hot spots. it is one of our busiest. so if you're traveling along 880 both directions are pretty slow and go not because of an accident but a regular monday morning commute and the bay bridge toll plaza seeing building traffic. i'll have another update shortly. new for you this morning, firefighters are still at the scene of this north bay house fire that killed an elderly woman who lived there. "today in the bay's" thom jensen is live in novato. this is the home that it really is still smoldering. >> reporter: you can see where the smoke is come out. it's more than smoldering. there was an active fire burning inside the attic. a lot of material stored throughout the house according to fire officials. someone just passing by reported the fire at about 10:30 last night. when novato firefighters arrived on the scene the home was engulfed in flames and smoke. they weren't sure if the elderly woman who lived alone was home but the neighbors confirmed she had returned home from shopping earlier in the night and blinded by smoke and stacks of burning materials inside their chief says firefighters were forced to use their hands and tools to feel their way around inside the interior of the home looking for the woman. >> the house was full of materials, extra storage made it difficult for crews to get in. crews did make entry. they found a woman in her 80s in the home down. crews rescued her. brought her outside and attempted lifesaving cpr. and the woman passed away as a result of her injuries from the fire. >> reporter: the chief has not released the name of the woman. he said, stopped short of calling this a hoarder house, but the amount of stored items was more than you would typically find inside a home. the burned debris adds another layer to investigators this morning, and they will not be able to get inside and start searching for the cause until later on this morning. for now, though, firefighters just remaining vigilant making sure this doesn't flare up again or if it does they can put it out and protecting the scene here for those investigators when they arrive later this morning. for now we're live in novato, thom jensen, "today in the bay." thank you, thom. to capitol hill where house speaker nancy pelosi is set to make an announcement. president trump returns from nato. "today in the bay's" tracie potts is live with a closer look at that late-night defense. good morning, tracie. >> reporter: good morning. also in one hour we expect to get an update from nancy pelosi, the house speaker, on where this impeachment inquiry is headed. we just learned that this morning. yes, the president got in late and then was up late defending himself on twitter. hours ago on twitter president trump claimed that asking ukraine to do us a favor refers to the country not his political campaign. that favor is at the heart of the impeachment inquiry where three law professors invited by democrats agreed he broke the law. >> president trump has committed impeachable high crimes and misdemeanors by corruptly abusing the office of the presidency. >> the president of the united states obstructed justice and that's an impeachable offense. >> he struck at the very heart of what makes this a republic to qui we pledge allegiance. >> reporter: a fourth, selected by republicans -- >> this is wrong. >> reporter: argued impeachment is moving too fast on thin evidence. >> close enough is not good enough. if you're going to accuse a president of bribery, you need to make it stick. >> reporter: democrats satisfied they're making the case. >> the facts presented at the hearing today were overwhelming and compelling. >> reporter: republicans wondering if eight hours of legal argument left the public scratching their heads. >> we can be theoretical all we want but the american people are really going to look at this and say, huh? >> reporter: white house lawyers have until tomorrow to decide if they'll participate in future hearings. as of now none are scheduled. >> that was tracie potts reporting from washington, d.c. also developing this morning military investigators in hawaii are still trying to sort out what led up to yesterday's deadly shooting at pearl harbor. a sailor shot and killed two shipyard workers and injured a third worker then turned the gun on himself. witnesses say it all unfolded in a matter of seconds. a navy spokesman said the shooter had been assigned to the u.s. submarine which is being prepared in dry dock. it is not clear yet if he knew those victims or if they were randomly targeted. sonoma county wants to give victims of last month's kincade fire a break. property taxes are due december 10th, but anyone who sustained more than $10,000 in damages can actually defer the payment. to do so they have to file an application with the assessor's office. assessors will revalue the property to determine a prorated tax. this morning smart is holding what it calls a mass casualty drill for its own crews and emergency response team. it's being held at larks purr landing. the goal is to help better prep for first responders. meantime smart is planning to offer new service to larkspur to connect to ferry service. starting friday the agency will launch limited