ban on church services. the judge says the governor's ban during the pandemic does not violate the constitutional right for churches to gather. this comes after a church in lodi kept holding services in spite of legal action. the landlord ended up changing the locks on the door so the congregation could not gather. now details on a hearing in oakland that could have granted more emergency leave to part-time and gig workers. last night the virtual city council meeting didn't happen due to the requirement of a minimum number of people to be present in order for that meeting to continue. it's still not clear when the council will vote on that new ordinance. new at 11:00, the fbi is issuing a stern warning to be on alert for coronavirus-related scams. the federal trade commission says that consumers have lost more than $24 million. google says that it's intercepted nearly 18 million malware and phishing emails each day related to the coronavirus. scams are asking people to donate using bitcoin to the world health organization. now google says they have a new tool to protect you from scams. it's calls password checkup to see if any of your pass words were compromised. >> user trust is paramount for us. and we're going to continue to look out for our users in even more ways. >> users should change all compromised passwords, and remember, never donate with cash, by a gift card, or wiring money. happening now, the supreme court is resuming oral arguments amid the pandemic via telephone. justice ruth bader ginsburg joined in from her hospital bed this morning. she's recovering from an infection caused by gallstones. this morning the justices heard a dispute that would allow more employees to opt out of providing no-cost birth control to women. this would be if they have a moral or religious objection. all right. now it's time to get a look at that forecast for you. meteorologist kari hall has been keeping us on track with what we can expect outside. kari, you've been telling us a warm-up is coming. >> yes, so we have one more day with some slightly warmer temperatures this afternoon. and then much hotter weather for the inland areas for tomorrow. let's head over to walnut creek, as we take a live look outside. we're seeing nothing but clear blue skies across the bay area. we're also seeing that along the coastline. sometime during the month of may we get low clouds that roll over san francisco. but that is not happening today. so that's the reason why our temperatures are warming up across the bay area. in fact where we are right now, we're already at 73 degrees in santa rosa and in concord. we're at 70 degrees in livermore. and just keep in mind that a normal high temperature is about 72 degrees. and as we look at where we are compared to yesterday at this time, just a little bit warmer. once again, the biggest warming comes tomorrow. so we're seeing that the most right now in the north bay, where santa rosa is about seven degrees warmer compared to 24 hours ago. and then as we go into that forecast for our high temperatures today, we're looking at a high of about 84 degrees in santa rosa. and normally we're up to 72 degrees. in concord, up to 86. livermore reaching 84 degrees. in san jose we're going to see highs about 10 degrees above normal. and then as we go through this forecast, we'll see our highs up to 87 degrees in antioch. oakland will reach into the mid-70s, low 70s for san francisco. half moon bay, only 63 degrees. compare that to the upper 80s, so a wide range in temperatures across the bay area. i think we'll see the same thing again tomorrow, even as we heat up in the valleys, it won't be as hot along the coastline. we still have a pretty active storm pattern with quite a bit of rain moving across parts of the pacific northwest. this next storm off the coast will be coming in by the end of the weekend. and by sunday, it will provide some cooling. and early next week we may even see a chance of rain. so big changes here as that high pressure continues to move, as it moves off towards the east. it will give us a chance to allow for that storm system to come in. towards sunday, quite a bit of a shift in the wind. an onshore wind flow will make it feel much nicer. we'll be watchingous f out for chance of showers, tuesday possibly into wednesday. it's nice to see we have a lot of changes here. also the cool weather comes back. we're not going to see this hot weather lasting that long. so thursday and friday will be the peak of the heat. and then the weekend, we start to cool off with some mid-80s on saturday. some upper 70s on sunday for mother's day. and then some lower 70s next week. so a little bit of the kind of weather that anyone would like across the bay area, there must be an election primary. the judge sided with a legal team with former candidate andrew yang, saying that canceling the election denies new yorkers to express their preference. next month tweeted this video, over 100,000 flamingos off the coast of mumbai, india. scientists think the lockdown is keeping people inside and making things more peaceful for the wildlife. they're looking at 25% more of these living lawn ornaments than they usually see there. check this one out as well, the philippines. look closely, the waters off the coast are filled with tomato jellyfish. there are many possible reasons. one of them is the quarantine, keeping the waters peaceful so they think the jellyfish are now coming up to the surface on quiet beaches, leading to active waters. these shy animals are getting a little chance in the sunlight. >> wow, beautiful to look at. thanks, mike. let's get a last look at that forecast, kari. >> well, our weather is pretty beautiful too. it's going to be a little warmer today. if you like the summer weather, you're get that tomorrow as well as friday. then cooling down, feeling more like spring by the end of the weekend. we'll also get a chance of spring showers by next tuesday. and as we check out san francisco, the warming won't be as drastic. we're going to see some mid-70s over the next couple of days. >> all right, thanks, kari. that
