right now vallejo police are processing the scene, collecting evidence and talking to witnesses. and they may be out here for at least another hour. a trip to a gas station turned deadly tonight. vallejo police say they got a call around 5:25 that a man had been shot near fairgrounds drive. the man suffered several gunshot wounds and was pronounced dead at the scene. vallejo police are not releasing his name. but to want tnight the man's fa identified him. his aunt told us she wants answers. >> all i know is this needs to be investigated. i will not lie down and just let this go away. i believe it's a police-involved shooting as you were ooh. >> one of the best people i've ever known with a huge heart, father of six. >> reporter: police say the man involved in the shooting was an off-duty richmond police officer. he was apparently driving this mercedes. some witnesses say they heard seven to ten gunshots. tonight a large crowd gathered at the scene, some held hands in a prayer circle for the victim. tonight some witnesses told us that the two men had an argument here at the gas station and then apparently the off-duty officer went to the back of his car and got a gun out of the trunk. of course this is just one of the accounts that the vallejo police are looking into tonight. also the solano county district attorney's office is investigating as well. reporting live in over a car yesterday afternoon. and that is when they say the passenger got out and had a gun on him. investigators say that suspect had a warrant out for his arrest. now coming on tuesday san jose police chief eddie garcia is expected to give a statement on this shooting and provide any new information as this investigation continues. condolences continue to pour in after the sudden death of a powerful ceo who made a big difference here in the bay area. kaiser permanente chairman bernard tyson died early this morning. tyson grew up in the bay area and graduated from vallejo high school, graduated from golden gate university in san francisco. he spent 34 year dollars in a variety of roles with kaiser before taking over as chairman and ceo in 2014. he was just 60 years old. kaiser released a statement saying that read, in part, an outstanding leader, visionary, and champion for high-quality and affordable health care for everyone. san francisco layor london breed said, quote, he was a visionary in the health care industry, a civic leader caring deeply about the issues impacting our community, especially homelessness. congresswoman barbara lee said he daetd his life to making health care more accessible to our communities. his death comes before a day picket workers planned to walk the lines. but they announce it's postponing the five-day strike. union has not announced a new strike date. san francisco police are looking for a group of men who attacked several people near china town's portman square last night. this is video of the very disturbing and violent scuffle. witnesses say four men in a dark suv beat up three others and then raced away. nbc sergio kin tanno. >> reporter: reports of a robbery. and when they arrived they found three older gentlemen had been beaten pretty badly. the video is pretty tough to watch. one of the attackers violently hitting a man and then just a few seconds later a second man is hit and seemingly knocked out cold. the scuffle continues for a few more seconds as the main attacker tries to help one of his friends. then they get back into the dark-colored suv and drive off. san francisco supervisor tells me the three men who were hit were actually good samaritans. >> they tackled one of the perpetrators. and then other perpetrators came and assaulted them. >> reporter: witnesses told police there were four people in that dark-colored suv. the supervisor says officers have several very likelihood leads including information from a potentially related violent purse snatching outside this bakery the night before. >> this appears to be the same vehicle that was involved in a robbery on friday evening november the 8th. >> reporter: portsmouth square is one of the neighborhood's most popular spots for locals. it's affectional called chinatown's living room because people gather here every day. >> chinatown is the large that has a large number of citizens who live in very small quarter. this is where they congregate, this is where they socialides. >> reporter: san francisco police are keeping an eye out for that suspect to make arrests. now those three men who were injured are in their mid- to late 60s. they were all treated here on scene by medics. two of them were transported to a local hospital. and they have since been released. reporting live in san francisco, i'm sergio quintana. a step toward healing in an east bay community rocked by a mass shooting. tonight gozs of people gathered in orinda remembering the five people shot and killed at a halloween party. organizers say they wanted to send a message to the victims' families that they are supported. >> wow, we can never imagine what they are going through. we wanted to honor the children, i think, they're between 20 and 30, the people who died. so we needed to say their names and we need to let people know that we care that they are lost. >> that shooting happened at an airbnb rental. changes are already underway at airbnb and in orinda. police have yet to make an arrest in that case. it is shaping up to be a big week on capitol hill. impeachment hearings will play out in public for the first time ever. >> reporter: from high above fifth avenue at trump tower, the president lashing out at impeachment pointman adam schiff today saying he wants people from the white house to testify. yet he will not allow a white house lawyer nor will he allow any of our requested witnesses. impeachment going public with current and former state department officials