weekend stops at its new station in downtown novato. union square will be anything but a drag. that is when one of the most anticipated holiday events returns to the ice rink. happening today drag queens on ice takes place at 8:00. this is the tenth year of the event. a special retrospective is planned, and we should warn you the event is popular. if you don't have tickets already you're going to have to look online. a lot of those are also sold out. a limited number of same day tickets can be purchased at the box office, but you'd better get there early. >> a show to see, i'm sure. >> i think so, right? "the washington post" reports this morning facebook is thinking about labeling political ads to show they're not fact checked. facebook has bounced around looking for a policy to crack down on false ads. at one point saying it wouldn't allow false ads from products but would not challenge from politicians. that led one man in california to say he was running for governor just so he could run blatantly false ads. facebook said he couldn't do that either. really interesting change in companies like pinterest. it says it will no longer allow advertise many of plantation weddings if those advertisements play up the location's antebellum past, if it comes close to slavery. it will filter out filters of past weddings at plantations. they will carefully control these ads. now the wedding locales don't play up their connection to slavery but they were places where people were enslaved. part of the problem is using the word, of course, plantation but, then again, there is this sort of movement saying, hold on a second. you wouldn't get married at a p.o.w. camp or worse. >> oh, boy. >> there is this history that we're playing up in the advertisements. again, even if you got married at a plantation, pinterest may filter down your photos to try to keep them off the street. >> it certainly does put a different perspective on how you look at it. >> i had dinner about a year ago at a place in san francisco that was french colonial. and i didn't think anything of it at the time. and then itch was reading about, is this something you want to celebrate, indochina? you know what, hit us on twitter. talk to us about it. >> let's talk about it. scott mcgrew on twitter, just like in person. debating the future of san francisco's skyline. they are interesting this proposed 61-story skyscraper that would go up near the transit center and sales force tower. it would also be the city's fourth tallest and likely contain housing unlts along with a hotel and nearly 300,000 square feet of office space. if the planning commission approves the project then it would move on to the board of supervisors. i'm calling dibs on the corner office. >> i'll meet you there. this is really cool as well. what some say future malls could look like. this is a brand-new mega mall in east rutherford, new jersey. it has five roller coasters, which i like, an ice rink and an indoor real snow mountain. okay. developers of malls like these say it's the way to bring people back into the brick and mortar stores. so trending this morning can this cat actually talk? we're taking a break from the rain right now but the fog is going to be what slows you down this morning. it's been drifting around in spots where we see near zero visibility and then it kind of clears up. that's what we saw in san martine. a few minutes ago it said zero and now three. it's improving for now. just watch out. we're going to have patches of that throughout the morning. as we lock outside in palo alto and get started with the day, it's going to be cool and foggy with temperatures in the upper 40s. and then as we go into later on in the morning we're starting to see the sun peeking out just a little bit this is our break from the rain as we track our next storm system moving in. so we're going to start to see that rain moving in by tomorrow morning especially further to the north. this storm system as it moves in will bring some high wind and rain. we're talking winds at about 30 to 40 miles an hour, and then it starts to move out by late on sunday. looks like we could catch a break. it seems like it weakens and drdry dries up before arriving on wednesday. look at how much rain we're going to get with that storm system. it could be anywhere from about an inch in some of our rain shadow valleys to over 3 inches of rain in parts of the north bay as well as the santa cruz mountains. so a big soaker along with some heavy rain. that could bring down some trees. so that's something we're concerned about. then on saturday, i put stormy on there. a chance that a few of those cells producing some heavy rain could also produce some lightning. but it does start to taper off on sunday. a stretch of sunshine as we go into early next week. it will be chilly so jackets and sweaters needed. has it caused any issues yet, vianey? >> it will start to clear out as we go into the morning. in between the rain and all of the storms we've had, all of that moisture still left on the ground and it's just condensing into fog as our temperatures drop. near where it's at 100% humidity. right now we're not seeing any of that rain. we'll be tracking