As of the last numbers that we got over the weekend there are now about 3,000 or more infections across 49 states. And the Vice President adds public and private partnerships are allowing more testing to take place. U. S. Senators have a big decision on their hands. Take a live look at capitol hill where senators are expected to vote this week on a bill aimed at helping americans impacted by the pandemic. The bill would ensure sick leave for workers and include money for testing including people who are not insured. President trump will participate in two video teleconferences today. He, along with other g7 leaders, will discuss a Response Plan to the epidemic. And President Trump, of course, declared a National Emergency over coronavirus on friday. The federal government is setting up hundreds of Community Test sites. Each will be able to test up to 4,000 people per day. Health care workers and others with symptoms will take top priority. Also right this minute people in the bay area can access a pilot site created by google called project baseline. Its meant to provide screening and help connect highrisk people to drivethrough testing sites. It launched last night. To use it you have to live within 50 miles of santa clara and san mateo counties and be willing to sign an authorization form. At least two Bay Area Health branches setting up drivethrough testing sites. Kaiser is offering stations in parts of the east bay but its only for kaiser members. Also, Stanford Express care is offering drivethrough for patients in its system. The first Clinical Trial will begin today on a vaccine meant to protect against the coronavirus. A government source says it will take place in some 2 dozen young, Healthy Volunteers in seattle. It is likely to take one year to 18 months. 6 05 and a live look at sfo and with President Trump extending the european travel ban to the uk and ireland, even more americans are scrambling to return home like the ban thats already in effect. The new ban will not apply to u. S. Citizens, legal residents and immediate family. One former nbc bay area staffer was on a plane when the news broke about the new travel restrictions. She was flying to San Francisco from the uk and says that that plane on the plane passengers had to fill out paperwork and were told to expect screenings when they landed. They just asked if passengers had a fever or cough. The extended ban takes effect at midnight tonight. And bars, nightclubs, brew pubs, and wineries across california are now going dark. This is after Governor Newsom ordered them to close in the evide effort to stop the spread. We didnt see restaurants on the list. How are they affected in all of this . Reporter governor gavin newsom has not ordered restaurants to shut down, at least not yet. He is asking those types of businesses to cut their occupancy by half. His argument is that restaurants provide a needed service and also have takeout and delivery and people need food. With regards to newsoms orders to shut down bars, nightclubs, brew pubs and wineries, not everyone is pleased. We spoke with a customer last night at the dublin pub who thinks the governor is going overboard pointing out there are more people in a closed environment on a Public Transit bus and yet those arent shut down. Tomorrow is st. Patricks day which is normally a big day for bars and pubs. I think its necessary. The less people that are out there contaminating if they have the virus, the better off we are. Stock up. Be around your family. Be smart. Dont panic. Just wait this thing through. Its smart. I think we need to try to keep less people to come in contact as much as possible. They point out they went through 9 11, the dotcom bubble burst, the recession and acknowledge, yes, this shutdown will be ditch but theyre already exploring options for support from their bank and the state and federal governments. Regardless of whats open and whats not, the cdc is recommending you stay away from gatherings where 50 people or more, and i want to point out behind us is a safeway. Well, we are going to be doing a lot of reading. Thankfully theyre up for that. Theyre sleeping in the other room so its nice to be home with them because they are feeling a little anxious. They will be out of school the next three weeks. We found that out while on the air friday. I had the weekend to kind of think about things. Our School District has not pushed any online directives at this point. Im hoping if the School Closure goes beyond three weeks we will get some direction. Until then well treat it like an extended break with time for enrichment since they dont have all of their after School Activities and what not. I do want to say there are some online course work that is available and a lot of schools have pushed out the online learning. We did get advice from the experts, you, the home schooling parents. They suggest getting the kids in on creating the plan for how this will work for the family, creating a daily schedule so they know what to expect and getting support from the School District, creating a work space where they can focus on that schoolwork if they have it, and a reminder to take breaks. The Santa Clara CountySchool Superintendent told us it is okay to go outside and play. So some physical