testifying on camera this week about their first hand accounts claiming the president withheld military aid to get ukraine to investigate the bidens. heading into this week, a sharp partisan divide over which witnesses should be called. >> having hunter biden come in is unrelated to the ukraine call. that becomes irrelevant. >> i consider any impeachment in the house that doesn't allow us to know who the whistle-blower is to be invalid. >> reporter: an emerging republican defense is the president's actions toward ukraine were unwise but not enough to remove him from office. >> i believe it was inappropriate. i do not believe it was impeachable. >> reporter: but today the president warned his party, republicans, don't be led into the fool's trap of saying it was not proper but impeachable. doojt these witnesses have important information, knowledge, or evidence about the president's conduct? and if it passes that test, then we should call them, sure. >> a big show of support for elizabeth warren in oakland today. the california for warren team opened a campaign office in downtown oakland. hundreds of people turned out to check it out. city council president rebekah kaplan is enthusiastically endorsing warren. >> we can, we will, helicopter that responded to an emergency radio beacon from a commercial fishing boat. turns out the boat capsized 30 miles north of bodega bay. two men and a woman were pulled out of the water. the search for that last man aboard has now been called off. an old refrigerator caused a scare this morning in san mateo. a family called the fire department at 6:00 a.m. >> the smell of ammonia was coming from a leaking refrigerator. >> based on the properties of ammonia until we can determine where it's coming from, it is a hazard. >> no one suffered any kind of illness or injury as a result of at your grocery store, the discount that you get on your discount is not free in. exchange they are getting an incredible amount of information about you. companies use your phone number to track everything you do. i found that out when i used my cell to call patrick jackson who makes privacy software at disconnect in san francisco. he used my number to pick a strangely familiar meeting place. >> i lived here when i was 24, 25. but you looked up with just my phone number. >> reporter: he just plugged my number into a county public websites and he had really personal stuff about me including my mom's name. >> mother, father, and then a sister and a wife. >> reporter: that's crazy. there is a whole industry of giant multibillion dollar companies. they analyze it and sell it to other companies who then build profiles of who you are. it turns out that my phone number is basically like a homing beacon. it triggers databases all through my life. that means that anybody who has my number can find out all sorts of things about me. things like where i go to the bank, which one's my grocery store, my pharmacy. and the rhythms of my life, things like where i work, where i go to the gym, where i get my coffee. dennis runs data marketing firm blitz metrics. he tapped into my data to pick a place he knew i would like even though we had never met before. >> how did you know that i would want to come here? >> well, you gave me your phone number. just one piece of information. we know that you like to do hiking and camping. >> reporter: you know that magical feeling that you found the perfect store for you? >> so let's say you bought one of these hats. that information would then go into a database maybe matching your phone mail, email address with other partners that they have. >> reporter: any company you give a number to is probably sharing it with their partners. so the next time somebody if you want to see it. >> you will need a special filter. it's not like an eclipse where a projector would work. 7:00 a.m. and 10:00 a.m. locally tomorrow morning. outside right now speaking of fog, it's a pretty view. actually as you look down from sutra tower across san francisco, reduced visibility across the golden gate bridge. we have temperatures in the low 50s. and it's a very interesting weather story tonight. stable air and a bit of an on-shore push of marine air for places like the inner bay and san francisco versus a different weather scenario. we'll have a closer look at that. san francisco 55 degrees. we will see slightly warmer temperatures tomorrow. and also air quality. looking a little better. bit more wind tomorrow will help provide more mixing of the atmosphere. so not a spare the air day for your veterans day plans. you see the color coding. some of these gusts around the higher peaks we think will get between 15 to 35 miles per hour. though mt. st. helena up above 4,000 feet is seeing some gusts above 40 miles per hour. and why these north winds are important is you see the difference relative humidity. the valley has relatively high compared to what we are seeing up on the hill tops. not red flag conditions, but given how dry those hill tops are, something we will be watching heading towards tomorrow morning. high temperatures tomorrow. climbing a little bit warmer. courtesy of that push of some offshore breezes around the bay area. 70s around san jose, closer to 80 in south san jose down into morgan hill. also pleasanton and concord tomorrow. we should see mid-70s closer to oakland and hayward even out to the coast you will see numbers warmer than we saw this weekend, closer to 70 around san francisco and and north bay tomorrows to near 81 degrees around santa rosa. as we go through the next few days, late week a little bit of a cooldown as we get a bit of a push of some on shore wind. but unfortunately no rain. now as we head towards next weekend, we are going to notice that this ridge of high pressure as it rebuilds may do so a little bit farther off to the west. that could be an