heavy rain and high winds. we are dry today with some spotty sprinkles here and there and some peaks of sunshine. we'll have another round of heavy rain, of course, just in time for your weekend. vianey getting you out the door this morning driving through the fog is really hard at times. >> a good reminder to check the tir tires. on my map where you see the yellow is where we're seeing the more dense fog through san jose. this one in the south bay. northbound 101 near lawrence expressway a single car that spun out. i'm noticing slowing. back to you. >> new overnight antioch police are investigating a late night deadly shooting that happened before midnight. police say a 35-year-old man died. so far no arrests have been made. a lot more brand-new b.a.r.t. trains headed our way. agency leaders are expected to sign off on new funding this morning. roz slater is live with the details and surely the folks heading out to the b.a.r.t. station will want to hear this, roz. >> reporter: they probably will. $18 million is what we're talking about board members are expected to approve by a vote from the reserve fund set aside for rail cars. b.a.r.t. began rolling out its new fleet of the future rail cars last january. these new cars have more digital technology onboard. they have bike racks. they have additional doors to move riders in and out a lot faster. most importantly this will help cut down on overcrowding. this is for 252 new rail cars. b.a.r.t.'s overall plan to replace its aging fleet and to increase the number of trains per hour traveling between the east bay and san francisco. now that board meeting gets under way about 9:00 this morning. i'm roz slater for "today in the bay." meantime, who will patrol the new b.a.r.t. station? leaders say its police department should be in charge. it will house both b.a.r.t. and vta. the vta is building it and b.a.r.t. will run it. police patrol the b.a.r.t. station, that is still the discussion. the contract is expiring soon. both b.a.r.t. and vta will vote on new contracts today. 5:34 right now. the 49ers this morning facing some fan fallout after suspending team radio analyst tim ryan for comments he made about star quarterback lamar jackson's dark skin. comments came during a monday morning call-in show, the day after the last second loss to the ravens. >> when his dark skin color with a dark football with a dark uniform, you could not see that thing. you could not see in and out of the mesh point. >> the team suspended ryan for the upcoming game saying in part that he must be more thoughtful with his words and that he'll learn from the experience. local naacp leaders are outraged and so are football fans. >> that's not something you say out loud and i'm sure he regrets saying that. >> there's a lot of racism going on. >> you mention skin color and the dark tone. >> a statement saying in part i regret my choice of words in trying to describe the conditionses. lamar jackson is an mvp-caliber player and i respect him greatly. >> this morning antioch police looking for a woman who they say ran down a barber with her car. ruby delgadillo was angry about the haircut her son got. that's when a fight between delgadillo and the barber spilled outside. according to police the woman got into her car along with her two children and then drove her car into the 63-year-old barber knocking him into the shop next door and seriously injuring him. >> the car went and would be on top of him. >> police say delgadillo is driving a prius and is wanted with assault with a deadly weapon. the east bay class that went viral with their version "truth hurts" will see the rap star in person. they say dorothy and her class were offered tickets to the concert tonight at the s.a. pchl center in san jose. this is a little bit of it to get your morning started right. ♪ they cleaned up, too. the radio station 99.7 gave the class tickets. no word yet on whether the kids will meet lizzo in person but it will be a great experience no matter what. we know she did see the video because she tweeted raj mathai about it and loved it. >> a great time at the s.a.p. center at 7:00. >> they may have to cover their ears. >> and eyes, too. i've seen clips of that show. i don't know if i want my elementary school student to attend. it is a great show. i've seen the clips. i'm even thinking of going tonight. staying up past my bedtime. >> i think it would still be worth it. >> are there tickets available? that would be fun. >> inflated prices. >> at least getting to meet her would be fun. they're probably going to be like that's where this comes from. this song. so look at this map. chp is saying you have to slow it down through santa clara. the tri-valley drive times now, westbound 580 from grant line road, 23 minutes. and i just want to show you the bay bridge toll plaza. it is busy out there. the metering lights are certainly on. you can see sheen on the roads. before tomorrow's big storm and, of course, look at oakland, 880 northbound and southbound. that's one of our typical hot spots. right now because of regular morning traffic i'm very happy to say at 5:38 the roads are looking busier but no big accidents now. >> we're not slowing down