activity, fresh air is really important. We also are encouraging young people to continue to read, to play games. There are educational materials and things Available Online to continue childrens learning. Reporter now there are a lot of online resources as the superintendent mentioned. My favorite is our public library. They have a lot of online content and ebooks available. You can also order books to pick up so only one person has to go in. All the childrens programming has been canceled. Scholastic has free content, abc mouse, my kids use a lot of others. Weve seen less rain in parts of the north bay, but as we check out whats happening in the south bay we are seeing some of that rain moving in. Were going to see some snow in the distance on bay area peaks as we go into the rest of the day. At 10 00 a lot of the rain winding down but still some of that snow continuing for parts of our east bay hills and off and on rain. Now where we do see some of the spotty showers popping up there may be some heavy downpours and some small hail. Well be watching out for that as we go throughout the day. It looks like it is going to be rough as we continue this social distancing and thats having a real effect on the economy as everyone or many people stay at home like i am and try to do their jobs as best they can from their homes. You saw the fed cut Interest Rates to zero. They have other things to do but the idea is to get as much money in as possible. During a recession or some sort of catastrophe, getting money into the economy helps because then people go out and they spend because they can borrow so cheaply. Nobody is going out so its not clear what the fed will do. As we look at the futures, the wall street places on the open, theyre looking for an opening of about 1,000 points, rather, to the negative. They had to stop offering the futures. They had to lock those down. We might see a Circuit Breaker on the regular trading today as well. Now these Circuit Breakers are supposed to stop panic selling when some unexpected bit of news comes across the wire. But were expecting everything by now. We understand the situation that we are in, and those Circuit Breakers may just stop trading and then not make a whole lot of difference. As for airlines, united will cut 50 . Delta said that on friday that, in fact, the number of people canceling outweighed the number of booking and they had net negative passenger load. Jetblue said this was worse on jetblue than after 9 11. Were getting the numbers coming out from the box office showing it was the worst. Disney was at number one but nobody really attending. I think an opportunity for a lot of people to stay home and watch the streaming services theyve been paying so much money for. Its a good time to do that. I was doing that myself. 6 19 right now and taking a look at the forecast. Look at all the green. Weve been experiencing the rain throughout the weekend. Meteorologist kari hall has been tracking what we can expect. So, kari, what are we expecting today from the forecast . It looks like rain is in our future. Not as heavy as in the north bay and a lot lighter, too. Were seeing it shifting from San Francisco over to the east bay and continuing down to the south bay. So we are seeing the heaviest rain moving through now, even some snow as we see some light greens over san jose, but then you go up in elevation near mt. Hamilton. Were seeing some snow coming down, also some snow around mt. Diablo but heavy rain through the parts of the east bay. Its lighter for San Francisco. As we take a look at this live view at the Golden Gate Bridge lets talk about the rain we had over the weekend. We did have close to 6. 5 inches of rain and still counting at uvas canyon. Some great news for parts of the Santa Cruz Mountains over to the anderson reservoir, close to 3 inches of rain now. Over 2 inches in moraga. For san carlos almost an inch and a half there. Oakland measuring an inch of rain. Santa rosa about a half inch. You can see how it drops off for the north bay. We are still going to see the heaviest rain starting to tape earp off but over parts of the east bay and the south bay snow continuing for mt. Hamilton and those areas. And then going into the rest of the day still some spotty showers moving through. But what we do see may briefly drop some heavy rain and may contain small hail. As we go into tomorrow were still in with the rain chances but it does start to become a lot less widespread and additional rainfall totals may measure up to another quarter inch of rain or so. As we go through the rest of the forecast once again our rain tapering off, only some light rain chances for tomorrow as well as early wednesday and then all clear for the first day of spring as we reach into the low 60s. Mike, youre seeing the slippery roads for those drivers. Thats right, kari. Weve heard crashes and conditions it sounds like there are spinouts or loss of traction of some sort. Green where its wet, definitely slick roadways. Look at the pink areas where kari has been talking about light snow perhaps in some spots, higher peaks. Keep that in mind. Slow the speeds even though Traffic Volume is light where you can go at the limit. Here were recovering to the limit west 80 coming into the cordelia junction.