issue for us as we get around this time next weekend into the beginning of the following week because that system misses us for the most part and drops in east of the sierra. notice the wind pattern here. we could be seeing stronger north winds trying to make a bit of a comeback by late next weekend around tuesday, november 19th. so something to watch here in the extended forecast that we'll see perhaps as we get closer to next weekend. but in the meantime, the offshore breezes we are seeing right now should make for pretty pleasant temperatures for your have the reins day plans tomorrow. trending a bit cooler thursday into friday. and then breezy conditions we'll have to watch for next weekend. next half valley congressman a woman was trapped in her car for hours after crashing near santa rosa this morning. there's a twist to this story. about 9:00 a.m., calls started coming in, just west of santa rosa. crews come out and they couldn't find it. they couldn't find the car because the fog was so thick. first responders finally did find it. and they found the car on its roof, the driver trapped. we don't have any word on her condition. a stubborn fire has been knocked down in the heart of hollywood of all places. firefighters battled to stop the growth of a fire that inched very close to the warner brothers studio in the hollywood hills area. that fire burned more than 80 acres and did not ruin any structures. at one point though smoke could be seen billowing over that hollywood sign. >> a little bit concerned since i live in the neighborhood. >> one firefighter was injured fighting that blaze. the fire is now nearly contained. wildfires have unfortunately become so common in after an officer-involved shooting in vallejo. happened around but if justices decide courts can review it, the supreme court could further rule that determination was lawful or deem it unlawful. bolivian president evo morales announced his resignation today. that move follows weeks of unrest over a disputed election he claimed he won. he was the longest serving leader in south america, in power nearly 14 years. has claimed to have won a fourth term last month plunged the country into chaos. the unrest left three people dead, more than a hundred people injured. the break point was when bolivia's military turned against morales today. the ambush that left nine americans deaded. dozens are heading back to the united states. you may remember last week when gunmen stopped three vehicles and children. >> we honestly still don't know why we were targeted. >> the family members of the victims say they are not sure where they are headed next. but they say many people have reached out to help. follow-up now to the case of a fural defaced in san francisco's mission district seven paintings in a latino cultural district were tagged with black spray paint. one of the artists who helped restore the artwork said he was livid when he found out what happened. >> i was just fuming because we had just restored it about a year and a half ago and it got tagged by gang bangers about a year and a half ago. and we wound up restoring the whole mural. >> he says when they last restored that mural they also applied a layer of sealer. he is going to see if he can maybe just wipe off that vandalism. youth sports are considered good exercise and a social activity for some young. for some they also carry dreams and hopes. for one bay area high school senior, it's a way out. >> reporter: football is a game of motion. the goal to push through obstacles. at marin catholic high school, senior jamar is constantly moving mountains. in his three years here, the defensive tackle has made a my name is for himself, listed by some experts as the state's top linemen. a potential college star with a shot at the nfl. but his path to the gridiron was anything but an easy run. >> i've been to 13 schools before marin catholic and i've lived in six states. >> reporter: he was born in los angeles raised by a single mom after his father was shot in gang violence. his mother, a caregiver for the elderly took jobs where she could. he and his six sisters were always between places. >> i've never had that stability or been able to make those real type of relationships with coaches, friends, or people. >> reporter: she decided to move her kids to marin where she thought they'd have a better life. >> i couldn't get anyone to rent to me because i wasn't making three times the rent. >> reporter: and so outside the school where her son would eventually go, she lived and worked out of her car. >> i was saving up and sending them money. and when it was time for them to start school again they said, well, you don't have a residence. i say yes i do, i've been sleeping next to the school. >> reporter: he got into marin catholic on a scholarship. >> it became a lifestyle, not just a sport. >> what he's been through and how he carries himself and everything else, it's pretty remarkable. >> reporter: he should haved his way into becoming a top college prospect. he picked usc where he will go next year on a football scholarship, the first in his family to go to college. and so each week as he takes the field, his mother takes the stands. >> i wouldn't be in the position i am at venice beach southern california here. needles and medical supplies on the sand. it's an extremely popular beach. life guards say parts of the beach are now closed. public officials are trying to figure out how those needles ended up on the beach. a side show in san francisco. chp tells us this happened earlier this evening on city streets onto highway 101. and it was wild. you can see people hanging out, side shows continue to be a problem for numerous bay area cities. oakland police were also cracking down on illegal side shows this weekend. well, if you have filled up at the pump lately, you probably already know