heading to the weekend. >> not at all. >> i'm thinking it's going to be a great weekend for sleeping in, watching movies. being lazy but maybe decorating around the house. putting up outside they'll get blown around. saturday is looking wet all across the bay area. we may even have a few thunderstorms. we're looking at temperatures on the cool side only reaching about 60 degrees for the inland areas. and then on sunday it's still looking pretty bad. there's the sun icon because it may come out during the day. staying wet along the coast with some upper 50s, low 60s. i know we've been trying to get out to christmas in the park waiting for us. there will be rain coming in on saturday. friday, too, maybe you can head out for your sunday evening. we will see temperatures and low 60s on saturday and also the off and on rain. we'll see the same thing with the plan to go ice skating at times you may have to try to go around the rain chances. friday is your chance to get there before the rain and snow starts to come down and the snow levels will be lowering going into sunday as temperatures drop. we're looking at another 1 to 2 feet of snow this weekend. we'll talk about that what means. more on that forecast coming up. thanks, kari. coming up how fema is helping some bay area homes rise to a new level when it comes to flood protection. hundreds of thousands of americans who rely on flood assistance or food assistance from the federal government could soon lose it. coming up the requirements the trump administration is now tightening. and a stanford professor shocks the white house by pulling the first family's son into the impeachment debate. we'll take a look at that statement when "today in the bay" continues. (avo) ask your doctor about emgality. and imagine more migraine-free days. good thursday morning right now at 5:44. fog may slow you down this morning as you get ready to head out the door. we've seen it drifting around, the lowest visibility down to about half a mile. we'll talk about our dry day in the forecast today and how much rain we may see coming up in a few minutes. a very close eye on the roads for you. the traffic commute this morning, a live look, a closer look at how your drive times are doing from the north bay to the south bay coming up. >> thank you, vianey. 5:44. a tough week for wildfire victims in the north bay. so many of them are still trying to put their lives back together. apologies for the music playing underneath that. we'll share good news. the relief sonoma county is offering as a key deadline approaches for taxes. if you are impacted you want to keep watching for a few more minutes. this morning an update in monterey county, all lanes of highway 101 are open after flooding shut down both directions for several hours yesterday. this is what it looked like. before you can see the water was forcing drivers to go through the muddy waters. deputies say the flooding reached about four feet. >> new this morning, marin homeowners are getting a financial boost to help prepare for flooding. fema is providing $3 million in grant money for an elevation program aimed at helping foundations for 16 homes in the flood prone areas. it will assist low to middle income homeowners. they are now set to lose access to food stamps. this comes as president trump's administration moves forward with tightening work requirements. that rule change affects people between the agents of 16 and 49 who are childless and not disabled. nancy pelosi will speak about the impeachment proceedings just a few minutes from now. the xhe woucommittee would articles of impeachment. it is about legal process. democrats invited three legal scholars. republicans were allowed to invite one. that scholar, jonathan turley from george washington university warned democrats they were moving too quickly. the alleged misbehavior was this summer. he says that is too fast. representative matt getz got some camera time when he asked those four scholars to raise their hand if they had first-hand evidence of impeachable offenses. that was a ploy. they weren't fact witnesses. they weren't there. and he knew that. stanford professor pamela karlan revealed just how partisan this fight is when she glibly answered a question about the president's power by pulling in his teenaged son. >> and contrary to what president trump has said article 2 does not give him the power to do anything he wants. i'll give you one example that shows the difference between him and the king, the constitution says there can be no title of nobility. so while the president can name his son barron, he can't make him a barron. >> people on both sides quick to react. the first lady said of her son a minor child deserves privacy and should be kept out of poll six. pamela karlan, you should be ashamed of yourself. you're angry and obviously biased. the president's minor children are out of bounds. we don't show video of barron unless the story demands a standard appearance, walking with his mom and dad from the helicopter to the white house, even then we think carefully about it. karlan later apologized but republicans were handed proof of partisanship. >> i heard at the hearing one of the