Reporter bay area bookstore owners are eager to hear from county leaders about Governor News newsoms announcement today allowing some retailers to open friday. Today were announcing our efforts to update our stay at home guidelines and begin the process of moving into phase two. Reporter newsom says some bookstores, florists, and clothing and Sporting Goods stores can open on a limited basis. The new guidance could bring a little life back into shuttered commercial corridors if county leaders allow it. These are orders people have made online. Tonight, though, a dramatic increase of covid19 victims at a vallejo nursing home. New numbers show 76 residents at 23 Staff Members at the Windsor Vallejo care center have now tested positive. The Solano County Public Health official would not comment when we asked if anyone has died there. The facility reported its first case april 16th. County Health Officials say Nursing Homes are a hot zone for infections because many residents already have Health Conditions that make them more susceptible to a difficult covid infection. They have isolated those residents who have tested positive for covid19, and the Staff Members who did test positive are remaining home at this time. Now, the Windsor Vallejo care center says it is being hyper vigilant saying, we have increased sanitation of frequently touched surfaces. We have ample supplies of personal protective equipment. Staff are constantly being inserviced on best practices in regard to infection control. Tracers talk with people who have the virus and help track down those people that theyve been in contact with. The state is partnering with ucsf and ucla to train people to become contact tracers. They need thousands of them. Currently the state has 3,000 tracers. The goal is to add another 20,000. These are simply disease detectives that will be trained to support the existing workforce that persists and exists throughout the state of california. What weve seen so far, nationally average pay ranges anywhere between 40,000 and 55,000. By the way, current state employees will be redirected into this program to fill some of the positions. Children falling behind as our schools close their doors during this pandemic. We analyze the standards of Distance Learning throughout the bay area and across the state, and we know this. Many parents and educators are worried. Investigative reporter Candice Nguyen has more. Reporter we found major inconsistencies from district to district. In some cases, students going weeks without any schooling. With guidelines all over the place, we learned radical changes may be coming to your kids education. My favorite subject is math. Reporter when covid19 forced his school to close, this san jose middle schooler says he didnt just go days without learning. Five weeks about. For the first one or two weeks, there was no communication. Reporter were not revealing this familys identity because they fear blowback from evergreen unified. The district says it was quick to provide learning packets while administrators worked to create an online Distance Learning program. But this father says his son finished those packets in a few days. It was concerns like this that prompted us to investigate 70 School Districts across california. We looked at the remote education plans so we could compare what students are learning. Many districts developed their plan within days, requiring teachers to assign reading and math lessons daily, set up regular office hours, and record attendance to identify students who need more help. Other districts took weeks to create a plan and issue guidelines. Some of them discouraged teachers from doing live video lessons or speaking to students oneonone about assignments. Some plans dont require attendance or any evaluation of students or teachers. Right now the state is allowing local districts to decide whats best for their communities. Its also canceled all standardized tests to reduce stress on kids. But with no way to monitor students progress, some educators fear the achievement gap will only grow. I cry all the time. Reporter heather is a teacher in antioch and says she realizes the devastating Impact School closures are having on her students. Its just very emotional. Is it harder now to track your students, those who possibly may need the most help . Oh, my gosh, yes. A thousand times harder. Reporter she says Distance Learning attendance at her school has fallen off. She has one student she hasnt heard from this entire time. I cant get the mom to call me back. Reporter we raised these concerns from parents and educators with governor gavin newsom during a recent press conference. Governor, weve talked to students who say they have gone weeks without learning since the shutdown. Some districts werent prepared for Distance Learning while others had a tough time keeping kids engaged. Is the state doing anything to provide more oversight . Yeah. Look, we have to do better. We didnt wait for the question. We tried to preempt it. Even a few weeks ago with the guidance we put out to all of these districts, the guidance, however, is not equally distributed in terms of capacity to deliver on it. Reporter state student Tony Thurmond says hes aware of this problem. That means for many students, they may have missed 50some days of instruction. And so we anticipate that theres some learning loss. Should the state issue minimum sets of standards for Distance Learning to ensure students still receive the basic level of education . Unless theres a change in the law, you know, the department of education and the state board of education are not able to mandate, you know, requirements per se. Reporter thurmond says the state will also rely on teachers to figure out what their students missed during the shelter at home. But without grades, standardized tests, or recorded attendance, we asked thurmond how will anyone know how big the achievement gap got. I think were going to see conversations about innovation in education and how to measure learning in ways that might be very different than the way theyve been in the past. Reporter thurmond and newsom say theyre considering reopening schools earlier than usual. That worries this father, who feels his district is struggling just to get through this school year. Since one of the teachers are doing guy, i would be shy of giving them an f grade, but id definitely give them a d grade. Reporter state superintendent thurmond tells us he predicts Distance Learning will smooth out.
