they came back from vacation one day early. they say it appeared their pet sitter kept the two golden retrievers drugged. and now they want answers from the service they used. it is called rover.com. and in a story only on nbc bay area, robert handa joins us live after speaking to the couple and they have a warning for other dog owners here tonight. >> we're at the animal emergency clinic in campbell where the family brought the dogs and found out they may have been drugged when they were supposed to be watched. kona and hudson are very active golden retrievers and the owners said that is how they were when they left them to go on vacation during christmas week. they used rover.com which provides independent contractors as pet sitters. the walters were weary when the pet sitters declined to meet beforehand and in pictures they sent during vacation -- >> every picture was either sleeping, but literally out of it. like they're -- now i think, oh, my god were they sedated the whole week. >> but what upset them is they came back a day early and caught the pet sitters off guard. >> i had to lift kona up into the jeep as well and i knew something was wrong. >> reporter: fred took the dogs to the 24 hour emergency animal clinic and according to the evaluation sheet a doctor report the dog seemed sedated and the pet sitters denied any wrongdoing and referred them to rover.com. and they reimbursed for the vet bill but did not refund the $1,000 they paid for the service. the walters hope this is a lesson for other pet owners. >> if these sitters are doing this to our dogs, are they doing it to others? >> reporter: now we have just heard from rover.com that said it is still looking into the matter. but in a letter to the walters it did not acknowledge doing anything wrong. we could not contact the pet sitters because they still listed in an line complaint it said it was made up. robert handa, nbc bay area news. the case against the golden state killer is moving forward. attorneys nor joseph deangelo argued the case should be delayed to allow to better preparech the judge denied that request and ordered the preliminary hearing to take place in early may. the defense said extra time is needed since the case is one of the largest and most complex murder trials in state history. he faces 13 counts of murder after prosecutors say he killed and raped women across the state p from -- from 1974 to 1986. new reaction to the video showing an off-duty police officer shooting and killing a man. we aired this video last night at 11:00. it appears to show a van and car going for the same parking spot in vallejo. after a heated exchange between the drivers, eric reason pops open the hood of his car and then takes out -- again it is a gun. and he pops open the hood and that is when the off-duty police officer virgil thomas pulled out his pistol and started firing as reason is running away. >> a guy is clearly running away. and you continue to shoot gone whatever danger was gone. >> but the officer's attorney believes investigators will conclude the killing was justified. a major change in san francisco's criminal justice system. prosecutors will no longer be allowed to ask for a cash bail for a person awaiting trial. that means whether or not sn someone will remain incarcerated is based on the risk of public safety not if they have money. the d.a. called it discriminatory and unsafe and the new policies take effect today. the governor was in his old stomping ground welcoming governors from other states to san francisco to talk about fixing infrastructure and used the new salesforce transit center as the back drop. we are joined in san francisco with the details. lilly. >> reporter: it wasn't even a year ago there was a support beam in the center of the road, the transit center was closed for 278 days. but today the governor said eat your heart out new york city, this is the grand central station of the west and then some. call it a governor's association infrastructure summit in san francisco. >> cutting through red tape and on taking a look at new technologies and new kind of creative solutions. >> reporter: and how to pay for them. >> nobody likes to increase the gas tax but we know that we need to fund the essential services this our state. >> reporter: the governor led a tour of salesforce transit center. >> it is a world class example of effective governance with some truth to its world class status, we are nonetheless proud that a 20-year dream was realized. >> reporter: he also addressed traffic congestion. one of the bay area's biggest issues. >> this is the first full year of its -- the investment, $3.5 billion is for traditional roads and $1.9 billion is for transit and for strategies to get people out of cars and off the freeways and highways. >> reporter: newsom said the vision for the transit center is to have 11 different agencies under one roof, including high-speed rail. we're live in san francisco, lili tan, nbc bay area news. the governor is asking the federal government if housing for the homeless could be built on surplus federal land. just a week after he opened vacant state land and sent 15 state owned trailers to oakland, the governor is asking housing secretary ben carson to step up and offer available federal land. so far no comment from washington, d.c. however, president trump and secretary carson have been publicly critical of how l.a. and san francisco are coping with the homelessness. >> a stretch along the coast in san francisco is closed because of erosion. the southbound lanes the great highway are shut down between float and skyline boulevard. the road and should are eroding and engineers are trying to figure out next steps to shore up the area. now it is unknown how long this stretch will be closed. public works officials are deciding if they should do a quick fix or enact a long-term solution which means it would be closed for a longer period of time. one by one house votes are disappearing in redwood city. the city is trying to get rid of people in a marina being overtaken by a development. another empty boat was towed away. it was part of a docktown plan by the city roughly 75 years ago. less than ten house boat owners are all that is left behind as they hold on to the unique affordable way of life. >> leave the homes where they are. allow the emancipated youth, the kids who used to be in foster families to stay and live in them. that is not hard. they've been there since the '60s. >> many living there sold their house boats willingly last year. some made a profit but the holdouts say not all of the offers were fair. more than 100 e-bay employees are losing jobs after the tech giant cut positions in san jose and san francisco. the cuts began last week. 102 people total were given notice. the employees worked in e-bay san jose headquarters and another office in san jose and san francisco. among the positions