democrats' witnesses actually used the president and first lady's 13-year-old son to justify their partisan impeachment. democrats should be ashamed. >> we don't have an inkling of what nancy pelosi will say but we'll carry that in a live report and i will post videos on twitter as she speaks as well. >> thank you very much, scott. if you can stop what you're doing, put the toothbrush down and look at the screen, check out the handsome man there. last the new chase center. marcus washington, it looks like it was a lot of fun. >> it was so much fun there. that tree 90 feet tall. it's a really tall tree, what, 17,000 lights, 300 ornaments, so cool. you have until january 4th to go out there outside the chase center. really all around the area there. it's a great event to go out and have fun. a lot of people were out there excited about that. really put everyone in a great mood. >> it's awesome. it's beautiful. we're so happy it's here in the neighborhood. the energy, everything tonight has been awesome. >> a fun time together. in the time between now and january 4th, the last day to go out there, they'll celebrate kwanzaa as well as hanukkah. it is a holiday event for so many people. >> that is something. >> a great time to have fun if you're in the city. >> you met somebody who made you feel small. >> ralph sampson, former warriors player. i'm 6'4", so i'm a tall guy. he's 7'4". >> did you feel like laura? >> reporter: good morning. firefighters still on the scene as they monitor the situation. at 5:00 the fire flared up with so many materials inside the house. the fire flared up in the attic about 5:00. they got that out. they're also on the scene to make sure they protect the scene for investigators. a passerby reported the fire just after 10:30 last night and the interior of the home was engulfed in flames and crews arrived on the scene, they got word from a neighbor that the woman in her 80s who lived alone here was likely still inside after returning home from shopping earlier in the night. now the fire chief is not calling this a hoarder home, but novato's fire chief says there was more storage of materials inside the house than is normally expected and that presented some challenges for firefighters who were desperately searching for the woman. >> so the firefighters are going in using their hands, their tools, reaching through to try and find someone. there were reports initially that no one was home and then reports someone was home. we were able to confirm with the neighbors they believe someone was home and they were. >> reporter: firefighters did rescue the woman from the home and tried to revive her with cpr. tragically she had apparently already succumbed to her injuries from the fire. the woman's identity has not been released. investigators should be able to get in and start pinpointing the cause later on this morning. we're live in novato, thom jensen, "today in the bay." >> a very sad story. thank you, thom. 5:58. sonoma county wants to give victims of the kincade fire a break. property taxes are due december 10th. anyone who sustained more than $10,000 can defer the payment. to do so they have to file an application with the assessor's office. the assessors will revalue to determine the prorated tax. 5:58 right now. a look at that forecast. a really rough ride into work for some of us, kari, but patchy for others. >> driving in and out of the fog and at times it's dense and you're slowing down. then suddenly it just clears up. expect that as you head to work and we're going to see some peeks of sunshine today. temperatures in the upper 50s. a strong storm tomorrow with high winds and rain. >> a look at the commute for a lot of people. >> we have good news, a point in the south bay. we did have a crash on northbound 101. that has been cleared out in san jose and, of course, we have a look at the drive times for you because the bay bridge has metering lights on. along westbound 80 to the bay bridge 14 minutes. then, of course, a quick check of the south bay drive times from highway 85 looking at 23 minutes. about seven minutes. i'm happy to say still no major accidents to report. everybody is slowing down out there. >> good to see. we want to take you back out to washington, d.c., now. >> this is where nancy pelosi will be speaking any moment now to talk about the impeachment inquiry, what happened yesterday and maybe where it stands at this moment. of course there was a lot of testimony yesterday dealing with what are the rules of impeachment. we'll hear what nancy pelosi has to say as she gets us up to date on the state of the inquiry as it stands right now. this is an nbc news special report. here's savannah guthrie. >> good morning, everybody. it's 9:00 a.m. in the east. as we come on the air, the house speaker, nancy pelosi is about to make a statement on the impeachment investigation that will take place on capitol hill and follows yesterday's testimony in congress. three legal scholars arguing that the president did commit impeachable offenses by trying to muscle a foreign country into helping his re-election. but another expert said there was not enough evidence to impeach. nbc's peter alexander is at the white house. pr