this. gas prices rose by 32 cents between the end of september and the middle of october. well now experts say gas prices are kind of settling down. they say it's because the demand for gas slipz this time of year. $2.68 is the national average. that sounds awfully good from out here. gas prices way above that in the bay area, the highest prices in san francisco. lego land's official mascot is traveling all over the bay area visiting some of his most famous landmarks. but it's not just fun time for bertie. he is enjoying some of the best sites in the bay area. golden gate bridge, levi stadium. you can vote on which local landmark will be made out of legos at the legoland discovery enter that's opening next fall at the great mall in milpitas. voting takes place from now through november 19th. so vote early and vote often. still ahead, millions of people bracing for dangerously cold temperatures. just how much of the u.s. is at risk of getting hit by an arctic blast? >> well, no arctic blast here, but we've got fog pouring across san francisco tonight. we'll talk more about that and any chances of rain come try my really big chicken at risk for dangerously cold sub freezing temperatures. more than 230 million people are going to be affected by this brutal cold from montana down to the south. a lot of points in between. 41 states are going to be hit. meteorologists, including one i know sitting next to me said 300 records could be broken over the next five days. your high tomorrow is going to be 80 out here. >> all that cold air really east of the rockies going from the northern plains all the way down to the gulf coast. so if we're not seeing rain, at least we are not seeing single-digit temperatures. because as you are about to see, we have numbers already dropping into the single digits. let's show you that perspective here on the national weather map. and there you saw it right there. let's take a closer look there. 8 degrees bismarck, north dakota. and there is some minnesota viking purple on the map which tells you you're 17 degrees right now in minneapolis. and again this is going to slide down towards areas around north texas tomorrow will see morning temperatures as we get into tuesday morning in the 20s and 30s. so big canadian air-conditioning east of the rockies. different story for monday night football as everybody around the rest of the country is bundled up out at levi stadium tomorrow. game time temperatures dropping to the low 70s and 60s in santa clara. temperatures closer to 50 in san francisco and highs for veterans day plans looking pretty good. in fact a bit warmer than the highs you saw today. mid-70s around san jose. warmest place tomorrow warner creek concord and ukiah could be close to 80 degrees. and one of the reasons why the temperatures are coming up even though we have fog set up across the bay right now, there's a little taste of some off-shore breezes picking up and we're seeing the wind most significantly tonight above 4,000 feet up atop mount saint helena. however elevations between 1 to 2,000 feet, wind speeds in the yellow from about now through about 7:00 a.m. tomorrow in the 15 to 30 mile per hour age. the winds will be out of the north which is the reason why the hilltops will be seeing those dry conditions overnight. but notice how the numbers are much higher with a lot less wind down around santa rosa and the valley. so high pressure has been centered in a way that we haven't really seen strong, gusty offshore winds. it's been anchored right on top of california. that's the case. then by thursday and friday the weekend's enough to get more of an on-shore push of cooler air. no rain in the forecast there. but something we are going to have to watch late next weekend as this high builds a little bit farther to the west and some systems drop up and over that ridge down towards the rockies. we will have a slight chance of maybe seeing those showers on monday. but this will have to be watched for the potential for some stronger north winds possibly late next weekend into the next ten days. so the rainfall projections, not seeing anything just yet. but as we head towards monday and tuesday heading out towards the 18th and the 19th, there could be a chance of showers. but these rain totals are just too low to really make any dents in the fire season, especially considering we may end up getting more wind out of that as opposed to showers. but at least for your veterans day plans tomorrow, the weather should be comfortably warm around the bay area, just a bit cooler second half of the week. then watching the wind yet again for next weekend. this may be the third week of the month before picking up in the north bay hills. not strong enough to cause any major fire issues other than the hills are dry and breezes will be picking up between now and 8:00 tomorrow morning. warmest part of the week coming up in the next two days. good for those outdoor plans for veterans day tomorrow both in san francisco and inland, where a few places like concord and the tri-valley could see number as approaching the 80s inland. mid-week we get a bit of cooling if the sea breeze picks up. and next weekend keep a close eye on that forecast. there's a chance if high pressure builds a little bit anterior to the west we could see a dose of some north winds picking up for next weekend and everyone's asking, you know, when's the rain going to come back. last november it wasn't until the 21st that the first rain came in november. >> it was a very dry start to the year. >> but it's not looking like that this year. >> right now there is a chance of light showers around the 20th or 21st. but wind is more of a story. unfortunately next seven to ten days looks like more wind as we head towards next weekend. >> the highs look not what you're looking for -- i mean, and the wind's going to be