cut, soft kwar engineering and marketing employees. e-bay employs roughly 14,000 people worldwide. it is another sign of the times. another brick and mortar business is shutting its doors. greeting card and stationery company papyrus is closing all of the 254 stores. that includes 15 bay area locations. you could see them right on the map. nine of those are in san francisco. and it is a family-owned business started back in 1950. the store's owner said it is been tough to fit in with today's shopping environment even though all of the stores are closing it might not be the end of the business. the owners plan to explore e-commerce options. still to come, a firehouse in the east bay on sale for just $1 but there is a catch and what you have to do to buy this. changing the rules about support animals on airplanes. why most of them might not get past security. and after morning clouds, a beautiful afternoon for us. a lot of sunshine. we'll tell you about the big changes tomorrow that involve some cloud cover in about nine minutes. take a look. how about a two-story building in fremont for just a buck. that is right. $1. that is the price tag for this fire station. nbc bay area's marianne favro is in fremont with the unusual offer. what is the catch here? >> reporter: raj, if you want to buy this old fire station for $1 you have to pay to move if t and find a place to put it which is why so far we have not learned of any takers. al menard fears he won't have many more days to enjoy this fire station in the centerville district. a developer purchased the land and the city is requiring the company to attempt to sell the building. the price is right. just $1. but al knows with the cost of $250,000 to move the fire station, and the challenge of finding somewhere to put it, the fire station is unlikely to sell. >> it is a shame. because the only thing we really have in our life are our memories and our dreams. this is a memory. and it is a dream to have it here for future generations to see it and admire and understand what it was like living here just 60 years ago. >> reporter: built in 1954, this was fremont's first fire headquarters. one that holds a lot of memories for neighbors. >> i would like to see it preserved and maybe restored as a museum. >> reporter: silicon sage builders planned to build 39 apartments along with 26,000 feet of retail space. but if no one comes forward to buy the fire station in 59 days, the developer will demolish it. >> i'm going to be crushed. but it's one of many is the sad part about it. it is just - an ongoing chain of events. the historic buildings all over fremont are disappearing at a very rapid rate. >> reporter: this station was decommissioned back in 2008. now if this building does not sell, the city is bay neighborhood is getting back to normal after a all-night standoff in san pablo. deputies say an armed man barricaded himself in a home in the tara hills neighborhood and at one point the suspect fired his weapon. the s.w.a.t. team finally moved inside of the house where they arrested that man. livermore police are trying to sort out a bizarre situation this morning that ended with them shooting the driver of a kia. the shooting briefly shut down eastbound lanes of 580 this horning when officers pulled over a suspected drunk driver on the airway boulevard off-ramp and within minutes a second car was speeding toward them trying to run them down. that was the kia. livermore officers shot the driver in the thigh. he's expected to be okay. police say it doesn't appear the two cars were connected so they have no idea where the second driver came after them. well the days of bringing peacocks hedge hogs and pigs on planes as emotional support animals could end. today the transportation department plans to tighten rules regarding the service animals. the big change, only dogs would qualify. airlines have complained that some passengers are abusing the rules that let them bring other animals on board saying they need those animals for emotional support. some local cities made the cut for the best places to live in the u.s. website 247 wall street used standard of living to come up with this list. and five bay area communities made the cut. piedmont at number five and burlingame at number 11, palo alto at 21. orinda at 28 and san francisco at 45. top honors went to manhattan beach in southern california. we know that some of the best female athletes in the world are from right here in the bay area. our next installment of our award winning documentary really great rebound. after some morning fog and cloud cover. we had clear skies. and we're holding on to that right now with 61 degrees. but as we head through the next several hours, cloud cover also returning and some chillier 40s as we move into early tomorrow morning. let's get a wider look at the weather pattern because i want you to understand what is happening over the next couple of days. it is a little bit complicated but this will sort it out for you. we have this area of high pressure building in from the south. that is keeping the storm track just off to the north and any kind of big rain chances and this is important because with the storm tracking so close as you move through the next two days, it is going to continue to stream in cloud cover. so not the sunniest of days as we move into tomorrow. we'll start to see the cloud cover beginning to return. so i don't think you're going to need the sunglasses through tomorrow morning commute and some chilly 40s back for the south bay, peninsula and the tri-valley. 45 in the east bay, san francisco 46 and the north bay at 43. let's get a better look at tomorrow. because i don't want you to say jeff, i didn't know it would be this gray. 8:00 in the morning, all of the gray, and that is the cloud cover with us to start. then as we head through the afternoon, it just doesn't budge from the north bay down to the south bay. so over cast. maybe you're not so happy with that. but the temperatures will make you probably pretty happy here. it is not too cold. not too mild. 65 in morgan hill. 1-in milpitas. you're happy. right over to the east bay. 59 in pittsburg. 60 in danville and for the peninsula 61 in redwood city and san francisco relatively light winds mid to upper 50 and the north bay 61 here in napa and 59 in novato. my extended forecast. cloud cover stays as we move through the next two days. a slight chance of some spotty showers on saturday. and rainfall totals on sunday actually beginning to drop a little bit more with just a quarter to a half inch and just slight chances next monday and tuesday. san francisco highs got you in the 50s. for the next several days, inland valleys, 60s for high and 40 to low 50 for the morning. we have you buttoned up for the forecast. to miami. a forecast. a look out to the super bowl. and oh, yeah, 60s, just a 20% chance of rain. a little bit of cloud
